CIRCULAR
Issuing National Technical Regulations on Emissions Level 4 for Two-Wheeled Motorcycles and Two-Wheeled Scooters Produced, Assembled, and Newly Imported
Pursuant to the Road Traffic Safety Law No. 36/2024/QH15; the Law Amending and Supplementing Certain Provisions of 10 Laws Related to Security and Public Order No. 118/2025/QH15;
Pursuant to the Law on Standards and Technical Regulations No. 68/2006/QH11; the Law Amending and Supplementing Certain Provisions of 37 Laws Related to Planning No. 35/2018/QH14; the Law Amending and Supplementing Certain Provisions of the Law on Standards and Technical Regulations No. 70/2025/QH15;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
Pursuant to Decision No. 19/2024/QĐ-TTg dated November 15, 2024 of the Prime Minister stipulating the roadmap for applying emission standards for imported and domestically produced and assembled motor vehicles;
At the proposal of the Director of the Vietnam Vehicle Inspection Agency;
The Minister of Construction issues this Circular on the issuance of National Technical Regulations on Emissions Level 4 for Two-Wheeled Motorcycles and Two-Wheeled Scooters Produced, Assembled, and Newly Imported
Article 1. Attached to this Circular are the National Technical Regulations on Emissions Level 4 for Two-Wheeled Motorcycles and Two-Wheeled Scooters Produced, Assembled, and Newly Imported.
Number: QCVN 29:2025/BXD.
Article 2. Effective Date
Article 1. This Circular takes effect from July 1, 2026, except as provided in Clause 2 of this Article.
Clause 2. For two-wheeled scooters, it shall take effect from July 1, 2027.
Clause 3. In cases where production facilities, organizations, or individuals importing two-wheeled motorcycles and two-wheeled scooters have prototype products that meet Emission Level 4 standards, if they register before this Circular takes effect, they may conduct testing, technical safety certification, and environmental protection according to the provisions of this Circular.
Article 4. Abolish the following provisions:
Point a) Clause 1, Article 1 of Circular No. 48/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport (now the Ministry of Construction) issuing National Technical Regulations on Quality, Technical Safety, Environmental Protection, and Energy Consumption for Motor Vehicles; Special Purpose Vehicles; Vehicle Parts; Child Safety Equipment from July 1, 2027;
Point b) Clause 2, Article 1 of Circular No. 48/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport (now the Ministry of Construction) issuing National Technical Regulations on Quality, Technical Safety, Environmental Protection, and Energy Consumption for Motor Vehicles; Special Purpose Vehicles; Vehicle Parts; Child Safety Equipment from July 1, 2026
