JOINT RESOLUTION

DETAILING THE ORGANIZATION OF MEETINGS WITH ELECTORATE

OF MEMBERS OF THE NATIONAL ASSEMBLY AND MEMBERS OF PEOPLE'S COUNCILS AT ALL LEVELS 

On the basis of the Constitution of the Socialist Republic of Vietnam;

Pursuant to the Law on the Organization of the National Assembly No. 57/2014/QH13 amended and supplemented by Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Pursuant to the Law on the Organization of the Government No. 76/2015/QH13 amended and supplemented by Law No. 47/2019/QH14;

Pursuant to the Law on Supervision Activities of the National Assembly and People's Councils No. 87/2015/QH13;

Pursuant to the Law on the Organization of Local Administration No. 77/2015/QH13 which has been amended and supplemented by Law No. 21/2017/QH14 and Law No. 47/2019/QH14;

On the basis of The Law on the Vietnam Folklore Front No. 75/2015/QH13;

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY, THE GOVERNMENT AND THE CHAIRLADSHIP OF THE CENTRAL COMMITTEE OF THE VIETNAM FOLKLORE FRONT issue this JOINT RESOLUTION detailing the organization of meetings with electorate of members of the National Assembly and members of People's Councils at all levels,

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Resolution stipulates about the activities of meetings with electorate of members of the National Assembly, members of People's Councils at all levels; responsibilities of the Standing Committee of the National Assembly, the Government, the Central Committee of the Vietnam Folklore Front, Delegations of the National Assembly, members of the National Assembly, Standing Committees of People's Councils, Delegations of People's Councils, members of People's Councils, Vietnam Folklore Front Committees, People's Committees at all levels and relevant agencies, organizations, individuals in organizing meetings with electorate; collecting, summarizing opinions and proposals of electors; resolving, responding and supervising the resolution and response to electors' proposals.

Article 2. Interpretation of Terms

In this Resolution, the following terms shall be understood as follows:

1. Meetings with electorate of members of the National Assembly, members of People's Councils are meetings where members of the National Assembly, members of People's Councils meet electors through direct and online methods to collect opinions, proposals, understand the thoughts, wishes of electors, publicize, disseminate, mobilize electors and citizens to implement the Constitution and laws; inform the results of resolving and responding to electors' proposals; report to electors on the activities of the National Assembly, People's Councils and the performance of their duties.

2. Direct meetings with electorate are meetings where members of the National Assembly, members of People's Councils directly meet and exchange with electors at a specific location.

4. Meetings with electorate outside the province or city where the member of the National Assembly was elected are meetings where representatives meet and interact with electors outside the province or city where they were elected.

5. Meetings with electorate outside the constituency of the member of the People's Council are meetings where members of the People's Council meet and interact with electors outside their constituency but still within the administrative unit of the People's Council they were elected to.

6. Agency or organization hosting the meeting with electorate for the member of the People's Council is the agency or organization responsible for the representative's duties.

7. Agency or organization hosting the meeting with electorate for the member of the National Assembly, member of the People's Council is the agency or organization where the meeting with electorate of the member of the National Assembly, member of the People's Council takes place.

8. Proposal of elector is the expression of thoughts, wishes or suggestions, requests of electors regarding policy-making, law-making, important national issues, supervision activities, economic and social development, social welfare, national defense and security, foreign relations of the locality and the country, and other issues of concern to electors with members of the National Assembly, members of People's Councils through meetings with electorate.

Article 3. Principles for Constituency Meetings

1. Compliance with the Constitution and laws; ensuring proper authority, procedures, and formalities for constituency meetings.

2. Ensuring democracy, equality, objectivity, transparency, and effectiveness; promoting the proactive and responsible role of National Assembly deputies and People's Council deputies, voters, and relevant agencies, organizations, and individuals at central and local levels.

3. The collection, consolidation, adoption, recording, explanation, and response to voter petitions must be concise, truthful, accurate, objective, and timely.

4. Not to exploit constituency meetings to disseminate propaganda contrary to the Party's guidelines, state policies, and laws, or to damage the honor, dignity, reputation, rights, and legitimate interests of National Assembly deputies, People's Council deputies, and relevant agencies, organizations, and individuals.

5. Not to obstruct or create difficulties for National Assembly deputies, People's Council deputies, and relevant agencies, organizations, and individuals in their constituency meeting activities; not to cause disorder or disruption at constituency meeting venues.

6. Not to exploit constituency meetings to solicit financial support or donations for oneself or one’s organization, or to influence agencies, organizations, and individuals for personal gain.

7. Not to obstruct the normal operations of agencies, organizations, and individuals at the local level.

Chapter II

RIGHTS AND RESPONSIBILITIES OF AGENCIES, ORGANIZATIONS, AND INDIVIDUALS IN CONSTITUENCY MEETINGS

Article 4. Rights and Responsibilities of National Assembly Deputies and People's Council Deputies

1. National Assembly deputies and People's Council deputies shall actively engage in constituency meetings; encourage voters to express their concerns, aspirations, and petitions on issues of interest; prepare content and materials for constituency meetings; study the results of resolution and responses from competent agencies, organizations, and individuals; provide comprehensive information about the resolution and responses to voter petitions, promptly address issues of concern and petitions raised by voters.

2. National Assembly deputies and People's Council deputies have the right to refuse constituency meetings if security and safety for the deputies are not guaranteed or if the principles stipulated in Clauses 1, 2, 4, 5, and 6 of Article 3 of this Resolution are not adhered to.

3. National Assembly deputies and People's Council deputies have the right and responsibility to meet constituents in their electoral districts, places of residence, workplaces, specialized constituency meetings, sectoral constituency meetings, targeted constituency meetings, and constituency meetings outside the province or centrally-administered city where they were elected as National Assembly deputies, or outside the electoral unit of People's Council deputies.

4. National Assembly deputies participate in developing the program and plan for constituency meetings of the National Assembly delegation; implement the delegation's assignment regarding constituency meetings.

Article 5. Rights and responsibilities of voters

1. Voters have the right to be informed about the time, place, form, and content of voter meetings and to participate in such activities of National Assembly deputies and People's Council deputies as prescribed; to express opinions and make proposals on issues of concern; and to provide comments on the performance of deputy duties.

2. Voters have the responsibility to comply with regulations on voter meetings; to maintain security, order, and safety for voter meeting activities.

Article 6. Responsibilities of National Assembly Delegation in voter meeting activities of National Assembly deputies

1. Based on the program and plan of activities of the National Assembly, the Standing Committee of the National Assembly, the actual situation in the locality, and on the basis of the work plan of National Assembly deputies, the National Assembly Delegation shall develop a voter meeting plan for the delegation. The voter meeting plan shall be sent to relevant agencies, organizations, and individuals where National Assembly deputies meet voters for coordination in implementation, and simultaneously sent to the Standing Committee of the National Assembly and the Central Steering Committee of the Vietnam Fatherland Front.

2. Develop programs, assign National Assembly deputies in the delegation to meet voters at the local level, ensuring comprehensiveness, inclusiveness, and effectiveness in voter meetings.

3. At least seven working days before the date of the voter meeting of National Assembly deputies, the National Assembly Delegation shall send the voter meeting plan to local press agencies to widely and promptly announce the time, place, form, and content of the voter meeting of National Assembly deputies.

4. Coordinate with the Provincial People's Committee United Front Work Department to build a comprehensive report on voter opinions and proposals to be submitted to the Standing Committee of the National Assembly, the Central Steering Committee of the Vietnam Fatherland Front, and transferred to relevant agencies, organizations, and individuals at the local level according to Article 39 of this Resolution.

5. During each voter meeting period prior to the National Assembly session, the National Assembly Delegation organizes a working session between National Assembly deputies in the delegation and the Standing Committee of the People's Council, People's Committee, United Front Work Department, People's Procuracy, People's Court at the provincial level, and other relevant agencies, organizations, and individuals to exchange information, understand the economic and social situation and difficulties and challenges of the locality, proposals from the locality to ministries, sectors, the Government, and the National Assembly; discuss the resolution and response of ministries and sectors to the proposals of local voters at the previous session; and quickly inform voter opinions and proposals within the jurisdiction of the locality.

6. Direct the National Assembly Delegation Office and People's Council to advise, serve, and ensure conditions for National Assembly deputies to meet voters.

Article 7. Responsibilities of the Standing Committee of People's Councils at all levels in voter meeting activities of National Assembly deputies

1. Coordinate with the National Assembly Delegation, the Provincial People's Committee United Front Work Department, the same-level People's Committee, and relevant agencies, organizations, and individuals to organize and implement the voter meeting plan and send representatives to participate in voter meetings of National Assembly deputies to resolve and respond to voter proposals within their jurisdiction.

Article 8. Responsibilities of the Standing Committee of People's Councils at all levels in the activities of meeting voters by People's Council deputies

1. The Standing Committee of the People's Council at the level where the deputy meets voters shall be responsible for:

a) Chairing and coordinating with the Standing Board of the Vietnam Fatherland Front Committee at the same level to develop plans for meetings with voters for the People's Council Deputies' Groups and People's Council deputies at the same level;

b) Receiving opinions and proposals from voters, classifying them, and transferring them to competent agencies, organizations, and individuals for resolution; regularly monitoring and urging the resolution and response to voter proposals; requesting reports on the results of resolving and responding to voter proposals to the Standing Committee of the People's Council, the Standing Board of the Vietnam Fatherland Front Committee at the same level, and People's Council deputies.

2. The Standing Committee of the People's Council where the deputy meets voters shall be responsible for:

a) Chairing and coordinating with the People's Council Deputies' Group, the Standing Board of the Vietnam Fatherland Front Committee, the People's Committee at the same level, and related agencies, organizations, and individuals to organize and implement the plan for meetings with voters and sending representatives to participate in meetings with voters by People's Council deputies;

b) Chairing and coordinating with the Standing Board of the Vietnam Fatherland Front Committee at the location of the meeting with voters to compile a comprehensive report on voter opinions and proposals to transfer to relevant agencies, organizations, and individuals at the local level as stipulated in Article 42 of this Resolution.

Article 9. Responsibilities of the People's Council Deputies' Group in the activities of meeting voters by People's Council deputies

1. The People's Council Deputies' Group organizes for deputies within the group to meet voters together. In necessary cases, the People's Council Deputies' Group organizes for each deputy to meet voters individually.

2. Based on the plan for meetings with voters by the Standing Committee of the People's Council, the actual situation in the locality, the People's Council Deputies' Group develops and sends the group's meeting with voters plan to related agencies, organizations, and individuals where the People's Council deputies meet voters for coordination in implementation; simultaneously sending it to the Standing Committee of the People's Council, the Standing Board of the Vietnam Fatherland Front Committee at the same level.

3. Coordinating with the Standing Board of the Vietnam Fatherland Front Committee at the location of the meeting with voters, the Standing Committee of the People's Council, the People's Committee, and related agencies, organizations, and individuals at the local level to organize and implement the plan for meetings with voters by People's Council deputies; creating conditions for People's Council deputies to meet voters in appropriate forms.

4. Assigning deputies within the group to meet voters at electoral units in the locality or outside electoral units, ensuring effectiveness and practicality.

5. Based on the proposal of the Standing Committee of the People's Council, People's Council deputies at the same level, and the actual situation in the locality, the People's Council Deputies' Group monitors, urges, and implements supervision over the resolution and response to voter proposals and reports the results to the Standing Committee of the People's Council at the same level.

6. The People's Council Deputies' Group maintains contact with the People's Committee and related departments at the same level to understand opinions and proposals from voters at previous sessions that have been resolved by competent authorities, are currently being resolved, or proposals from voters not within their jurisdiction.

a) To coordinate with the Delegation of National Assembly deputies, the Standing Body of the People's Council, the provincial People's Committee, and relevant agencies, organizations, and individuals to organize and implement the plan for meetings with voters of National Assembly deputies;

a) Coordinating with the National Assembly Delegation, the Standing Committee of the People's Council, the Provincial People's Committee, and related agencies, organizations, and individuals to organize and implement the plan for meetings with voters by National Assembly deputies;

c) To guide the Permanent Board of the Vietnam Fatherland Front at the commune level to coordinate with the Standing Body of the People's Council, the same-level People's Committee, and relevant agencies, organizations, and individuals to implement the plan for meetings with voters of National Assembly deputies;

c) Guiding the Standing Board of the Vietnam Fatherland Front Committee at lower levels to coordinate with the Standing Committee of the People's Council, the People's Committee at the same level, and related agencies, organizations, and individuals to implement the plan for meetings with voters by National Assembly deputies;

đ) To coordinate with the Delegation of National Assembly deputies to organize for voters to provide comments on the performance of the duties of National Assembly deputies and their action programs promised to voters.

2. The Permanent Board of the Vietnam Fatherland Front at the commune level has the responsibility:

2. The Standing Board of the Vietnam Fatherland Front Committee at the district level shall be responsible for:

a) Coordinating with the Standing Committee of the People's Council, the People's Committee at the same level, and related agencies, organizations, and individuals to implement the plan for meetings with voters by National Assembly deputies at the district level;

b) Organizing and chairing meetings with voters by National Assembly deputies at the district and commune levels; promoting and mobilizing voters to attend meetings with voters by National Assembly deputies;

c) Guiding the Standing Board of the Vietnam Fatherland Front Committee at the commune level to coordinate with the Standing Committee of the People's Council, the People's Committee at the same level, and related agencies, organizations, and individuals to implement the plan for meetings with voters by National Assembly deputies at the commune level.

3. The Standing Board of the Vietnam Fatherland Front Committee at the commune level shall be responsible for:

a) Coordinating with the Standing Committee of the People's Council, the People's Committee at the same level, and related agencies, organizations, and individuals to implement the plan for meetings with voters by National Assembly deputies at the commune level; widely and promptly announcing the plan for meetings with voters by National Assembly deputies;

b) Organizing and chairing meetings with voters by National Assembly deputies at the commune level when assigned by the Standing Board of the Vietnam Fatherland Front Committee at the district level, except in cases provided for in point c of this clause;

c) Organizing and chairing meetings with voters by National Assembly deputies at their place of residence;

d) Promoting and mobilizing voters to attend meetings with voters by National Assembly deputies.

Article 11. Responsibilities of the Standing Board of the Vietnam Fatherland Front Committee at all levels in the activities of meetings with voters of People's Council deputies

1. The Standing Board of the Vietnam Fatherland Front Committee at the level where the deputy meets with voters:

a) Take the lead and coordinate with the Standing Board of the People's Council, the People's Committee at the same level, and relevant agencies, organizations, and individuals to organize and implement the plan for meetings with voters of People's Council deputies;

b) Organize and chair the meeting with voters of People's Council deputies, appoint someone to record the minutes of the meeting, and widely publicize to encourage voters to participate in the meetings with deputies;

c) Coordinate with the Delegation of the People's Council to compile opinions and suggestions from voters;

d) Coordinate with the Delegation of the People's Council to organize for voters to provide feedback on the performance of the deputy's duties and the action program that the People's Council deputy has promised to voters;

đ) Send a consolidated document of voters' opinions and suggestions to the Standing Board of the People's Council at the level where the deputy meets with voters to forward to the People's Committee and relevant agencies, organizations, and individuals at the same level for consideration, resolution, and response within their authority;

2. The Standing Board of the Vietnam Fatherland Front Committee at the administrative unit where the deputy meets with voters:

a) Take the lead and coordinate with the Standing Board of the People's Council, the People's Committee at the administrative unit where the deputy meets with voters, and relevant agencies, organizations, and individuals to organize the implementation of the plan for meetings with voters of People's Council deputies;

b) At least five working days before the meeting with voters of People's Council deputies, the Standing Board of the Vietnam Fatherland Front Committee at the same level sends the plan for meetings with voters to local media outlets to widely and promptly announce the time, location, format, and content of the meeting with voters;

Article 12. Responsibilities of People's Committees at all levels in the activities of meetings with voters of National Assembly deputies

1. Provincial People's Committees shall be responsible for:

a) Coordinate with the Delegation of National Assembly deputies, the Standing Board of the Vietnam Fatherland Front Committee at the provincial level, and relevant agencies, organizations, and individuals to organize and implement the plan for meetings with voters of National Assembly deputies;

b) Appoint a representative leader or delegate in cases where there are multiple simultaneous meeting points, to attend the meeting with voters of National Assembly deputies in the locality to consider, resolve, and respond to voter petitions within their jurisdiction;

d) Direct competent agencies to ensure material conditions, security, order, and safety for the activities of meetings with voters of National Assembly deputies;

a) Coordinate with the Standing Board of the Vietnam Fatherland Front Committee at the district level and relevant agencies, organizations, and individuals to organize and implement the plan for meetings with voters of National Assembly deputies;

b) Appoint a representative leader to attend meetings with voters of National Assembly deputies in the district area to consider, resolve, and respond to voter petitions within their jurisdiction;

c) Direct the People's Committee at the commune level to arrange locations and appoint a representative leader to attend meetings with voters of National Assembly deputies;

d) Direct competent agencies to organize publicity about the activities of meetings with voters of National Assembly deputies; ensure security, order, and safety for the activities of meetings with voters of National Assembly deputies;

đ) In cases where the administrative unit at the district level does not organize a commune-level administrative unit, the People's Committee at the district level shall be responsible for coordinating to organize for National Assembly deputies to meet with voters in the district area;

b) To arrange convenient locations for National Assembly deputies to meet with voters; to publicize and mobilize voters in the commune to participate in meetings with voters of National Assembly deputies;

c) To send representatives to attend meetings with voters of National Assembly deputies to consider, resolve, and respond to voter suggestions within their authority;

d) To direct competent agencies to ensure security, order, and safety for the activities of meetings with voters of National Assembly deputies."

Article 13. Responsibilities of People's Committees at all levels in the activities of deputies meeting with voters of the People's Council

1. The People's Committee at the level where the deputy meets with voters shall be responsible for:

b) Appointing representatives from the People's Committee and related specialized agencies to attend meetings between deputies and voters to resolve and respond to voter petitions within their jurisdiction;

c) Directing the People's Committee in the administrative unit where the deputy meets with voters to publicize the activities of deputies meeting with voters, appointing representatives to attend such meetings in the area;

2. The People's Committee in the administrative unit where the deputy meets with voters shall be responsible for:

a) Coordinating with the Permanent Standing Committee of the Vietnam Fatherland Front and relevant agencies, organizations, and individuals to organize and implement the plan for deputies to meet with voters;

b) Appointing representatives from the leadership of the People's Committee to attend meetings between deputies and voters in the area to consider and resolve, respond to voter petitions within their jurisdiction;

c) Ensuring security, order, and safety for the activities of deputies meeting with voters.

At the request of National Assembly deputies and People's Council deputies, the heads of agencies and organizations shall be responsible for chairing and coordinating with the Trade Union Chairperson or representatives of the workforce to organize meetings between deputies and voters at their workplace, thematic meetings with voters, and arrange time, place, and favorable conditions for voters from their agency or organization to participate in meetings with voters; organizing minutes of the meeting with voters.

1. The Secretary-General of the National Assembly shall provide information to the Delegation of the National Assembly, National Assembly deputies on the planned program and content of the National Assembly session according to the directives of the Standing Committee of the National Assembly; results of the National Assembly session, content of laws and resolutions decided by the National Assembly at the session; some complex and sensitive issues (if any) that need to be uniformly answered to voter opinions.

2. The National Assembly Office shall prepare budgets and allocate funds to serve the activities of National Assembly deputies meeting with voters, and Delegation of the National Assembly.

3. The National Assembly Office shall contact and allocate funds to serve full-time National Assembly deputies based in central locations to meet with voters in their place of residence, workplace, thematic meetings with voters, and specific areas in provinces and centrally-administered cities outside the electoral district or transferred location until requested by the National Assembly deputy.

1. With respect to meetings with voters by National Assembly deputies, the Office of the National Assembly Delegation and Provincial People's Council shall be responsible for:

a) Advising the National Assembly Delegation on building plans for meeting voters and plans for supervising the resolution of voter petitions;

b) Organizing services for National Assembly deputies to meet voters; recording minutes of meetings with voters organized by the National Assembly Delegation or upon request of National Assembly deputies; assisting National Assembly deputies in monitoring and urging the resolution of voter petitions;

c) Advising the National Assembly Delegation on building comprehensive reports on voter opinions and petitions; classifying and transferring voter opinions and petitions to central and local agencies, organizations, and individuals within their authority to resolve; monitoring and urging the resolution of voter petitions; serving the National Assembly Delegation in participating in joint supervision of the resolution of voter petitions;

d) Serving and ensuring material conditions, funding, and means for National Assembly deputies to meet voters.

2. With respect to meetings with voters by People's Council deputies, the Office of the National Assembly Delegation and Provincial People's Council, the Office of the People's Council and People's Committee at the district level, and the section assisting the People's Council at the commune level shall be responsible for:

a) Advising the Standing Body of the People's Council and the People's Council Delegation on building plans for People's Council deputies to meet voters;

b) Providing materials and information; organizing services for People's Council deputies to meet voters;

c) Assisting the Standing Body of the People's Council in building comprehensive reports on voter opinions and petitions; classifying and transferring voter opinions and petitions to local agencies, organizations, and individuals within their authority to resolve; monitoring and urging the resolution of voter petitions; building plans and advising on and serving activities related to the supervision of the resolution of voter opinions and petitions;

d) Serving and ensuring material conditions, funding, and means for People's Council deputies to meet voters.

Article 17. Responsibilities of news agencies

Widely and promptly disseminating information about plans and activities of meetings with voters by National Assembly deputies and People's Council deputies; about results of resolving and responding to voter petitions; about results of supervising the resolution and response to voter petitions and other activities related to the activities of meetings with voters by National Assembly deputies and People's Council deputies; adhering to the mission and purpose of the news agency.

Chapter III

ACTIVITIES, FORMS, CONTENT OF MEETINGS WITH VOTERS

1. Regular meetings with voters before regular sessions of the National Assembly and People's Council.

2. Regular meetings with voters after regular sessions of the National Assembly and People's Council.

3. Meetings with voters before and after extraordinary sessions of the National Assembly, special sessions, or meetings convened to address urgent matters of the People's Council.

4. Meetings with voters outside the province or centrally-administered city where the National Assembly deputy was elected or transferred to.

5. Meetings with voters outside the electoral unit of the People's Council deputy.

6. Meetings with voters in the place of residence of the National Assembly deputy or People's Council deputy.

7. Meetings with voters at the workplace of the National Assembly deputy or People's Council deputy.

8. Meetings with voters on specific topics or fields.

9. Meetings with voters based on specific groups.

Article 19. Forms and Methods of Contacting Voters

1. Forms of contacting voters:

a) Voter contact meetings;

b) Meetings with individual or groups of voters.

2. Methods of contacting voters:

a) Direct voter contact;

b) Online voter contact;

c) Combined direct and online voter contact.

Article 20. Content of Voter Contact

Based on the purpose and requirements of voter contact, National Assembly deputies and People's Council deputies select one or more of the following contents to report and exchange with voters:

1. Proposed content and program of National Assembly sessions and People's Council sessions;

2. Results of handling and responding to voter petitions;

3. Results of National Assembly sessions and People's Council sessions;

4. Activities of the National Assembly, National Assembly Delegation, and National Assembly deputies; People's Council and People's Council deputies;

5. Special topics or fields that National Assembly deputies and People's Council deputies are interested in to collect voter opinions and petitions;

6. Results of fulfilling the duties of National Assembly deputies and People's Council deputies and their action programs promised to voters during election campaigns;

7. Other issues that National Assembly deputies and People's Council deputies are concerned about or that voters request to be informed and exchanged.

1. Voter contact meetings are organized according to the program and plan of the National Assembly Delegation, National Assembly deputies, Standing Committee of the People's Council, People's Council Delegation, People's Council deputies, applicable to regular voter contact activities before and after regular National Assembly sessions, and before regular People's Council sessions.

2. For voter contact activities before and after extraordinary National Assembly sessions, after regular People's Council sessions, before and after special topic sessions or meetings convened to address urgent matters of the People's Council, voter contact at workplaces, residences, specialized topic voter contact, field-specific voter contact, targeted voter contact, or area-specific voter contact based on the interests of National Assembly deputies and People's Council deputies, and voter contact during natural disasters, epidemics, or unforeseen events, such meetings may be organized or not based on the purpose, requirements, and content of voter contact.

Article 22. National Assembly Deputies and People's Council Deputies of Various Levels Jointly Contacting Voters

1. National Assembly deputies and provincial-level People's Council deputies may jointly contact voters. The National Assembly Delegation coordinates with the provincial-level People's Council Standing Committee to consider and decide.

The provincial-level People's Council Standing Committee takes the lead, coordinating with the National Assembly Delegation and the United Front Federation Standing Committee at the same level to develop plans for voter contact by National Assembly deputies and provincial-level People's Council deputies.

The higher-level People's Council Standing Committee takes the lead, coordinating with the People's Council Delegation at the same level and the United Front Federation Standing Committee at the lower level to develop plans for voter contact by two-level People's Council deputies.

1. National Assembly deputies and People's Council deputies.

2. Voters working, studying, or residing in administrative units where National Assembly deputies and People's Council deputies conduct voter contact.

3. Representatives of People's Council Standing Committees at various levels.

4. Representatives of the United Front Federation Standing Committee at the administrative unit where the deputies conduct voter contact.

5. Representatives of the same-level People's Committee, lower-level People's Committee, and related agencies and organizations in the locality.

6. Related agencies, organizations, and individuals have the responsibility to coordinate and serve voter contact.

7. Local and central press agencies (when requested by the National Assembly Delegation and People's Council Standing Committee).

1. Regular meetings with voters before regular sessions of the National Assembly and People's Councils, regular meetings with voters after regular sessions of the National Assembly and People's Councils; regular meetings with voters after regular sessions of the People's Councils; meetings with voters before and after extraordinary sessions of the National Assembly; meetings with voters before and after specialized or convened sessions of the People's Councils to address urgent matters; meetings with voters at their place of residence or within designated areas shall be conducted as follows:

a) A representative from the Standing Committee of the Vietnam Fatherland Front organization shall preside over the meeting, state the purpose, introduce members of the National Assembly and People's Councils, representatives of relevant agencies, organizations, and individuals attending the meeting, and the agenda and content of the meeting with voters;

b) Members of the National Assembly and People's Councils shall report to voters on the purpose, requirements, and content of the meeting with voters;

c) Voters shall express opinions and make proposals to members of the National Assembly and People's Councils and relevant agencies, organizations, and individuals;

d) Representatives from the Standing Committee of the People's Council, People's Committee, and relevant agencies and organizations shall resolve and respond to voter proposals within their jurisdiction;

đ) Members of the National Assembly and People's Councils shall express their views on recording, explaining, and adopting voter opinions and proposals;

e) A representative from the Standing Committee of the Vietnam Fatherland Front shall declare the end of the meeting.

2. Meetings with voters at their workplace; meetings with voters on specific topics, fields, or groups at agencies and organizations shall be conducted as follows:

a) The head or Chairman of the Trade Union where the meeting with voters is organized shall preside over the meeting, state the purpose, introduce members of the National Assembly and People's Councils, representatives of relevant agencies and organizations attending the meeting, and the agenda and content of the meeting with voters;

b) Members of the National Assembly and People's Councils shall report to voters on the purpose, requirements, and content of the meeting with voters;

c) Voters shall express opinions and make proposals to members of the National Assembly and People's Councils and relevant agencies, organizations, and individuals;

d) The head of the agency or organization shall resolve and respond to voter proposals within their jurisdiction;

đ) Members of the National Assembly and People's Councils shall express their views on recording, explaining, and adopting voter opinions and proposals;

e) The head or Chairman of the Trade Union where the meeting with voters is organized shall declare the end of the meeting.

Article 25. Regular meetings with voters before and after regular sessions of the National Assembly

1. Regular meetings with voters before regular sessions of the National Assembly:

a) Before the opening of the National Assembly session, members of the National Assembly shall have the responsibility to meet with voters in their electoral constituencies or transferred places of residence to report on the anticipated content and agenda of the National Assembly session and issues related to the session; listen to the aspirations and wishes of voters, collect voter opinions and proposals;

b) Members of the National Assembly may choose topics that will be discussed, examined, and approved at the session to report and exchange with voters, and raise issues of concern to encourage voter participation in discussions.

2. Regular meetings with voters after regular sessions of the National Assembly:

a) After the closing of the National Assembly session, members of the National Assembly shall have the responsibility to meet with voters in their electoral constituencies or transferred places of residence to report on the results of the National Assembly session, the implementation of economic and social development plans, and the state budget; disseminate laws, resolutions, and other decisions adopted by the National Assembly; listen to the aspirations and wishes of voters, collect voter opinions and proposals; and encourage the people to implement National Assembly resolutions and state policies and laws;

b) The Head of the National Assembly Delegation shall represent the Delegation or assign a member of the National Assembly in the Delegation to report on the results of the National Assembly session at the Provincial People's Council session or report to voters through mass media in the locality.

3. At activities involving meetings with voters after the regular annual session of the National Assembly, combining with meetings with voters, members of the National Assembly shall report to voters on the fulfillment of their representative duties and the action program promised to voters during election campaigns.

Article 26. Regular Contact with Voters Before and After Regular Sessions of the People's Council

1. The Standing Body of the People's Council shall coordinate with the Standing Board of the Vietnam Fatherland Front Committee at the same level to develop plans for organizing voter contact before regular sessions of the People's Council and decide on organizing voter contact after regular sessions of the People's Council based on actual circumstances.

Prior to the opening of a session, the head of the Delegation of People's Council representatives at the provincial and district levels shall be responsible for reporting the results of voter contact and submitting them to the Standing Body of the People's Council at the same level; People's Council representatives at the commune level shall be responsible for reporting the results of voter contact and submitting them to the Standing Body of the People's Council at the commune level.

3. In cases where voter contact is organized after a session, following the closing of the session, the Standing Body of the People's Council, the Standing Board of the Vietnam Fatherland Front Committee, and the Delegation of People's Council representatives elected at the respective level shall be responsible for organizing meetings between People's Council representatives and voters to report on the results of the session, disseminate resolutions of the People's Council, and mobilize the people to implement these resolutions.

Article 27. Contact with Voters in the Representative's Place of Residence

1. When a National Assembly representative requests contact with voters in their place of residence, the Office of the National Assembly Delegation and the People's Council at the provincial level or the agency or organization where the National Assembly representative works shall be responsible for contacting the Standing Board of the Vietnam Fatherland Front Committee at the commune level where the National Assembly representative resides to organize voter contact.

A People's Council representative at the commune level directly or through the Standing Body of the People's Council shall contact the People's Committee and the Standing Board of the Vietnam Fatherland Front Committee at the same level to organize voter contact.

3. The Standing Board of the Vietnam Fatherland Front Committee at the commune level where the National Assembly representative and People's Council representative reside shall cooperate with the Standing Body of the People's Council, the People's Committee at the same level, and related agencies and organizations to organize voter contact for National Assembly representatives and People's Council representatives; inform voters about the content, time, and location of the contact; and simultaneously promote and mobilize voters to participate in voter contact with National Assembly representatives and People's Council representatives.

4. The People's Committee at the commune level where the National Assembly representative and People's Council representative reside shall arrange locations and create favorable conditions for National Assembly representatives and People's Council representatives to have contact with voters; ensure security, order, and safety for voter contact activities.

1. When a National Assembly delegate or People's Council delegate requests to meet voters at their place of work, the head of the agency or organization where the National Assembly delegate or People's Council delegate works shall be responsible for organizing such meetings between the delegates and the voters.

2. The head of the agency or organization where the National Assembly delegate or People's Council delegate works shall take the lead in coordinating with the Chairman of the Trade Union to organize, announce, and create conditions for voters within the agency or organization to attend meetings with the National Assembly delegates and People's Council delegates.

1. Based on the agenda and content of the National Assembly session, draft laws, resolutions, reports, and other projects that the National Assembly will review and pass at the session, the National Assembly Delegation shall organize for National Assembly delegates to meet voters by topic or field of interest to the delegates.

2. Based on the agenda and content of the People's Council session, actual circumstances, the Standing Committee of the People's Council, and the People's Council Delegation shall organize for People's Council delegates to meet voters by topic of interest to the delegates and voters.

3. Voters participating in these meetings shall be experts, researchers, individuals with practical experience, and those related to the topics or fields that the delegates need to discuss, seek opinions, and recommendations from.

4. Upon request of the National Assembly delegate or People's Council delegate, the Office of the National Assembly Delegation and Provincial People's Council, the Office of the People's Council and District People's Committee, and the working group of the Commune People's Council shall be responsible for preparing the content, materials, and issues requiring voter opinions and recommendations; contacting the heads of agencies or organizations related to the requests of the National Assembly delegate or People's Council delegate to organize voter meetings.

5. The head of the agency or organization related to voter contact activities shall be responsible for announcing and creating conditions for voters to participate, provide opinions, and make recommendations to the National Assembly delegates and People's Council delegates.

6. During voter contact activities, National Assembly delegates and People's Council delegates may choose the content to report and exchange with voters, suggesting issues they wish to understand for voter participation in providing opinions.

7. The Office of the National Assembly Delegation and Provincial People's Council, the Office of the People's Council and District People's Committee, and the working group of the Commune People's Council shall be responsible for recording the minutes of voter meetings.

Article 30. Contacting Voters According to the Object of the National Assembly Delegate

1. Based on the content and program of the National Assembly session, the National Assembly Delegation shall organize for National Assembly delegates to meet voters directly related to the subjects regulated by draft laws and other projects that the National Assembly will review and pass at the session.

2. Upon request of the National Assembly delegate, the Office of the National Assembly Delegation and Provincial People's Council shall be responsible for contacting the heads of agencies or organizations related to the request to organize for the National Assembly delegate to meet the correct voter target according to the delegate's request.

3. The head of the agency or organization related to voter contact activities shall be responsible for announcing and creating conditions for voters belonging to the target of interest to the delegate to attend voter meetings.

4. During voter contact activities, National Assembly delegates shall proactively raise issues of interest to them for discussion, seeking opinions, and recommendations from voters.

5. The Office of the National Assembly Delegation and Provincial People's Council shall be responsible for recording the minutes of voter meetings with National Assembly delegates.

Article 31. Contacting Voters Outside the Province or City Where the National Assembly Delegate Was Elected or Transferred to

1. In cases where it is necessary to enhance the quality and effectiveness of contributions to lawmaking, oversight activities, and decisions on important national issues, a National Assembly delegate may contact voters outside the province or centrally governed city where they were elected or transferred to.

2. At least twenty working days before the planned voter contact date, the National Assembly delegate must notify in writing the program, plan, and content of the voter contact, as well as the location of the contact, to the local National Assembly delegation for scheduling, arranging time and place, and preparing conditions for the National Assembly delegate to contact voters.

3. Depending on the workplace of the National Assembly delegate at the local level or central level, the Office of the Local National Assembly Delegation and Provincial People's Council or the agency or organization where the National Assembly delegate works shall be responsible for contacting the Office of the Local National Assembly Delegation and Provincial People's Council, agencies, and organizations in the locality where the National Assembly delegate plans to contact voters to organize voter contacts.

4. The local National Assembly delegation is responsible for coordinating with the Standing Committee of the Vietnam Fatherland Front Committee in the area where the National Assembly delegate will contact voters to organize the event; to announce, publicize, and mobilize voters to attend the meeting.

5. The local National Assembly delegation, where the National Assembly delegate was elected or transferred to, is responsible for coordinating with the agency or organization where the National Assembly delegate works to ensure conditions for the National Assembly delegate to contact voters; to serve the voter contact activities of the National Assembly delegate, and to record minutes of the voter contact when requested by the delegate.

6. During voter contact activities, the National Assembly delegate actively raises issues of interest to exchange views, seek opinions, and receive suggestions from voters.

7. When organizing voter contacts in the form of a conference, the conference program shall be implemented according to the provisions of Article 24 of this Resolution.

Article 32. Contacting Voters Outside the Electoral Unit of the People's Council Delegate

1. When there is a request or desire to contact voters outside the electoral unit, the People's Council delegate sends a written proposal and program, plan, and content of voter contact to the Standing Body of the same-level People's Council regarding voter contact outside the electoral unit of the People's Council delegate.

2. Within five working days after receiving the proposal from the People's Council delegate, the Standing Body of the same-level People's Council examines, decides, and notifies the People's Council delegate about voter contact outside the electoral unit of the People's Council delegate.

For localities implementing and piloting urban administration models, the Standing Body of the People's Council is responsible for notifying in writing the program, plan, and content of voter contact to the People's Committee and the Standing Committee of the Vietnam Fatherland Front Committee where the delegate will contact voters to arrange time, place, and prepare conditions for the People's Council delegate to contact voters.

4. During voter contact activities, the People's Council delegate actively raises issues of interest to exchange views, seek opinions, and receive suggestions from voters.

5. When organizing voter contacts in the form of a conference, the conference program shall be implemented according to the provisions of Article 24 of this Resolution.

Article 33. Contact with individual or group of voters

1. Based on specific conditions and requirements for performing their tasks, members of the National Assembly and People's Council representatives meet and contact individuals or groups of voters to listen, understand their thoughts, wishes, and collect opinions and petitions from voters.

2. Members of the National Assembly and People's Council representatives have the responsibility to send a report in writing to the National Assembly Delegation or the Standing Committee of the People's Council at the same level before meeting and contacting.

3. Based on the content of voter opinions and petitions, members of the National Assembly directly or request civil servants of the Office of the National Assembly Delegation and provincial People's Council or agencies and organizations where the member of the National Assembly works to compile voter opinions and petitions and submit them to the National Assembly Delegation.

4. Within the latest five working days from the date of receiving the request from the member of the National Assembly or People's Council representative, the National Assembly Delegation or the Standing Committee of the People's Council at the same level shall consider and decide and notify the member of the National Assembly or People's Council about the meeting and contacting with individuals or groups of voters.

5. Within the latest three working days before the day of contacting voters, the National Assembly Delegation or the Standing Committee of the People's Council at the same level shall notify the program, plan, and content of contacting voters to the People's Front Work Board at the village or ward, or individuals or groups of voters where the member of the National Assembly or People's Council representative meets and contacts.

6. Based on the target of contact, the People's Front Work Board at the village or ward appoints a representative to participate in supporting and serving the member of the National Assembly or People's Council representative when meeting and contacting with individuals or groups of voters.

7. At the meeting and contact activity, the member of the National Assembly or People's Council representative actively raises issues they are interested in to exchange, seek opinions and petitions from individuals or groups of voters.

8. Within the latest five working days after the end of the meeting and contact activity, the member of the National Assembly compiles opinions and petitions from individuals or groups of voters and sends them to the competent authority for consideration and resolution, while sending them to the National Assembly Delegation, the Office of the National Assembly Delegation, and the provincial People's Council.

Within the latest five working days after the end of the meeting and contact activity, the People's Council representative compiles opinions and petitions from individuals or groups of voters and sends them to the competent authority for consideration and resolution, while sending them to the People's Council Delegation, and the Standing Committee of the Vietnam Fatherland Front at the same level.

1. Based on the content of the extraordinary session program of the National Assembly or according to the request of the Standing Committee of the National Assembly, the National Assembly Delegation may organize or not organize meetings with voters or adopt appropriate methods to collect opinions and petitions from voters.

In case of organizing meetings with voters, the National Assembly Delegation decides on the form of voter meetings and takes the lead, coordinating with the Provincial Vietnam Fatherland Front Committee to compile a comprehensive report on voter petitions and public opinions.

In case of organizing meetings with voters, the People's Council Delegation at the provincial or district level, or the Standing Committee of the People's Council at the commune level decides on the form of voter meetings and takes the lead, coordinating with the Provincial Vietnam Fatherland Front Committee to compile a comprehensive report on voter petitions and public opinions.

Article 35. Online voter meetings, combined online and in-person voter meetings

2. The Permanent Standing Committee of the Vietnam Fatherland Front Organization at the level of organization responsible for organizing voter meetings shall coordinate with the Standing Body of the People's Council, the People's Committee at the same level, and relevant agencies and organizations to announce the content, time, and form of the meeting; inform voters about the online access points and in-person meeting locations where the meetings will take place; and simultaneously publicize and mobilize voters to attend meetings with National Assembly representatives and People's Council representatives.

3. The program and content of online voter meetings or combined online and in-person meetings shall be implemented in accordance with the provisions of this Resolution.

4. Online voter meetings can only be conducted when technical conditions, information security, and cybersecurity are ensured.

In cases of natural disasters, epidemics, or force majeure events, based on the situation and actual conditions at the local level or upon the request of the Standing Committee of the National Assembly, the Delegation of National Assembly representatives decides whether to organize or not organize voter meetings for National Assembly representatives; the Standing Body of the People's Council decides whether to organize or not organize voter meetings for People's Council representatives.

3. The situation of natural disasters, epidemics, and force majeure events shall be defined by law and announced by competent state agencies.

Chapter IV

COLLECTING AND SUMMARIZING VOTER OPINIONS AND PETITIONS

Article 37. Collecting, summarizing, and transferring voter opinions and petitions through the activities of voter meetings of National Assembly representatives

1. Through voter meetings, National Assembly representatives have the responsibility to collect all opinions and petitions of voters truthfully, send them to the Delegation of National Assembly representatives to compile and report to the Standing Committee of the National Assembly regarding petitions within the jurisdiction of central agencies, organizations, and individuals; transfer to the Standing Body of the People's Council and competent agencies, organizations, and individuals at the local level regarding opinions and petitions within the jurisdiction of the local level.

2. At least 15 days before the opening day and 15 days after the conclusion of regular sessions of the National Assembly, the Delegation of National Assembly representatives has the responsibility to lead and coordinate with the Permanent Standing Committee of the Vietnam Fatherland Front Organization at the provincial level to compile and classify voter opinions and petitions; submit comprehensive reports on voter opinions and petitions to the Standing Committee of the National Assembly and the Chairman's Board of the Central Vietnam Fatherland Front Organization regarding opinions and petitions within the jurisdiction of central agencies, organizations, and individuals; and simultaneously transfer to the Standing Body of the People's Council and competent agencies, organizations, and individuals at the local level for supervision and to require resolution and response to voters regarding opinions and petitions of voters within the jurisdiction of the local level according to regulations.

3. For opinions and petitions of voters collected and compiled from individual programs of National Assembly representatives, National Assembly representatives have the responsibility to transfer these opinions and petitions to competent agencies, organizations, and individuals at the central and local levels for resolution and response, while sending them to the Delegation of National Assembly representatives for tracking and compiling data.

4. Regarding complaints and accusations raised by voters during voter meetings, National Assembly representatives and the Delegation of National Assembly representatives shall handle them according to the Standing Committee of the National Assembly's regulations on receiving citizens and handling letters.

5. The agency responsible for public opinion work has the responsibility to collect and compile voter opinions sent by the Delegation of National Assembly representatives to the Standing Committee of the National Assembly; classify and transfer to competent agencies, organizations, and individuals, requiring resolution and response to voters.

1. Before and after extraordinary sessions of the National Assembly, members of the National Assembly and Delegations of the National Assembly shall collect and summarize citizens' opinions and petitions in accordance with Article 39 of this Resolution.

2. No later than two working days before the opening day and seven working days after the closing day of the extraordinary session, the Delegation of the National Assembly shall compile and classify citizens' opinions and petitions within the jurisdiction of central agencies, organizations, and individuals, and report to the Standing Committee of the National Assembly.

Article 39. Report on the Summary of Citizens' Opinions and Petitions of the Delegation of the National Assembly

1. The Delegation of the National Assembly shall compile citizens' opinions and petitions within the jurisdiction of central agencies, organizations, and individuals responsible for resolution and response, and send them to the Standing Committee of the National Assembly.

2. The Delegation of the National Assembly shall compile citizens' opinions and petitions within the jurisdiction of local agencies, organizations, and individuals responsible for resolution and response, and send them to those agencies, organizations, and individuals.

3. Upon request from the Standing Committee of the National Assembly, the Delegation of the National Assembly shall compile the content of citizens' petitions and the situation of receiving, resolving, and responding to citizens' petitions in their locality to report to the Standing Committee of the National Assembly.

Article 40. Report on the Summary of Citizens' Opinions and Petitions and People's Opinions Nationwide

1. The Chairman's Board of the Vietnam Fatherland Front Central Committee shall take the lead in coordinating with the Standing Committee of the National Assembly to build and submit to the National Assembly a comprehensive report on citizens' opinions and petitions and people's opinions nationwide at the opening session of the National Assembly.

2. The Permanent Standing Board of the Vietnam Fatherland Front Central Committee shall compile people's opinions through the Vietnam Fatherland Front Committees at all levels and its members; take the lead and coordinate with the agency responsible for public opinion work of the National Assembly to assist the Chairman's Board of the Vietnam Fatherland Front Central Committee and the Standing Committee of the National Assembly in building a comprehensive report on citizens' opinions and petitions and people's opinions nationwide.

3. The agency responsible for public opinion work shall assist the Standing Committee of the National Assembly in studying and compiling citizens' opinions through the activities of meeting with voters conducted by National Assembly deputies prior to the session, and send them to the Permanent Standing Board of the Vietnam Fatherland Front Central Committee no later than seven working days before the opening day of the National Assembly session.

Article 41. Compilation and Summary of Citizens' Opinions and Petitions through Activities of Meeting with Voters Conducted by People's Council Deputies

1. Through activities of meeting with voters, People's Council deputies shall be responsible for collecting citizens' opinions and petitions at the level of the deputy meeting with voters and sending them in writing to the People's Council Delegation for compilation and reporting to the Standing Board of the People's Council for transfer to competent agencies, organizations, and individuals for consideration and resolution in accordance with regulations.

The Standing Board of the People's Council shall be responsible for leading and coordinating with the Permanent Standing Board of the Vietnam Fatherland Front Committee at the same level to compile and summarize reports; classify and transfer to competent agencies, organizations, and individuals, requesting resolution and response to citizens.

5. The Standing Board of the People's Council at the commune level shall be responsible for compiling and summarizing citizens' opinions and petitions to report to the People's Council at the session; classify and transfer to competent agencies, organizations, and individuals, requesting resolution and response to citizens.

Article 42. Report on the Summary of Citizens' Opinions and Petitions of the Standing Committee of the People's Council

1. The Standing Committee of the People's Council shall coordinate with the Vietnam Fatherland Front Committee at the same level to build and submit to the People's Council a report summarizing citizens' opinions and petitions and those of the people at the session of the People's Council.

At the latest seven working days before the opening day of the session, the report summarizing citizens' opinions and petitions and those of the local people shall be sent to the People's Council at the same level for consideration and resolution within its authority.

1. The Delegation of the People's Council at the provincial and district levels and the Permanent Standing Committee of the Vietnam Fatherland Front Committee at the same level have the responsibility to compile and report to the Standing Committee of the People's Council at the same level about the citizens' comments on the activities of the People's Council, the Standing Committee of the People's Council, the Committees of the People's Council, and the representatives of the People's Council.

2. The Standing Committee of the People's Council at the commune level and the Permanent Standing Committee of the Vietnam Fatherland Front Committee at the same level have the responsibility to compile and report to the People's Council at the same level about the citizens' comments on the activities of the People's Council, the Standing Committee of the People's Council, the Committees of the People's Council, and the representatives of the People's Council.

Chapter V

RESPONSIBILITIES OF ORGANIZATIONS, BODIES, AND INDIVIDUALS IN RESOLVING AND RESPONDING TO CITIZENS' PETITIONS

Article 44. Responsibilities in Resolving and Responding to Citizens' Petitions Related to the Activities of the National Assembly

1. The Standing Committee of the Ethnic Council, the Standing Committee of the National Assembly's Committees have the responsibility to examine, resolve, and respond to citizens' petitions regarding issues under the jurisdiction of the Ethnic Council, the Committee, or assigned by the National Assembly's Standing Committee.

Article 45. Responsibilities in Resolving and Responding to Citizens' Petitions Related to the Activities of the People's Council

1. The Committees of the People's Council have the responsibility to study and respond to citizens' petitions regarding issues related to the activities of the People's Council under their jurisdiction or as assigned by the Standing Committee of the People's Council.

Article 46. Responsibility for handling and responding to citizens' petitions related to the activities of the Government, ministries, ministerial-level agencies, government agencies, People's Committees, and specialized agencies under People's Committees.

Clause 1. The Government shall be responsible for examining, handling, and responding to citizens' petitions regarding the guidance and management activities of the Government and the Prime Minister; petitions related to the issuance of documents by the Government and the Prime Minister; petitions concerning multiple ministries and ministerial-level agencies; and petitions within the jurisdiction of the Government and the Prime Minister as stated in the Report on the Summary of Citizens' Opinions and Petitions throughout the country submitted by the Central Steering Committee of the Vietnam Fatherland Front.

Clause 2. Ministries, ministerial-level agencies, and government agencies shall be responsible for handling and responding to citizens' petitions concerning matters within their areas of responsibility.

Clause 3. People's Committees shall be responsible for examining, handling, and responding to citizens' petitions regarding the guidance and management activities of the People's Committee and the Chairman of the People's Committee; petitions related to the issuance of documents by the People's Committee and the Chairman of the People's Committee; petitions concerning the management work of specialized agencies under the same level People's Committee; and petitions within the jurisdiction of the People's Committee and the Chairman of the People's Committee transferred by the Delegation of National Assembly Members and the Standing Committee of the People's Council.

Clause 1. The People's Supreme Court, the Supreme People's Procuracy, provincial and district-level People's Courts, and People's Prosecution Offices shall be responsible for examining, handling, and responding to citizens' petitions concerning the exercise of prosecution rights, supervision of judicial activities, trials, enforcement of judgments, and other petitions within their scope of duties and powers.

Clause 2. The State Audit Office shall be responsible for examining, handling, and responding to citizens' petitions within its scope of duties and powers.

Article 48. Responsibility for handling and responding to citizens' petitions related to the activities of agencies, organizations, and individuals at local levels.

Agencies, organizations, and individuals at local levels shall be responsible for examining, handling, and responding to citizens' petitions within their scope of duties and powers.

Article 49. Time limit for handling and responding to citizens' petitions, reporting on the results of handling citizens' petitions in connection with the activities of National Assembly deputies meeting citizens.

Clause 1. Within sixty days from the date of receipt of citizens' petitions, competent agencies, organizations, and individuals shall be responsible for handling and responding to citizens; sending the response document to the Delegation of National Assembly Members in the locality where the petition was made and the agency or National Assembly member who forwarded the petition.

Clause 2. At the latest twenty working days before the opening of the National Assembly session, competent agencies, organizations, and individuals resolving citizens' petitions shall be responsible for reporting the summary of the results of handling and responding to citizens' petitions from the previous session to the National Assembly Standing Committee.

The content of the report summarizing the results of handling and responding to citizens' petitions must clearly state completed petitions; petitions currently being studied and adopted for resolution, specifying the specific timeline and resolution period; and petitions requiring explanation and provision of information to citizens.

The Government Office shall be responsible for assisting the Government in preparing the summary report on the results of handling and responding to citizens' petitions within the Government's jurisdiction as stipulated in this Resolution and submitting it to the National Assembly Standing Committee.

Clause 3. Upon receipt of the response document to citizens' petitions, the Delegation of National Assembly Members shall be responsible for informing citizens of the results of handling and responding to petitions by competent agencies, organizations, and individuals; providing all response documents to National Assembly members in the delegation; and publicly disclosing the response document to citizens through local mass media.

Article 50. Time limit for resolving, responding to voters' petitions, and reporting on the resolution of voters' proposals regarding the activities of People's Council representatives meeting with voters

1. Within no more than thirty days from the date of receiving the petition of voters, the competent authority has the responsibility to resolve and respond to the voters; send the response document to the Standing Body of the same-level People's Council, the Delegation of the People's Council, the People's Committee, and the Permanent Standing Committee of the Vietnam Fatherland Front at the same level where the voters have reflected and proposed, for tracking, explaining to the voters, and being published on the electronic information page of the People's Council.

2. At least thirty days before the opening day of the session of the People's Council, the competent authority responsible for resolving the voters' petitions has the responsibility to report the consolidated results of resolving and responding to the voters' petitions from the previous session to the Standing Body of the same-level People's Council.

The content of the consolidated report on the resolution and response to the voters' petitions must clearly show completed proposals; ongoing proposals with estimated completion time; proposals to be resolved with resolution deadlines; proposals requiring further explanation and information to the voters.

The advisory and assisting bodies of the People's Committee are responsible for assisting the People's Committee in preparing the consolidated report on the resolution and response to the voters' petitions within their jurisdiction as stipulated in Clause 3, Article 46 of this Resolution and sending it to the Standing Body of the same-level People's Council.

4. For opinions and proposals of voters collected through meetings with voters concerning the People's Council session, the competent authorities have the responsibility to resolve, respond, and report to the People's Council at the meeting level where the voters met, for the voters to track and be published on the official electronic information page of the People's Council.

Article 51. Publicizing the Results of Resolving and Responding to Voters' Proposals

1. Within fifteen working days from the end of the deadline for resolving and responding to voters' proposals, the Delegation of National Assembly members, the Standing Body of the People's Council, and the People's Committees at all levels shall publicize the results of resolving and responding to voters' proposals through local mass media and on the official electronic information pages of the agencies and organizations.

2. The results of resolving and responding to voters' proposals shall be posted for thirty days at the reception offices of the competent authorities handling the voters' proposals.

Chapter VI

SUPERVISION OF THE RESOLUTION AND RESPONSE TO VOTERS' PROPOSALS

Article 52. Agencies Assisting the Standing Committee of the National Assembly in Supervising the Resolution and Response to Voters' Proposals

The agency in charge of citizen affairs has the responsibility to assist the Standing Committee of the National Assembly in supervising the resolution and response to voters' proposals by performing the following tasks:

1. Building and implementing programs and plans for supervising the resolution and response to voters' proposals; monitoring and urging the resolution and response to voters' proposals.

2. Preparing reports on the supervision of the resolution and response to voters' proposals and draft resolutions of the National Assembly and the Standing Committee of the National Assembly on the resolution and response to voters' proposals.

3. Summarizing evaluations by the Delegation of National Assembly members on the resolution and response to voters' proposals.

4. During the process of assisting the Standing Committee of the National Assembly in organizing and conducting supervisory activities on the resolution and response to voters' proposals, they have the responsibility to organize sessions, exchanges, and request competent authorities, organizations, and individuals to provide information on the resolution and response to voters' proposals.

Competent authorities, organizations, and individuals responsible for resolving voters' proposals have the responsibility to participate in work sessions, exchanges, and provide information on the resolution and response to voters' proposals.

Article 53. Responsibility for participating in oversight of the handling and response to citizens' petitions

1. National Assembly deputies and People's Council representatives shall, based on the content of citizens' petitions and the results of their resolution and responses by competent agencies, organizations, and individuals, be responsible for monitoring and urging the resolution and response to citizens' petitions, and participating in activities to oversee the resolution and response to citizens' petitions in accordance with the law.

2. The Standing Committee of the National Ethnic Council and the Standing Committee of the National Assembly's Committees shall, based on the content of the petitions and responses to citizens' petitions within their areas of responsibility or assigned by the National Assembly's Standing Committee, study and develop programs and conduct oversight activities of the National Ethnic Council and the National Assembly's Committees.

3. Delegations of National Assembly representatives shall, based on the content of citizens' petitions at the local level, develop programs and organize the implementation of oversight activities of the delegation; when necessary, they shall coordinate with the Standing Committee of the People's Council, the Provincial Vietnam Fatherland Front Committee to oversee the resolution and response to citizens' petitions within the jurisdiction of the local area.

Upon request of the National Assembly's Standing Committee, based on the petitions of local citizens and the results of resolution and response by central-level competent agencies, organizations, and individuals, the delegation of National Assembly representatives shall be responsible for evaluating the resolution results and submitting them to the National Assembly's Standing Committee.

4. Committees of the People's Councils shall, based on the content of the petitions and responses to citizens' petitions within their areas of responsibility or assigned by the Standing Committee of the People's Council, study and develop programs and conduct oversight activities of the Committee.

5. Delegations of People's Council representatives shall, based on the content of citizens' petitions at the local level, develop programs and organize the implementation of oversight activities of the delegation.

Upon request of the Standing Committee of the People's Council, based on the petitions of local citizens and the results of resolution by local-level competent agencies, organizations, and individuals, the delegation of People's Council representatives shall be responsible for evaluating the resolution results and submitting them to the Standing Committee of the People's Council.

Article 54. Reviewing the results of oversight of the resolution and response to citizens' petitions during the National Assembly session and the People's Council session

1. During the National Assembly session, the National Assembly's Standing Committee shall present to the National Assembly a report on overseeing the resolution of citizens' petitions for consideration and discussion. In cases where necessary, the National Assembly's Standing Committee may propose that the National Assembly issue a resolution regarding the resolution and response to citizens' petitions.

2. During the People's Council session, the Standing Committee of the People's Council shall present to the People's Council a report on overseeing the resolution and response to citizens' petitions. In cases where necessary, the Standing Committee of the People's Council may propose that the People's Council issue a resolution regarding the resolution and response to citizens' petitions.

Article 55. The National Assembly's Standing Committee reviews and discusses the content of citizens' and people's petitions; the situation of receiving, resolving, and responding to citizens' petitions in the report on civil petition work

1. The National Assembly's Standing Committee shall review and discuss the content of citizens' and people's petitions; the situation of receiving, resolving, and responding to citizens' petitions in the report on civil petition work.

2. The Government, the Supreme People's Court, the Supreme People's Procuracy, and related agencies, organizations, and individuals shall be responsible for attending meetings and reporting and explaining to the National Assembly's Standing Committee on matters within their jurisdiction.

3. Delegations of National Assembly representatives shall prepare a comprehensive report on the content of citizens' and people's petitions at the local level in accordance with Clause 1 and Clause 3 of Article 39 of this Resolution.

4. The agency responsible for civil petition work shall report to the National Assembly's Standing Committee on the content of citizens' petitions, the situation of receiving, resolving, and responding to citizens' petitions in the report on civil petition work.

Chapter VII

IMPLEMENTING PROVISIONS

Article 56. Implementation Organization

2. During the implementation process, if any issues arise, the Delegations of National Assembly deputies and the Standing Bodies of the Provincial People's Councils shall collect suggestions and difficulties to report to the Standing Committee of the National Assembly, the Government, and the Permanent Body of the Central Committee of the Vietnam Fatherland Front for consideration and guidance.

Article 57. Funding for Citizen Reception Activities

The funding for organizing citizen reception activities by National Assembly deputies and People's Council deputies at all levels shall be guaranteed from the state budget in accordance with the provisions of the law.

Article 58. Effective Date

1. This Resolution takes effect from the date of issuance.

2. This Resolution replaces Joint Resolution No. 525/2012/NQLT/UBTVQH13-ĐCTUBTWMTTQVN dated September 27, 2012 of the Standing Committee of the National Assembly and the Chairman's Office of the Central Committee of the Vietnam Fatherland Front on citizen reception activities by National Assembly deputies and Resolution No. 753/2005/UBTVQH11 dated April 2, 2005 of the Standing Committee of the National Assembly promulgating the Rules of Procedure of the People's Councils.
