political organizations, political-social organizations

Circular No. 39/2014/TT-BQP dated June 3, 2014, issued by the Minister of National Defense on the Framework Program for National Defense and Security Education for students in state agency schools, political organizations, and political-social organizations, effective from July 20, 2014, amended and supplemented by:

Circular No. 83/2025/TT-BQP dated August 7, 2025, issued by the Minister of National Defense to amend and supplement certain provisions of Circulars of the Minister of National Defense regarding the delineation of authority in the field of national defense work, Civil Defense Militia, national defense and security education when organizing local governments at two levels, effective from August 7, 2025.

Pursuant to the Law on National Defense and Security Education 2013;

Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Considering the proposal of the Chief of General Staff;

The Minister of National Defense decides[1].

Article 1. To issue with this Circular the Framework Program for National Defense and Security Education in state agency schools, political organizations, and political-social organizationsincluding:

1. The Framework Program for National Defense and Security Education for graduate and postgraduate training programs;

2. The Framework Program for National Defense and Security Education for undergraduate programs;

3. The Framework Program for National Defense and Security Education for intermediate level programs.

The framework program prescribed in this Circular does not apply to students who are high school or university students.

Article 2.[2] This Circular takes effect from July 20, 2014. Based on the framework program in this Circular and the regulations of the competent authorities, state agency schools, political organizations, and political-social organizations shall develop full course curricula, compile, approve, or submit to the competent authority for approval textbooks for courses.

Article 3. The Minister, Heads of Ministries equivalent to ministries, agencies under the Government, Chairmen of Provincial People's Committees; Heads of agencies, units, and individuals related shall be responsible for implementing this Circular./.

FRAMEWORK PROGRAM FOR NATIONAL DEFENSE AND SECURITY EDUCATION

I. OBJECTIVES

1. General objectives

Educating students in state agency schools, political organizations, and political-social organizations about national defense and security knowledge to foster a spirit of patriotism, tradition of building and defending the country, enhance awareness, responsibility, and self-awareness in fulfilling national defense and security tasks according to their responsibilities, contributing to the implementation of the two strategic tasks of building and defending the socialist Vietnam.

2. Specific objectives

a) Regarding moral qualities: Cultivate firm political qualities, love for the country and socialism; build agile manners, disciplined lifestyle in collective life, community awareness in classes and when working.

b) Regarding knowledge: Ensure that students in state agency schools, political organizations, and political-social organizations grasp the Party's viewpoints, the State's policies and laws on national defense and security; Vietnamese military art; situation and tasks of national defense and security; defense region; civil defense; combining economy with national defense and security; combining national defense and security with foreign relations.

c) Regarding skills: Ensure that students understand and perform well the national defense and military work at their workplaces according to their assigned responsibilities.

II. FRAMEWORK PROGRAM

1. Framework Program for National Defense and Security Education for Graduate and Postgraduate Training Programs

a) Volume of knowledge: 45 class hours.

III. GUIDELINES FOR USING THE FRAMEWORK PROGRAM

1. The framework program is a mandatory regulation for students in state agencies' schools, political organizations, and political-social organizations. The list of content and class hours provided is only a minimum requirement. Schools should base on their training objectives and time to supplement necessary content to build specific programs that fit their needs.

2. Developing plans to implement the framework program must ensure the training objectives, content, scientificity, effectiveness, convenience for students, and suitability with available time; combine regular curriculum with extracurricular activities and supplementary activities (field trips, learning about revolutionary traditions of the nation, the Party, and armed forces) to enhance students' capabilities and skills.

3. Coordinate various forms and methods of training, integrate theory with practical research; ensure material resources, compile textbooks and materials; promote students' initiative, independent thinking, self-study, and research.

4. Evaluating students' learning outcomes in national defense and security education subjects shall be carried out according to the regulations of the competent authority./.

[1] Circular No. 83/2025/TT-BQP amending and supplementing some articles of Circulars issued by the Minister of National Defense regarding the delineation of authorities in the field of national defense work, People's Militia, national defense and security education when organizing two-level local governments, based on the following grounds:

Based on the Law on People's Militia dated November 22, 2019; the Law on National Defense dated June 8, 2018; the Law on National Defense and Security Education dated June 19, 2013;

Based on Decree No. 168/2018/NĐ-CP dated December 28, 2018 of the Government on national defense work in central ministries and localities; Decree No. 72/2020/NĐ-CP dated June 30, 2020 of the Government detailing some provisions of the Law on People's Militia concerning organization and construction of forces and benefits for People's Militia; Decree No. 16/2025/NĐ-CP dated February 4, 2025 of the Government amending and supplementing some articles of Decree No. 72/2020/NĐ-CP dated June 30, 2020 of the Government detailing some provisions of the Law on People's Militia concerning organization and construction of forces and benefits for People's Militia; Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and implementing measures of the Law on National Defense and Security Education; Decree No. 139/2020/NĐ-CP amending and supplementing some articles of Decree No. 13/2014/NĐ-CP; Decree No. 220/2025/NĐ-CP dated August 7, 2025 of the Government amending and supplementing some articles of several decrees in the field of national defense and military affairs when organizing two-level local governments;

Based on Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of National Defense; Decree No. 03/2025/NĐ-CP dated February 28, 2025 of the Government amending and supplementing some articles of Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government;

At the proposal of the Chief of General Staff;

The Minister of National Defense promulgates the Circular amending and supplementing some articles of Circulars issued by the Minister of National Defense stipulating national defense work in central ministries and localities; training, upgrading, instructing, holding competitions, exercises for People's Militia; working relationships of commune militia and defense boards and militia and defense boards of agencies and organizations; responsibilities, tasks, and working relationships of People's Militia command positions; tasks and powers of agencies and units under the Ministry of National Defense and militia and defense boards of central ministries and sectors regarding national defense and security education; upgrading knowledge of national defense and security in the Vietnam People's Army; regulations on applying disciplinary measures, procedures, deadlines, and authorities for disciplining People's Militia; programs, contents; framework programs for upgrading knowledge of national defense and security; standards for national defense and security education propagandists; framework programs for national defense and security education for students in state agencies' schools, political organizations, and political-social organizations when organizing two-level local governments".

[2] Article 9 of Circular No. 83/2025/TT-BQP amending and supplementing certain articles of Circulars issued by the Minister of National Defense on the delineation of authority in the field of national defense work, Self-Defense Forces, national defense education, and security when organizing local administration at two levels, shall take effect from August 7, 2025, and is stipulated as follows:

“Article 9. Effective Date

This Circular takes effect from August 7, 2025.”

[3] This chapter has been amended and supplemented according to the provisions of Article 8 of Circular No. 83/2025/TT-BQP amending and supplementing certain articles of Circulars issued by the Minister of National Defense on the delineation of authority in the field of national defense work, Self-Defense Forces, national defense education, and security when organizing local administration at two levels, which shall take effect from August 7, 2025.

[4] This chapter has been amended and supplemented according to the provisions of Article 8 of Circular No. 83/2025/TT-BQP amending and supplementing certain articles of Circulars issued by the Minister of National Defense on the delineation of authority in the field of national defense work, Self-Defense Forces, national defense education, and security when organizing local administration at two levels, which shall take effect from August 7, 2025.
