CIRCULAR
Guidelines for business registration fees for automobile transportation permits

Pursuant to the Road Traffic Law;
Pursuant to Decree No. 57/2002/NĐ-CP dated June 3, 2002 detailing the implementation of the Ordinance on Fees and Charges, and Decree No. 24/2006/NĐ-CP dated March 6, 2006 amending and supplementing certain provisions of Decree No. 57/2002/NĐ-CP dated June 3, 2002;
Pursuant to Decree No. 91/2009/NĐ-CP dated October 21, 2009 of the Government on business operations and conditions for automobile transportation;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Following the opinion of the Ministry of Transport in Circular No. 117/BGTVT-TC dated January 10, 2011;
The Ministry of Finance issues guidelines for business registration fees for automobile transportation permits as follows:
Article 1. Scope of application
Organizations and individuals, when obtaining from competent state authorities a permit for automobile transportation business, must pay the business registration fee for the automobile transportation permit.
Article 2. Collection, management, and use of the business registration fee
1. The maximum collection rate for the business registration fee for automobile transportation permits shall not exceed 200,000 VND per permit. In cases of renewal or replacement (due to loss, damage, or changes in business conditions related to the contents of the permit), the maximum collection rate shall not exceed 50,000 VND per issuance.
2. Based on the maximum collection rate stipulated in Clause 1 of this Article, the People's Councils of provinces and centrally governed cities shall decide specifically on: The collection rate, payment, management, and use of the business registration fee for automobile transportation permits, in accordance with the specific conditions of their respective localities; ensuring compliance with current laws on fees and charges.
Article 3. Implementation Organization
1. This Circular takes effect from July 4, 2011.
