Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on State Budget dated December 16, 2002;
Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the Law on State Budget;
Pursuant to Decree No. 45/2010/NĐ-CP dated April 21, 2010 of the Government on the organization, operation, and management of associations;
Considering the proposal of the Minister of Finance,
DECISION:
Article 1. General Provisions
1. This Decision specifies the details of ensuring and supporting financial resources from the central budget for specialized associations operating nationwide according to the list prescribed in the Appendix attached to Decision No. 68/2010/QĐ-TTg dated November 1, 2010 of

For specialized associations operating within the scope of localities, based on the criteria for determining specialized associations as stipulated in Article 1 of Decision No. 68/2010/QĐ-TTg dated November 1, 2010 mentioned above of the Prime Minister; based on the content and procedures for ensuring and supporting financial resources for specialized associations operating nationwide as prescribed in this Decision, the People's Committees of provinces and centrally-run cities shall decide specifically on the delegation of responsibilities for ensuring and supporting financial resources from the local budget for specialized associations under their jurisdiction.
3. As for member associations of specialized associations, the state budget shall provide support for activities linked to tasks assigned by the state through specialized associations.
4. In cases where specialized associations listed in the Appendix attached to Decision No. 68/2010/QĐ-TTg dated November 1, 2010 of the Prime Minister have not been allocated personnel quotas but have received state support in terms of financial resources and operational conditions before the effective date of Decree No. 45/2010/NĐ-CP dated April 21, 2010 of the Government on the organization, operation, and management of associations, the provision of financial resources to cover regular tasks from the state budget, the management and utilization of financial resources (including all income of the association) shall be carried out in accordance with current regulations on financial management issued by competent authorities and provisions in the Charter of the association.
Article 2. Content of Ensuring and Supporting Financial Resources from the Central Budget
1. Central budget ensures:
a) Operating expenses of associations: determined based on staffing indicators allocated by competent authorities and the standard allocation for administrative management expenses of the central budget as decided by the Prime Minister, including:
- Salaries and other allowances with the nature of salary contributions, determined for the number of staff positions allocated by competent authorities.
- Regular task expenses, calculated according to the standard allocation for regular expenses for central administrative agencies.
b) Expenses for tasks assigned by the state.
The budget estimate for state-assigned tasks is determined based on current expenditure standards and norms.
2. Central Bank Support:
a) Material and equipment for association operations.
b) Participation in social advisory, critique, and appraisal activities requested by state management agencies.
c) Participation in implementing programs, topics, and projects. The determination of support expenses is based on regulations on program, topic, and project management and the approval decision of competent state authorities for such programs, topics, and projects.
The aforementioned support is based on the state budget's balancing capacity, the ability to mobilize financial resources of the associations, and current legal provisions.
Article 3. Procedures for ensuring funding and supporting funding for special-interest associations
1. Annually, during the time of preparing the state budget estimate according to the provisions of the State Budget Law, special-interest associations base on staffing indicators, assigned tasks, activity proposals, and current financial expenditure regulations to prepare the budget estimate for state budget funding and funding requested from the state budget for support, and submit them to relevant agencies; specifically:
a) For the funding requested from the state budget to ensure regular operations; funding to ensure the implementation of tasks assigned by the state to the association: the budget preparation process shall be carried out according to current regulations applicable to state management agencies, and submitted to the Ministry of Finance.
b) For the funding requested from the state budget to support the implementation of tasks required by state agencies, based on determining tasks that are suitable with the ability to implement, the Association proposes participation in the system of social advisory, critical review, and appraisal activities, programs, projects, research topics, provision of public services... in the form of a project (or implementation plan), and submits it to the sectoral management ministry for content review to ensure alignment with approved sectoral development orientations. After receiving comments on the implementation content from specialized management agencies, the associations complete the project content, prepare the budget estimate for implementation, and submit it to the sectoral management ministry directly assigning the task for consideration of funding support.
c) For funding to implement national target program topics and projects, submit to the agency managing the national target program; for funding to implement other programs, topics, and projects, submit to the specialized state management agency for approval within its authority, and consolidate and submit to the competent state agency for approval.
2. Financial agencies and investment agencies base on the need to ensure regular operation funding, funding to ensure the implementation of state-assigned tasks, the need for material and operational equipment support for associations, and the state budget capacity, to compile the state budget funding or support in the annual state budget estimate for submission to the competent authority for approval.
Article 4. Responsibilities to implement
1. Financial agencies, investment agencies, and national target program management agencies are responsible for inspecting or coordinating with specialized state management agencies to inspect the management and use of funding allocated by the state budget at special-interest associations, ensuring compliance with regulations and purposes, and conducting final account examination of state budget funding according to regulations.
2. Special-interest associations are responsible for managing, using, and settling accounts for funding ensured and supported by the state budget in accordance with regulations, transparently, and openly according to current regulations.
Article 5. Implementation Provisions
1. This Decision takes effect from February 5, 2012.
2. This Decision replaces Decision No. 21/2003/QĐ-TTg dated January 29, 2003 of the Prime Minister regarding state budget support for political-social occupational organizations, social organizations, and social-occupational organizations for activities related to state tasks, and Decision No. 247/2006/QĐ-TTg dated October 30, 2006 of the Prime Minister regarding amendments and supplements to certain articles of Decision No. 21/2003/QĐ-TTg dated January 29, 2003 of the Prime Minister.
3. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally-run cities, and related organizations and individuals are responsible for implementing this Decision./.
