RESOLUTION

Von state budget for the year 2015

 OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM

On the basis of the Constitution of the Socialist Republic of Vietnam;

Pursuant to the State Budget Law No. 01/2002/QH11;

After examining Report No. 420/BC-CP dated October 17, 2014 of the Government submitted to the National Assembly on the state budget for the year 2015; Audit Report number No. 2289/BC-UBTCNS13 dated October 18, 2014 of the Committee on Finance and Budget; Report No. 770/BC-UBTVQH13 dated November 7, 2014 of the Standing Committee of the National Assembly on the implementation of the state budget in 2014, the state budget for 2015, and the opinions of the National Assembly deputies,

RESOLUTION:

Article 1. Approve the state budget for the year 2015

The total revenue of the state budget isVND 911,100 billion(nine hundred eleven thousand, one hundred billion VND); if including VND 10,000 billion transferred from the 2014 budget to the 2015 budget, the total revenue of the state budget isVND 921,100 billion(nine hundred twenty-one thousand, one hundred billion VND).

The total expenditure of the state budget isVND 1,147,100 billion(one million, one hundred forty-seven thousand, one hundred billion VND).

The deficit of the state budget isVND 226,000 billion(two hundred twenty-six thousand billion VND), equivalent to5%GDP.

1. To implement a strict fiscal policy; coordinate synchronously with monetary policy to support production and business development, continue to stabilize macroeconomic conditions, control inflation, and promote economic growth. Strengthen financial-discipline and budgetary discipline, implement the state budget estimate in accordance with the provisions of the law. Vigorously inspect, audit, and make public the use of the state budget, especially in areas prone to corruption and waste.

1. Implement a strict fiscal policy; allocate state budget expenditures centrally, prevent dispersion, waste, and loss; manage and use funds economically and effectively. Enhance the quality of inspection, audit, and financial-discipline enforcement; strengthen financial and budgetary discipline. Guide the organization to implement the state budget according to the Constitution and laws, all revenues and expenditures must be budgeted and regulated by law.

2. Vigorously implement measures to combat smuggling, commercial fraud, transfer pricing, tax evasion; recover promptly revenues identified through inspections, audits; reduce overdue taxes. Do not propose or issue new policies that reduce state budget revenues unless it is necessary to fulfill international commitments.

3. Continue to collect into the state budget dividends distributed in 2015 from the State's share of capital in joint-stock companies with State participation represented by ministries, sectors, localities, and remaining profits after setting aside funds according to the law at State-owned Groups and Corporations holding 100% of the charter capital.

4. Continue to collect into the state budget 75% of the oil and gas royalties and reading fees generated in 2015; the remaining amount (25%) will be retained by the Vietnam Oil and Gas Group for investment in accordance with the law.

5. Manage state budget expenditures according to the approved budget. Do not allow advance appropriations from the next year's budget; in special cases, the Government shall report to the Standing Committee of the National Assembly for consideration and decision. Review and strictly manage to significantly reduce transferred expenditures, only transferring expenditures for urgent and truly necessary items as prescribed by law. Continue to thoroughly implement savings in regular expenditures, do not purchase official vehicles (except specialized vehicles as prescribed by law); minimize expenditures for ceremonial events, conferences, seminars, festivals, groundbreaking ceremonies, and overseas trips. Organize Party congresses at all levels in a spirit of thorough thrift. Strictly implement the Law on Thrift and Combating Wastefulness.

6. Increase pensions, preferential allowances for war veterans, and salaries for civil servants, public officials, and military personnel with low income (salary coefficient of 2.34 or lower) by 8%. Implementation date is January 1, 2015.

7. Allocate and manage development investment expenditures from the state budget in accordance with the Investment Law. Prioritize funding to settle state budget debts and recover advances. Do not allocate funds for new projects that are not urgent.

In cases where ODA disbursements exceed the budget, the Government must report to the Standing Committee of the National Assembly before implementation; promote public-private partnerships (PPP) and other forms of investment without using state funds to maximize investment resources for economic and social development.

8. Review the goals of the 16 national target programs to concentrate budget allocations for important and urgent goals, complete them definitively in 2015. Summarize and evaluate the results of implementing national target programs during the 2011-2015 period; conduct a comprehensive review to cut, integrate, and streamline national target programs for the 2016-2020 period; report to the National Assembly at the tenth session.

9. Closely control the deficit of the state budget; in managing the state budget, take positive measures to reduce the deficit and increase debt repayment. Use the increased state budget revenue in 2014 mainly to prioritize debt repayment at various levels of the budget and implement certain expenditures as stipulated by the State Budget Law.

Accurately calculate government debt, do not exceed the ceiling set by the National Assembly resolution (65% of GDP), strictly manage government debt, especially government-guaranteed loans and loans for refinancing. Improve the efficiency of loan usage, strictly manage the debt repayment reserve fund. Continue restructuring loans. Starting from 2015, issue government bonds with terms of five years or longer, do not implement short-term loans to cover budget deficits, reduce refinancing borrowing.

10. Direct ministries, sectors, and localities to expand the autonomous mechanism of public service units linked to the process of implementing service pricing for public services. Gradually shift the direct support method of the State for public service units to a procurement mechanism.

Article 3. Supervision of the implementation of the state budget estimate

The Standing Committee of the National Assembly, the Finance-Budget Committee, the Ethnic Council, and other Committees of the National Assembly, and National Assembly deputies shall supervise the implementation of the state budget estimate for the year 2015 within their respective areas of responsibility and authority as prescribed by law.
