BASED ON THE ROAD TRAFFIC ORDER AND SAFETY LAW dated June 27, 2024;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP detailing and guiding the implementation of certain provisions of the Law on Standards and Technical Regulations;

BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;

At the proposal of the Director of the Science, Technology, and Environment Department and the Director of the Vietnam Registration Agency;

The Minister of Transport issues this Circular on issuing National Technical Regulations on quality, technical safety, environmental protection, energy consumption of motor vehicles; specialized motorcycles; spare parts for motor vehicles; child safety equipment.

Article 1. 1. National Technical Regulation on Railway Traffic Signals, number QCVN 21:2025/BXD.

1. National Technical Regulation on exhaust emissions of newly manufactured, assembled, and imported motorcycles and mopeds, code QCVN 04:2024/BGTVT.

Article 2. Effectiveness

1. This Circular takes effect from January 1, 2025, except as provided in Clause 2 of this Article.

2. The National Technical Regulation on child safety equipment for automobiles, code QCVN 123:2024/BGTVT takes effect from January 1, 2026.

3. The following Circulars shall cease to be effective from the date this Circular takes effect:

a) Circular No. 30/2009/TT-BGTVT dated November 19, 2009 of the Minister of Transport on National Technical Regulations on exhaust emissions of newly manufactured, assembled, and imported motorcycles and mopeds;

b) Circular No. 45/2014/TT-BGTVT dated October 3, 2014 of the Minister of Transport on National Technical Regulations on exhaust emission level 3 for newly manufactured, assembled, and imported two-wheeled motorcycles;

c) Circular No. 33/2015/TT-BGTVT dated July 24, 2015 of the Minister of Transport on National Technical Regulations on exhaust emission level 4 for newly manufactured, assembled, and imported automobiles;

d) Circular No. 33/2020/TT-BGTVT dated December 23, 2020 of the Minister of Transport on amending National Technical Regulation QCVN 86:2015/BGTVT on exhaust emission level 4 for newly manufactured, assembled, and imported automobiles;

đ) Circular No. 06/2021/TT-BGTVT dated April 6, 2021 of the Minister of Transport on National Technical Regulations on exhaust emission level 5 for newly manufactured, assembled, and imported automobiles;

e) Circular No. 36/2023/TT-BGTVT dated December 13, 2023 of the Minister of Transport on amending National Technical Regulation QCVN 109:2021/BGTVT on exhaust emission level 5 for newly manufactured, assembled, and imported automobiles;

g) Circular No. 90/2015/TT-BGTVT dated December 31, 2015, issued by the Minister of Transport on National Technical Regulations on quality, technical safety, and environmental protection for city buses;
