Regulations on forms to be used in registration and management of residence

Based on the Law on Residence dated November 29, 2006;

Based on Decree No. 107/2007/NĐ-CP dated June 25, 2007 detailing and guiding the implementation of certain provisions of the Law on Residence, which has been amended and supplemented by Decree No. 56/2010/NĐ-CP dated May 24, 2010;

Based on Decree No. 77/2009/NĐ-CP dated September 15, 2009 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

The Ministry of Public Security hereby stipulates regulations on forms to be used in registration and management of residence as follows:

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular specifies in detail the forms, requirements, methods of filling out forms, and management of forms to be used in registration and management of residence.

Article 2. Applicability

1. Agencies and individuals engaged in registration and management of residence.

2. Agencies, organizations, households, Vietnamese citizens, and overseas Vietnamese who still hold Vietnamese nationality returning to Vietnam to reside.

Article 3. Forms to be used in registration and management of residence

Forms to be used in registration and management of residence (hereinafter referred to as forms), designated with the code HK, include:

1. Population Registration Form (designated as HK01) is used for population registration when registering permanent residence or temporary residence.

2. Household and Population Change Notification Form (designated as HK02) is used to notify changes in household and population such as: registering permanent residence, registering temporary residence, adjusting changes in household registers, temporary residence books, changing places of permanent or temporary residence registration, deleting permanent or temporary residence registration, splitting household registers, replacing or reissuing household registers, temporary residence books, issuing household transfer certificates, confirming previous permanent residence registration...

3. Household and Population Verification Form (designated as HK03) is used to verify households and individuals whose information is unclear or inconsistent...

4. Information Change Notification for Household Registration and Population (designated as HK04) is used by agencies responsible for registration and management of residence and other units to exchange information when there are changes in household registration and population.

5. Temporary Absence Declaration Form (designated as HK05) is used by individuals required to declare temporary absence to the police station of their residential commune, ward, or town.

6. Household File Tracking Form (designated as HK06) is established by the police department of the district, city district, town, or provincial city to serve the purpose of tracking and searching household files.

7. Household Transfer Certificate (designated as HK07) is issued for cases transferring permanent residence.

8. Household Book (designated as HK08) is issued for households or individuals who have registered permanent residence.

9. Temporary Residence Book (designated as HK09) is issued to households or individuals who have registered temporary residence.

10. Household Registration Processing Record Book (designated as HK10) is used by the registration and management agencies to monitor and record information on processing permanent residence registration, temporary residence registration, changing places of permanent or temporary residence registration, adjusting changes in household registers, temporary residence books, handling complaints and reports...

11. Permanent Residence Registration Book (designated as HK11) is used by the registration and management agencies to record results of permanent residence registration; adjust changes in household registers; issue household transfer certificates, delete permanent residence registration... Model HK11 is established according to village, hamlet, village, ward, commune, township, street, residential group or collective housing of organizations. When there are changes in individual household member information, the police station must promptly adjust the changed content. The permanent residence registration book is kept and utilized for a long time.

12. Temporary Residence Registration Book (designated as HK12) is used by the police stations at communes, wards, towns to record results of temporary residence registration; adjust changes in temporary residence books; delete temporary residence registration; confirm temporary residence location; replace or reissue temporary residence books for citizens.

13. Reception and Registration Book (designated as HK13) is used by the police station of the commune, ward, or town to monitor the reception of notifications of residence registration as prescribed by the Law on Residence.

14. Household File Bag (designated as HK14) is used by the police department of the district, city district, town, or provincial city to store household files. Each household that has registered permanent residence establishes a separate household file bag.

15. Household and Population Statistics (designated as HK15) are used by the police at commune, district, provincial levels to statistically report household and population data in their localities monthly, semi-annually, annually, and report upwards to higher-level police agencies.

Article 4. Management of forms

1. Local police units organize printing and distribution of all forms except for models HK08 and HK09 printed by the Ministry of Public Security. When printing, local police units shall not change the content of the forms; they are responsible for managing printing, issuance, and use of forms and maintain records thereof.

2. Models HK01, HK02, HK03, HK04, HK07, HK10, HK11, HK12, HK13, and HK15 are printed on A4 size paper (210 mm x 297 mm), in black and white. Model HK05 is printed on paper measuring 205 mm x 145 mm, model HK06 is printed on paper measuring 80 mm x 130 mm, model HK14 is printed on paper measuring 270 mm x 350 mm, in black and white.

Model HK08 (20 pages including cover) and HK09 (12 pages including cover) are printed according to the code number of each province or centrally governed city specified in Appendix No. 01 and Appendix No. 02 attached hereto. Models HK08 and HK09 are printed on paper measuring 120 mm x 165 mm, in color, with decorative patterns, security codes, and pre-numbered.

3. Models HK05 and HK07 are bound into volumes, consisting of two parts with identical content, one part issued to individuals applying for temporary absence registration or household transfer certificate, the other part retained by the competent police agency.

4. Forms for registration and management of residence are published on the Ministry of Public Security's official website.

Chapter II

METHODS OF RECORDING FORMS

Article 5. Requirements for filling out forms

1. Accurately fill in the contents in each form, handwriting must be clear, written with the same type of ink, no abbreviations.

2. If individuals coming to register residence do not know how to write or cannot fill out the declaration themselves, they may have others fill it out on their behalf based on their statements. The person filling out on behalf must truthfully declare, sign, clearly write their full name, and bear responsibility for the declaration made on their behalf.

3. Registers must be continuously filled out page by page in sequence, without leaving any blank spaces; all contents on the cover and pages of the register must be fully and clearly recorded.

4. Columns and items in the forms must be filled in according to the annotations and instructions in the forms (if any) and as stipulated in this Circular.

5. It is strictly prohibited to arbitrarily erase, alter, or supplement the recorded content in the forms.

Article 6. General Information in Forms

1. Common information in various types of forms includes: personal information, residential address information, and information about the competent authority for registration and management of residence.

2. Method of recording personal information

When recording information about individuals, it must be based on birth certificates and other household registration documents. If such documents are unavailable, record according to the household registration book, identity card, Vietnamese passport, or other documents issued by authorized agencies.

a) Item "Name": Record in uppercase letters, with accents;

b) Item "Date of Birth": Recorded according to the Gregorian calendar, including two digits for the day, two digits for months January and February, and four digits for the year;

c) Item "ID number" and item "Passport number": Fully record the ID number and passport number (if both documents exist);

d) Item "Gender": Record as Male if gender is male, and Female if female;

đ) Item "Place of Birth": Record the place of birth according to the birth certificate;

e) Item "Place of origin": Record place of origin according to the birth certificate. If the birth certificate does not include this item, record according to the father's or mother's place of origin based on custom or agreement between parents. In cases of children born out of wedlock, if there is no decision recognizing paternity, the child's place of origin is determined according to the mother's place of origin. Specific administrative locality names at commune, district, and province levels must be recorded. If administrative locality names have changed, record according to current administrative locality names;

g) Item "Nationality": Record Vietnamese nationality, other nationalities (if applicable);

h) Item "Ethnicity" and "Religion": Record ethnicity and religion according to the birth certificate. If there is no birth certificate, record according to the household registration book, identity card, or other documents issued by authorized agencies;

i) Item "Occupation, Workplace": Record the current occupation and the name of the organization, unit, institution, and workplace address.

3. Method of recording residential address information

Specifically and fully record house number, street, road; group, village, hamlet, village, ward, commune, town; district, city district, town, provincial city; province, centrally governed city. In cases of returning from abroad to register residence, clearly record the address in the foreign country (specify the name of the country in Vietnamese phonetic transcription).

4. Recording information about the competent authority for registration and management of residence

The top line records the superior public security authority, the bottom line records the name of the competent public security authority for registration and management of residence.

Article 7. Method of Recording Population Declaration Form

1. Item "Educational level": Clearly record the highest educational level (Doctorate, Master's, Bachelor's, College, Intermediate, high school graduate, primary school graduate...; if unable to read, record as "illiterate");

2. Item "Professional qualification": Clearly record the specialized field of study or skill level, trade grade, other technical qualifications recorded in diplomas or certificates;

3. Item "Foreign language proficiency": Clearly record the highest diploma or certificate obtained (English A, English B or French A, French B or Russian A, Russian B...);

4. Item "Summary of personal history (from age 14 onwards, where lived and worked)": Clearly record each period (from which month and year to which month and year) changes in place of residence and occupation, workplace;

5. Item "Criminal record": Clearly record the criminal charge, sentence according to the court judgment number, date; whether the criminal record has been expunged or is still under investigation, prosecution, trial; whether the sentence is being served or suspended; convicted to imprisonment with suspended sentence; additional penalties; measures of preventive restraint in criminal proceedings or educational measures at commune, ward, town, educational facility, medical facility, juvenile correctional facility. Duration of application of such measures.

Article 8. Method of recording the Change of Household Registration and Population Report Form

1. Section "Head of Household Name" and "Relationship with Head of Household" shall be recorded as follows:

a) In cases where permanent residence registration or temporary residence registration is made at a lawful place of residence and a household registration book or temporary residence book is issued, the "Surname and Name" section for the head of the household shall record the surname and name of the person registering for permanent residence or temporary residence, and the "Relationship with Head of Household" section shall record that they are the head of the household.

b) In cases where the head of the household agrees to include them in the household registration book or temporary residence book, the "Surname and Name" section for the head of the household shall record the surname and name of the head of the household who agreed to include them, and the "Relationship with Head of Household" section shall record their actual relationship with the head of the household.

c) In cases where changes in the household registration book or temporary residence book are adjusted; permanent residence registration is deleted, temporary residence registration is deleted; the household registration book is separated; the household registration book or temporary residence book is replaced or reissued, or confirmation is made that permanent residence registration was previously registered, then the surname, name of the head of the household, and relationship with the head of the household shall be recorded according to the household registration book or temporary residence book.

2. The "Content of Changes in Household Registration and Population" section: Record a summary of the content of changes in household registration and population. For example: Permanent residence registration, temporary residence registration; change of place of permanent residence registration, temporary residence registration; separation of the household registration book; adjustment of changes in the household registration book...

3. Section "Opinion of the Head of Household": Record the opinion of the head of household agreeing to register permanent residence, temporary residence, or agree to split the household registration book; the head of household signs and records their full name, date, month, year.

4. Section "Confirmation by Police" shall be recorded as follows:

a) In cases where confirmation is made regarding previous permanent residence registration, the public security authority responsible for previous permanent residence registration shall confirm the content in accordance with Clause 3, Article 13 of Circular No. 52/2010/TT-BCA dated November 30, 2010, issued by the Minister of Public Security detailing the implementation of certain provisions of the Law on Residence, Decree No. 107/2007/NĐ-CP dated June 25, 2007, and Decree No. 56/2010/NĐ-CP dated May 24, 2010 on residence (hereinafter referred to as Circular No. 52).

b) In cases where a new household registration book is issued due to loss, the police station of the commune, ward, or town where the permanent residence registration is located shall confirm the loss.

Article 9. Method of Recording the Verification of Household Registration and Population Report Form

1. The "Respectfully Sent To" section: Record the name of the agency receiving the verification of household registration and population report form and its direct superior agency. In cases where the verification report form is sent to a commune-level public security agency outside the administrative boundaries of the province or centrally-administered city, the full administrative boundaries of that commune-level public security agency must be recorded (commune, district, province).

2. Part requesting verification (front side):

a) Section "Content to verify": Summarize clearly the content to be verified and information about accompanying household members (if any);

b) The "Verification Results Sent To..." section: Record the name of the agency issuing the verification report form and its direct superior agency. If the commune-level public security agency issues the verification report form and sends it outside the province or centrally-administered city, the full administrative boundaries of that commune-level public security agency must be recorded (commune, district, province).

c) The "Chief of Police: ..." section: The Chief of Police sending the verification report form must sign, clearly record their surname, name, position, and affix their seal. For district-level, county-level, or town-level public security agencies under centrally-administered cities and town-level or city-level public security agencies under provinces, the Commandant of the Administrative Management Police Force for Social Order shall sign the verification report form within the scope of the county level, and outside the scope of the county level, the Chief of Police at the county level shall sign the verification report form.

3. Part responding to verification (back side):

a) Section "Verification results": Provide complete responses to the verification results according to the requested contents. If there is no subject to verify or if the information about the subject is inaccurate, a response must still be provided;

b) The "Chief of Police: ..." section: The Chief of Police responding to the verification must sign, clearly record their surname, name, position, and affix their seal.

Article 10. Method of Recording the Information on Changes in Household Registration and Population Report Form

1. The "Respectfully Sent To" section: Record the name of the agency responsible for registration and management of residence that will receive the report form and its direct superior agency. In cases of notification regarding permanent residence registration, it must be directly sent to the public security agency issuing the transfer certificate to process the cancellation of permanent residence registration. If the public security agency issuing the transfer certificate (the former place of permanent residence) is a commune-level public security agency, the full administrative boundaries of that commune-level public security agency must be recorded (commune, district, province).

2. The "Content of Changes" section: Record all detailed contents of changes such as: Permanent residence registration, adjustment of changes in the household registration book, cancellation of permanent residence registration... In cases of notification regarding permanent residence registration, the public security agency receiving the transfer must record the following information fully: Surname and name, date of birth, former place of permanent residence, place of transfer, surnames and names of accompanying population members also registering permanent residence, transfer certificate (number, date of issue).

3. The "Proposals and Recommendations" section: Record specific proposals and recommendations (if any). In cases of notification regarding permanent residence registration, it must request the public security agency issuing the transfer certificate to process permanent residence registration.

Article 11. Method of Recording the Temporary Absence Declaration Form

1. Section "Place of Permanent Residence/Temporary Residence": If recording place of permanent residence, strike out place of temporary residence and vice versa.

2. Section "Reason for Temporary Absence": Clearly record the reason for leaving the place of residence.

3. The part of the form issued to citizens must be signed by the Head of the Police Station issuing the temporary absence declaration form, clearly stating their full name and affixing a stamp; for the retention part, only the Head of the Police Station and the declarant need sign and clearly state their full names.

Article 12. Method of Recording the Household Registration File Tracking Form

1. Front side

a) Section "Household registration file number": Record according to the number of the household registration file in the archive of household registration files;

b) Section "List of people in the household": Record fully and accurately each person in the household.

2. Back side: Continue to record the list of people in the household following the instructions on the front side (if the front side is not sufficient for recording).

Article 13. Method of Recording the Household Registration Transfer Certificate

1. Household transfer certificate number: Record according to the sequential number issued annually by the competent police authority.

2. Section "Reason for transferring household registration": Record clearly the reason for transferring household registration.

3. Section "Full name of household head at place of departure" and "relationship with household head": Record the full name and direct relationship with the household head at the place of registration transfer (the place requesting issuance of the household registration transfer certificate).

4. Section "People in the household transferring together": Record according to the permanent residence registration book and household registration book, providing information about people in the household transferring together.

In case the entire household is transferred, the police agency issuing the household registration transfer certificate must clearly record that the entire household is being transferred to notify the police agency at the place of registration transfer. Before issuing a new household registration book, the police agency at the place of registration transfer shall collect the old household registration book for retention in the file archive.

Article 14. Method of Recording the Household Registration Book

1. Inside cover of the front page

a) Section "Provincial/City Police": Record or print the name of the province/city directly under the central government;

b) Section "Number": Each household registration book is assigned a unique number. In cases of replacement or reissue of the household registration book, the number of the replaced or reissued book is the same as the previous book's number;

c) Section "Household registration file number" and section "Permanent residence registration book number": Record according to the number of the household registration file and the number of the permanent residence registration book stored in the archive of household registration files.

2. Family Page: Section "Reason for Deletion of Permanent Registration": Clearly record the reason for deletion of permanent registration as stipulated in Clause 1, Article 22 of the Law on Residence, such as death, emigration abroad (specify the country), change of place of permanent registration...

3. Pages of household members related to the household head: Record according to the method of the family page. For the section on relationship with the household head, clearly record as: Father, mother, husband, wife, son, daughter, brother, sister, nephew/niece... In cases where the household head agrees to include them in the household registration book, record based on actual relationships.

4. Pages for adjustments and changes: Clearly record the content of the adjustment such as changing the household head; changing surname, given name, middle name; date of birth; administrative boundary change... The authority responsible for adjusting and changing in the household registration book is the authority responsible for registering permanent residence.

5. The registration officer must sign and clearly state their full name on each family page, individual pages, and adjustment/change pages (if applicable). The head of the authority responsible for registering permanent residence must sign, clearly state their full name and affix a stamp on the inside cover, family page, individual pages within the book, and adjustment/change pages (if applicable).

6. Each household registration book is used for one household. In cases where the number of household members exceeds the number of pages with the "relationship with household head" section, record "Volume 01" on the inside cover and establish "Volume 2, Volume 3, etc." with the same number as Volume 01. The inside cover must clearly state "Volume 2, Volume 3, etc.", affix a seal, and the family page should be recorded similarly to Volume 01, while the remaining pages should record subsequent household members.

7. In cases where the entire household moves in, before issuing a new household registration book, the registration and management agency at the place of arrival shall collect the old household registration book and stamp "Cancelled" on the inside cover at the section for recording the household head's full name and place of permanent residence, for retention in the archive. In cases where only one person or some members of the household move, clearly record the information of the person(s) moving, the time of issuance of the household registration transfer certificate, and the address of the place of arrival on the adjustment/change page.

Article 15. Recording Method for Temporary Residence Register

The information recorded in the temporary residence register shall be similar to that in the household registration book and should pay attention to the following points:

1. Section "Temporary Residence Registration Book Number": Record according to the number of the temporary residence registration book.

2. Section "Reason for Deleting Temporary Residence Registration": Clearly record the reason such as cancellation of registration result, not residing at the registered address for more than six months, or having registered permanent residence...

3. Section "Adjustment Changes": Fully record the changes in the information in the temporary residence register.

Article 16. Recording Method for Household Registration Follow-up and Resolution Register

1. Section "Content of Request for Resolution": Summarize fully the content of the request for resolution;

2. Section "Attached Documents": Fully and accurately record all types of documents included in the received file.

3. Section "Receiving Documents": If the same person receives multiple files on the same day, only need to record their name and date (day, month, year) at the first line of the receiving section. If multiple files are received on the same day, only need to record the date (day, month, year) of receipt at the first line of the receiving section. For each case of receiving files, clearly record the time (day, month, year) when the results will be returned.

4. Section "Returning Results": Record the date (day, month, year) and resolution outcome (registration of permanent residence; adjustment of changes; replacement or issuance of household registration book; supplementary procedures, resubmission of file, documents; non-resolution of permanent residence registration...).

Article 17. Recording Method for Permanent Residence Registration

1. Part "Table of Contents": Fully record all information according to the model;

2. Content Part: Each page of the book is used to record information about one registered permanent resident household. The first line records the head of the household, and subsequent lines record the other members of the household in sequence;

a) Section "Household Registration File Number": Record according to the number of the household registration file kept in the archive of household registration files;

b) Section "Authorized Person for Registration": The Head of the Administrative Order Maintenance Police Team, Chief of Public Security Station of Commune/Town of District under Province signs and records their full name. In cases of registering once for multiple people, the authorized person only needs to sign and record their full name at the last population registration line;

c) Section "Content of Adjustment and Change": Clearly record the content such as change of head of household, change of name, middle name, date of birth; change of administrative boundary; deletion of permanent residence registration (date, month, year of deletion, place of transfer); issuance of household transfer certificate (date, month, year of issuance, place of transfer); replacement or issuance of household registration book...;

d) Section "Sheet Number": Record according to the serial number in the table of contents.

Article 18. Recording Method for Temporary Residence Registration

1. Section "Place of Temporary Residence": Clearly record the house number, street, group, village, hamlet, village, ward, commune, town;

2. Section "Name of Registration Officer": If registering for multiple people at once, only need to clearly record the name of the registration officer at the last population registration line;

3. Section "Content of Adjustment and Change": Record the content of adjustment and change and the date (day, month, year) of adjustment and change of that content.

Article 19. Recording Method for Lodging Reception Register

1. Section "Reason for Lodging": Clearly record the reason such as medical treatment, visiting relatives, tourism...;

2. Section "Lodging Address": Clearly record the house number, street, group, village, hamlet, village, ward, commune, town;

3. Section "Notification Form and Time": Clearly record the form of direct notification or by phone, time, name of the person notifying lodging, phone number (if available);

4. Section "Remarks": The lodging reception officer records suspicious cases, and if necessary due to security and public order requirements, must immediately report to the Public Security Station of Commune/Ward/Town;

Article 20. Recording Method for Household File Envelope

Section "Date of Submission for Storage": Record according to the date, month, year when the household file is submitted for storage in the household file archive.

Article 21. Recording Method for Household and Population Statistics

1. Part I: Households and Population Currently Residing

Section "Urban Population": Statistics the number of population currently residing in districts, wards, and towns.

2. Part II: Types of Households and Population

a) Section "Outside Province": Statistically record the number of households and population who have registered permanent residence but transferred to another province/city directly under the central government;

b) Section "Outside District within Province": Statistically record the number of households and population who have registered permanent residence but transferred to another district/county/township/city within the same province/city directly under the central government;

c) Section "Moved Out of Commune Within District": Statistics the number of households and population who have registered permanent residency but moved to another commune, town, ward within the same district.

d) Section "From Outside Province": Statistically record the number of households and population from other provinces/cities directly under the central government who have come to register temporary residence;

đ) Section "From Outside District within Province": Statistically record the number of households and population from other districts/counties/townships/cities within the same province/city directly under the central government who have come to register temporary residence;

e) Section "Arrived from Outside Commune Within District": Statistics the number of households and population from other communes, towns, wards within the same district who have registered temporary residency.

3. Part III: Results of Registration and Management of Residency

Section "From Other Provinces": Statistics on the number of households and population from other provinces transferring to register their permanent residence.

4. When conducting statistics, all indicators of information, reporting time, signatures of the statistical officers with full names must be recorded accurately and completely; the head of the statistical unit signs with full name and stamps.

Article 22. Method for Calculating the Total Number of Households and Population Currently Residing

(The total number of households currently residing is denoted as X; The total number of population currently residing is denoted as Y).

1. For provincial public security agencies

a) X = Total number of households registered for permanent residence - Total number of households not residing at the place of registered permanent residence who have left the province + Total number of households registered for temporary residence from outside the province arriving.

b) Y = Total number of individuals registered for permanent residence - Total number of individuals not residing at the place of registered permanent residence who have left the province + Total number of individuals registered for temporary residence from outside the province arriving.

2. For county-level public security agencies

a) X = Total number of households registered for permanent residence - (Total number of households not residing at the place of registered permanent residence who have left the province + Total number of households not residing at the place of registered permanent residence who have left the county within the province) + (Total number of households registered for temporary residence from outside the province arriving + Total number of households registered for temporary residence from outside the county within the province arriving).

b) Y = Total number of individuals registered for permanent residence - (Total number of individuals not residing at the place of registered permanent residence who have left the province + Total number of individuals not residing at the place of registered permanent residence who have left the county within the province) + (Total number of individuals registered for temporary residence from outside the province arriving + Total number of individuals registered for temporary residence from outside the county within the province arriving).

3. For village-level public security agencies

a) X = Total number of households registered for permanent residence - (Total number of households not residing at the place of registered permanent residence who have left the province + Total number of households not residing at the place of registered permanent residence who have left the county within the province + Total number of households not residing at the place of registered permanent residence who have left the village within the county) + (Total number of households registered for temporary residence from outside the province arriving + Total number of households registered for temporary residence from outside the county within the province arriving + Total number of households registered for temporary residence from outside the village within the county arriving).

b) Y = Total number of individuals registered for permanent residence - (Total number of individuals not residing at the place of registered permanent residence who have left the province + Total number of individuals not residing at the place of registered permanent residence who have left the county within the province + Total number of individuals not residing at the place of registered permanent residence who have left the village within the county) + (Total number of individuals registered for temporary residence from outside the province arriving + Total number of individuals registered for temporary residence from outside the county within the province arriving + Total number of individuals registered for temporary residence from outside the village within the county arriving).

4. The total urban population; female population; population aged 14 years and above currently residing shall be calculated in the same manner as the total population currently residing (Y) as mentioned above.

5. Column "Managed Subjects": Only record the total number of subjects under management according to the functions of the administrative police force responsible for social order and security.

Chapter III

IMPLEMENTATION

Article 23. Effectiveness of Implementation

1. This Circular takes effect from February 8, 2012, and replaces Decision No. 698/2007/QĐ-BCA-C11 dated July 1, 2007, issued by the Minister of Public Security on the issuance of forms for use in registration and management of residence.

2. Forms printed according to Decision No. 698/2007/QĐ-BCA-C11 may continue to be used until they are exhausted.

Article 24. Responsibility for Implementation

1. The General Administration of Administrative Management of Social Order and Safety has the responsibility to guide, monitor, urge, and inspect the implementation of this Circular.

2. The heads of the General Administrations and the heads of units directly under the Ministry within their respective functions, tasks, and authorities have the responsibility to coordinate in implementing this Circular.

3 Directors of public security agencies of provinces and centrally governed cities, Directors of Fire Prevention and Control Departments, relevant organizations, and individuals are responsible for enforcing this Circular.

During the implementation of this Circular, if any difficulties arise, they should be promptly reported to the Ministry of Public Security (through the General Administration of Administrative Management of Social Order and Safety) for timely guidance./.
