CIRCULAR
Regulations on architectural design documents
and sample certificates for architectural practice

Pursuant to the Law on Architecture dated June 13, 2019;
Pursuant to Decree No. 81/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
At the proposal of the Director of the Department of Planning and Architecture;
The Minister of Construction issues this Circular to regulate architectural design documents and sample certificates for architectural practice
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
This Circular regulates the contents of architectural design documents and sample certificates for architectural practice applicable to organizations and individuals, both domestic and foreign, related to architectural design activities within the territory of the Socialist Republic of Vietnam.
Article 2. General provisions on architectural design documents
1. Architectural design documents are part of construction design documents that are reviewed and approved according to the provisions of the Construction Law.
2. Architectural design documents include the following types:
a) Preliminary architectural design documents are the architectural content in preliminary designs at the pre-feasibility study report stage;
b) Basic architectural design documents are the architectural content in basic designs at the feasibility study report stage;
c) Technical architectural design is the architectural content in technical designs after the basic design stage;
d) Construction drawing architectural design is the architectural content in construction drawing designs after the basic design stage;
e) Other architectural design documents at other design stages (if any), in accordance with international practices, corresponding to construction design stages determined by the investment decision-maker when deciding on the project investment.
3. Architectural design documents in special construction projects shall be implemented in accordance with the provisions of the Construction Law.
4. Urban planning schemes, rural planning schemes, and urban design documents shall be carried out in accordance with the Construction Law and the Urban Planning Law.
5. When adjusting architectural design, an adjusted architectural design document must be established including revised drawings ensuring the following requirements:
a) Clearly stating the content, time, and number of adjustments, with the agreement of the design leader and the investor;
b) The design organization and the investor must sign and confirm, and bear legal responsibility for the modified content within the drawing title block.
Chapter II
CONTENT OF ARCHITECTURAL DESIGN DOCUMENTS
Article 3. Specifications of architectural design documents
1. Architectural design documents consist of drawing sheets and descriptions.
2. Architectural design documents must meet the following requirements:
a) Drawing sheet specifications and scales must comply with the National Standard TCVN 5671:2012 on the construction design documentation system - architectural design documents;
b) Drawing title blocks must comply with the National Standard TCVN 5571:2012 on the construction design documentation system - construction drawings - title blocks.
3. The individual responsible for the architectural specialty of the organization, the legal representative, or the authorized person must sign and stamp the contractor's seal as required.
4. The design leader named in the design documents must ensure:
a) Directly organizing the implementation of the design tasks, having expertise and being fully responsible for the content and quality of the architectural design, coordinating and unifying with other disciplines;
b) The design leader may be the author of the architectural concept or the person directly organizing the implementation of the author's idea.
5. The design leader named in the design documents must ensure:
a) Having sufficient capacity to lead the architectural design of the project or to lead the review of architectural design, being responsible for the content of the architectural design;
b) The design leader can replace the role of the design leader if authorized by the design leader.
Article 4. Preliminary Architectural Design Documents
1. Drawings include:
a) Location plan, construction site location, project scale data, nature, current status, land boundary, planning information, orientation, existing technical infrastructure routes and those approved according to planning (if applicable), surrounding existing structures and landscape architecture, traffic connection analysis;
b) Conceptual architectural design drawings showing: functional flow, form, lines, colors, lighting on overall, perspective, floor plans, elevations, sections, interior and exterior views, connections with the surrounding landscape architecture space.
2. Description includes:
a) Explanation of the contents stipulated in Clause 1 of this Article;
b) Directions for structural solutions, equipment systems, technical infrastructure, and management operation and exploitation;
c) List of applicable standards and regulations;
d) Appendices of relevant legal documents concerning the legality of preparing preliminary architectural design documents.
Article 5. Basic Architectural Design Documents
1. Drawings include:
a) Drawings as prescribed in Clause 1, Article 4 of this Circular;
b) Drawings combining architectural solutions with structural solutions, equipment systems, technical infrastructure.
2. Description includes:
a) Summary introduction of the construction location, project scale, nature; explanation of architectural concept, architectural design solution, materials used;
b) Design solution for the overall floor plan of the project, location, scale of construction works, technical infrastructure in the area;
c) List of applicable standards and regulations;
d) Appendices of relevant legal documents concerning the legality of preparing basic architectural design documents.
Article 6. Technical Architectural Design Documents
1. The content of technical architectural design documents must be consistent with the basic design reviewed and approved by the competent authority, must clarify technical parameters, materials, dimensions, specific technical calculations for production, construction, installation.
2. Drawings include:
a) Location plan, construction site location, current status map, land boundary, planning information according to approved planning;
b) Overall floor plan drawing: showing investment and construction projects, clearly defining new construction, renovation, refurbishment based on the current status of the land, determining red line boundaries, construction boundaries, entrances and exits, traffic flow, technical indicators such as research land area, construction area, building density, total floor area, land use coefficient, area of each component, number of floors, internal traffic system, determining underground facility boundaries and positioning;
c) Positioning drawings, floor plans, elevations, sections, functional flow diagrams and space organization;
d) Illustration drawings: overall perspective, corner perspectives, basic interior and exterior views;
đ) Dimension drawings, statistics of doors, stairwells; statistics of areas, material specifications, color schemes for facade architecture, bathrooms, floor tiling, list of finishing materials;
e) Auxiliary and external building drawings, fences, greenery, gardens.
3. Description includes:
a) Clearly showing technical option calculations, technological flow, material properties, clarifying parameters not fully shown in drawings and ensuring sufficient basis for preparing the total project estimate and construction design;
b) Contents as prescribed in Clause 2 of Article 5 of this Circular.
Article 7. Construction Drawings and Architectural Design Documents
1. The contents of construction drawings and architectural design documents must be consistent with the approved basic design and technical design; they must detail all parts of the project, structures with complete dimensions, materials, technical specifications, and clearly indicate all guidance content on the drawings for construction according to the design.
2. Drawings include:
a) The drawings specified in Clause 2, Article 6 of this Circular;
b) Detailed structure of each part of the project;
c) Detailed auxiliary parts of the project such as garages, gates, fences, gardens, flower pots, underground water tanks, drainage channels, landscape lighting; paving, walkways;
d) Ceiling design, lighting, acoustics, attached equipment design.
3. Description includes:
a) Provide full explanations for the contents that cannot be shown on the drawings so that the construction unit can implement according to the design, technical guidance ensuring the implementation of the construction design following the basic design;
b) The contents prescribed in Clause 3, Article 6 of this Circular.
Article 8. Interior Design Documents
1. Interior design documents not included in the construction drawings and architectural design documents as stipulated in Article 7 of this Circular shall be prepared at the request of the investor from the design contractor.
2. Drawings include:
a) Current condition drawings, floor plans of interior spaces, diagrams analyzing relationships with other functional spaces;
b) Floor plans, elevations, ceiling layouts, furniture arrangements, electrical equipment arrangements;
c) Details of interior furniture models and equipment;
d) Illustrative perspective drawings.
3. Description includes: list and statistics of equipment, material specifications, instructions for the construction contractor to implement according to the design, maintenance and repair procedures.
Article 9. Exterior Design and Landscape Architecture Documents
1. Exterior design and landscape architecture documents are prepared separately and are not part of the construction design documents, prepared at the request of the investor from the design contractor.
2. Drawings include:
a) Current landscape conditions, site plans, elevations, exterior arrangements, gardens;
b) Architectural details, types of greenery, planters, small landscapes, outdoor furniture, paths, water bodies, related material specifications;
c) Outdoor finishing and decoration specifications, garden statistics, technical specifications of installed equipment;
d) Overall and detailed perspective drawings of gardens, focal points, small landscapes.
3. Description includes: list and statistics of materials, greenery, equipment, instructions for the construction contractor to implement according to the design, maintenance and repair procedures.
Chapter III
SAMPLE PROFESSIONAL ARCHITECTURE CERTIFICATE
Article 10. Content of Professional Architecture Certificate
1. Management of professional certificate number: The professional certificate number consists of two groups of symbols connected by a hyphen (-), as follows: The first group: three characters indicating the issuing authority as specified in Appendix I of this Circular; The second group: professional certificate code.
2. Main content of the professional architecture certificate includes: Basic information of the individual receiving the certificate: photograph size 4x6 cm, name, date of birth, national identity card number (citizen identification card or passport); Issuing agency name, signature and stamp; Scope of practice and validity period for each field granted.
3. The professional certificate has the format and main content according to the model in Appendix II attached to this Circular.
Chapter IV
IMPLEMENTATION
Article 11. Provisions on transition
The architectural design dossier of investment construction projects that have signed construction design contracts before this Circular takes effect shall continue to be implemented in accordance with the provisions of the construction design contract.
Article 12. Effective Date
This Circular takes effect from September 15, 2020.
