Pursuant to Decree No. 36/CP dated April 24, 1997 of the Government on the issuance of the Industrial Zone Management Regulation, Export Processing Zone Management Regulation, and High-Tech Park Management Regulation;
Pursuant to the Investment and Construction Management Regulation issued together with Decree No. 52/1999/NĐ-CP dated July 8, 1999, and the amendments and supplements to certain Articles of this Regulation issued together with Decree No. 07/2003/NĐ-CP dated January 30, 2003 of the Government;
Pursuant to Decision No. 145/2002/QĐ-TTg dated October 24, 2002 of the Prime Minister on the establishment of Ho Chi Minh City High-Tech Park under the People's Committee of Ho Chi Minh City;
Pursuant to Decision No. 146/2002/QĐ-TTg dated October 24, 2002 of the Prime Minister on the establishment of the Management Board of Ho Chi Minh City High-Tech Park under the People's Committee of Ho Chi Minh City;
Considering the proposal of the People's Committee of Ho Chi Minh City at Report No. 4210/TTr-UB dated November 29, 2002 and the review opinion of the State Review Council on investment projects at Circular No. 20/TĐNN dated February 14, 2003 regarding the approval of the Overall Planning Report and Feasibility Study for Phase I of Ho Chi Minh City High-Tech Park,
DECISION:
Clause 4 of Article 6Approving the overall planning of Ho Chi Minh City High-Tech Park with a total area of 804 hectares located in the communes of Tan Phu, Hiep Phu, Tăng Nhơn Phú A, Tăng Nhơn Phú B, Long Thạnh Mỹ, and Phước Long B in District 9 of Ho Chi Minh City.
The People's Committee of Ho Chi Minh City shall direct the completion of the overall planning of Ho Chi Minh City High-Tech Park according to the opinions of the State Review Council on investment projects at Circular No. 20/TĐNN dated February 14, 2003.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentApproving the investment construction project for Phase I of Ho Chi Minh City High-Tech Park with the main contents as follows:
1- Implementation scope within an area of 298 hectares as specified in Article 1, which may be adjusted and expanded depending on specific investment attraction conditions.
2- Estimated implementation period until 2008.
3- Main components:
a- Organizing compensation, relocation, resettlement, and land clearance for the entire area of 804 hectares according to the overall planning with an estimated investment of 2170 billion VND.
b- Constructing essential technical infrastructure: transportation, water supply, drainage, electricity, waste treatment, greenery, telecommunications infrastructure, and internet gateway with an estimated investment of 442 billion VND.
c- Building and putting into operation the High-Tech Industrial Zone based on prioritizing foreign investment and strong conglomerates.
d- Establishing a Business Incubator and organizing related services to attract all entities with technological ideas for research and development, product testing, and business establishment.
e- Constructing some facilities for management purposes; accommodation and activity facilities for individuals working in Ho Chi Minh City High-Tech Park in accordance with needs and development progress.
4- Sources of investment for the project include state budget funds, ODA, credit, raised capital, and other sources, specifically determined based on component projects and current regulations.
5- Studying the construction of some related programs concerning the organization and operation of Ho Chi Minh City High-Tech Park and submitting them to competent authorities for consideration and decision; implementing preparatory steps for the construction investment project for Phase II of Ho Chi Minh City High-Tech Park in accordance with current investment and construction regulations.
Article 3. Responsibilities of Ministries and relevant agencies.
1- The People's Committee of Ho Chi Minh City shall direct the implementation of the above contents; organize the detailed planning and approval of the investment construction project for Phase I in accordance with current regulations; direct the determination of component projects, investment capital, and sources of investment for component projects; decide on the principal investors for projects in compliance with current investment and construction regulations.
2- The Ministry of Planning and Investment shall take the lead and coordinate with the People's Committee of Ho Chi Minh City, the Ministry of Finance, and the Ministry of Science and Technology to determine the investment items funded by state budget capital for the investment construction project for Phase I; the allocation ratio between central budget and Ho Chi Minh City budget; submit for approval.
3- The Ministry of Science and Technology shall perform state management functions over high technology in Ho Chi Minh City High-Tech Park.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 5. The Ministers of Science and Technology, Planning and Investment, Finance, Construction, Natural Resources and Environment, Industry, Agriculture and Rural Development, National Defense, Governor of the State Bank of Vietnam, Chairman of the People's Committee of Ho Chi Minh City, and Director of the Management Board of Ho Chi Minh City High-Tech Park are responsible for implementing this Decision.
