Issuing the Regulations on Secondary School Admissions

Based on Decree No. 127/2018/NĐ-CP dated September 21, 2018 of the Government stipulating the responsibilities for state management in education;

Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;

Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 115/2010/NĐ-CP dated December 24, 2010 of the Government stipulating responsibilities for state management of education;

Considering the proposal of the Director of the Secondary Education Department,

The Minister of Education and Training issues this Circular on the Regulations on Secondary School Admissions and High School Admissions:

Article 1. This Circular takes effect from February 14, 2025.

Article 2. This Circular takes effect from March 22, 2013. This Circular replaces Decision No. 12/2006/QĐ-BGD&ĐT dated April 5, 2006 of the Minister of Education and Training promulgating the Regulations on Secondary School Admissions and High School Admissions and Decision No. 24/2008/QĐ-BGD&ĐT dated April 28, 2008 regarding amendments and supplements to Article 3 of the Regulations on Secondary School Admissions and High School Admissions promulgated together with Decision No. 12/2006/QĐ-BGD&ĐT dated April 5, 2006 of the Minister of Education and Training.

Article 3. The Head of the Office, the Director of the Secondary Education Department, the heads of units related to the Ministry of Education and Training, the Chairmen of Provincial People's Committees under the Central Government, and the Directors of Departments of Education and Training are responsible for implementing this Circular./.

 

REGULATIONS

REGULATIONS ON SECONDARY SCHOOL ADMISSIONS AND HIGH SCHOOL ADMISSIONS

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. These regulations govern secondary school admissions and high school admissions including: age for admission, preferential and incentive policies, admission methods, responsibilities of management agencies and educational institutions in secondary school admissions and high school admissions.

2. These regulations apply to Vietnamese students and foreign students residing in Vietnam who wish to enroll in secondary schools and high schools.

3. Specialized schools within secondary education shall conduct admissions according to these regulations and the organizational and operational regulations specific to each type of school.

Article 2. Principles of Admission, Age of Students

1. Each year, one admission session will be organized for secondary schools and high schools.

Clause 2. The age of students in lower secondary schools and upper secondary schools shall be implemented according to the Charter of Lower Secondary Schools, Upper Secondary Schools, and General Education Schools with Multiple Levels.

3. Ensuring accuracy, fairness, and objectivity.

Article 3. Admission Methods

1. Secondary school admissions shall be conducted through a selection process.

2. High school admissions shall be conducted through three methods:

a) Selection;

b) Examination;

Subpoint c) Combination of examination and selection.

Chapter II

ENROLLMENT FOR LOWER SECONDARY SCHOOLS

Article 4. Admission Documents

1. Copy of birth certificate.

2. Elementary school transcript (original).

Article 5. Secondary School Admissions

Each secondary school or comprehensive school that includes secondary level shall establish a working group to handle admissions:

1. Review the admission documents of applicants.

2. Conduct the selection process and prepare minutes of the selection and list of successful applicants for approval by the principal.

3. The principal reports the admission results to the district education and training office.

Chapter III

ENROLLMENT FOR UPPER SECONDARY SCHOOLS

Section 1

ELIGIBILITY, DOCUMENTATION, PREFERENTIAL POLICIES, INCENTIVES,

ADMISSION BOARD

Article 6. Basis for Admissions

A student who has completed junior high school or supplementary junior high school shall be responsible for providing records of their discipline and academic performance during the four years of junior high school to serve as the basis for admission to senior high school. If they have repeated any grade, the results of that repeated year will be taken into account.

Article 7. Admission Application Documents

1. Copy of birth certificate.

2. Junior high school graduation certificate or temporary junior high school graduation certificate.

3. Junior high school transcript (original).

4. Certificate of preferential treatment issued by the competent authority.

5. Admission application form (for students graduating from junior high school from previous years).

For students who have completed junior high school from previous years, there must be confirmation on the admission application form issued by the People's Committee of the commune, ward, town, or directly managing agency that the applicant is not serving a prison sentence or restricted from exercising civil rights.

Article 8. Direct Admission, Preferential Treatment, and Encouragement

1. Direct admission to secondary schools for the following categories of students:

a) Students from boarding schools for ethnic minorities who have completed junior high school.

b) Students who are members of ethnic groups with very small populations;

2. Preferential Treatment.

a) Add 3 points for one of the following categories:

- Children of martyrs;

- Children of war invalids with a disability rate of 81% or more;

- Children of veterans with a disability rate of 81% or more;

- Children of persons granted "Certificate of Persons Entitled to Benefits Equivalent to War Invalids" where the person granted such certificate has a disability rate of 81% or more.

b) Add 2 points for one of the following categories:

- Children of Heroes of the Armed Forces, Heroes of Labor, and Mothers of Vietnam Martyrs;

- Children of war invalids with a disability rate below 81%;

- Children of veterans with a disability rate below 81%;

- Children of persons granted "Certificate of Persons Entitled to Benefits Equivalent to War Invalids" where the person granted such certificate has a disability rate below 81%.

c) Add 1 point for one of the following categories:

- Individuals whose father or mother is a member of a minority ethnic group;

- Ethnic minority candidates;

- Students living and studying in areas with difficult economic and social conditions or extremely difficult conditions.

3. Encouragement Measures.

a) Achieving individual awards in provincial-level cultural subject competitions:

- First prize at the provincial level: add 2.0 points;

- Second prize at the provincial level: add 1.5 points;

- Third prize at the provincial level: add 1.0 point;

b) Achieving individual or team awards organized by the education and training sector in collaboration with other sectors at the provincial level or higher in junior high school-level cultural, sports, defense education, art, science, and practical knowledge application contests:

- Individual awards:

+ National award or first prize at the provincial level or gold medal: add 2.0 points;

+ Second prize at the provincial level or silver medal: add 1.5 points;

+ Third prize at the provincial level or bronze medal: add 1.0 point;

- Team awards (defense education games, football, volleyball, table tennis, badminton, shuttlecock, track and field, choir, duet...):

+ Only national-level awards are eligible for additional points;

+ The number of players, athletes, performers in team awards ranges from 02 to 22 people according to specific regulations of each contest organizing committee;

c) Students obtaining a general vocational certification in a competition organized by the Department of Education and Training at the junior high school level:

- Excellent grade: add 1.5 points;

+ Good grade: add 1.0 point;

+ Average grade: add 0.5 point.

4. The additional points for individuals in team awards are applied similarly to those for individual awards as stipulated in point b, Clause 3 of this Regulation.

5. Students winning multiple awards in different contests may only benefit from the highest category of additional points.

6. The maximum additional points for preferential and encouragement categories applicable to each admission method are specified in Articles 11, 12, and 17 of this Regulation.

Article 9. Admissions Council

1. Composition:

a) Chairperson is the principal or vice-principal;

b) Deputy chairperson is the vice-principal;

c) Secretary and some members.

Members of the admissions council shall be individuals with experience, integrity, a sense of responsibility, and selected from among management staff and teachers of the school or other schools.

2. Tasks and authorities:

a) Review admission applications;

b) Based on the quota assigned and examination scores, admission scores, select candidates starting from the highest score until the quota is filled;

c) Prepare minutes and list of admitted students. The minutes and list of admitted students must contain the full names and signatures of all members and the chairperson of the council;

d) Be authorized to affix the school's seal on council documents.

Section 2

ASSESSMENT-BASED ADMISSIONS

Article 10. Conditions for Admission

Admission will only be considered for schools that do not have the conditions to organize entrance examinations or where the number of students applying for admission does not exceed the school's quota.

Article 11. Admission Scores

1. Points calculated based on the results of discipline and academic performance each year of secondary school students are as follows:

a) Good conduct and excellent academic achievement: 10 points;

b) Good conduct and excellent academic achievement or good conduct and good academic achievement: 9 points;

c) Good conduct and good academic achievement: 8 points;

d) Average conduct and excellent academic achievement or good conduct and average academic achievement: 7 points;

e) Good conduct and average academic achievement or average conduct and good academic achievement: 6 points;

g) Other cases: 5 points.

2. Additional points for beneficiaries of preferential and incentive policies, with a maximum of 4 points.

3. Admission scores are the total of:

a) Points calculated based on the results of discipline and academic performance over four years of secondary school;

b) Additional points for beneficiaries of preferential and incentive policies.

4. If multiple applicants have the same score, then the overall average score of all subjects in grade 9 will be used to rank them from high to low; if there are still ties, they will be distinguished by the total average score of Mathematics and Vietnamese in grade 9.

Section 3

ENTRANCE EXAMINATION

Article 12. Subjects, Examination Time, Examination Score, Weighted Score, Additional Points, and Entrance Examination Score

1. Subjects

a) Written examination in three subjects: mathematics, Vietnamese, and the third subject;

b) The third subject is chosen from the remaining subjects, suitable for the recruitment targets specified in Article 6 of this regulation. The Director of the Department of Education and Training selects and announces the third subject at least 15 days before the end of the school year based on the staffing plan of the Ministry of Education and Training.

2. Examination time:

a) Mathematics and Vietnamese: 120 minutes per subject;

b) Third subject: 60 minutes;

3. Examination score, weighted score:

a) The examination score is the total of component scores of each question in the test paper, with the score given on a scale from 0 to 10, with increments up to 0.25;

b) Weighted score:

- Coefficient 2: mathematics, Vietnamese;

- Coefficient 1: third subject.

4. Additional points for beneficiaries of preferential and incentive policies, with a maximum of 5 points.

5. Entrance examination score is the total of the scores of the three subjects after applying the weighting coefficient and additional points for beneficiaries of preferential and incentive policies. Candidates must not have any subject scored zero to be admitted.

Article 13. Test Questions

1. The content of the test questions within the scope of the secondary school curriculum issued by the Ministry of Education and Training, mainly from grade 9. The test questions must ensure accuracy, clarity, without errors, differentiate student levels, and be appropriate to the time allocated for each subject.

2. Each subject has a main test and a backup test with equivalent requirements regarding content and time allocation. Each test must include marking guidelines and scoring criteria.

3. Test questions and marking guidelines remain classified as "Top Secret" under the regulations of the Prime Minister until officially announced.

Article 14. Examination Question Setting Board, Printing Board, Sending Board

1. The Director of the Department of Education and Training shall issue a decision to establish an Examination Question Setting Board and a Printing Board for high school entrance examinations.

2. The organization, tasks of the Examination Question Setting Board, examination question setting work, printing, and sending examination questions shall be implemented in accordance with the corresponding provisions of the High School Graduation Examination Regulations.

Article 15. Examination Supervision Board, Marking Board, Re-examination Board

1. The Director of the Department of Education and Training shall issue a decision to establish an Examination Supervision Board at each high school. The establishment of the Examination Supervision Board and the examination supervision work for admissions shall be carried out in accordance with the corresponding provisions of the High School Graduation Examination Regulations.

2. The Director of the Department of Education and Training shall issue a decision to establish one or more Marking Boards. The establishment of the Marking Board and the marking work shall be carried out in accordance with the corresponding provisions of the High School Graduation Examination Regulations.

3. The Director of the Department of Education and Training shall issue a decision to establish a Re-examination Board. The establishment of the Re-examination Board and the re-examination work shall be carried out in accordance with the corresponding provisions of the High School Graduation Examination Regulations.

Section 4

COMBINED ADMISSIONS AND SELECTION

Article 16. Subjects, Examination Time, Examination Scores, Score Coefficients

1. Subjects, Examination Time:

a) Written examination subjects: mathematics and literature;

b) Examination time: 120 minutes per subject.

2. Examination Scores:

The examination score is the total component points of each question in the examination paper, with scores ranging from 0 to 10, with increments up to 0.25.

Article 17. Points Calculated Based on Discipline and Academic Performance, Additional Points

1. Points calculated based on the results of discipline and academic performance each year of secondary school students are as follows:

a) Good discipline, excellent academic performance: 5 points;

b) Good discipline, excellent academic performance or good discipline, good academic performance: 4.5 points;

c) Good discipline, good academic performance: 4 points;

d) Average discipline, excellent academic performance or good discipline, average academic performance: 3.5 points;

e) Good discipline, average academic performance or average discipline, good academic performance: 3 points;

g) Other cases: 2.5 points.

2. Additional points for candidates enjoying preferential treatment shall not exceed 6 points.

Article 18. Examination Questions, Supervision, Marking, and Admission Points

1. Examination questions, examination question setting work, printing examination questions, supervision, marking, and re-examination shall be carried out in accordance with the provisions of Articles 13, 14, and 15 of this regulation.

2. Admission points are the total of:

a) The total number of points of two examination papers doubled;

b) Points calculated based on the results of discipline and academic performance over four years of junior high school (if repeating a grade, then take the results of that grade);

c) Additional points for candidates enjoying preferential treatment.

Candidates admitted must not have any examination paper scored zero.

Chapter IV

RESPONSIBILITIES FOR IMPLEMENTATION

Article 19. Responsibilities of the Provincial People's Committee and the District People's Committee

1. Provincial People's Committee:

a) Directing and approving plans and methods for secondary school admissions;

b) Inspect and supervise the admission process and set the level of admission fees.

2. District People's Committee:

a) Directing and approving plans for junior high school admissions;

b) Inspect and supervise the admission process.

Article 20. Responsibilities of the Department of Education and Training

1. Develop plans and methods for admissions, submit to the Provincial People's Committee for approval.

2. Guide the admission process for high schools.

3. Issue decisions to establish the admissions board of each high school; the examination question setting board, the examination supervision board, the marking board, and the re-examination board.

4. Receive applications from the admissions boards, examination supervision boards, and marking boards, issue decisions to approve the admission results of each high school.

5. Organize inspections and supervision of junior high school and high school admissions.

6. Store high school admissions files in accordance with legal regulations on archiving.

Article 21. Responsibilities of the Department of Education and Training, secondary schools, and high schools

1. Responsibilities of the Department of Education and Training:

Directing and inspecting the enrollment work of secondary schools.

2. Responsibilities of secondary schools and high schools:

a) Issuing enrollment announcements;

b) Receiving complaints, resolving complaints within their authority, or referring them to competent authorities for resolution;

c) Storing enrollment files in accordance with the provisions of the law./.
