Pursuant to the Law on the State Bank of Vietnam No. 46/2010/QH12;

Pursuant to the Law on Credit Organizations No. 32/2024/QH15 amended and supplemented by Law No. 96/2025/QH15;

Pursuant to the Law on Issuing Regulatory Legal Documents No. 64/2025/QH15 amended and supplemented by Law No. 87/2025/QH15;

Pursuant to Decree No. 78/2025/NĐ-CP of the Government detailing certain provisions and measures for organizing and guiding the implementation of the Law on Issuing Regulatory Legal Documents amended and supplemented by Decree No. 187/2025/NĐ-CP;

Pursuant to Decree No. 26/2025/NĐ-CP of the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;

At the proposal of the Director of the Legal Department;

The Governor of the State Bank of Vietnam hereby promulgates this Circular abolishing certain regulatory legal documents issued by the Governor of the State Bank of Vietnam.

Article 1. Abolishing all 18 regulatory legal documents

Abolishing all 18 regulatory legal documents issued by the Governor of the State Bank of Vietnam as follows:

1. Decision No. 96/1997/QĐ-NH2 dated April 19, 1997 of the Governor of the State Bank of Vietnam on the issuance of the model cash withdrawal form.

2. Decision No. 353/1997/QĐ-NHNN2 dated October 22, 1997 of the Governor of the State Bank of Vietnam promulgating the "Regulation on Electronic Fund Transfer".

3. Decision No. 543/2002/QĐ-NHNN dated May 29, 2002 of the Governor of the State Bank of Vietnam promulgating regulations on the construction, issuance, management, and use of electronic signatures on electronic payment instruments in electronic inter-bank payments.

4. Decision No. 674/2002/QĐ-NHNN dated June 27, 2002 of the Governor of the State Bank of Vietnam allowing six units of the State Bank to directly participate in the inter-bank electronic payment system to use inter-bank settlement accounts to record mutual fund transfers through the inter-bank electronic payment system.

5. Decision No. 376/2003/QĐ-NHNN dated April 22, 2003 of the Governor of the State Bank of Vietnam promulgating regulations on the preservation and storage of used electronic payment instruments for accounting and capital transactions by service providers.

6. Decision No. 1509/2003/QĐ-NHNN dated November 14, 2003 of the Governor of the State Bank of Vietnam promulgating the regulation on lending by the State Bank to state commercial banks with collateral in the form of special bonds.

7. Decision No. 457/2003/QĐ-NHNN dated May 12, 2003 of the Governor of the State Bank of Vietnam promulgating the technical procedures for inter-bank electronic payment settlement.

8. Decision No. 35/2006/QĐ-NHNN dated July 31, 2006 of the Governor of the State Bank of Vietnam promulgating regulations on risk management principles in electronic banking operations.

9. Circular No. 23/2011/TT-NHNN dated August 31, 2011 of the Governor of the State Bank of Vietnam on implementing the plan to simplify administrative procedures in the field of payment activities and other fields according to the Government's Resolution on simplifying administrative procedures within the scope of the State Bank of Vietnam's management functions.

10. Circular No. 03/2015/TT-NHNN dated March 20, 2015 of the Governor of the State Bank of Vietnam guiding the implementation of certain provisions of Decree No. 26/2014/NĐ-CP dated April 7, 2014 of the Government on the organization and operation of banking inspection and supervision.

11. Circular No. 25/2015/TT-NHNN dated December 9, 2015 of the Governor of the State Bank of Vietnam guiding preferential loans to implement social housing policies.

12. Circular No. 26/2015/TT-NHNN dated December 9, 2015 of the Governor of the State Bank of Vietnam guiding the procedures and formalities for mortgaging and releasing assets that are real estate projects and future residential properties.

13. Circular No. 08/2019/TT-NHNN dated July 4, 2019 of the Governor of the State Bank of Vietnam amending and supplementing certain articles of Circular No. 03/2015/TT-NHNN dated March 20, 2015 of the Governor of the State Bank of Vietnam guiding the implementation of certain provisions of Decree No. 26/2014/NĐ-CP dated April 7, 2014 of the Government on the organization and operation of banking inspection and supervision.

14. Circular No. 13/2019/TT-NHNN dated August 21, 2019 of the Governor of the State Bank of Vietnam amending and supplementing certain articles of circulars related to the issuance of licenses, organization, and operation of credit institutions and foreign bank branches.

15. Circular No. 21/2019/TT-NHNN dated November 14, 2019 of the Governor of the State Bank of Vietnam amending and supplementing certain articles of circulars stipulating cooperative credit banks, people's credit funds, and the safety guarantee fund for people's credit funds.

16. Circular No. 05/2020/TT-NHNN dated May 7, 2020 of the Governor of the State Bank of Vietnam stipulating the refinancing of the Social Policy Bank under Decision No. 15/2020/QĐ-TTg dated April 24, 2020 of the Prime Minister stipulating the implementation of support policies for people affected by the COVID-19 pandemic.

17. Circular No. 12/2020/TT-NHNN dated November 11, 2020 of the Governor of the State Bank of Vietnam amending and supplementing certain articles of Circular No. 05/2020/TT-NHNN dated May 7, 2020 stipulating the refinancing of the Social Policy Bank under Decision No. 15/2020/QĐ-TTg dated April 24, 2020 of the Prime Minister stipulating the implementation of support policies for people affected by the COVID-19 pandemic.

18. Circular No. 20/2021/TT-NHNN dated November 30, 2021 of the Governor of the State Bank of Vietnam amending and supplementing certain articles of Circular No. 25/2015/TT-NHNN dated December 9, 2015 of the Governor of the State Bank of Vietnam guiding preferential loans to implement social housing policies.

Article 2. Effective date

This Circular takes effect from February 16, 2026.

Article 3. Responsibility for Implementation

The heads of units under the State Bank of Vietnam, credit institutions, foreign bank branches, and other organizations and individuals related to this matter shall be responsible for organizing the implementation of this Circular./.
