Supreme People's Procuracy, Supreme People's Court

guiding the application of certain provisions of the Criminal Code

on terrorism offenses and terrorist financing offenses

On the basis of Law on Enacting Legal Regulatory Documents dated June 22, 2015;

On the basis of Law on the Organization of the People's Courts November 24, 2014;

On the basis of Law on the Organization of the People's Procuracy November 24, 2014;

Decree No. Decision No. 34/2016/NĐ-CP May 14, 2016 of the Government detailing certain provisions and measures for implementing Law on Legislative Decrees;

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

Based on Decree No. 164/2017/NĐ-CP dated December 30, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Decree No. 96/2017/NĐ-CP dated August 16, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Justice;

Decree No. 16/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;

The Minister of Public Security, the Minister of National Defense, the Minister of Justice, Governor of the State Bank of Vietnam, the Prosecutor General of the Supreme People's Procuracy, the President of the Supreme People's Court promulgates this Joint Circular to repeal Joint Circular No. 06/2012/TTLT-BCA-BQP-BTP-NHNNVN-VKSNDTC-TANDTC dated May 5, 2012 of the Ministry of Public Security, Ministry of National Defense, Ministry of Justice, State Bank of Vietnam, Supreme People's Procuracy, Supreme People's Court guiding the application of certain provisions of the Criminal Code on terrorism offenses and terrorist financing offenses.

This Circular takes effect from January 25, 2026.

Repeal in full Joint Circular No. 06/2012/TTLT-BCA-BQP-BTP-NHNNVN-VKSNDTC-TANDTC dated May 5, 2012 of the Ministry of Public Security, Ministry of National Defense, Ministry of Justice, State Bank of Vietnam, Supreme People's Procuracy, Supreme People's Court guiding the application of certain provisions of the Criminal Code on terrorism offenses and terrorist financing offenses.

Article 2. Effective Date

This Joint Circular shall take effect from January 25, 2021.

Article 3. Implementation Organization

Ministry of Public Security, Ministry of National Defense, Ministry of Justice, State Bank of Vietnam, Supreme People's Procuracy, Supreme People's Court and relevant agencies, organizations, and individuals are responsible for implementing this Joint Circular./.
