CIRCULAR
Issuing Economic and Technical Standards for Surveying and Mapping
______________________
Pursuant to the Law on Surveying and Mapping No. 27/2018/QH14;
Pursuant to Decree No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing some provisions of the Law on Surveying and Mapping amended and supplemented by Decree No. 136/2021/NĐ-CP dated December 31, 2021, and Decree No. 22/2023/NĐ-CP dated May 12, 2023;
Pursuant to Decree No. 131/2025/NĐ-CP dated June 12, 2025 of the Government stipulating the division of authority of two levels of local administration in the field of state management by the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
On the proposal of the Director of the Vietnam National Survey and Mapping Center;
The Minister of Agriculture and Rural Development issues this Circular on Economic and Technical Standards for Surveying and Mapping.
Article 1. Attached herewith are the Economic and Technical Standards for Surveying and Mapping.
Article 2. Effectiveness
1. This Circular shall take effect from January 15, 2026.
2. The following Circulars shall be repealed from the date this Circular takes effect:
a) Circular No. 20/2012/TT-BTNMT dated December 19, 2012 of the Minister of Natural Resources and Environment promulgating Economic and Technical Standards for Surveying and Mapping;
b) Circular No. 06/2012/TT-BTNMT dated June 1, 2012 of the Minister of Natural Resources and Environment stipulating Economic and Technical Standards for Building the National Geographic Information System and Foreign Geographic Information Systems for mapping purposes;
c) Circular No. 49/2014/TT-BTNMT dated August 22, 2014 of the Minister of Natural Resources and Environment promulgating Economic and Technical Standards for Determining Administrative Boundaries, Setting Boundary Markers, and Preparing Administrative Boundary Files at all levels;
d) Circular No. 21/2015/TT-BTNMT dated May 22, 2015 of the Minister of Natural Resources and Environment promulgating Economic and Technical Standards for Integrated Surveying and Mapping Technology;
đ) Circular No. 55/2017/TT-BTNMT dated December 8, 2017 of the Minister of Natural Resources and Environment promulgating Economic and Technical Standards for Building the Administrative Boundary Database.
3. Abolish the following provisions:
a) Part II, Sections I, II, III, and IV of the Economic and Technical Standards for Building the Basic Geographic Information Database issued together with Circular No. 40/2011/TT-BTNMT dated November 22, 2011 of the Minister of Natural Resources and Environment;
b) Article 2, Article 3, Article 5, and Article 8 of Circular No. 15/2024/TT-BTNMT dated September 20, 2024 of the Minister of Natural Resources and Environment amending and supplementing certain contents of Circulars stipulating economic and technical standards in the field of surveying, mapping, and geographic information.
Article 3. Transitional Provisions
Projects, designs, technical estimates, and tasks approved before the effective date of this Circular shall be implemented according to the current regulations at the time of approval until they are approved for adjustment by the competent authority.
Article 4. Implementation
1. Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees, heads of units under the Ministry of Agriculture and Rural Development, Departments of Agriculture and Rural Development of provinces and centrally-administered cities, and related organizations and individuals are responsible for implementing this Circular.
2. The Vietnam National Survey and Mapping Center is responsible for disseminating and supervising the implementation of this Circular.
3. In the course of implementation, if there are difficulties or obstacles, agencies, organizations, and individuals should report to the Ministry of Agriculture and Rural Development for consideration and decision.
