RESOLUTION
KTerminate the operation of the Legislative Research Institute,
transfer functions, tasks to the agencies of the National Assembly, the National Assembly Office
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
On the basis of the Constitution of the Socialist Republic of Vietnam;
Pursuant to the Law on the Organization of the National Assembly No. 57/2014/QH13 has been amended and supplemented some articles Article 2. Effectiveness of enforcement Law No. 65/2020/QH14;
Based on the working regulations of the Standing Committee of the National Assembly issued together with Resolution No. 29/2022/UBTVQH15 dated December 12, 2022;
Based on Conclusion No. 111-KL/TW on 07 January 01, 2025 of the Politburo on the merger, termination of operations, transfer of functions and tasks of some agencies of the National Assembly, agencies under the Standing Committee of the National Assembly, the National Assembly Office;
Considering the proposal of the Delegation Work Board at the Report No.10/TTr-BCTĐB on 07 the 01 day5 for terminating the operation of the Legislative Research Institute, transferring functions and tasks to the agencies of the National Assembly, the National Assembly Office;
RESOLUTION:
Article 1
1. Terminate the operation of the Legislative Research Institute under the Standing Committee of the National Assembly from January 15, 2025.
2. Transfer the scientific research, management, information provision, and Legislative Research Journal functions and tasks to the Ethnic Council, the Committees of the National Assembly, the National Assembly Office, in accordance with their functions, tasks, and scope of responsibility.
3. The National Assembly Office shall take over all civil servant and officer files; manage all assets, documents, seals, accounts of the Legislative Research Institute, including financial accounting, payment, settlement carried out in accordance with the provisions of the law; scientific research tasks and ongoing projects shall be retained until they are taken over by another agency.
Article 2
1. The National Assembly Office shall continue to handle tasks assigned to the Legislative Research Institute as the permanent body of the Standing Committee of the National Assembly's Science Council, the main editor of books and national scientific seminars commemorating 80 years of the National Assembly of Vietnam, and related tasks for the termination of the Legislative Research Institute, ensuring that work is not interrupted.
2. The reception, arrangement, and placement of civil servants and officers of the Legislative Research Institute must ensure efficiency and effectiveness; implement policies according to the provisions of the law.
Article 3
1. This Resolution shall take effect from the date of its adoption.
2. Resolution No. 05/2021/UBTVQH15 dated September 29, 2021 of the Standing Committee of the National Assembly on the functions, tasks, authorities, and organizational structure of the Legislative Research Institute shall cease to be effective from the date this Resolution takes effect.
This Resolution was adopted by the Standing Committee of the National Assembly of the Socialist Republic of Vietnam, Session 41, on January 7, 2025 The 41st session of the 15th National Assembly of Vietnam adopted on January 7, 2025.
