Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Resolution No. 18/2008/NQ-QH12 dated June 3, 2008 of the XIIth National Assembly on accelerating the implementation of policies and laws on socialization to improve the quality of healthcare for the people;
Pursuant to Decision No. 153/2006/QĐ-TTg dated June 30, 2006 of the Government approving the overall planning for the development of the healthcare system in Vietnam until 2010 and with a vision to 2020;
Considering the proposal of the Minister of Health,
DECISION:
Article 1. Scope and Applicability
Article 1. This Decision regulates the allowance system for village health workers including those in hamlets, wards, villages, and settlements (hereinafter referred to collectively as villages). Each village shall be allocated from one to two village health workers based on population size and operational area.
Article 2. This Decision does not apply to health workers in residential wards within urban districts and towns.
1. A 25% allowance rate shall be applied to:
Clause 1. During their term of service, village health workers shall receive monthly allowances.
Clause 2. The monthly allowance for village health workers shall be 0.5 and 0.3 times the national minimum wage, as follows:
Point a. The rate of 0.5 applies to village health workers in difficult areas as specified in Decision No. 30/2007/QĐ-TTg dated March 5, 2007 of the Prime Minister promulgating the list of administrative units in difficult areas.
Point b. The rate of 0.3 applies to village health workers in other communes.
Article 3. Sources of Funds
Article 3. Sources of funding for the allowances for village health workers shall be guaranteed by the central and local budgets.
Clause 1. The central budget shall cover the allowances for village health workers in difficult areas as specified in Decision No. 30/2007/QĐ-TTg dated March 5, 2007 of the Prime Minister.
Clause 2. The local budget shall cover the allowances for village health workers in other communes. For localities facing difficulties and unable to balance their sources, the central budget shall provide support for the allowances stipulated in this Decision at an average of one village health worker per village.
Article 4. Implementation guidance
Clause 1. The Ministry of Health shall establish standards, functions, and responsibilities for village health workers.
Clause 2. Provincial People's Committees shall specify the following based on the characteristics, economic and social development situation, actual needs, and budgetary capacity of their locality:
Point a. The number of village health workers.
Point b. Any additional monthly subsidies (if applicable) beyond the allowances for village health workers as prescribed in Clause 2, Article 2 of this Decision.
Article 5. Effective Date

Clause 1. This Decision shall take effect from July 1, 2009.
Article 6. Responsibility for Implementation
Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial people's committees, and chairmen of municipal people's committees directly under the central government are responsible for implementing this Decision./.
