JOINT RESOLUTION
Regarding the promotion of the role of youth in accelerating industrialization,
modernization of agriculture and rural areas during the period from 2006 to 2010

Implementing the guidelines and resolutions of the Party on agricultural development, rural areas, Directive No. 06/2005/CT-TTg dated March 21, 2005 of the Prime Minister on "Promoting the role of youth in participating in economic and social development in the new period" and the five-year socio-economic development plan for 2006-2010, based on the results and experience gained from cooperative activities during the period from 1996 to 2005, the Ministry of Agriculture and Rural Development and the Central Committee of the Ho Chi Minh Communist Youth Union (hereinafter referred to as the two parties) have jointly issued Joint Resolution No. 03 aimed at "Promoting the role of youth in accelerating industrialization and modernization of agriculture and rural areas during the period from 2006 to 2010". The contents are as follows:
I. OBJECTIVES
1. Encouraging, supporting, and organizing rural youth to compete and volunteer in applying and transferring advanced technologies (AT) and new technologies to production and business, contributing to the restructuring of the agricultural economy and rural areas, gradually developing large-scale commodity production towards modernity and sustainability.
2. Creating an environment for nurturing and training young human resources, contributing to forming a new generation of farmers with knowledge, skills, and economic management capabilities, adaptable to market economies and meeting the requirements of national industrialization and modernization.
3. Enhancing the awareness of rural youth about the policies and laws of the Party and State in economic and social development; promoting production and business, helping rural youth to become wealthy through legitimate means; limiting spontaneous migration and reducing social evils; strengthening work to unite and mobilize youth, building strong Youth League organizations, and participating in the construction of the rural political system.
II. CONTENTS AND MEASURES
The Ministry of Agriculture and Rural Development and the Central Youth Union will direct relevant units of both sides to support each other in cooperative activities aimed at accelerating the restructuring of the agricultural economy and rural areas, building new rural areas, while solving employment issues and increasing income for rural youth. During the period from 2006 to 2010, both sides will focus on the following areas:
1. Vigorously promoting and disseminating the policies and guidelines of the Party and State on agricultural and rural development; enhancing the awareness of rural youth about the requirements of the period of national industrialization and modernization.
- Widely publicizing the contents of the Resolution of the 10th National Congress of the Party (on agricultural and rural development); government policies on regional economic development; issues related to agriculture, rural areas, and farmers; the five-year plan (2006-2010) for agricultural and rural development by the Ministry of Agriculture and Rural Development; poverty reduction policies, preferential policies for young workers stipulated in the Law on Youth and other state regulations. Encouraging the spirit of competition among young people to improve their academic and technical qualifications, implementing the movement "Rural Youth Competing to Achieve Four New Contents to Improve Business Efficiency" launched by the Central Youth Union.
- Functional units of the Ministry of Agriculture and Rural Development such as the Information Center, the National Agricultural Extension Center, the Processing and Salt Industry Department, etc., provide market information for agricultural and forestry production inputs and outputs to rural youth; annually, they cooperate with the Central Youth Union to publish books and materials introducing new AT and technologies, exemplary models for the Young Agricultural Extension Club and nationwide rural youth.
- Regularly organizing activities among rural youth such as: Youth Skills Competition, Young Farm Manager Competition, Young Agricultural Extension Club, Youth in Forest Resource Protection and Development, Youth Creative Exhibition, etc. At the central level, every two years, both sides will cooperate to select forms of organizing national or regional competitions for rural youth.
2. Promoting the application and transfer of advanced technologies and new technologies into production and business; striving to increase the number of young families achieving revenue of over 50 million dong per hectare annually.
2.1. Training and upgrading the skills of rural youth
- Strengthening the organization of technical training and technology transfer in agriculture extension (including crop extension, livestock extension, forestry extension, industry extension), forest protection and development, fire prevention and firefighting, etc., for rural youth to quickly apply new AT and technologies in production and business.
- Improving the capacity of vocational training centers managed by the Youth Union in popularizing agricultural techniques and training agricultural skills for young people participating in labor export, especially organizing short-term or medium-term training programs for rural youth.
- Cooperating with international organizations and technology transfer centers to research and implement the "Mobile Vocational Training" program for rural youth, focusing on remote areas, ethnic minority youth, and religious youth.
2.2. Building models for technology transfer, cooperative economic models, and cooperatives, developing industries and services in rural areas
- Mobilizing and guiding rural youth to actively restructure the economy and apply science and technology to achieve high productivity, quality, efficiency, and sustainability. Actively participating in the movement to build fields with annual revenue of 50 million dong per hectare and households with annual income of 50 million dong.
- Strengthening coordination in directing and developing the Young Agricultural Extension Club model, selecting outstanding club members to establish a network of young extension agents at the grassroots level, serving as nuclei in models for technology transfer and application in production and business.
- Summarizing and expanding effective production models, particularly those already existing among the people. Mobilizing rural youth to participate in demonstrating new agricultural techniques.
- Strengthen the construction of models for processing agricultural and forestry products and developing rural industries and services, focusing on supporting young people in rural areas in poor communes in the Northwest, Central Highlands, western regions of Thanh Hoá, Nghệ An provinces, and the Mekong Delta. Study and develop the Project "Developing Youth Craft Villages" and pilot the model "One Village-One Product" among young people.
- Coordinate to build some economic cooperative and youth cooperative models in accordance with the Law on Cooperatives, pilot building some models for developing traditional and new crafts, or service cooperatives in rural areas.
- Vigorously promote the development of the "Four Houses" linkage model between household producers, young farmsteads providing raw materials, processing facilities, and businesses; between small-scale processors and large-scale processing and business facilities within the area.
3. Phối hợp triển khai các chương trình, dự án do ngành Nông nghiệp và Phát triển nông thôn quản lý; tích cực tham gia phòng chống thiên tai, dịch bệnh góp phần phát triển kinh tế-xã hội, xây dựng nông thôn mới.
- Two parties study and propose to the Government to issue mechanisms and policies to encourage and support young farmers and entrepreneurs in production and business development; build short-term or long-term agricultural projects such as those under the National Target Program on Poverty Reduction from 2006 to 2010; Program 135 Phase II; New Rural Construction Program; National Target Program on Clean Water and Sanitation in Rural Areas; Agricultural Extension Program, etc.; study and propose to the Government to develop a project to bring young intellectuals and college graduates in agriculture and forestry to work in rural and mountainous areas.
- Coordinate to organize young people, especially volunteer forces, to participate in the project to plant five million hectares of forests, protect and develop forest resources; participate in infrastructure construction and population resettlement in flood-prone areas in the Mekong Delta and difficult border and island areas; participate in relocation and resettlement projects to stabilize production for ethnic groups affected by the construction of the Son La Hydropower Plant and other major national projects; invest in developing young pioneer villages along the Ho Chi Minh Road and border areas.
- Promote the spirit of volunteering of young people in disaster prevention and control, disease prevention. Strengthen the activities of young volunteer teams in flood and storm prevention, avian flu prevention, and forest fire prevention... Participate in water conservancy construction, infrastructure construction, bridge building, road construction in rural areas, and the development of information systems in rural areas.
4. Commend and reward exemplary models and outstanding young people who have achieved remarkable results in agricultural and rural development.
- Timely introduce and commend exemplary collectives and individuals who have implemented Resolution Joint Circular No. 03 well through mass media, radio stations, newspapers, magazines, and television of the Communist Youth Union and the Ministry of Agriculture and Rural Development for propaganda and promotion. Regularly organize meetings, advanced youth congresses, or gatherings of 'Millionaires at Age Twenty' to commend and honor outstanding young people, young farmstead owners, young entrepreneurs, and young scientists in various fields of production and business. At the central level, organize such activities every three years.
- Both parties study and issue awards or scholarships for young people in rural areas to motivate and reward outstanding young people in production and business, those who overcome difficulties in studying, and young intellectuals with particularly outstanding achievements in agricultural and rural development.
III. IMPLEMENTATION ORGANIZATION
1. General Responsibilities
- Both parties have the responsibility to cooperate and support each other in disseminating, understanding, directing, and implementing this resolution in the system of the Communist Youth Union and the Ministry of Agriculture and Rural Development nationwide.
- Effectively carry out inspection and evaluation work, promptly direct and resolve difficulties and obstacles at the grassroots level, ensuring reporting and information exchange with the permanent offices of both parties.
- Annually, both parties conduct mid-term reviews and evaluations of the implementation results of the Joint Resolution, and develop plans for the next year's activities.
2. Responsibilities of the Ministry of Agriculture and Rural Development.
Direct units under the Ministry and Provincial Departments of Agriculture and Rural Development to proactively coordinate with local Youth Organizations to implement the contents of the Joint Resolution effectively.
- Annually, based on the proposals of the Youth Union, the Ministry of Agriculture and Rural Development assigns relevant units under the Ministry to coordinate with local Youth Unions to develop and implement specific and appropriate contents according to the assigned management fields.
- The Ministry of Agriculture and Rural Development assigns the National Agricultural Extension Center as the permanent office of this Joint Resolution.
3. Responsibilities of the Central Committee of the Communist Youth Union.
- Implement and disseminate Resolution Joint Circular No. 03 to all levels of Youth Committees, guide the establishment of suitable models and forms of activities to effectively implement the contents of Resolution Joint Circular No. 03.
- In the second quarter of each year, local Youth Unions proactively propose cooperation plans with relevant units of the Ministry of Agriculture and Rural Development, proposing necessary models and activities for the Ministry of Agriculture and Rural Development to proactively coordinate with the Youth Union.
- The Secretariat of the Central Committee of the Communist Youth Union assigns the Central Youth Rural Department to be the permanent office of this Joint Resolution.
Based on the contents of the Joint Resolution, Provincial Departments of Agriculture and Rural Development, Provincial Party Committees, provincial and municipal Youth Committees directly under the Central Committee, and functional units of both sides organize the implementation, creating a strong impetus to fully leverage the role of young people in the successful industrialization and modernization of the country.
