RESOLUTION

On main solutions to guide and manage the implementation of the Plan for

 socio-economic development and state budget estimate for 2010

In 2009, despite many difficulties and challenges, thanks to the wise leadership of the Party, the resolute and effective management of the State, and the concerted efforts of the entire people, we have overcome the most difficult period, prevented further economic decline, achieved many set socio-economic development goals and targets. Alongside these achievements, there are still many difficulties, limitations, and weaknesses that need to be addressed in the future.

The year 2010 is the final year of the Socio-Economic Development Plan for 2006-2010 and the Socio-Economic Development Strategy for 2001-2010. Therefore, successfully implementing the plan for 2010 is very important for completing the goals and tasks of the 2006-2010 Five-Year Plan and the 2001-2010 Ten-Year Strategy; at the same time, it creates a significant foundation for promoting socio-economic development in the upcoming period.

To effectively implement the National Assembly's Resolutions: No. 36/2009/QH12 on the Socio-Economic Development Plan for 2010; No. 37/2009/QH12 on the State Budget Estimate for 2010 and No. 38/2009/QH12 on the Allocation of the Central Budget for 2010, the Government requests all Ministries, sectors, People's Committees of provinces and centrally-administered cities to focus on guiding, managing, and organizing the strict implementation of the following main tasks and solutions:

Part One.

MAIN OBJECTIVES, TASKS AND KEY SOLUTIONS

GUIDING AND MANAGING THE IMPLEMENTATION OF THE PLAN FOR SOCIO-ECONOMIC DEVELOPMENT AND STATE BUDGET ESTIMATE FOR 2010

A. OBJECTIVES AND TASKS

1. General Objective

Strive to restore economic growth rate to a higher level than in 2009, enhance macroeconomic stability, improve the quality of growth; prevent high inflation from returning; increase social security assurance capacity; proactively integrate and improve the effectiveness of international economic cooperation; maintain political stability and social order and safety; ensure defense and security requirements; strive to achieve the highest possible levels of the targets set out in the Socio-Economic Development Plan for 2006-2010.

2. Main Tasks

First, exploit all potential resources, use them efficiently, especially internal resources, to invest in and develop production and business; accelerate structural transformation of the economy, improve productivity, quality, efficiency, and competitiveness of products, enterprises, and the entire economy.

Second, ensure major balances in the economy, strive to reduce the trade deficit and improve the balance of payments; gradually reduce the budget deficit and implement fiscal and monetary policies appropriately to prevent high inflation and enhance macroeconomic stability, creating a favorable environment for investment and business.

Third, concentrate efforts on developing agriculture and rural areas; implement the new rural construction program; develop agriculture comprehensively, effectively, and sustainably; improve farmers' living standards.

Fourth, promote social development harmoniously with economic development; accelerate the implementation of the poverty reduction program; continue to expand and improve the quality of social welfare and social security; strengthen environmental protection work; actively prevent and respond to natural disasters and climate change; focus on resolving pressing social issues.

Fifth, make a new advance in administrative reform, continue to perfect the market economy system, create a fair competitive environment; develop high-quality human resources and build socio-economic infrastructure, creating conditions for restructuring the economy and transforming the growth model towards depth, ensuring rapid and sustainable development.

Sixth, firmly protect national sovereignty and ensure political security and social order and safety; expand international relations, improve the effectiveness of foreign activities and international economic integration, attract external resources and create a favorable environment for national development.

B. KEY SOLUTIONS

I. RESTORING THE ECONOMY, STRUCTURAL TRANSFORMATION, AND IMPROVING GROWTH QUALITY

1. Promote economic growth, striving to reach a higher level than in 2009

a) Focus on improving the business and investment environment, promoting the recovery of economic growth rate

- Conduct reviews, amendments, and supplements to regulations related to creating a business and investment environment, particularly procedures for entering and exiting the market, customs procedures, declaration and payment of taxes, to shorten time and reduce costs for businesses. Timely issue guidance documents for the implementation of laws related to investment, business, bidding, land management and use. Vigorously implement the Business Registration Reform Program and Enterprise Establishment Registration Program;

- Continue to guide and organize the implementation of economic stimulus measures aimed at supporting recovery of growth, maintaining macroeconomic stability, while promoting structural transformation of the economy, improving productivity, quality, efficiency, and competitiveness; focusing on supporting small and medium-sized enterprises, the agricultural sector, rural areas, and medium- and long-term investments. Implement policies to support research and development, technology transfer, brand building; introduce and promote products; expand export markets and domestic markets; support storage and preservation of staple foods and other important products;

- Enact financial and tax policies to help businesses overcome difficulties, boost production, business, and exports in accordance with international commitments. Extend the deadline for tax payment to March 31, 2010 for corporate income tax of small and medium-sized enterprises in certain industries and fields, manufacturing, processing of textiles, leather, and footwear enterprises;

- Continue to promote the restructuring, reform, development, and improvement of the operational efficiency of state-owned enterprises; perfect the financial mechanism and policies regarding land valuation, selling shares to strategic shareholders, and employees.

- Utilize and flexibly manage monetary tools, credit policies, and implement appropriate measures to facilitate loans for production and business with reasonable interest rates for businesses and people.

- Strengthen management and supervision of competition, handle violations to ensure a healthy business environment that complies with the law, creating equal business opportunities for all types of enterprises.

- Implement solutions to enforce intellectual property rights and technology transfer. Review and improve Vietnam's technical standards and regulations, particularly concerning quality, safety, food hygiene, medicines, and environmental protection. Effectively implement solutions to enhance productivity, product quality, and competitiveness.

- Enhance labor market forecasting and information provision, establish a database on the labor market; organize job exchange platforms to supply labor to industrial zones and enterprises, primarily in the three key economic regions. Guide the implementation of wage policies, social insurance, working conditions, labor safety, and protective measures. Increase inspections to promptly resolve labor disputes. Improve the capacity for registration, inspection, and quality control of products with strict labor safety requirements.

- Reform and perfect mechanisms and policies to improve the efficiency of land resource utilization, address current weaknesses in compensation, land clearance, resettlement, and ensure legitimate rights for lawful land users. Implement the policy of creating state land funds to serve public interests, social policies, land market regulation, and resettlement support. Develop the land use status map for 2010 nationwide; establish a land administration file system and database; complete the basic issuance of land use right certificates in 2010 according to Resolution No. 07/2007/QH12 of the National Assembly.

b) Mobilize and effectively utilize investment capital

- Continue to perfect the management mechanism and improve investment procedures; criteria and allocation quotas for state budget investment for the upcoming stable budget period. Summarize and evaluate the effectiveness of national target programs and other key projects; determine national target programs for the 2011-2015 period; establish principles, criteria for funding allocation, review procedures, management mechanisms, monitoring, and evaluation of national target programs.

- Review and prioritize the list of state investment projects based on their priority investment targets, allocate funds centrally for projects to be completed in 2010, key and urgent projects. Firmly refrain from allocating funds for projects that are not truly urgent or lack necessary procedures.

- Implement comprehensive measures to accelerate the progress of power projects, transportation infrastructure, and urban construction. Closely monitor the disbursement of development investment capital and government bond funds.

- Strengthen auditing, supervision, prevent loss and waste, ensure project quality, promptly detect, prevent, and penalize violations to enhance investment efficiency.

- Mobilize various sources of capital to achieve economic and social development goals. Issue and implement solutions to encourage investors from all economic sectors to invest in infrastructure construction.

- Closely cooperate with sponsors to identify and implement appropriate solutions to address difficulties and obstacles, accelerating the implementation progress and increasing the disbursement rate of ODA funds, ensuring the highest results in attracting and utilizing official development assistance during the 2006-2010 period.

- Strengthen investment promotion activities, create favorable conditions and encourage investment in production sectors that generate high added value and have export potential. Strengthen the management of foreign direct investment attraction, overcome localism and regionalism.

- Review and inspect the implementation of investment projects to recover or transfer to other investors those projects that have been granted investment certificates but are slow to start or where the investor lacks capability.

c) Promote exports and domestic trade

- Promote exports

+ Implement solutions to innovate technology, save energy and materials, reduce input costs, enhance the competitiveness of export goods; increase the use of domestically produced goods and materials; boost supporting industries serving export production; abolish unreasonable fees and charges; streamline customs clearance procedures and tax procedures...

+ Strengthen and improve the effectiveness of trade promotion activities, expand and diversify export markets, focusing on new markets with potential. Fully exploit the advantages from trade preferences given to WTO members, free trade agreements, bilateral economic agreements, and generalized system of preferences (GSP) for developing countries to boost exports.

+ Review, amend, and supplement mechanisms and policies, flexibly adjust export tax rates appropriately to encourage exports and commodity circulation.

+ Study and pilot export credit insurance.

+ Gradually build distribution channels for certain export products in which Vietnam has strengths such as rice, coffee, and mechanical products; focus on expanding new markets, especially in Africa and the Middle East.

+ Contact and coordinate with border province authorities of neighboring countries to promptly address emerging issues in import-export activities and cross-border trade exchanges.

+ Early warning of the risk of anti-dumping and anti-subsidy lawsuits against Vietnam's exported goods. Actively advocate for other countries to recognize Vietnam as having a market economy and resolve foreign-initiated lawsuits to facilitate export markets;

+ Plan and develop commercial infrastructure systems, transportation terminals, cargo handling, and storage facilities at border gates; enhance the effectiveness of service activities such as cargo handling and organize distribution channels from production areas to border regions;

- Develop domestic trade

+ Continue to improve legal regulations on distribution and price control to effectively promote domestic trade;

+ Vigorously promote trade promotion activities, implement effectively the campaign "Vietnamese people prioritize using Vietnamese products," exploit the domestic market, especially rural markets. Improve product quality, innovate designs, reduce costs to increase competitiveness;

+ Perfect the distribution system in the retail market, particularly essential goods distribution systems (foodstuffs, oil, steel, fertilizers, cement), market systems, cooperative buying and selling organizations, local retail stores. Establish links between manufacturers and distributors to form stable channels of goods circulation, contributing to managing product quality and food safety throughout the process from production to consumption, enhancing the reputation of Vietnamese products in the market;

+ Strengthen e-commerce activities. Promote online provision of public services, build and develop appropriate e-commerce models to encourage business participation;

2. Shift economic structure, enhance competitiveness, and improve the quality of development in industries and economic zones;

a) Accelerate the shift in economic structure;

- Promptly complete and implement the project on reforming and shifting the economic structure towards improving productivity, quality, efficiency, and competitive capacity until 2020;

- Promote corporate restructuring, build a national business force. Encourage the strong development of mixed ownership enterprises, mainly joint-stock companies. Accelerate shareholding and improve the efficiency of state-owned enterprises; complete the transition of state-owned enterprises to operate under the Enterprise Law. Emphasize the role and responsibility of state owners in guiding state-owned enterprise investments. Create favorable conditions for private businesses, especially small and medium-sized enterprises, to access development resources. Promote capital accumulation and concentration, gradually forming financially strong and technologically advanced enterprises with strong brands capable of international competition and participating in global production networks and value chains;

b) Develop agriculture, rural areas, and improve farmers' living standards;

- Continue implementing the Government's Action Program to implement the Central Resolution No. 7 of the 10th Congress on agriculture, farmers, and rural areas;

- Implement the National Target Program for New Rural Development. Supplement and amend some social resource mobilization policies and management mechanisms to suit the situation and implementation capabilities at the grassroots level. Implement the planning program for rural construction;

- Continue to remove difficulties and support agricultural, forestry, and aquatic production, especially rice and seafood sales, to promote production development, create jobs, and increase farmers' income. Manage rice trading and exports according to market principles with state regulation and ensure food security. Implement policies to support post-harvest losses for agricultural and aquatic products, policies to protect paddy fields, increase investment in preservation and processing of various agricultural, forestry, and aquatic products. Proactively prevent and control plant and animal diseases, implement measures to mitigate natural disasters and support recovery after disasters. Issue and implement pilot policies for agricultural production insurance;

- Implement solutions to boost production, improve quality and efficiency, expand domestic and export markets for agricultural, forestry, and aquatic products to meet domestic demand and export requirements. Focus on developing technical infrastructure in concentrated aquaculture areas, fishing support bases, and disaster prevention. Implement credit policies and interest rate support policies for the agricultural and rural sectors;

- Vigorously apply science and technology in production, processing, and preservation, linked with the development of new organizational models in agriculture, vocational training for farmers; improve and establish local technology application and transfer centers. Prioritize the application of biotechnology to create many high-yielding, high-quality, and valuable crop and livestock varieties, especially rice, corn, fruit trees, and aquatic species;

- Strengthen measures to implement the Project to Plant Five Million Hectares of Forests. Vigorously plant forests, link with forest protection, and implement policies to support forest workers to have stable and improved lives;

c) Develop industry, construction, and urban areas;

- Vigorously develop industry towards improving productivity, quality, and competitiveness; develop model industries in advantageous sectors to participate in high-value-added stages with significant profits in global value chains. Rapidly develop supporting industries; mechanical industry, gradually forming product clusters, creating factors for transitioning from low-value-added assembly industries to manufacturing industries;

- Strengthening the capacity to manufacture equipment and complete sets for the cement, fertilizer, electricity, shipbuilding, floating equipment, and agricultural machinery industries. Attracting foreign direct investment, prioritizing processing and manufacturing sectors, high-tech fields, and creating new export capabilities.

- Studying and applying appropriate measures to encourage enterprises to reorganize production towards leveraging advantages, improving efficiency, and competitiveness; intensifying the production of goods capable of replacing imports.

- Implementing solutions to enhance construction project quality management capacity, safety work during construction; revising, supplementing, and completing the system of standards and specifications in the construction industry; enhancing the construction industry's capacity to meet domestic needs and international bidding requirements.

- Implementing the Urban Planning Law, the National Urban Upgrading Program. Implementing necessary mechanisms and policies to encourage and accelerate the renovation of old residential buildings in cities. Organizing the implementation of water supply and drainage planning in cities. Concentrating on improving urban transportation networks, while developing public transport means, alleviating and limiting traffic congestion, especially in Hanoi and Ho Chi Minh City.

- Developing synchronous legal advisory services, notarization, appraisal, auction, real estate transaction registration, etc.; building a real estate information system.

d) Developing services

- Implementing solutions to rapidly modernize financial, telecommunications, transportation, tourism, consulting, etc., services. Encouraging the development of logistics services to reduce transportation costs and distribution expenses.

- Intensifying tourism promotion and publicity activities; increasing the attraction of international tourists through the promotion and introduction of major cultural events such as the 1000th anniversary of Thang Long - Hanoi, international sports events held in Vietnam. Diversifying types of tourism, tourism products, and connecting tourism with culture, beliefs, and ancestral tourism.

- Implementing solutions to improve the capacity of public passenger transportation in large cities; applying multimodal transportation methods. Improving the quality of vehicles and services in the transportation sector.

- Establishing mechanisms and policies to enhance the effectiveness of postal and telecommunications service management towards modernization and high competitiveness in the context of international economic integration.

đ) Developing regional economy and marine economy

- Maximizing the potential and advantages of each region in construction and development to create a driving force for rapid and sustainable national development. Intensifying the development of key economic regions, dynamic territories, creating conditions to support the development of other regions. Continuing to prioritize investment and support for difficult areas.

- Issuing special preferential mechanisms and policies for: mineral exploitation and processing projects, small and medium hydropower plant construction, border economic zone construction in the North Central and Northwest regions; hydropower industry, mining, processing of forestry and agricultural products, forest economy, livestock breeding, and high-tech agriculture in the Central Highlands. Formulating mechanisms and policies to attract investment in the Mekong Delta region.

- Issuing new mechanisms and policies to fully exploit potentials to serve the development needs of the economy and national defense at sea. Completing mechanisms for the construction, management, and exploitation of data on marine resources and environment, ensuring systematicity, synchronization, and modernization to effectively implement the policy of marine economic development towards advancing into the sea and mastering maritime zones. Building overall planning and zoning of the sea as a basis for guiding the exploitation, utilization, and protection of marine resources, socio-economic development, and island areas. In the short term, focusing on the effective development of coastal economic zones.

- Implementing scientific research and technology programs for marine areas to provide scientific grounds for comprehensive management of marine and island areas, coastal areas. Applying advanced methods and technologies for forecasting, cultivating, exploiting, managing marine resources, constructing marine works, investigating and searching for minerals, developing marine industries, protecting marine ecological environments, and ensuring maritime security and defense.

II. ADMINISTERING FISCAL AND MONETARY POLICIES WITH PRUDENCE TO ENSURE MACROECONOMIC STABILITY, CONTROL SUPERFLUOUS IMPORTS, AND PREVENT HIGH INFLATION FROM RETURNING

1. Implementing flexible fiscal policies with strict control, striving to increase revenue, thoroughly save, and improve the efficiency of state budget expenditures, aiming to reduce the government budget deficit in 2010 below 6.2% and gradually decrease in subsequent years. Coordinating fiscal policies with monetary policies and other policies to achieve general socio-economic goals in 2010.

2. Perfecting the legal framework and strengthening market supervision in the financial and capital markets to ensure their healthy operation, becoming important channels for capital mobilization for both businesses and the economy, contributing to macroeconomic stability.

3. Resolutely directing state budget collection, striving to increase the average state budget revenue nationwide by over 5% compared to the approved budget by the National Assembly. Provinces and cities with favorable conditions should strive to achieve higher increases, while provinces facing real difficulties should aim for an increase of no less than 2%. Strengthening urging and implementing necessary measures, including compulsory actions, to recover tax arrears. Preventing tax fraud and loss, particularly those related to natural resources, real estate business, import-export activities, and service operations.

4. Prioritize state budget expenditures to implement important political tasks. Strengthen management in accordance with legal regulations for expenditures outside the state budget balance, loans for relending, government loan guarantees, financial funds outside the state budget, local government loans, and budget advances. Strictly manage national debt; ensure national financial security in all situations.

5. Concentrate resources to implement social welfare policies and adjust wages. Review social welfare policies to allocate sufficient funding to achieve the 2010 targets; carefully consider, integrate, and ensure efficiency to avoid waste in expenditures under existing policies; calculate carefully to allocate adequate resources for new tasks, ensuring fiscal balance and national financial security.

6. Improve mechanisms, policies, and strengthen market supervision for lottery operations to ensure healthy and stable development; study and develop legal provisions for entertainment activities with rewards to meet the public's demand for healthy leisure.

7. Enhance the quality and enforcement effectiveness of financial policies and laws for businesses; rectify activities and improve production and business efficiency of state-owned corporations; effectively exercise ownership rights at state-owned enterprises.

Supplement provisions on the responsibility for managing state-owned enterprises, sanctions for ministries, agencies, provincial people's committees, boards of directors of state-owned corporations. Specify criteria for evaluating corporate finances, supervising and assessing enterprises, and strengthen oversight of the use of state capital and assets in enterprises.

8. Manage monetary policy tools proactively, flexibly, and prudently to stabilize the money market, ensure liquidity in the banking system, control the growth rate of total payment means, credit stock, and apply interest rates and exchange rates at reasonable levels consistent with economic conditions, stimulating economic growth, stabilizing macroeconomic conditions, and preventing high inflation.

9. Manage the foreign exchange market and exchange rates flexibly in relation to interest rates, consumer prices, trade balances, and other investment channels to encourage exports, reduce import surpluses, and improve the international payments balance. Continue to perfect the legal framework for foreign exchange management to enhance the effectiveness of state regulation. Implement strict, unified, and timely management to ensure the stable and healthy operation of the gold market and foreign currency market; prevent and strictly handle illegal gold trading and foreign currency exchange activities.

10. Continue to amend and perfect the institutional framework for currency, credit, and banking activities, focusing on two draft Laws: The Law on the State Bank (amended) and The Law on Credit Organizations (amended); develop and implement a plan to expand cashless transactions in the economy.

11. Continue to guide credit organizations to restructure assets and sources of capital towards safety and sustainability; focus investments on developing agriculture, rural areas, production and business, economic infrastructure, and promoting exports.

12. Issue a list of imported products that may cause safety risks (products and goods group 2 according to the Product Quality Law), corresponding technical standards suitable for protecting human health and ecological environment to strengthen product quality management, food hygiene, limit imports of non-essential items or those that can be produced domestically, achieving import control goals and reducing import surpluses.

13. Ensure supply-demand balance for key goods in the national economy; accelerate domestic production; prioritize support for investment projects producing substitute goods with quality to quickly enter production and bring products to market.

14. Closely monitor domestic and international market trends and factors affecting domestic commodity prices to promptly apply measures to regulate supply and demand and stabilize markets, especially for key goods, to prevent shortages and price hikes. Take timely and effective measures to curb speculative price increases. Continue to implement market-based pricing with state management, including electricity and coal prices for electricity.

15. Manage cross-border trade in a way that encourages exports and controls imports. Strengthen measures to detect and promptly and effectively prevent commercial fraud, tax evasion, and smuggling, particularly smuggling of gasoline, oil, tobacco, minerals, foodstuffs, etc.

III. STRONGLY PROMOTE THE DEVELOPMENT AND IMPROVEMENT OF EDUCATION, TRAINING, SCIENCE, AND TECHNOLOGY QUALITY

1. Reform and improve the quality of education and training at all levels, especially vocational training and higher education. Focus on training human resources to meet the needs of economic development, particularly highly skilled technical workers. Link training with labor demands. Effectively combine state investment with social resource mobilization (including from abroad) for education and training. Strive to achieve a target of 40% of the workforce having received training by 2010.

2. Supplement and complete regulations on the establishment and upgrading of universities and colleges, opening new training programs, and admissions; no admissions shall be made if the training institution has not met all required conditions.

3. Strengthen innovation in managing the education system, review, supplement, perfect and strictly implement regulations on school activities; decentralize and enhance the responsibility of provincial People's Committees for schools within their jurisdiction; increase autonomy and self-responsibility, and implement the three public disclosures (on quality, resources, and financial income and expenditure) for all schools; strengthen inspection, supervision to ensure compliance with state regulations for quality management.

4. Vigorously develop the vocational training system, gradually improve the quality of vocational training. Form and develop a high-quality vocational training and technical education system to meet the demand for skilled labor; develop vocational training centers to provide primary-level vocational training and short-term training under three months to popularize trades and retraining. Develop and improve the quality of the teaching staff and management personnel in vocational training according to national, regional, and international standards. Manage to ensure that vocational training meets the quality standards at different levels of training. Implement appropriate support policies for both trainees and vocational training institutions, including preferential loans for vocational training, and support for young people and demobilized soldiers to learn trades.

5. Enhance the connection between vocational training institutions and the employment service system (career guidance, labor market information, counseling, job placement, and labor supply) and businesses; encourage and create conditions for training institutions and enterprises to enter into contracts or orders for vocational training, joint training, retraining, or placing orders for vocational training, and establish mechanisms for enterprises to contribute funding for vocational training when hiring trained workers.

6. Effectively implement the vocational training program for rural workers. Focus on vocational training linked to occupational transition for farmers whose land has been reclaimed by the State.

7. Continue to innovate curricula, content, and teaching methods at all educational levels combined with reforming educational management and improving admission quality, teacher quality, and management staff quality. Increase the ratio of teachers to students in the higher education system, build schools and classes up to standard. Successfully implement advanced training programs and continue to study models of international-level universities to organize implementation according to appropriate timelines.

8. Vigorously develop science and technology while adopting appropriate measures to apply research results to production and business operations, enhancing productivity, quality, efficiency, and competitiveness of products, enterprises, and the economy; transfer scientific and technological research results to farmers; connect scientists with enterprises and farmers.

9. Encourage enterprises to invest in technological innovation, master key technologies, focus on material and energy savings, increase product value-added, and competitiveness, contributing to growth momentum.

10. Vigorously develop science and technology services, especially information, advisory, brokerage, evaluation, certification, and forensic technology services, intellectual property, technical standards, and specifications. Establish and improve the system of science and technology information centers; promote the development of various types of technology and equipment markets, electronic trading platforms; establish technology trading centers in major economic regions.

11. Rapidly and effectively develop the Science and Technology Development Fund, the National Technological Innovation Fund, and the National High-Tech Venture Capital Fund to support and promote research, application, and technological innovation in various industries and fields.

12. Prepare legal infrastructure, human resources, safety, and technical conditions for nuclear power development. Implement the overall planning for the development and peaceful application of atomic energy until 2020.

IV. PROMOTE TRANSFORMATION IN HEALTH CARE WORK, CULTURAL DEVELOPMENT, AND IMPROVEMENT OF THE PUBLIC'S CULTURAL LIFESTYLE AND SPIRITUAL LIFE

1. Continue to improve the quality of medical examination and treatment, effectively implement investment policies for the renovation, expansion, upgrading, and new construction of hospitals and the procurement of medical equipment. Administrative procedures must be simplified and easy to implement so that patients can carry them out conveniently and quickly. Improve medical ethics in conjunction with improving the living conditions of health care staff; diversify types of medical services, encourage the development of high-tech medical services; mobilize resources to invest in building a medical waste management and disposal system.

2. Establish a framework for medical service fees in the direction of accurately and sufficiently reflecting costs but harmonizing state support with the contributions of patients who have the ability to pay, while implementing health insurance policies well, expanding voluntary health insurance, revising and adjusting health insurance beneficiaries and benefits so that the poor, those with difficulties, and policy groups can all enjoy medical services.

3. Strengthen state management over the production, import, circulation, and supply of medicines, establish control mechanisms to ensure reasonable medicine prices without abnormal fluctuations; strictly manage private medical examination and treatment activities.

4. Implement solutions to promptly address the overload situation in hospitals: Strengthen outpatient treatment, develop and expand satellite hospital project models, dispatch staff to rotate and support lower-level hospitals, organize cooperative linkages among hospitals of different sectors, between public and non-public hospitals... Consolidate and complete the primary healthcare network; accelerate the progress of building, renovating, and upgrading district general hospitals, multi-disciplinary hospitals in inter-district areas, specialized hospitals for tuberculosis, mental health, pediatrics, oncology, and some provincial multi-disciplinary hospitals in mountainous and difficult regions. Encourage economic sectors to invest in developing medical examination and treatment facilities, particularly those providing high-tech medical services.

5. Strengthen preventive healthcare work; intensify disease prevention and control to prevent large-scale outbreaks. Focus on effectively controlling and preventing dangerous diseases and newly emerging ones such as dengue fever, influenza A (H1N1), influenza A (H5N1), etc., minimizing the incidence rate and mortality. Enhance public awareness campaigns regarding the significance and importance of preventive healthcare and the responsibilities of all levels, sectors, communities, and each citizen. Increase material infrastructure for the preventive healthcare network at all levels.

6. Intensify implementation of population policy and family planning; maintain reasonable birth rates. Continue to improve legal documents and projects related to population work. Consolidate and enhance community-based education, publicity, and counseling activities.

7. Promote cultural development linked with tourism and economic activities. Further perfect the system of cultural institutions and mechanisms. Effectively implement the mass movement "All People United to Build a Cultural Life." Intensify propaganda and education on moral values and lifestyles within families. Improve the quality of information, press, and publishing activities. Encourage creative cultural and literary works; enhance the quality of artistic performances to serve the broad masses of people.

8. Organize well cultural and sports activities marking the 1000th anniversary of Thang Long - Hanoi and major national holidays; accelerate progress to complete cultural projects in time for the Grand Ceremony of the 1000th Anniversary of Thang Long.

9. Expand mass physical exercise and sports activities to enhance cultural and spiritual life and strengthen the physical health of citizens. Focus on developing high-performance sports to gradually elevate Vietnam's position in the region and globally. Actively prepare and successfully organize the Sixth National Sports Congress; prepare forces and participate in ASIAD 2010 competitions to achieve good results.

V. ENSURE SOCIAL SECURITY AND SOCIAL WELFARE

1. Continue to effectively implement policies, programs, and projects on social security that have been issued; simultaneously study and issue new mechanisms and policies to meet the requirements of ensuring social security under new circumstances and conditions. Summarize the poverty reduction policies and programs that will expire in 2010 (National Target Program on Poverty Reduction, Program 135 Phase II, National Target Program on Employment, etc.), research, and issue appropriate policies and programs for the next phase.

2. Implement monitoring mechanisms of organizations within the political system and citizens regarding social security policies to ensure that all systems and policies are implemented according to regulations and achieve effectiveness; promote the mass movement of helping disadvantaged individuals in society; develop and utilize charitable funds effectively.

3. Organize well the monitoring and evaluation of impacts and losses caused by natural disasters and epidemics to proactively use disaster and epidemic prevention funds and mobilize social resources, quickly restore production and stabilize the lives of citizens. Implement comprehensive measures to reduce the number of traffic accidents, workplace accidents, natural disasters, and epidemics.

4. Enact policies to ensure that rice farmers producing commercial rice earn a minimum profit margin of 30% compared to production costs. Implement measures to expand access to credit for the agricultural and rural areas. Develop and perfect mechanisms and policies on credit for the poor and other policy beneficiaries.

5. Actively implement support programs for rapid and sustainable poverty reduction in 62 poor districts, the National Target Program on Poverty Reduction, and support poor districts in exporting labor. Review and select additional poor districts, especially those with concentrated ethnic minority populations, to mobilize all local resources to invest in supporting these districts to reduce poverty rapidly and sustainably.

6. Establish new poverty standards suitable for income levels, prices, and living standards of the people, aligning with international poverty standards.

7. Continue to effectively implement support policies for poor students, students from difficult regions, children of policy beneficiaries, preferential loans for university, college, and vocational school students.

8. Focus on effectively implementing the Student Housing Program, Low-Income Housing Program, Industrial Zone Workers' Housing Program, Second Phase Flood Prevention Foundation Project in the Mekong Delta, and the Poor House Support Program.

9. Continue to implement measures to encourage and support enterprises employing many workers, and support unemployed workers. Guide and effectively implement unemployment insurance policies. Implement adjustments to the minimum wage in enterprises from the beginning of 2010. Strengthen management of foreign labor use; strictly handle violations in this field.

10. Promote activities sending Vietnamese workers abroad. Develop and expand the labor export market, particularly high-income and safe markets; rapidly increase the proportion of workers going abroad who have received vocational training, language instruction, and orientation education.

11. Effectively implement compensation, support, and resettlement work when land is reclaimed; provide vocational training, job creation, and industry change support, especially for farming households whose land has been reclaimed.

12. Implement exemptions and reductions in contributions for social policy beneficiaries (ethnic minorities, the poor).

13. Expand the scope of voluntary social insurance and private insurance participants. Diversify forms of social assistance and relief.

14. Strengthen state management to protect the legitimate interests of consumers. Prevent counterfeit and substandard goods in terms of quality and food safety. Strictly manage the importation and sale of plant protection chemicals. Adjust and supplement regulations on standards and hygiene and safety requirements for agricultural, forestry, and aquatic products. Promote, guide, and inspect production and business establishments of agricultural, forestry, and aquatic products to comply with relevant regulations. Vigorously carry out information dissemination and propaganda regarding the rights and responsibilities of sellers and consumers.

15. Study and supplement the support system, adjust the level of assistance for those who have rendered meritorious service, accelerate the confirmation and recognition process for those who have rendered meritorious service to implement preferential policies of the State. Study and promptly promulgate mechanisms and policies for individuals directly involved in national maritime protection tasks.

16. Plan and invest in networks of facilities for nurturing, caring for, and counseling social groups, especially chronic mental patients, orphaned children, disabled persons without support...

17. Enhance propaganda, education, and raise awareness about gender equality in society; combat domestic violence; protect and care for children.

18. Adjust drug rehabilitation policies, post-rehabilitation management, support, vocational training, job creation for former drug users; encourage rehabilitation activities linked with vocational training and job creation to reduce relapse and promote community integration.

VI. STRENGTHEN ENVIRONMENTAL PROTECTION WORK, PREVENT AND COMBAT NATURAL DISASTERS, AND RESPOND TO CLIMATE CHANGE

1. Continue to perfect the legal system on environmental protection, prioritizing the development and issuance of economic tools in environmental management, perfecting technical standards and norms on the environment.

2. Strengthen inspection, supervision, detection, and handling of violations of environmental protection laws; control operations of facilities in urban areas, densely populated areas, industrial zones, export processing zones, high-tech zones, economic zones, and key economic regions, major river basins to ensure compliance with environmental protection regulations. Organize effective solid waste management in cities and industrial zones; apply recycling technology, limit landfilling, and prevent water loss in cities.

Strengthen environmental impact assessment management and improve its quality. Environmental protection must be implemented from the stage of reviewing and approving planning, plans, and investment projects; strengthen monitoring and impose strict penalties in conjunction with strictly managing the importation of scrap materials, preventing the importation of outdated technologies and equipment that consume much energy and cause environmental pollution.

3. Increase investment and promote socialization to mobilize resources to effectively address waste disposal at hospitals, large cities, densely populated areas, and craft villages. Continue to mitigate pollution and improve the environment in river basins. Enhance the responsibility and role of central and local agencies in addressing regional environmental pollution issues. Encourage investment in natural resource and environmental protection.

4. Implement and expand models of forest planting and protection. Strengthen inspection and strictly handle violations of forest protection laws, including the consumption and processing of wood of unknown origin.

5. Increase investment in material and technical infrastructure, training, and capacity building for staff to enhance meteorological and hydrological forecasting capabilities, proactively prevent, combat, and mitigate natural disasters. Summarize and draw lessons from past disaster prevention and response efforts to develop practical, proactive, effective, and sustainable measures.

6. Urgently build and implement a comprehensive project to construct dike systems nationwide to proactively prevent typhoons, floods, and rising sea levels.

7. Immediately organize and implement the contents of the National Target Program on responding to climate change from the beginning of the year, focusing resources on vulnerable coastal areas. Study, survey, and assess the impacts of climate change to incorporate them into regional economic and social development plans. Develop a conservation program for biodiversity to minimize and adapt to global climate change.

8. Vigorously carry out propaganda work to raise public awareness and responsibility for environmental protection. Proactively promote international cooperation, particularly in the management and exploitation of rivers with related countries.

VII. EXPAND INTERNATIONAL RELATIONS, ENHANCE THE EFFECTIVENESS OF FOREIGN ACTIVITIES AND INTERNATIONAL ECONOMIC INTEGRATION, AND STRENGTHEN NATIONAL DEFENSE, SECURITY, AND SOCIAL ORDER AND SAFETY

1. Effectively implement the foreign policy of the Party and the State to create a favorable environment and conditions for the construction and defense of the country.

Actively build practical cooperation programs and proposals to deepen relations with neighboring countries, strategic partners, major powers, and traditional friends; promote cooperation with potential partners in various regions. Implement plans to seek recognition of Vietnam as a market economy by other countries; strive for progress in technical negotiations with major power partner groups.

2. Effectively implement trade agreements and accords with partners. Fully utilize the benefits enjoyed by WTO members, harmonize and unify the implementation of WTO commitments, especially service commitments, within the current legal framework, ensuring not to create difficulties for businesses and investors. Vigorously negotiate and implement regional integration commitments, especially ASEAN and ASEAN+. Review and establish timelines for implementing tax reduction commitments under signed agreements, suitable to Vietnam's conditions, while promoting domestic production.

Promote the role of the Chair of ASEAN and the Chair of the Southeast Asian Parliament Assembly (AIPA) to enhance solidarity, friendship, and cooperation between our country and ASEAN countries. Implement the Government's Action Program for ASEAN cooperation until 2015. Fulfill tasks in the field of international cooperation, integration, and foreign finance, particularly the leading role in the ASEAN financial cooperation process and ASEAN+3.

3. Continue to promote the resolution of border and territorial issues with neighboring countries, handle emerging problems well; implement agreements related to land boundary delimitation and marker placement with China; renovate boundary markers with Laos and recognize boundary delimitation and marker placement with Cambodia; actively exchange with relevant countries to promote maritime cooperation; resolutely combat any actions violating our sovereignty, sovereign rights, and national interests in the South China Sea.

4. Vigorously promote economic diplomacy towards strengthening external economic promotion activities, investment attraction, expanding export markets, labor, and tourism; urge and consolidate mechanisms for directing and implementing agreements reached between high-level leaders of our country and partners.

5. Actively and proactively integrate into the international economy; develop plans and actively participate in the Doha Round negotiations; complete the development of the Strategy for Bilateral Free Trade Agreement (FTA) negotiations by 2020; continue negotiating the Global System of Trade Preferences (GSTP) of UNCTAD.

6. Continue to implement information dissemination, propaganda, and knowledge enhancement on international economic integration and trade policies of other countries so that businesses are aware and can apply them effectively. Effectively implement the Technical Assistance Post-WTO Accession Program "Maintaining Economic Growth and Reducing Poverty through Implementation of WTO Commitments."

7. Actively implement cultural diplomacy; lobby UNESCO to recognize new historical sites and scenic spots of localities. Strengthen external information work, increase propaganda about Vietnam's situation and important political and cultural events of the year; proactively and promptly combat and refute false propaganda about Vietnam.

8. Implement well the policies of the Party and State regarding overseas Vietnamese; organize activities to unite and mobilize the overseas Vietnamese community to support the homeland; organize the World Overseas Vietnamese Congress well; implement projects "Policy and Measures to Attract Experts and Intellectuals from Overseas Vietnamese to Build the Country" and "Strengthening Vietnamese Language Teaching to Overseas Vietnamese from Now to 2020."

9. Propagate and educate to raise awareness and responsibility of the entire political system and each citizen about building a people's national defense and public security.

Monitor, evaluate, and timely assess the situation, focusing on key areas, sensitive areas, seas, and islands, proactively and effectively handle complex situations, firmly combat and prevent all hostile forces' plots and activities to protect the independence, sovereignty, unity, and territorial integrity; ensure political security and social order and safety.

Care for the living conditions of cadres and soldiers; prioritize investment in units in key areas, border regions, and sea islands.

10. Continue to implement well national programs to prevent and combat crime and social evils. Resolve citizens' complaints and denunciations well to ensure social order and safety.

Mobilize resources to develop the economy and society in combination with consolidating national defense and security in strategic and sensitive areas. Develop and implement the overall project on border defense economic zones and the project on socio-economic development in region CT229 (Revolutionary Base Area).

11. Complete the legal basis, apply comprehensive measures, and resolutely and strictly deal with timely national security threats and public disorder crimes, as well as violations of food safety laws. Implement measures to reduce traffic accidents, prevent fires and explosions, and address traffic congestion in major cities.

12. Implement well the Law on Complaints and Denunciations; focus on resolving pending cases, proactively handle newly emerging issues at the grassroots level; implement solutions to limit mass petitioning by organizations to the central government.

VIII. IMPROVE THE EFFECTIVENESS AND EFFICIENCY OF STATE MANAGEMENT; PROMOTE ADMINISTRATIVE REFORM, COMBAT CORRUPTION, PRACTICE ECONOMY, AND AVOID WASTAGE

1. Implement the construction of draft laws, ordinances, and guiding documents for laws and ordinances according to the Government's Work Program for 2010, ensuring the synchronization and timeliness in issuing legal documents.

2. Complete the overall program of administrative reform of the state for the period 2001-2010. Reduce current administrative procedures by at least 30%. Develop a national standard for administrative procedures; control the issuance and implementation of administrative procedures at all levels of government. Promote e-government and the application of information technology in the operations of state agencies.

3. Do well in planning, training, capacity building, personnel utilization, and rotation; prepare human resources and organize well the Party Congresses, thereby consolidating and improving the structure of local governments.

4. Develop and implement three pilot projects on: (i) Method for determining job positions in the civil service structure; (ii) Organizing competitive examinations for civil servants to advance grades; (iii) Policy for identifying, attracting, placing, and rewarding talented individuals in public service. Organize the summary of the cadre and civil servant training and capacity-building program for the period 2007-2010, and develop the program for the period 2011-2015.

5. Conduct evaluations, summaries, and lessons learned from the pilot program of not organizing People's Councils at the district, town, and ward levels.

6. Resolutely and comprehensively implement anti-corruption measures, focusing on preventive measures, enhancing transparency and openness. Improve the ability to detect and strictly handle corruption acts according to the law; promptly investigate and adjudicate cases causing public dissatisfaction. Protect those who expose corruption and reward those with outstanding achievements in anti-corruption efforts.

Create a strong change in thrift practices and waste prevention, linked to the movement of learning and following the moral example of President Ho Chi Minh.

7. Strengthen supervision, inspection, audit, and timely and severe handling of violations.

Specific tasks assigned to Ministries and agencies are detailed in the Appendix attached to this Resolution. Regarding progress, Ministries and agencies shall implement according to the provisions set out in the List accompanying the Report on the Review of Directive and Management for the year 2009 and the Work Program for 2010 of the Government.

Part Two.

IMPLEMENTATION

1. Based on this Resolution and the Government's Work Program for 2010, Ministries, equivalent agencies under the Government, and local People's Committees at all levels shall promptly develop and issue specific action programs of the Ministry, agency, or locality, including objectives, tasks, timeframes, and responsible units; simultaneously, vigorously, flexibly, and effectively implement government policies; regularly review the progress and results of the work program; report monthly and quarterly on the implementation situation in full and seriously as prescribed.

2. Ministers, Heads of equivalent agencies under the Government shall strictly implement Directive No. 636/CT-TTg dated May 20, 2009 on the implementation of the Law on Issuing Legal Normative Documents and measures to enforce the Law. Pay attention to improving the capacity of the machinery and cadres, accelerate the drafting and submission for issuance of detailed regulations and guidance for implementing laws and ordinances that have taken effect and those that will take effect from January 1, 2010 to complete within the first quarter of 2010. The Ministry of Justice shall lead and coordinate with the Government Office to urge, inspect the development, amendment, and supplementation of legal normative documents to ensure the stipulated schedule.

3. Carefully study the effectiveness and impact of mechanisms and policies to be issued, while paying attention to their implementation capacity, especially in difficult provinces, remote areas. Conduct summaries and evaluations of existing and ongoing mechanisms and policies to propose and build appropriate new mechanisms and policies.

4. Ministers, Heads of equivalent agencies under the Government, Chairmen of provincial and municipal People's Committees directly under the Central Government shall direct competent agencies to review and evaluate the results of implementing strategies, plans, and programs for industry and regional development up to 2010; develop strategies, plans, programs for the next phase according to requirements of reform, quality improvement, and efficiency enhancement. Focus on developing the Socio-Economic Development Strategy for 2011-2020 and the Socio-Economic Development Plan for 2011-2015; simultaneously establish a framework for monitoring and evaluating the implementation of the 2011-2015 plan.

5. Ministries, equivalent agencies under the Government, and local People's Committees at all levels shall strengthen coordination in implementation, closely cooperate with Party and State agencies, the Front, and mass organizations to achieve the set goals and tasks; raise awareness of shared responsibility while clearly defining the functions, responsibilities, and authorities of each agency, organization, and individual in handling matters. Enhance transparency and accountability in public service activities. Strengthen supervision, inspection, and evaluation of the performance of each agency and organization.

6. Ministries, functional agencies, and provincial People's Committees must proactively monitor and supervise to react appropriately, promptly, and flexibly to policy changes; organize specialized groups to study sectors and fields they are responsible for or related to socio-economic development in their regions. The Ministry of Planning and Investment shall lead the compilation of forecasts to report to the Government and leadership levels for economic management and planning, and implementation of socio-economic development plans.

7. The Government shall organize specialized meetings with localities to promptly address issues arising during the implementation of the Resolution; maintain monthly coordination meetings to review the implementation situation, propose measures to promote the implementation of the 2010 state budget and plan.

8. The Government and leaders of Ministries, agencies, and local administrations shall continue to promote forms of interaction, dialogue, and pay attention to directing the resolution of reasonable suggestions from businesses and citizens.

9. Ministers, Heads of equivalent agencies under the Government, Chairmen of provincial and municipal People's Committees directly under the Central Government shall continue to direct the effective implementation of the Regulations on Grassroots Democracy, emphasizing the supervisory role of the people over the activities of officials and state agencies. State agencies must actively provide comprehensive and timely information, while strengthening exchanges and reception of feedback from the people and businesses regarding mechanisms and policies, particularly those closely related to people's lives and business operations.

10. Ministries, agencies, and local People's Committees at all levels shall cooperate with mass media to better perform information dissemination and propaganda work, creating high consensus and comprehensive strength of the entire nation to successfully achieve the 2010 goals and tasks.

11. The Ministries, agencies, and provincial People's Committees shall review the implementation of this Resolution by their respective Ministries, agencies, and localities; report to the Prime Minister, and simultaneously send the Ministry of Planning and Investment the results of implementation and the proposed measures for government guidance and management in the following year before November 10, 2010.

12. The Ministry of Planning and Investment shall compile and evaluate the results of implementation of this Resolution by each Ministry, agency, and locality, and report to the Government at its regular meeting in December 2010.
