THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam amended and supplemented by Resolution No. 203/2025/QH15;

Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13 amended and supplemented by Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Pursuant to the Law on Issuing Legal Normative Documents No. 64/2025/QH15 amended and supplemented by Law No. 87/2025/QH15;

RESOLUTION:

Article 1. Amending and supplementing certain Articles of the Operational Regulation of the Standing Committee of the National Assembly issued together with Resolution No. 29/2022/UBTVQH15 dated December 12, 2022 of the Standing Committee of the National Assembly

1. Amending and supplementing certain Clauses of Article 7 as follows:

a) Amend and supplement Clause 1 as follows:

“1. Assigning and adjusting the assignment of the National Ethnic Council and Committees of the National Assembly to carry out tasks for implementing the Legislative Orientation Plan of the National Assembly term, taking the lead in reviewing draft laws, ordinances, draft resolutions, reports, projects, bills, and other draft documents in accordance with the respective fields of responsibility of each agency, except where decided by the National Assembly.” implement tasks to carry out the Legislative Orientation for the term of the National Assembly; chair and participate in reviewing draft laws, ordinances, draft resolutions, reports, programs, projects, and other drafts in accordance with the areas of responsibility of each agency, except where otherwise decided by the National Assembly.";

b) Amending and supplementing Clause 7 and adding Clause 7a after Clause 7 as follows:

“7. Issuing a model Operational Regulation for the National Ethnic Council and Committees of the National Assembly and guiding the organization and implementation of other activities of the National Ethnic Council and Committees of the National Assembly; stipulating democratic practices within the internal workings of the National Assembly's agencies in accordance with the unique characteristics of the organization and operation of the National Assembly; directing the application of digital technology and artificial intelligence in the activities of the National Ethnic Council and Committees of the National Assembly.

7a. Assigning the Permanent Delegation of the National Ethnic Council and the Permanent Delegation of the Committees of the National Assembly to assist the Standing Committee of the National Assembly in performing regular and other tasks suitable to their respective fields of responsibility, duties, and powers.”

2. Amend and supplement Article 8 as follows:

Article 8. Working relationship between the Standing Committee of the National Assembly and the Secretary-General of the National Assembly - Chairman of the Office of the National Assembly, the Office of the National Assembly

1. Directing the Secretary-General of the National Assembly - Chairman of the Office of the National Assembly and the Office of the National Assembly to prepare the proposed work program and session agenda of the Standing Committee of the National Assembly; advising on the development, implementation, and execution of the Standing Committee of the National Assembly’s programs and activities, coordinating and harmonizing the activities of the National Ethnic Council and Committees of the National Assembly; advising on the procedures and processes for the activities of the Standing Committee of the National Assembly and performing other tasks assigned by the Standing Committee of the National Assembly.

2. Directing the Office of the National Assembly to organize services for sessions and other activities of the Standing Committee of the National Assembly; ensuring material infrastructure and other conditions for the activities of the Standing Committee of the National Assembly.

3. Directing the application of digital technology and artificial intelligence in the activities of the Office of the National Assembly.”

3. Amending and supplementing Clause 2 of Article 10 as follows:

“2. The Government shall report its work to the Standing Committee of the National Assembly twice a year; report on urgent matters at the request of the Standing Committee of the National Assembly.”

4. Supplementing Clause 1a before Clause 1 of Article 12 as follows:

“1a. The Standing Committee of the National Assembly and the Presidium of the Vietnam Fatherland Front Central Committee shall implement cooperative activities in accordance with the provisions of the law and the Operational Cooperation Regulation between the two agencies.”

5. Amending and supplementing Clauses 2 and 3 of Article 15 as follows:

“2. Sessions of the Standing Committee of the National Assembly include:

a) Regular sessions;

b) Specialized sessions;

c) Other sessions.

3. Regular sessions begin on the tenth day of each month; if the tenth day of the month coincides with a statutory holiday, the session begins on the next working day. In cases where the session starts at a different time, it is decided by the Chairman of the National Assembly.

Specialized sessions and other sessions are organized based on the decision of the Chairman of the National Assembly or upon the proposal of the President of the State, the Prime Minister, or at least one-third of the total number of members of the Standing Committee of the National Assembly. The start time of the session is decided by the Chairman of the National Assembly.”

6. Amend and supplement Article 16 as follows:

Article 16. Agenda of the Standing Committee of the National Assembly's Session

1. The planning of the agenda and the decision to convene regular sessions and specialized sessions shall be carried out in accordance with the provisions of Article 62 of the Law on the Organization of the National Assembly. The planning of the agenda and the decision to convene other sessions shall be decided by the Chairman of the National Assembly.

2. In cases where necessary, based on actual circumstances or upon the proposal of members of the Standing Committee of the National Assembly, relevant agencies, organizations, or individuals, the Chairman of the National Assembly shall consider and decide to adjust the session agenda.

7. Amend and supplement Clause 2 and Clause 3 of Article 19 as follows:

“2. The agency submitting the draft, the agency reviewing the draft project, proposal, report shall send electronic versions and three paper copies of all types of documents for the session to the National Assembly Office to forward to members of the Standing Committee of the National Assembly. In cases where the session documents involve state secrets, they shall be implemented in accordance with the laws on protecting state secrets and the requirements of the Standing Committee of the National Assembly. 3. The time for sending documents is specified as follows:

a) For regular sessions and specialized sessions, the submitting agency must send documents to the main reviewing agency at least twenty days before the start of the session, except in cases where the law provides otherwise; documents must be sent to members of the Standing Committee of the National Assembly within the time limit prescribed by the Law on the Organization of the National Assembly and the Law on Enacting Legal Normative Documents, except in cases provided for in point c of this clause and where the law provides otherwise;

b) For other sessions, the submitting agency must send documents to the main reviewing agency at least five days before the start of the session; documents must be sent to members of the Standing Committee of the National Assembly at least two days before the start of the session, except in cases provided for in point c of this clause;

c) The time for sending documents regarding plans for socio-economic development, state budget estimates, and personnel work shall be decided by the Chairman of the National Assembly; the time for sending documents regarding national target program investment policies, important national projects, and investment projects under the approval authority of the National Assembly as stipulated in Clause 1 of Article 83 of this Regulation.”

8. Amend and supplement Clause 2 of Article 21 as follows:

“2. Presentations and reports on draft projects, proposals, programs, and reports at the session shall not exceed ten minutes, except in cases decided by the Standing Committee of the National Assembly recorded in the session agenda. Based on the content and actual circumstances, the Chairman of the National Assembly or the Vice-Chairman of the National Assembly may direct the session to adjust the presentation time or request additional reporting and explanations.”

Article 23. Giving Opinions on Matters to be Submitted to the National Assembly and Other Matters Within the Authority at the Standing Committee of the National Assembly's Session

9. Amend and supplement Article 23 as follows:

1. Except where the law or resolutions of the National Assembly provide otherwise, the Standing Committee of the National Assembly shall give opinions on matters to be submitted to the National Assembly and other matters within its authority at the session in the following sequence:

a) Agencies, organizations, or individuals submitting draft projects, proposals, programs, reports, requests, or suggestions shall present their submissions and reports;

b) The Ethnic Council and Committees of the National Assembly shall present review reports or opinion reports (if applicable); the General Secretary of the National Assembly - Director of the National Assembly Office and the National Assembly Office shall present opinion reports (if applicable);

c) Delegates attending the session may be invited to express their opinions;

d) The Standing Committee of the National Assembly shall discuss;

đ) Agencies, organizations, or individuals submitting draft projects, proposals, programs, reports, requests, or suggestions may express their opinions (if applicable);

e) The Chairman of the National Assembly or the Vice-Chairman of the National Assembly shall conclude the session's content.

2. The issuance of documents concluding the content of the session shall be carried out in accordance with the provisions of Article 26 of this Regulation.”

10. Amend and supplement Article 24 as follows:

10. Amend and supplement Article 24 as follows:

Article 24. Examination and Decision on Matters within the Authority at the Session of the Standing Committee of the National Assembly

1. Except where otherwise provided by law or resolutions of the National Assembly, the Standing Committee of the National Assembly shall examine and decide on matters within its authority at the session in accordance with the following procedures:

b) The Ethnic Council and Committees of the National Assembly shall present review reports or opinion reports (if applicable); the General Secretary of the National Assembly - Director of the National Assembly Office and the National Assembly Office shall present opinion reports (if applicable);

c) Delegates attending the session may be invited to express their opinions;

d) The Standing Committee of the National Assembly shall discuss;

đ) Agencies, organizations, or individuals submitting draft projects, proposals, programs, reports, requests, or suggestions may express their opinions (if applicable);

d) The agency, organization, or individual submitting the project, draft, proposal, report, request, or suggestion shall make statements and provide explanations (if necessary);

e) The Chairman or Vice-Chairman of the National Assembly shall chair the session's proceedings, conclude, and raise issues for the Standing Committee of the National Assembly to vote on;

g) The Standing Committee of the National Assembly shall vote;

h) In cases where the Standing Committee of the National Assembly has not approved or decided not to vote but needs to continue examining and deciding at a subsequent session, the Chairman or Vice-Chairman of the National Assembly shall chair the session's proceedings and conclude them;

2. Except where otherwise provided by law or resolutions of the National Assembly, the Standing Committee of the National Assembly shall examine and decide on contents that have been discussed at previous sessions in accordance with the following procedures:

a) The agency, organization, or individual responsible for the main study, explanation, adoption, and revision of the report on the adoption, explanation, and revision shall conduct research, explain, adopt, and revise;

b) The Ethnic Council, Committees of the National Assembly, the General Director of the National Assembly Office - Head of the National Assembly Office, and the National Assembly Office shall present reports on opinions regarding the contents specified in point a of this clause, explaining, adopting, and revising (if necessary);

d) The Standing Committee of the National Assembly shall discuss;

đ) Agencies, organizations, or individuals submitting draft projects, proposals, programs, reports, requests, or suggestions may express their opinions (if applicable);

d) The agency, organization, or individual responsible for the main study, explanation, adoption, and revision shall make statements (if necessary);

e) The Chairman or Vice-Chairman of the National Assembly shall chair the session's proceedings, conclude, and raise issues for the Standing Committee of the National Assembly to vote on;

g) The Standing Committee of the National Assembly shall vote;

3. Where necessary, based on the opinions of the Standing Committee of the National Assembly, the Chairman of the National Assembly shall decide on issuing conclusions for contents that have been approved by the Standing Committee of the National Assembly. The issuance of conclusion documents shall be carried out in accordance with Article 26 of this Regulation.”

11. Amend and supplement Article 26 as follows:

Article 26. Conclusion Documents on Contents of Sessions of the Standing Committee of the National Assembly

1. The Permanent Delegation of the Ethnic Council, the Permanent Delegation of the Committees of the National Assembly, and the National Assembly Office shall be responsible for preparing draft conclusion documents on contents of sessions of the Standing Committee of the National Assembly within their respective areas of responsibility and submit them together with the session's files and materials.

2. After the conclusion of each content examined and given opinions on by the Standing Committee of the National Assembly at the session, based on the concluding opinions of the Chairman or Vice-Chairman of the National Assembly chairing the session, the Permanent Delegation of the Ethnic Council, the Permanent Delegation of the Committees of the National Assembly, and the National Assembly Office shall complete and submit draft conclusion documents on contents of sessions within their respective areas of responsibility for comments from the Chairman or Vice-Chairman of the National Assembly chairing the session, the Vice-Chairman of the National Assembly responsible for the area under examination and decision-making; if deemed necessary, the Vice-Chairman of the National Assembly chairing the session may direct a report to the Chairman of the National Assembly before issuance. The National Assembly Office shall issue a document announcing the conclusions of the Standing Committee of the National Assembly.

3. Within no more than three working days from the date of examination and giving opinions on the content at the session of the Standing Committee of the National Assembly, the conclusion document on the content of the session of the Standing Committee of the National Assembly shall be sent to relevant agencies, organizations, or individuals for further study, adoption, and implementation.”

12. Amend and supplement point c of Clause 1 of Article 28 as follows:

“c) Draft document notifying the opinions and conclusions of the Standing Committee of the National Assembly on the content for which opinions were sought;”

13. Amend and supplement Clause 5 of Article 29 as follows:

“5. Based on the content and nature of the document, the Chairman of the National Assembly shall sign or authorize a Vice-Chairman of the National Assembly or a Member of the Standing Committee of the National Assembly to sign documents of the Standing Committee of the National Assembly that have been approved by the Standing Committee of the National Assembly.

In cases where the Standing Committee of the National Assembly provides opinions and conclusions on the content examined and decided upon in writing, the National Assembly Office shall issue a document notifying the opinions and conclusions of the Standing Committee of the National Assembly.”

14. Amend and supplement some clauses of Article 30 as follows:

a) Amend and supplement Clause 1 as follows:

“1. Based on the annual legislative program, the proposed agenda of the National Assembly session, and the work plan of the Standing Committee of the National Assembly, the General Director of the National Assembly Office - Head of the National Assembly Office shall coordinate with the Permanent Delegation of the Ethnic Council and the Permanent Delegation of the Committees of the National Assembly to develop a Plan for organizing the Conference to be decided by the Standing Committee of the National Assembly.”

b) Amend and supplement Clause 6 and Clause 7 as follows:

“6. Conference materials shall be sent to attending representatives no later than three working days before the opening of the Conference, including:

a) For draft laws, draft resolutions, proposals, and reports not yet reviewed by the National Assembly, the file shall include: draft law, draft resolution, proposal, and report expected to be submitted to the National Assembly; report of the agency submitting about major issues of the draft law, draft resolution, proposal, and report expected to be submitted to the National Assembly; report of the opinions of the Standing Committee of the main reviewing agency; other documents (if any);

b) For draft laws, draft resolutions, proposals, and reports already reviewed at the previous session of the National Assembly, the file shall include: revised draft law, resolution, proposal, and report; report of the agency submitting about major issues still having different opinions on the draft, proposal, and report; draft report on explanation, adoption, and revision; report of the opinions of the Standing Committee of the main reviewing agency on the content expected to be adopted, explained, and revised; report summarizing the opinions of National Assembly deputies; other documents (if any).

7. The agency submitting shall be responsible for reporting and clarifying issues raised by representatives at the Conference; studying the opinions of representatives at the Conference to adopt and revise draft laws, resolutions, proposals, and reports.”

15. Amend and supplement Clause 3 and add Clause 4 after Clause 3 of Article 31 as follows:

"3. Based on the conclusions of the meeting's chairperson, the Standing Committee of the National Assembly, the Standing Committee of the National Assembly's Committees, and the Office of the National Assembly shall be responsible for preparing draft conclusions of the meeting on each topic, seeking opinions from the chairperson; in necessary cases, the Vice Chairman of the National Assembly or the Member of the Standing Committee of the National Assembly shall direct a report to the Chairman of the National Assembly before issuing the conclusions.

4. The Office of the National Assembly shall issue a document announcing the conclusions of the Standing Committee of the National Assembly's meetings."

16. Amend and supplement Article 36 as follows:

Article 36. Regular Briefings of the Chairman and Vice Chairmen of the National Assembly with the Secretary-General of the National Assembly - Head of the Office of the National Assembly, the Chairman of the National Assembly's Ethnic Council, and the Heads of the National Assembly's Committees

1. The Chairman of the National Assembly or the Vice Chairman of the National Assembly, as assigned, shall preside over regular monthly or quarterly briefings with the Secretary-General of the National Assembly - Head of the Office of the National Assembly, the Chairman of the National Assembly's Ethnic Council, and the Heads of the National Assembly's Committees.

2. Based on reports on monthly or quarterly work results from the Office of the National Assembly, the National Assembly's Ethnic Council, and the National Assembly's Committees, the Office of the National Assembly shall prepare a consolidated report on the activities of the Standing Committee of the National Assembly, the Chairman of the National Assembly, the Vice Chairmen of the National Assembly, the National Assembly's Ethnic Council, the National Assembly's Committees, and the Office of the National Assembly.

3. The Office of the National Assembly shall prepare a draft conclusion for review and decision by the chairperson. At the latest two working days after the briefing ends, the conclusion document shall be sent to relevant agencies, organizations, and individuals for implementation."

17. Amend and supplement the name of Subsection 1 of Section 1 Chapter III as follows:

Subsection 1

BUILDING AND IMPLEMENTING LEGISLATIVE DIRECTIONS

FOR THE NATIONAL ASSEMBLY'S LEGISLATIVE TERM, ANNUAL LEGISLATIVE PROGRAM OF THE NATIONAL ASSEMBLY

18. Add Article 40a before Article 41 as follows:”.

Article 40a. Building Legislative Directions for the National Assembly's Term

1. The Standing Committee of the Legal Affairs and Justice Committee shall serve as the focal point to assist the Standing Committee of the National Assembly in compiling and building legislative directions for the National Assembly's term.

2. The Standing Committee of the Legal Affairs and Justice Committee shall send a document requesting relevant agencies, organizations, and individuals specified in Clause 1 of Article 23 of the Law on Enacting Regulatory Legal Documents to conduct research, review, and prepare proposals for legislative tasks during the National Assembly's term.

Agencies, organizations, and individuals shall prepare legislative task proposals according to Clause 3 of Article 23 of the Law on Enacting Regulatory Legal Documents and submit them to the Standing Committee of the National Assembly within 60 days from the end of the first session of the National Assembly's term.

3. Based on the provisions of Clauses 2 and 4 of Article 23 of the Law on Enacting Regulatory Legal Documents, based on the proposals from relevant agencies, organizations, and individuals, the Standing Committee of the Legal Affairs and Justice Committee shall cooperate with the Ministry of Justice to compile and draft legislative direction proposals for the National Assembly's term, reporting to the Standing Committee of the National Assembly before submitting for comments from the Government and related agencies.

4. The Standing Committee of the Legal Affairs and Justice Committee shall lead and coordinate with the Ministry of Justice and related agencies to study and incorporate the Government's and other agencies' opinions, perfecting the draft legislative direction proposal for the National Assembly's term, and submitting it to the Standing Committee of the National Assembly for consideration and decision within 90 days from the end of the first session of the National Assembly's term to be submitted to the competent authority of the Party for approval.

5. The dossier for the draft legislative direction proposal for the National Assembly's term submitted to the Standing Committee of the National Assembly includes:

a) Report of the Standing Committee of the Legal Affairs and Justice Committee on the draft legislative direction proposal for the National Assembly's term;

b) Draft legislative direction proposal for the National Assembly's term and draft explanatory memorandum for submission to the competent authority of the Party for approval;

c) Summary of legislative task proposals;

d) Summary and explanation of opinions on the draft legislative direction proposal for the National Assembly's term;

e) Other documents (if any).

6. The procedure for the Standing Committee of the National Assembly to consider the draft legislative direction proposal for the National Assembly's term shall be carried out in accordance with the provisions of Article 23 of this Regulation."

6. The procedure for the Standing Committee of the National Assembly to consider the draft Legislative Orientation for the term of the National Assembly shall be carried out in accordance with the provisions of Article 23 of this Regulation.";

19. Amend and supplement Article 41 as follows:

Article 41. Examination and approval of the annual legislative program, adjustment of the annual legislative program of the National Assembly

1. The Standing Committee of the National Assembly examines and approves the annual legislative program, adjusts the annual legislative program in accordance with the Law on Enacting Legal Normative Documents and in accordance with the procedures stipulated in Article 24 of this Regulation.

2. In cases where the annual legislative program includes draft laws, resolutions submitted by the Standing Committee of the National Assembly or draft laws, ordinances, resolutions submitted by National Assembly deputies and requested to be assigned by the Standing Committee of the National Assembly for the organization of drafting, the Permanent Committees on Legal Affairs and Justice shall advise the Standing Committee of the National Assembly to assign the main drafting agency for the draft laws, ordinances, and resolutions for the Standing Committee of the National Assembly to examine and decide, and clearly state in the annual legislative program.”

20. Amend and supplement Article 43 as follows:

Article 43. Implementation of the Legislative Orientation of the National Assembly's Term, the Annual Legislative Program of the National Assembly

1. Within no more than 15 days from the date the Legislative Orientation of the National Assembly's Term is approved by the competent authority of the Party, the Permanent Committees on Legal Affairs and Justice shall take the lead and coordinate with the Permanent Committees on Ethnic Affairs, other Standing Committees of the National Assembly, the National Assembly Office, and relevant agencies to build and submit to the Standing Committee of the National Assembly for issuance the implementation plan of the Legislative Orientation of the National Assembly's Term.

In cases where agencies, organizations, or individuals specified in Clause 1 of Article 23 of the Law on Enacting Legal Normative Documents propose amendments or supplements to legislative tasks in the Legislative Orientation of the National Assembly's Term, the Permanent Committees on Legal Affairs and Justice shall compile and submit to the Standing Committee of the National Assembly for examination and adjustment of the implementation plan.

2. Based on actual circumstances, if necessary, the Standing Committee of the National Assembly shall cooperate with the Government and relevant agencies to organize a conference to implement the Legislative Orientation of the National Assembly's Term and the Annual Legislative Program of the National Assembly. The Permanent Committees on Legal Affairs and Justice shall take the lead and coordinate with relevant agencies and organizations to assist the Standing Committee of the National Assembly in preparing the conference content. The National Assembly Office shall be responsible for ensuring the conditions for organizing the conference.

3. The Permanent Committees on Legal Affairs and Justice shall act as the focal point to assist the Standing Committee of the National Assembly in monitoring, compiling, and reporting on the implementation of the Legislative Orientation of the National Assembly's Term and the Annual Legislative Program of the National Assembly.

4. The Permanent Committees on Ethnic Affairs, other Standing Committees of the National Assembly, based on their functions, responsibilities, and areas of oversight, shall be responsible for coordinating, monitoring, urging the agencies submitting drafts and regularly sending monthly reports on the preparation of draft laws, ordinances, and resolution proposals in the Legislative Program, and regularly submitting reports according to the requirements of the Standing Committee of the National Assembly on the implementation of legislative tasks in the Legislative Orientation of the National Assembly's Term to the Permanent Committees on Legal Affairs and Justice for compilation and reporting to the Standing Committee of the National Assembly.”

21. Amend and supplement Article 45 as follows:

Article 45. Reviewing and Giving Opinions on the Adoption, Explanation, and Revision of Draft Laws and Resolutions of the National Assembly According to the Views of National Assembly Deputies

1. The Standing Committee of the National Assembly reviews and gives opinions on the adoption, explanation, and revision of draft laws and resolutions at one or more sessions.

The procedure for the Standing Committee of the National Assembly to give opinions on the adoption, explanation, and revision of draft laws and resolutions at a session shall be carried out in accordance with the provisions of Clause 2 of Article 41 of the Law on Enacting Legal Normative Documents.

2. The dossier submitted to the Standing Committee of the National Assembly includes:

a) Report of the agency submitting on the adoption, explanation, and revision of draft laws and resolutions of the National Assembly;

b) Draft report on the adoption, explanation, and revision and draft laws and resolutions of the National Assembly that have been adopted and revised;

c) Report on the views of the permanent body in charge of examination regarding the contents proposed for adoption, explanation, and revision by the submitting agency;

d) Report summarizing the discussion opinions of National Assembly deputies;

6. The procedure for the Standing Committee of the National Assembly to consider the draft legislative direction proposal for the National Assembly's term shall be carried out in accordance with the provisions of Article 23 of this Regulation."

3. The conclusion of the Standing Committee of the National Assembly on the adoption, explanation, and revision of draft laws and resolutions of the National Assembly must clearly state whether the draft laws and resolutions are ready or not ready to be submitted to the National Assembly for consideration and approval.

22. Amend and supplement Article 47 as follows:

Article 47. Reconsidering Ordinances Already Passed Upon Proposal of the State President

1. The Standing Committee of the National Assembly assigns the agency submitting the ordinance project to take the lead and coordinate with the agency in charge of examination and related agencies to study the proposal of the State President and report to the Standing Committee of the National Assembly.

2. The materials submitted to the Standing Committee of the National Assembly for reconsidering ordinances include:

a) Document of the State President proposing the Standing Committee of the National Assembly to reconsider the ordinance;

b) Dossier of the ordinance project;

c) Report of the submitting agency and the agency in charge of examination of the ordinance project;

d) Other documents (if any).

3. The procedure for the Standing Committee of the National Assembly to reconsider ordinances is implemented as follows:

a) The State President presents the proposal for reconsidering the ordinance;

b) The agency submitting the ordinance project presents the report;

c) The agency in charge of examination presents the report;

d) Related agencies and organizations express their opinions;

đ) Invited delegates attending the meeting may make statements (if any).

e) The Standing Committee of the National Assembly discusses;

g) The Chairman of the National Assembly concludes and raises issues for the Standing Committee of the National Assembly to vote;

h) The Standing Committee of the National Assembly votes.

23. Amend and supplement Point c Clause 1 Article 50 as follows:

“c) Voting slips recording the opinions of Vice Chairpersons of the National Assembly responsible for relevant fields, heads of the agency in charge of drafting, heads of the agency in charge of examination, Chairperson of the Committee for Legal Affairs and Justice, and Secretary-General of the National Assembly-Chairperson of the National Assembly Office; for laws, ordinances, and resolutions submitted by the Government, there must also be voting slips recording the opinions of the Minister of Justice; for laws and ordinances, there must also be voting slips recording the opinions of the Chairperson of the Office of the President.”

24. Amend and supplement Article 51 as follows:

Article 51. Interpretation of the Constitution, Laws, Resolutions of the National Assembly, Ordinances, and Resolutions of the Standing Committee of the National Assembly

1. The interpretation of the Constitution, laws, ordinances, and resolutions is carried out in the cases, according to the principles and criteria stipulated in Clause 1 and Clause 2 of Article 60 of the Law on Enacting Legal Normative Documents.

2. Based on the proposals of agencies, organizations, and National Assembly deputies specified in Clause 3 of Article 60 of the Law on Enacting Legal Normative Documents or when it is deemed necessary, the Standing Committee of the National Assembly considers and decides on the interpretation of the Constitution, laws, ordinances, and resolutions.

3. The procedure for the Standing Committee of the National Assembly to consider and decide on the interpretation of the Constitution, laws, ordinances, and resolutions is implemented in accordance with the provisions of Article 23 of this Regulation.

The conclusion of the Standing Committee of the National Assembly on the decision to interpret the Constitution, laws, ordinances, and resolutions must clearly state the reasons and requirements for interpretation; assign the agency in charge of drafting, the agency in charge of examination, and participating examination agencies to interpret the draft resolution.

4. At least 20 days before the start of the Standing Committee of the National Assembly session, the agency in charge of drafting must send the dossier of the draft resolution interpreting the Constitution, laws, ordinances, and resolutions to the agency in charge of examination for examination. At least 10 days before the start of the session, the dossier of the draft resolution interpreting the Constitution, laws, ordinances, and resolutions and the examination report must be sent to members of the Standing Committee of the National Assembly.

5. The dossier submitted to the Standing Committee of the National Assembly includes:

a) Submission on the draft resolution;

b) Draft resolution;

c) Examination report for the draft submitted by the Government; opinions of the Government on the draft not submitted by the Government;

d) Copy of comments; summary report, adoption, explanation, and revision;

6. The procedure for the Standing Committee of the National Assembly to consider the draft legislative direction proposal for the National Assembly's term shall be carried out in accordance with the provisions of Article 23 of this Regulation."

6. The agency in charge of examination and participating examination agencies conduct examination to report to the Standing Committee of the National Assembly for consideration and decision.

7. The procedure for the Standing Committee of the National Assembly to consider and pass the draft resolution interpreting the Constitution, laws, ordinances, and resolutions is implemented in accordance with the provisions of Article 24 of this Regulation.

8. In case the Standing Committee of the National Assembly has not passed or decided not to vote but needs to continue considering and deciding at the next session, the Chairman of the National Assembly or Vice Chairman of the National Assembly will conclude the content of the session.

The agency in charge of drafting takes the lead and coordinates with the permanent body in charge of examination and related agencies and organizations to further study the adoption, explanation, and revision of the draft resolution interpreting the Constitution, laws, ordinances, and resolutions to submit to the Standing Committee of the National Assembly for consideration and passage at the next session in accordance with the provisions of Clause 2 of Article 24 of this Regulation.

25. Amend and supplement Article 53 as follows:

Article 53. Soliciting opinions on the issuance of decrees concerning necessary issues within the jurisdiction of the National Assembly or the Standing Committee of the National Assembly but not yet meeting the conditions for drafting into laws or ordinances.

1. The Standing Committee of the National Assembly assigns the National Ethnic Council and the National Assembly’s Committees to be in charge of reviewing and participating in the review of the decree issuance.

2. The dossier submitted to the Standing Committee of the National Assembly includes:

a) The Government's proposal regarding the issuance of the decree, clearly stating the necessity of issuance; the scope of regulation and the subjects to which the document applies; basic policies and main contents of the draft; issues requiring opinions and issues with differing opinions;

b) The draft decree and other documents in the dossier of the draft decree as prescribed by law;

c) Other relevant materials (if any).

3. The procedure for the Standing Committee of the National Assembly to examine, solicit opinions, and decide on allowing the issuance of the decree shall be carried out according to the provisions of Article 24 of this Regulation.

4. Opinions shall focus on the necessity of issuance; the main contents of the draft document; the scope and objects regulated by the document; issues requested for opinion by the Government or having differing opinions, and other issues of concern to the Standing Committee of the National Assembly.”

26. Supplement Articles 53a, 53b, 53c, and 53d following Article 53 as follows:

Article 53a. Inspection and handling of regulatory legal documents issued by the Standing Committee of the National Assembly or jointly issued

1. The Standing Committee of the National Assembly regularly conducts self-inspection of regulatory legal documents it has issued or jointly issued based on the provisions of Clause 2, Article 63 of the Law on Enacting Regulatory Legal Documents.

2. The Permanent Delegation of the National Ethnic Council and the Permanent Delegation of the National Assembly’s Committees assist the Standing Committee of the National Assembly in conducting self-inspection of regulatory legal documents issued by the Standing Committee of the National Assembly or jointly issued within their respective functions, tasks, and areas of responsibility; in case of discovering signs of violation of the law, they will advise on handling measures and report to the Standing Committee of the National Assembly.

3. The examination and handling of illegal regulatory legal documents through inspection shall be carried out according to the provisions of Article 55 of this Regulation.

Article 53b. Reviewing and systematizing regulatory legal documents

1. The Standing Committee of the National Assembly decides on a comprehensive review of the system of regulatory legal documents based on the proposal of the Government.

2. The examination and decision-making on a comprehensive review of the system of regulatory legal documents shall be carried out according to the provisions of Article 24 of this Regulation.

The Permanent Delegation of the National Assembly’s Committee on Legal Affairs and Justice shall take the lead, coordinating with the Permanent Delegation of the National Ethnic Council and other Permanent Delegations of the National Assembly’s Committees to study and report to the Standing Committee of the National Assembly on opinions regarding the Government's proposal.

3. The Standing Committee of the National Assembly directs the National Ethnic Council, the National Assembly’s Committees, and the National Assembly Office to carry out reviews and systematizations of the National Assembly’s and the Standing Committee of the National Assembly’s documents according to the provisions of Clause 6, Article 64 of the Law on Enacting Regulatory Legal Documents. The Permanent Delegation of the National Assembly’s Committee on Legal Affairs and Justice shall be responsible for consolidating the results of the reviews and systematizations and reporting to the Standing Committee of the National Assembly.

Article 53c. Announcing ordinances and resolutions of the Standing Committee of the National Assembly detailing and specifying measures to organize and guide the implementation of laws and resolutions of the National Assembly that continue to be fully or partially effective after being amended, supplemented, or replaced

1. During the review, adoption, and revision of draft laws and resolutions of the National Assembly that have been amended, supplemented, or replaced, the Permanent Delegation of the National Ethnic Council and the Permanent Delegation of the National Assembly’s Committees assigned to lead the review shall be responsible for organizing a review and drafting a draft resolution of the Standing Committee of the National Assembly to announce ordinances and resolutions of the Standing Committee of the National Assembly detailing and specifying measures to organize and guide the implementation of laws and resolutions of the National Assembly that continue to be fully or partially effective, to report to the Standing Committee of the National Assembly according to the provisions of Article 57 of the Law on Enacting Regulatory Legal Documents.

2. The Standing Committee of the National Assembly examines and issues a resolution to announce ordinances and resolutions of the Standing Committee of the National Assembly detailing and specifying measures to organize and guide the implementation of laws and resolutions of the National Assembly that have been amended, supplemented, or replaced and continue to be fully or partially effective.

3. The resolution issued by the Standing Committee of the National Assembly according to the provisions of Clause 2 of this Article shall be sent to relevant agencies for publication on the electronic gazette and the national database of laws before the date when the laws and resolutions of the National Assembly come into effect.

Article 53d. Support for National Assembly deputies in drafting laws, resolutions of the National Assembly, ordinances, and resolutions of the Standing Committee of the National Assembly proposed by National Assembly deputies.

1. When receiving a request from a National Assembly deputy for support in drafting a legislative project, ordinance, or resolution proposed by the deputy, based on the functions, tasks, and areas of responsibility of relevant agencies and actual circumstances, the Standing Committee of the National Assembly assigns the National Assembly Office, the Ethnic Council, and the Committees of the National Assembly to assist the National Assembly deputies in preparing proposals for drafting laws, ordinances, and resolutions; assigns agencies to organize the drafting work, provide support for organizing the drafting work, developing policies, and submitting laws, ordinances, and resolutions to the National Assembly and the Standing Committee of the National Assembly for consideration and approval.

2. The National Assembly Office ensures the conditions stipulated by law for National Assembly deputies to exercise their right to propose and draft laws, ordinances, and resolutions.

27. Add Article 58a after Article 58 as follows:

Article 58a. Consideration and submission to the National Assembly for decision on the organization of National Assembly agencies.

1. The Standing Committee of the Representative Work Committee cooperates with relevant agencies to assist the Standing Committee of the National Assembly in preparing files for submission to the National Assembly for decision on the organization of National Assembly agencies.

2. The dossier submitted to the Standing Committee of the National Assembly includes:

a) Documents submitted by the Standing Committee of the Representative Work Committee;

b) Draft proposal of the Standing Committee of the National Assembly;

c) Draft resolution of the National Assembly;

d) Other documents (if any).

3. The procedure for the Standing Committee of the National Assembly to consider and submit to the National Assembly for decision on the organization of National Assembly agencies shall be carried out in accordance with the provisions of Article 24 of this Regulation.

4. Based on the conclusions of the Standing Committee of the National Assembly, the Standing Committee of the Representative Work Committee assists the Standing Committee of the National Assembly in perfecting the files for submission to the National Assembly.

28. Amend and supplement Clause 2 of Article 60 as follows:

“2. The Legal and Judicial Committee reviews the proposal of the Government regarding the organizational structure of the Government; the Representative Work Committee reviews the proposal of the Prime Minister regarding the number of members of the Government.”

29. Amend and supplement Article 63 as follows:

Article 63. Providing opinions on the submission to the National Assembly for consideration and decision on the establishment, dissolution, merger, division, boundary adjustment, and renaming of provincial administrative units and special administrative-economic zones.

1. The Government submits to the Standing Committee of the National Assembly for opinions on the submission to the National Assembly for consideration and decision on the establishment, dissolution, merger, division, boundary adjustment, and renaming of provincial administrative units and special administrative-economic zones.

2. The file submitted to the Standing Committee of the National Assembly for opinions on the submission to the National Assembly for consideration and decision on the establishment, dissolution, merger, division, boundary adjustment, and renaming of provincial administrative units and special administrative-economic zones includes the documents specified in Article 10 of the Law on the Organization of Local Administration.

3. The Legal and Judicial Committee reviews the proposal and project of the Government on the establishment, dissolution, merger, division, boundary adjustment, and renaming of provincial administrative units and special administrative-economic zones.

4. The procedure for the Standing Committee of the National Assembly to provide opinions on the submission to the National Assembly for consideration and decision on the establishment, dissolution, merger, division, boundary adjustment, and renaming of provincial administrative units and special administrative-economic zones shall be carried out in accordance with the provisions of Article 23 of this Regulation.

30. Add Article 66a before Article 67 under Subsection 2 of Section 3 of Chapter III as follows:

Article 66a. Examination and decision on the organizational structure, tasks, and specific powers of the National Assembly's Ethnic Council and Committees

1. The Standing Committee of the Representative Work Committee shall coordinate with relevant agencies to prepare files and draft resolutions of the National Assembly’s Standing Committee regarding the organizational structure, tasks, and specific powers of the National Assembly's Ethnic Council and Committees.

2. The National Assembly’s Standing Committee shall examine and decide on the organizational structure, tasks, and specific powers of the National Assembly's Ethnic Council and Committees according to the following procedures:

a) A representative of the Standing Committee of the Representative Work Committee shall present the report;

b) The National Assembly’s Standing Committee shall discuss;

c) The Chairperson shall conclude and raise issues for the National Assembly’s Standing Committee to vote;

d) The National Assembly’s Standing Committee shall vote to approve the draft resolution.”

31. Amend and supplement Article 67 as follows:

Article 67. Examination and decision on the number, approval of lists, and termination of positions for Vice Chairpersons of the National Assembly's Ethnic Council, Deputy Heads of Committees, Members of the National Assembly's Ethnic Council, and Members of Committees

1. At the first session of the National Assembly, after being elected by the National Assembly, the Chairman of the National Assembly's Ethnic Council and the Head of Committees shall cooperate with the Head of the Representative Work Committee to propose to the National Assembly’s Standing Committee for examination and decision on the number and approval of the list of members of the National Assembly's Ethnic Council and Committees; and for examination and decision on the number and approval of the list of Vice Chairpersons of the National Assembly's Ethnic Council, Deputy Heads of Committees, Members who are full-time National Assembly Deputies working at the National Assembly's Ethnic Council and Committees.

During the term of the National Assembly, the Chairman of the National Assembly's Ethnic Council and the Head of Committees shall propose to the National Assembly’s Standing Committee for approval of Vice Chairpersons of the National Assembly's Ethnic Council, Deputy Heads of Committees, Members who are full-time National Assembly Deputies working at the National Assembly's Ethnic Council and Committees, and Members who are part-time National Assembly Deputies of the National Assembly's Ethnic Council and Committees; and for examination and approval of the termination of positions for Vice Chairpersons, Deputy Heads, Members who are full-time National Assembly Deputies, and Members who are part-time National Assembly Deputies of the National Assembly's Ethnic Council and Committees.

2. The Standing Committee of the Representative Work Committee shall assist the National Assembly’s Standing Committee in compiling proposals from the Chairman of the National Assembly's Ethnic Council and the Head of Committees; and coordinate in preparing personnel files and draft resolutions of the National Assembly’s Standing Committee.

3. The National Assembly’s Standing Committee shall examine and decide on the number, approval of lists, and approval of terminations of positions for Vice Chairpersons of the National Assembly's Ethnic Council, Deputy Heads of Committees, Members who are full-time National Assembly Deputies working at the National Assembly's Ethnic Council and Committees, and Members who are part-time National Assembly Deputies of the National Assembly's Ethnic Council and Committees according to the following procedures:

a) The Head of the Representative Work Committee shall present a consolidated report on the proposals from the Chairman of the National Assembly's Ethnic Council and the Head of Committees;

b) The Chairman of the National Assembly's Ethnic Council and the Head of Committees may make statements (if applicable);

c) Delegates attending the meeting may make statements (if applicable);

đ) Agencies, organizations, or individuals submitting draft projects, proposals, programs, reports, requests, or suggestions may express their opinions (if applicable);

d) The Chairman of the National Assembly's Ethnic Council, the Head of Committees, and the Standing Committee of the Representative Work Committee may report and explain (if requested);

e) The Chairman of the National Assembly or a Vice Chairman of the National Assembly shall chair the session, conclude, and raise issues for the National Assembly’s Standing Committee to vote;

f) The National Assembly’s Standing Committee shall vote to approve the draft resolution.”

32. Amend and supplement Clause 3 of Article 68 as follows:

“3. The transfer of the activities of the National Assembly delegation shall be regulated as follows:

a) In cases where a National Assembly Deputy is decided by the competent authority to be transferred or appointed to hold a key leadership position in a province or city that is not the location of their current National Assembly delegation, the Standing Committee of the Representative Work Committee shall handle the procedures to submit to the National Assembly’s Standing Committee for examination and decision on the transfer of the National Assembly delegation activities for that National Assembly Deputy;

b) In cases where a National Assembly Deputy transfers work to another province or city, they shall have the responsibility to notify the Standing Committee of the Representative Work Committee to exchange with the Vietnam Fatherland Front Committee at the provincial level, the National Assembly delegation where the National Assembly Deputy is currently active, and the delegation where the National Assembly Deputy is expected to transfer to, to submit to the National Assembly’s Standing Committee for examination and decision.”

33. Amend and supplement Article 70 as follows:

Article 70. Examination and Decision on Issues Related to Members of the National Assembly and Successful Candidates for Members of the National Assembly During the Period When the National Assembly Is Not in Session

1. In the case where a member of the National Assembly requests to terminate their duties as a member, they shall submit a written request to the Standing Committee of the National Assembly, simultaneously sending it to the Permanent Office of the Member Work Committee.

In the case of arrest, detention, prosecution of a member of the National Assembly; search of the residence or workplace of a member of the National Assembly, the Procurator General of the Supreme People's Procuracy shall send the file requesting such actions to the Standing Committee of the National Assembly, simultaneously sending it to the Permanent Office of the Member Work Committee, the Permanent Office of the Legal Affairs Committee, and the Justice Committee for study and to provide opinions to report back to the Standing Committee of the National Assembly. The Standing Committee of the National Assembly shall examine and decide on matters concerning the arrest, detention, prosecution of members of the National Assembly; search of the residence or workplace of a member of the National Assembly; and decide to temporarily suspend the performance of duties and powers of a member of the National Assembly if the member is indicted as a suspect.

In the case where a member of the National Assembly is temporarily detained due to being caught committing a crime, the detaining authority shall send a written report to the Standing Committee of the National Assembly, simultaneously sending it to the Permanent Office of the Member Work Committee, the Permanent Office of the Legal Affairs Committee, and the Justice Committee for study and to provide opinions to report back to the Standing Committee of the National Assembly for examination and decision.

2. In the case of arrest, detention, prosecution of a successful candidate for a member of the National Assembly, the Procurator General of the Supreme People's Procuracy shall send the file requesting such actions to the Standing Committee of the National Assembly, the National Election Council, simultaneously sending it to the Permanent Office of the Member Work Committee, the Permanent Office of the Legal Affairs Committee, and the Justice Committee for study and to provide opinions to report back to the Standing Committee of the National Assembly for examination and decision.

3. In the process of examining and handling violations by members of the National Assembly, if there is a basis to determine that disciplinary action from warning upwards must be taken against a member of the National Assembly who is a cadre, civil servant, or public official, or criminal proceedings must be initiated, and the supervisory, inspection, audit, investigation, prosecution, trial, and enforcement agencies have proposed temporarily suspending the performance of duties and powers of the member of the National Assembly, then upon receiving the proposal, the Permanent Office of the Member Work Committee shall report to the Standing Committee of the National Assembly for examination and decision to temporarily suspend the performance of duties and powers of the member of the National Assembly.

4. If the competent authority has a decision or conclusion regarding the absence of violation, no disciplinary action, termination of investigation, or termination of the case against a member of the National Assembly, or from the date when the judgment or decision of the Court becomes legally effective declaring the member of the National Assembly not guilty or exempted from criminal responsibility, upon receipt of the judgment, decision, or conclusion, the Permanent Office of the Member Work Committee shall report to the Standing Committee of the National Assembly for examination and decision on resuming the performance of duties and powers of the member of the National Assembly and restoring their legitimate benefits.

If a member of the National Assembly is subject to disciplinary action, depending on the nature and severity, they may request to terminate their duties as a member, or the Permanent Office of the Member Work Committee shall report to the Standing Committee of the National Assembly for examination and decision on resuming the performance of duties and powers of the member of the National Assembly or proposing the National Assembly to remove the member of the National Assembly.

5. The procedure for the Standing Committee of the National Assembly to examine and decide on issues related to members of the National Assembly and successful candidates for members of the National Assembly shall be carried out according to the provisions of Article 24 of this Regulation.

6. At the most recent session of the National Assembly, the Standing Committee of the National Assembly shall report to the National Assembly on accepting the request of a member of the National Assembly to terminate their duties as a member; agreeing to the request for arrest, detention, prosecution of a member of the National Assembly or a successful candidate for a member of the National Assembly; search of the residence or workplace of a member of the National Assembly; decisions to temporarily suspend or resume the performance of duties and powers of a member of the National Assembly; and the loss of membership rights by a member of the National Assembly due to being convicted by a judgment or decision of the Court that has become legally effective.

The Permanent Office of the Member Work Committee assists the Standing Committee of the National Assembly in preparing the report to the National Assembly.”

34. Amend and supplement Article 71 as follows:

Article 71. Examination and Decision on Personnel for Deputy Director of the National Assembly Office, Assistants to the Chairman and Vice-Chairman of the National Assembly, and Deputy State Auditor

1. The Secretary-General of the National Assembly - Director of the National Assembly Office shall submit to the Standing Committee of the National Assembly for consideration and proposal on appointment, removal, and dismissal of Deputy Directors of the National Assembly Office.

The Standing Committee on Representative Affairs shall submit to the Standing Committee of the National Assembly for consideration and proposal on appointment, removal, and dismissal of Assistants to the Chairman and Vice-Chairman of the National Assembly.

The State Auditor shall submit to the Standing Committee of the National Assembly for consideration and proposal on appointment, removal, and dismissal of Deputy State Auditors.

2. The Standing Committee on Representative Affairs shall assist the Standing Committee of the National Assembly in compiling proposals from relevant agencies regarding personnel as stipulated in Clause 1 of this Article, ensuring that all necessary files are complete and organizing the procedures and formalities required for submission to the Standing Committee of the National Assembly.

3. The procedures for the Standing Committee of the National Assembly to examine and decide on personnel for Deputy Directors of the National Assembly Office, Assistants to the Chairman and Vice-Chairman of the National Assembly, and Deputy State Auditors shall be carried out in accordance with the provisions of Article 24 of this Regulation.”

35. Amend and supplement Point c Clause 2 Article 72 as follows:

“c) Work plan for the term of office of proposed personnel;”

36. Amend and supplement Article 73 as follows:

Article 73. Examination and Decision on the Establishment, Dissolution, and Territorial Scope of Authority of People's Courts, Military Courts, People's Procuratorates, and Military Procuratorates

1. The Chief Justice of the Supreme People's Court shall submit to the Standing Committee of the National Assembly for examination and decision on the establishment, dissolution, and territorial scope of authority of People's Courts and Military Courts within the jurisdiction of the Standing Committee of the National Assembly as prescribed by the Law on the Organization of People's Courts.

The Prosecutor General of the Supreme People's Procuracy shall submit to the Standing Committee of the National Assembly for examination and decision on the establishment, dissolution, and territorial scope of authority of People's Procuratorates and Military Procuratorates within the jurisdiction of the Standing Committee of the National Assembly as prescribed by the Law on the Organization of People's Procuratorates.

The dossier submitted to the Standing Committee of the National Assembly shall include:

a) The report of the Chief Justice of the Supreme People's Court; the report of the Prosecutor General of the Supreme People's Procuracy;

b) The unified opinion document of the Minister of Defense for cases involving the establishment, dissolution, and territorial scope of authority of Military Courts and Military Procuratorates;

c) Draft resolution of the Standing Committee of the National Assembly;

d) Other documents (if any).

2. The Committee on Legal Affairs and Justice shall review the reports of the Chief Justice of the Supreme People's Court and the Prosecutor General of the Supreme People's Procuracy.

3. The procedures for the Standing Committee of the National Assembly to examine and decide on the establishment, dissolution, and territorial scope of authority of People's Courts, Military Courts, People's Procuratorates, and Military Procuratorates shall be carried out in accordance with the provisions of Article 24 of this Regulation.”

37. Supplement Article 73a after Article 73 as follows:

Article 73a. Examination and Decision on the Number of Judges, Structure of Judge Ranks at Each Level of the Court, the Number of Prosecutors, Structure of Prosecutor Ranks at Each Level of the Procuracy, the Number of Investigators, Structure of Investigator Ranks of the Supreme People's Procuracy, and the Number of Investigators, Structure of Investigator Ranks of the Central Military Procuracy

1. The Chief Justice of the Supreme People's Court shall submit to the Standing Committee of the National Assembly for examination and decision on the number of judges of the People's Courts and the structure of judge ranks at each level of the People's Courts after obtaining the opinion of the Government; submit to the Standing Committee of the National Assembly for examination and decision on the number of judges of the Military Courts and the structure of judge ranks at each level of the Military Courts after reaching agreement with the Minister of Defense.

The Prosecutor General of the Supreme People's Procuracy shall submit to the Standing Committee of the National Assembly for examination and decision on the number of prosecutors and the structure of prosecutor ranks at each level of the People's Procuratorates; the number of investigators and the structure of investigator ranks of the Supreme People's Procuracy after obtaining the opinion of the Government; submit to the Standing Committee of the National Assembly for examination and decision on the number of prosecutors and the structure of prosecutor ranks at each level of the Military Procuratorates; the number of investigators and the structure of investigator ranks of the Central Military Procuracy after reaching agreement with the Minister of Defense.

The dossier submitted to the Standing Committee of the National Assembly shall include:

a) The report of the Chief Justice of the Supreme People's Court; the report of the Prosecutor General of the Supreme People's Procuracy;

b) The opinion document of the Government; the unified opinion document of the Minister of Defense;

c) Draft resolution of the Standing Committee of the National Assembly;

d) Other documents (if any).

2. The Committee on Legal Affairs and Justice shall review the reports of the Chief Justice of the Supreme People's Court and the Prosecutor General of the Supreme People's Procuracy.

3. The procedures for the Standing Committee of the National Assembly to examine and decide on the number of judges and the structure of judge ranks at each level of the court, the number of prosecutors and the structure of prosecutor ranks at each level of the procuracy, the number of investigators and the structure of investigator ranks of the Supreme People's Procuracy, and the number of investigators and the structure of investigator ranks of the Central Military Procuracy shall be carried out in accordance with the provisions of Article 24 of this Regulation.”

38. Amend and supplement Article 74 as follows:

Article 74. Examination and Decision on the Establishment, Dissolution, Merger, Division, Boundary Adjustment, and Name Change of Administrative Units at the Commune Level

1. The Government shall submit to the Standing Committee of the National Assembly for examination and decision on the establishment, dissolution, merger, division, boundary adjustment, and name change of administrative units at the commune level.

2. The dossier submitted to the Standing Committee of the National Assembly for examination and decision on the establishment, dissolution, merger, division, boundary adjustment, and name change of administrative units at the commune level shall include the documents prescribed in Article 10 of the Law on Organization of Local Administration.

3. The Legal Affairs Committee and the Judiciary Committee shall review the proposal and project of the Government regarding the establishment, dissolution, merger, division, boundary adjustment, and name change of administrative units at the commune level.

4. The procedure for the Standing Committee of the National Assembly to examine and decide on the establishment, dissolution, merger, division, boundary adjustment, and name change of administrative units at the commune level shall be carried out in accordance with the provisions of Article 24 of this Regulation.”

39. Amend and supplement Article 75 as follows:

Article 75. Examination and Decision on the Dissolution of the People's Council at the Provincial Level; Approval of the Dissolution of the People's Council at the Commune Level

1. The Standing Committee of the National Assembly shall itself or upon the proposal of the Government examine and decide on the dissolution of the People's Council at the provincial level in accordance with the provisions of the Law on Organization of Local Administration.

In case the Standing Committee of the National Assembly decides on its own to dissolve the People's Council at the provincial level, the Standing Committee of the Delegation Work Committee shall coordinate with relevant agencies to prepare the dossier for reporting to the Standing Committee of the National Assembly.

The dossier submitted to the Standing Committee of the National Assembly shall include:

a) Proposal of the Government or the Delegation Work Committee;

b) Draft resolution of the Standing Committee of the National Assembly;

c) Other relevant materials (if any).

2. The Standing Committee of the National Assembly shall examine and approve the dissolution of the People's Council at the commune level upon the proposal of the People's Council at the provincial level.

The dossier submitted to the Standing Committee of the National Assembly shall include:

a) Proposal of the People's Council at the provincial level;

b) Draft resolution of the Standing Committee of the National Assembly;

c) Other relevant materials (if any).

3. The Delegation Work Committee shall review the proposal of the Government regarding the dissolution of the People's Council at the provincial level; and the proposal of the People's Council at the provincial level regarding the approval of the dissolution of the People's Council at the commune level.

4. The procedure for the Standing Committee of the National Assembly to examine and decide on the dissolution of the People's Council at the provincial level and the approval of the dissolution of the People's Council at the commune level shall be carried out in accordance with the provisions of Article 24 of this Regulation.”

40. Amend and supplement Article 79 as follows:

Article 79. Examination and Decision on Issues Related to the Organization and Operation of the People's Court, Military Court, People's Procuracy, Military Procuracy, State Audit Office, and the National Assembly Office

1. The President of the Supreme People's Court shall submit to the Standing Committee of the National Assembly for examination and decision on issues related to the organization and operation of the People's Court and Military Court in accordance with the provisions of the Law on Organization of the People's Court and other relevant legal regulations.

The Prosecutor General of the Supreme People's Procuracy shall submit to the Standing Committee of the National Assembly for examination and decision on issues related to the organization and operation of the People's Procuracy and Military Procuracy in accordance with the provisions of the Law on Organization of the People's Procuracy and other relevant legal regulations.

The Auditor General shall submit to the Standing Committee of the National Assembly for examination and decision on issues related to the organization and operation of the State Audit Office in accordance with the provisions of the Law on State Audit and other relevant legal regulations.

The Secretary-General of the National Assembly - Chairman of the National Assembly Office shall submit to the Standing Committee of the National Assembly for examination and decision on issues related to the organization and operation of the National Assembly Office in accordance with the provisions of the Law on Organization of the National Assembly and other relevant legal regulations.

The dossier submitted to the Standing Committee of the National Assembly shall include:

a) Proposal of the submitting agency;

b) Draft resolution of the Standing Committee of the National Assembly;

c) Project on the relevant issue (if any);

d) Other documents (if any).

2. The Legal Affairs Committee and the Judiciary Committee shall review the proposals of the President of the Supreme People's Court and the Prosecutor General of the Supreme People's Procuracy regarding the organization and operation of the People's Court, Military Court, People's Procuracy, and Military Procuracy.

The Economic and Finance Committee shall review the proposal of the Auditor General concerning the activities of the State Audit Office. The Legal Affairs Committee and the Judiciary Committee shall review the proposal of the Auditor General concerning the organization of the State Audit Office.

The Delegation Work Committee shall review the proposal of the Secretary-General of the National Assembly - Chairman of the National Assembly Office regarding the organization and operation of the National Assembly Office.

3. The procedure for the Standing Committee of the National Assembly to examine and decide on issues related to the organization and operation of the People's Court, Military Court, People's Procuracy, Military Procuracy, State Audit Office, and the National Assembly Office shall be carried out in accordance with the provisions of Article 24 of this Regulation.”

41. Amend and supplement Clause 1 and Clause 2 of Article 83 as follows:

“1. At least 60 days before the opening day of the National Assembly session, the Government shall send the dossier on the investment policy of national target programs, important national projects, and investment projects within the scope of the National Assembly's approval of investment policies to the Standing Committee of the National Assembly for comments, while also sending it to the competent committee of the National Assembly for review to organize the review. In cases where the program or project falls under the main review responsibility of two or more committees of the National Assembly, the Standing Committee of the National Assembly shall assign the main reviewing committee and the participating reviewing committee to conduct the review.

2. The dossier shall include the documents submitted to the National Assembly for deciding on the investment policy in accordance with the Investment Law, Public-Private Partnership Investment Law, State Audit Law, Rules of Procedure of the National Assembly Session, and other relevant laws.” 42. Amend and supplement some Points and Clauses of Article 84 as follows:

“a) The proposing agency shall be responsible for preparing the dossier. In cases where the Standing Committee of the National Assembly proposes or at least one-third of the total number of National Assembly deputies propose that the National Assembly decide on the referendum, the Standing Committee of the Petitions and Oversight Committee shall assist the Standing Committee of the National Assembly in preparing the dossier in accordance with Article 14 of the Referendum Law;

a) Amend and supplement point a and point b, Clause 1 as follows:

"a) The proposing agency shall be responsible for preparing the dossier. In cases where the Standing Committee of the National Assembly requests or at least one-third of the total number of National Assembly deputies propose that the National Assembly decide to hold a referendum, the Permanent Office of the Committee on Petitions and Oversight shall assist the Standing Committee of the National Assembly in preparing the dossier in accordance with the provisions of Article 14 of the Referendum Law;

"b) On the basis of the content of the request for public opinion poll, based on functions, tasks, areas of responsibility, or actual circumstances, the Standing Committee of the National Assembly assigns the People's Petitions Committee and the Supervision Committee to conduct a review or assigns the Ethnic Council and the National Assembly Committees to take the lead, coordinating with the People's Petitions Committee and the Supervision Committee to review the request for public opinion poll;"

b) Amend and supplement Clause 3 as follows:

"3. Based on the decision of the National Assembly, the Standing Committee of the National Assembly organizes the public opinion poll in accordance with the provisions of the Law on Public Opinion Poll."

The Permanent Office of the People's Petitions and Supervision Committee takes the lead in advising the Standing Committee of the National Assembly to organize the public opinion poll according to the decision of the National Assembly.

43. Amend and supplement Clause 5 of Article 86 as follows:

"5. The procedure for the Standing Committee of the National Assembly to give opinions on submitting to the National Assembly for approval, deciding to join or terminate the effect, renounce, withdraw from, or temporarily suspend the implementation of international treaties shall be carried out in accordance with the provisions of Article 23 of this Regulation. At the session, the Government presents a report explaining the matter of approving, joining, or terminating the effect, renouncing, withdrawing from, or temporarily suspending the implementation of international treaties. The conclusion of the Standing Committee of the National Assembly clearly states whether the dossier of the international treaty is qualified or not qualified to be submitted to the National Assembly."

The procedure for the Standing Committee of the National Assembly to give opinions on signing or joining international treaties shall be carried out in accordance with the provisions of Article 24 of this Regulation."

44. Amend and supplement Clause 3 of Article 95 as follows:

"3. In case of necessity, the Secretary-General of the National Assembly - Chairman of the National Assembly Office decides on the issuance of the minutes of the Standing Committee of the National Assembly's sessions to publish the main documents of each session of the Standing Committee of the National Assembly."

45. Amend and supplement Clause 2 of Article 97 as follows:

"2. Immediately upon receipt of the incoming document from the Standing Committee of the National Assembly, the National Assembly Office forwards the document to the agency assigned; at the same time, copies the document to report to the Chairman of the National Assembly, the Vice-Chairman of the National Assembly responsible for the field for classified documents, sends the electronic version to report to the Chairman of the National Assembly, the Vice-Chairman of the National Assembly responsible for the field for unclassified documents. For contents that have not been assigned, within the latest one working day after receiving the document, the National Assembly Office coordinates with relevant agencies to handle as follows:"

a) Propose to the Chairman of the National Assembly to assign the agency to handle the document related to organizational and cadre work;"

b) Propose to the Chairman of the National Assembly to assign the agency to handle the document with content related to many agencies after consulting the Vice-Chairman of the National Assembly responsible for the field;"

c) Propose to the Vice-Chairman of the National Assembly responsible for the field to assign the agency to handle the document."

46. Replace certain phrases in some articles and clauses as follows:

a) Replace the phrase "Secretary-General of the National Assembly" with the phrase "National Assembly Office" in points a, c, and d of Clause 4 of Article 30, point a and point b of Clause 1, Clauses 2 and 3 of Article 89, Clause 2 of Article 91, Clause 2 of Article 95; replace the phrase "Chairman of the National Assembly Office" with the phrase "National Assembly Office" in Clauses 2 and 3 of Article 35;"

b) Replace the phrase "Secretary-General of the National Assembly" with the phrase "Secretary-General of the National Assembly - Chairman of the National Assembly Office" in point đ of Clause 1 and Clause 2 of Article 18, Clause 1 and Clause 4 of Article 19, point b of Clause 2 of Article 25, Clause 3 of Article 27, Clause 4 of Article 92, Clauses 2, 3, and 4 of Article 93, Clause 1 of Article 95, Article 96;"

c) Replace the phrase "Deputy Representative Working Group" with the phrase "Permanent Deputy Representative Working Group" in point b of Clause 2 of Article 25, points a of Clause 5, point a of Clause 6 and point a of Clause 8 of Article 28, Clause 1, point a of Clause 2 and Clause 4 of Article 56, Clause 1, point a of Clause 2 and Clause 4 of Article 57, Clause 1, point a of Clause 2 and Clause 4 of Article 58, Clause 1, point a of Clause 2 and Clause 4 of Article 59, Clauses 1 and 3 of Article 61, Clause 1, point a of Clause 2 and Clause 4 of Article 64, Clause 1, point a of Clause 2 of Article 65, Clause 1, point a of Clause 2 of Article 66, Clauses 1 and 2 of Article 68, Clause 2 of Article 69, Clause 2 of Article 76, Clause 2 of Article 77, Clause 2 of Article 78, Clauses 1 and 2 of Article 80;"

d) Replace the phrase "Legal Affairs Committee" with the phrase "Legal Affairs and Justice Committee" in Clause 1 of Article 50, Clause 1 of Article 55; replace the phrase "Justice Committee" with the phrase "Legal Affairs and Justice Committee" in Clause 2 of Article 62;"

đ) Replace the phrase "Standing Committee of the Foreign Relations Committee" with the phrase "Standing Committee of the National Defense, Security, and Foreign Relations Committee" in Clause 2 of Article 85; replace the phrase "Foreign Relations Committee" with the phrase "Standing Committee of the National Defense, Security, and Foreign Relations Committee" in Clause 1 of Article 80; replace the phrase "Foreign Relations Committee" with the phrase "National Defense, Security, and Foreign Relations Committee" in Clause 4 of Article 72, Clauses 3 and 4 of Article 86;"

b) Add the phrase “partially or entirely” after the phrase “suspend the implementation of” in Clause 3, Article 55;

c) Add the phrase “and the people” after the phrase “citizens' petitions” in Point d, Clause 2, Article 56;

d) Add the phrase “and in special cases” after the phrase “abbreviated procedures” in Article 96;

đ) Delete the phrase “General Secretary of the National Assembly,” in Clause 4, Article 4, Clause 5, Article 5, Clause 4, Article 6, Clause 2, Article 17, Clause 1, Article 31, Title of Article 37, Clause 1, Article 37, Clause 2, Article 38, Clause 1, Article 40, Clause 1, Article 90; delete the phrase “Deputy General Secretary of the National Assembly,” in Point e, Clause 1, Article 18;

l) Delete the phrase “in coordination with the National Assembly Office” in Clause 3, Article 37.

48. Repeal Point b and Point d, Clause 1, Point đ, Clause 2, Article 27, Clause 2 and Clause 4, Article 28, Articles 42, 48, and 52.

Article 2. Effective Date

This Resolution shall take effect from July 15, 2025.
