RESOLUTION

On the legislative program for 2007

 of the Eleventh National Assembly, tenth session

OF THE NATIONAL ASSEMBLY SOCIALIST REPUBLIC OF VIET NAM

Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992 as amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the Tenth National Assembly, tenth session;

Pursuant to the Law on the Organization of the National Assembly and the Law on Enacting Legal Normative Documents;

After considering the Proposal No. 571/UBTVQH11 dated October 24, 2006 of the Standing Committee of the National Assembly regarding the draft Legislative Program for 2007 and the opinions of the National Assembly deputies;

RESOLUTION:

Article 1. Approves the Legislative Program for 2007 as follows:

A. THE OFFICIAL PROGRAM

I. LEGISLATIVE PROJECTS:

1. At the eleventh session of the Eleventh National Assembly (expected in March 2007):

a) Submit to the National Assembly for approval: 2 legislative projects

1. The Law Amending and Supplementing Certain Provisions of the Law on the Organization of the National Assembly;

2. The Law on Mutual Legal Assistance.

b) Submit to the National Assembly for comments: 2 legislative projects

1. The Chemicals Law;

2. The Pardon Law.

2. At the second session of the Twelfth National Assembly (expected in November 2007):

a) Submit to the National Assembly for approval: 6 legislative projects, 1 draft resolution

1. The Personal Income Tax Law;

2. The Product and Goods Quality Law;

3. The Law on Prevention and Control of Domestic Violence;

4. The Law on Prevention and Control of Infectious Diseases;

5. The Chemicals Law;

6. The Pardon Law;

7. The Resolution on the Legislative Program of the National Assembly for the 2007-2012 term and 2008.

b) Submit to the National Assembly for comments: 10 legislative projects

1. The Health Insurance Law;

2. The Land Use Tax Law;

3. The Administrative Procedure Law;

4. The Civil Service Law;

5. The Law on Seizure and Confiscation of Assets of Individuals and Organizations;

6. The Atomic Energy Law;

7. The Law on Enacting Legal Normative Documents (amended);

8. The Red Cross Activities Law;

9. The Public Investment Law;

10. The State Asset Management and Utilization Law.

II. LEGAL ORDINANCES: 13 legal ordinance projects, 1 draft resolution containing legal norms

1. The Ordinance on Signing and Implementing International Agreements;

2. The Ordinance on Protecting Key National Security Facilities;

3. The Ordinance on Procedures for Arresting Seagoing Vessels;

4. The Ordinance on Procedures for Arresting Aircraft;

5. The Ordinance on Court Fees and Litigation Fees;

6. The High-Tech Ordinance;

7. The Ordinance on Democracy at Communes, Wards, and Towns;

8. The Ordinance Amending and Supplementing Certain Provisions of the Ordinance on the Vietnam Coast Guard Force;

9. The Defense Industry Ordinance;

10. The Ordinance on Costs of Appraisal and Valuation in Civil and Administrative Proceedings;

11. The Ordinance Amending and Supplementing Certain Provisions of the Ordinance on Criminal Investigation Procedures;

12. The Ordinance Amending and Supplementing Certain Provisions of the Ordinance on Entry, Exit, and Residence of Foreigners in Vietnam;

13. The Ordinance Amending and Supplementing Certain Provisions of the Ordinance on Administrative Violations (including issues related to administrative handling of actions obstructing judicial proceedings of the People's Courts);

14. The Standing Committee of the National Assembly's Resolution on Export Tariff Schedules and Preferential Import Tariff Schedules.

B. THE PREPARATORY PROGRAM LEGISLATIVE PROJECTS: 16 projects

1. The Farmer Law;

2. The Enforcement of Judgments Code;

3. The Law Amending and Supplementing Certain Provisions of the Criminal Code;

4. The Law Amending and Supplementing Certain Provisions of the Criminal Procedure Code;

5. The Law on Vietnam's Marine Zones;

6. The Referendum Law;

7. The Associations Law;

8. The Population Law;

9. The Law on Overseas Representative Offices of the Socialist Republic of Vietnam (including consular matters);

10. The Fees and Charges Law;

11. The State Compensation Law;

12. The Administrative Violations Handling Code;

13. The Revised Officer Law of the Vietnam People's Army;

14. The Revised Press Law;

15. The Law Amending and Supplementing Certain Provisions of the Anti-Narcotics Law;

16. The Elderly Law.

Article 2.

1. Direct the Standing Committee of the National Assembly to implement the Legislative Program for 2007.

2. Agencies responsible for submitting and drafting legislative projects shall have specific plans to ensure that the projects are submitted on schedule, with quality, and that guiding documents are issued promptly.

3. The National Ethnic Council and the Committees of the National Assembly shall have plans to actively coordinate with the main drafting agencies and relevant organizations to improve the quality of the projects, prepare review reports, and assist the Standing Committee of the National Assembly in incorporating and refining the legislative projects; strengthen supervision over the issuance of guiding documents for laws and ordinances.

4. The Government shall take measures to promote the dissemination and introduction of laws to ensure consistent understanding and implementation by all agencies, organizations, and individuals.

This Resolution was adopted by the Tenth Session of the Eleventh National Assembly on November 29, 2006.
