JOINT CIRCULAR
Guidelines on Funding for Purchasing People's Army Newspaper for Agencies Implementing National Defense Work
at Ministries, Agencies Equivalent to Ministries, Government Agencies;
Military Command of Communes, Towns, Urban Districts; Military Command of Organizations and Civilian Self-Defense Units
Based on the Ordinance on Civil Defense and Self-Defense Forces No. 19/2004/PL-UBTVQH11 dated April 29, 2004 of the Standing Committee of the National Assembly; Decree No. 184/2004/NĐ-CP dated November 2, 2004 of the Government detailing the implementation of the Ordinance on Civil Defense and Self-Defense Forces;
Pursuant to the State Budget Law No. 01/2002/QH11 dated December 16, 2002 of the National Assembly;
Based on Decree No. 119/2004/NĐ-CP dated May 11, 2004 of the Government on national defense work at ministries, agencies equivalent to ministries, government agencies, and localities;
To implement the guidance of the Prime Minister in Circular No. 7191/VPCP-KTTH dated December 12, 2005 regarding funding for purchasing the People's Army Newspaper for Military Commands of communes and towns; self-defense units in agencies, enterprises, universities, colleges, vocational schools, and technical training institutions nationwide;
The Ministry of National Defense and the Ministry of Finance provide guidelines on funding for purchasing the People's Army Newspaper (QĐND) as follows:
I. OBJECTS:
1. Agencies implementing national defense work according to Decree No. 119/2004/NĐ-CP dated May 11, 2004 of the Government: Department of National Defense - Security, Ministry of Planning and Investment; Department of Internal Affairs, Office of the Government; Department of National Defense Education, Ministry of Education and Training; Department I (Party budget, national defense, security, special), Ministry of Finance.
2. Military Commands of central-level ministries, agencies, organizations (according to Decision No. 133/2005/QĐ-BQP dated September 12, 2005 of the Ministry of National Defense on the establishment of military commands of ministries, agencies, and organizations at the central level).
3. Military Commands of organizations, units of civilian self-defense forces directly under provincial-level, centrally-administered city-level, and provincial city-level authorities; directly under district-level and urban district-level authorities established according to Article 14 of Decree No. 184/2004/NĐ-CP dated November 2, 2004 of the Government detailing the implementation of the Ordinance on Civil Defense and Self-Defense Forces.
4. Military Commands of communes, towns, and urban districts.
5. Permanent civil defense platoons (platoon, company) of border communes, island communes; key defense and security communes according to Article 9 of Decree No. 184/2004/NĐ-CP dated November 2, 2004 of the Government detailing the implementation of the Ordinance on Civil Defense and Self-Defense Forces.
6. Civilian self-defense units from battalion level and above when concentrated for training; serving combat; combat; rescue; disaster relief; flood aftermath, typhoon, fire, earthquake, epidemic.
II. QUANTITY:
1. Objects specified in Clause 1 and Clause 6 of Section I of this Circular shall purchase:
- Daily People's Army Newspaper: 04 copies/day
- Weekly People's Army Newspaper: 04 copies/week
- Monthly magazine "Events and Witnesses": 04 copies/month
2. Other objects shall purchase:
- Daily People's Army Newspaper: 01 copy/day
- Weekly People's Army Newspaper: 01 copy/week
- Monthly magazine "Events and Witnesses": 01 copy/month
III. SOURCES OF FUNDS AND ORGANIZATION OF PURCHASE.
1. Sources of funds.
a. Funds for purchasing the QĐND newspaper belong to the national defense and security expenditure task, allocated in the budget estimate of units according to the current classification of state budget expenditure tasks: included in the central budget for central-level agencies; included in the local budget for local units.
b. Funds for purchasing the QĐND newspaper of enterprises are included in enterprise management costs.
2. Annually, based on the budget capacity and based on the objects and quantities of QĐND newspapers purchased as stipulated in Sections I and II of this Circular, the head of the budget-receiving unit decides on the purchase of newspapers for their unit and prepares the budget, manages, and uses it according to the State Budget Law and current guiding documents.
3. Agencies and organizations purchasing the QĐND newspaper shall directly purchase from the nearest post office.
IV. IMPLEMENTATION.
1. This Circular takes effect 15 days after its publication in the Official Gazette.
2. Ministers of ministries, agencies equivalent to ministries; heads of government agencies; Chairmen of People's Committees of provinces and centrally-administered cities and heads of agencies and organizations are responsible for implementing this Circular.
During the implementation process, if there are difficulties or feedback, report to the Joint Ministry for consideration and resolution./.
