Amendingsupplement some Articles of Decision number 31/2023/UBTVQH15dated February 14, 2023 of the Standing Committee of the National Assembly, stipulating, guiding some provisions of the Rules of Procedure for National Assembly Sessions

 THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam amended and supplemented by Resolution No. 203/2025/QH15;

Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13 amended and supplemented by Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Pursuant to the Law on Issuing Legal Normative Documents No. 64/2025/QH15 amended and supplemented by Law No. 87/2025/QH15;

Pursuant to Decision number 71/2022/QH15 promulgating the Rules of Procedure for National Assembly Sessions which have been amended and supplemented with some Articles according to Decision number 208/2025/QH15;

RESOLVES:

Article 1. Amending and supplementing some Articles of Decision number 31/2023/UBTVQH15 of the Standing Committee of the National Assembly stipulating, guiding some provisions of the Rules of Procedure for National Assembly Sessions

1. Amending and supplementing the name of Chapter IV as follows:

"Chapter IV. Personnel files, responsibility for compiling opinions of National Assembly deputies on personnel work, secret ballot rules, sample ballots, ballot counting records, ballot sealing records."

2. Amending and supplementing some Clauses of Article 11 as follows:

a) Amending and supplementing the opening paragraph of Clause 1 as follows:

"1. The file on persons introduced to the National Assembly for election or approval, except for the cases provided for in Clause 1a of this Article, includes:";

b) Supplement Clause 1a following Clause 1 as follows:

"1a. Personnel introduced for election or approval of positions in the National Defense and Security Council, the National Election Council, the personnel file includes a Brief Resume according to Model 2a attached to this Decision prepared by the Standing Committee of the National Assembly's Delegation Work Committee."

3. Supplementing Article 11a after Article 11 as follows:

"Article 11a. Compiling opinions of National Assembly deputies on personnel matters

In the case of compiling opinions of National Assembly deputies on personnel matters, the Standing Committee of the Ethnic Minority Committee, the Committees of the National Assembly shall compile opinions of National Assembly deputies on contents under their main review or within their areas of responsibility. The report on compiling opinions of National Assembly deputies shall be submitted to the Standing Committee of the National Assembly, the agency submitting the matter, and National Assembly deputies within the time limit specified in Clause 4 of Article 27 of the Rules of Procedure for National Assembly Sessions."

4. Replacing phrases in some Articles, Clauses, and Models of the Appendix as follows:

a) Replacing the phrase "extraordinary session" with the phrase "non-regular session" in the name of Chapter II and at Articles 2, 3, 4, and 5;

b) Replacing the phrase "Secretary-General of the National Assembly" with the phrase "Secretary-General of the National Assembly - Chairman of the National Assembly Office" in Point b Clause 2 of Article 3, Clause 3 of Article 7, Clause 2 of Article 8, Point a Clause 1 of Article 9;

c) Replacing the phrase "town" with the phrase "special zone" in Point a, Point b Clause 1 of Article 11 and Models 2, 3 of the Appendix;

d) Replacing the phrase "Chairman of the Economic Committee, Chairman of the Legal Committee" with the phrase "Chairman of the Economic and Financial Committee, Chairman of the Legal and Justice Committee" in Section 4.1.2 of Model 4 of the Appendix;

đ) Replacing the phrase "Delegation Work Board" with the phrase "Standing Committee of the Delegation Work Committee" in Model 11 of the Appendix.

5. Supplementing and removing phrases in some Articles, Clauses, and Models of the Appendix as follows:

a) Supplementing the phrase "; Clause 2 of Article 27" after the phrase "Clause 3 of Article 14" in Article 1;

b) Supplementing the phrase "; responsibility for compiling opinions of National Assembly deputies on personnel matters" after the phrase "personnel files submitted to the National Assembly" in Article 2;

c) Supplementing the phrase "ID card/" before the phrase "ID card", the phrase ", ID card number" before the phrase "or ID card number" in Model 2 of the Appendix;

d) Supplementing the phrase "/special zone" after the phrase "People's Committee of commune/town" in Model 3 of the Appendix;

đ) Removing the phrase "under the Central Government" in Clause 2 of Article 6, Clause 2 of Article 8, Clause 2 of Article 9, Point d Clause 4 of Article 11 and in Model 2 of the Appendix;

e) Removing the phrase "ID card/", the phrase "ID card number,", the phrase "district (county, town, city under province, city under city)," in Model 2 of the Appendix.

6. Supplementing Model 2a attached to this Decision after Model 2 of the Appendix.

Article 2. Effective Date

This Resolution shall take effect from the date of its adoption.

This Decision was adopted by the Standing Committee of the National Assembly of the Socialist Republic of Vietnam, Session 47, on July 8, 2025.
