RESOLUTION
On the plan for economic and social development in 2010
OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM
BASED ON THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM IN 1992 AS AMENDED AND COMPLEMENTED BY RESOLUTION NO. 51/2001/QH10;
Based on reviewing the Reports of the Government, the Supreme People's Court, the Supreme People's Procuracy, the agencies of the National Assembly, relevant agencies, and the opinions of the National Assembly deputies,
RESOLUTION:
The National Assembly basically agrees with the assessment of the implementation of the plan for economic and social development in 2009, the orientation and tasks of the plan for economic and social development in 2010 with the goals, targets, tasks, and solutions presented in the Report of the Government, the Reports of the agencies of the National Assembly, and relevant agencies; while emphasizing the following points:
I. ASSESSMENT OF THE IMPLEMENTATION OF THE PLAN FOR ECONOMIC AND SOCIAL DEVELOPMENT IN 2009 ECONOMIC AND SOCIAL DEVELOPMENT IN 2009
In 2009, there were many difficulties and challenges, the financial crisis and global economic recession developed complicatedly, strongly affecting our country's economy. However, under the concentrated leadership and guidance of the Party and State, concretized by the strong, timely, and appropriate policies of the Government, the efforts and high determination of all levels, sectors, the whole people, and the business community, we have achieved the general goal set out in the Resolution of the National Assembly to prevent economic decline, avoid high inflation, maintain macroeconomic stability, achieve reasonable economic growth rates, ensure basic requirements for social security, national defense, and security; maintain political stability, social order, and safety; continue to consolidate and enhance the position and prestige of our country in the international arena. Achieving these results is a very valuable success of the entire Party, people, and army.
However, the economy of our country still faces many difficulties and challenges. The situation in the world economy remains unstable; there are also difficulties, limitations, and shortcomings within the domestic economy. These realities require us to continue to be proactive, improve the quality of forecasting work, and direct and manage in a focused and resolute manner to ensure that policies quickly take effect, exert positive impacts, and create conditions to achieve the highest possible results in terms of goals, targets, and tasks in the Plan for Economic and Social Development in 2009 according to the Resolution of the National Assembly.
II. OBJECTIVES AND KEY INDICATORS FOR 2010
1. General Objective
Strive to recover the economic growth rate to a higher level than in 2009, increase macroeconomic stability; improve the quality of growth; prevent high inflation from returning; enhance the ability to ensure social security; proactively integrate and improve the effectiveness of international economic cooperation; maintain political stability and social order and safety; meet the requirements of national defense and security; strive to achieve the highest possible levels of indicators in the Plan for Economic and Social Development for the 2006-2010 period.
Consumer price index increase below 5%.
a) Economic Indicators:
- Gross Domestic Product (GDP) to grow by about 6.5%.
Value added in the agriculture, forestry, and fisheries sector to increase by about 2.8%; industry and construction sector by about 7%; service sector by about 7.5% compared to 2009.
- Total export value to increase by more than 6% compared to 2009.
- Total investment capital for development to account for about 41% of GDP.
- Consumer Price Index to increase not more than 7%.
b) Social Indicators:
- Number of provinces achieving the standard for universal secondary education: 63 provinces.
- New university and college admissions to increase by 12%; vocational college admissions by 15%; admissions to vocational colleges and intermediate technical schools by 17%.
- Reduction in birth rate: 0.2‰.
- Create jobs for approximately 1.6 million workers, including sending 85,000 workers abroad.
- Reduce the poverty rate below 10%.
- Reduce the proportion of children under five years old suffering from malnutrition to 18%.
- Number of hospital beds per 10,000 people: 27.5 beds.
- Average floor area of urban housing per person: 13.5 m².
c) Environmental Indicators:
- Percentage of rural population using clean and hygienic water: 83%. Percentage of urban population using clean water: 84%.
- Percentage of serious environmental pollution sources treated: 70%.
- Percentage of solid waste collected in urban areas: 85%.
- Percentage of medical waste treated: 80%.
- Percentage of industrial parks and export processing zones in operation with centralized wastewater treatment systems meeting environmental standards: 45%.
- Forest coverage rate: 40%.
III. SOME MAJOR TASKS AND SOLUTIONS
1. In the context of our country increasingly integrating deeply into the global economy, affected by climate change and complex disease outbreaks, it is required that the Government organize monitoring and forecasting of domestic and international situations regularly to make timely decisions within its authority or submit proposals to competent authorities for decision-making to adapt to the situation.
2. Conduct a comprehensive and objective evaluation to build adjustment plans for the economic structure towards enhancing efficiency, competitiveness, rapid but sustainable development, clearly defining the roadmap, and promptly implementing solutions and policies in the plan.
Utilize state financial resources to form an Economic Stimulus Fund serving medium- and long-term development goals, adjusting the economic structure with appropriate timeframes and levels of support.
Article 1 ||| Exercise prudently and flexibly fiscal policy and monetary policy to contribute to restoring economic growth rate, enhancing macroeconomic stability, and ensuring the value of currency.
3 ||| Apply measures to develop and expand new export markets. Limit the export of unprocessed raw products. Strive to increase exports, strictly control the import of non-essential consumer goods to minimize the trade deficit.
4 ||| Issue specific policies and solutions to support enterprises in developing production and business operations, circulating goods; develop and effectively exploit the domestic market, encourage consumption of domestically produced products, and achieve the highest results from the campaign "Vietnamese people prioritize using Vietnamese goods."
5 ||| On the basis of medium-term and long-term investment plans, combine and ensure connectivity between investment plans and capital plans to focus on synchronized investments, increase the number of completed projects put into use, reduce the investment coefficient to enhance the efficiency of capital utilization.
Implement mechanisms to combine state investment capital with attracting other sources of capital to increase investment in agriculture and rural areas. Increase state investment in poor provinces, mountainous regions, and localities that have difficulty attracting other sources of infrastructure investment. Focus on investing in social welfare and marine economy. Concentrate on effective investment and handling of key traffic congestion points, weak embankments at risk of high erosion, and severely flooded areas.
Summarize and evaluate the effectiveness of national target programs and other key programs and projects. Implement strong decentralization for localities to have sufficient authority to integrate programs and select priority objectives in accordance with reality. At the same time, ensure regular and timely guidance and supervision by central ministries and sectors.
6 ||| Continue to innovate and restructure state-owned enterprises, accelerate the process of equitization, contributing to promoting the development of the capital market, and transitioning state-owned enterprises to operate under the Enterprise Law. Review and improve the organizational structure, rectify activities, and enhance the production and business efficiency of state-owned corporations and holding companies to focus on their main production and business tasks and fulfill other tasks assigned by the State. Remove difficulties and obstacles for enterprises, create favorable conditions for enterprises, especially small and medium-sized enterprises, to access development resources.
7 ||| Review and reasonably adjust exploration, exploitation, and processing mineral resource projects. Emphasize the responsibility of local authorities in managing mineral resources; strengthen inspections, audits, and supervision by central ministries and sectors; consider and adjust the management level of mineral resources. Seriously implement and show clear changes in actual state management according to environmental laws, and handle violations causing environmental pollution strictly.
8 ||| Vigorously implement social security policies. Pay attention to inspecting and supervising to ensure that issued policies are applied correctly to beneficiaries. Enhance the effectiveness of poverty reduction programs; implement various measures and policies to support production development to escape poverty, increase income, and improve living standards for the people. Effectively implement the Rapid and Sustainable Poverty Reduction Program for 62 Poor Districts.
9 ||| Increase state investment and mobilize social resources to rapidly develop quality human resources, prioritizing the training of high-quality human resources in state administration, business management, experts, and technical workers. Limit the shortage of labor in certain industries, trades, and fields.
Improve the quality of education and training at all levels must be given top priority, particularly higher education and vocational college training; improve curricula and teaching methods; innovate and proactively control training content. Apply comprehensive measures to fundamentally address long-standing negative issues in education and training.
Pay special attention to preventive healthcare, enhancing the ability to prevent and control diseases; issue appropriate socialized policies to develop healthcare, care for people's health, gradually reduce overloading at hospitals, especially central hospitals and specialized hospitals. Strengthen state management to establish order in pharmaceutical business operations. Apply effective measures to implement population policies, family planning, and reduce the third birth rate. Implement measures to combat malnutrition among children, focusing on particularly difficult areas, remote areas, and ethnic minority regions.
Continue to direct and review to complete administrative procedures, ensuring transparency, openness, clarity, ease of understanding, reducing procedures, consolidating units but avoiding loopholes for abuse; clearly define the awareness and responsibility of officials and civil servants in serving the people when implementing administrative procedures and assigned tasks.
11 ||| Complete and enhance the legality of legal provisions; apply comprehensive measures and resolutely and strictly deal with timely national security crimes and public disorder offenses, corruption, violations of food safety laws, causing losses and waste; implement many measures to prevent traffic accidents, work-related accidents, and fire prevention. Emphasize the responsibility of organizations and individuals with authority in resolving citizens' complaints and reports. Pay attention to propaganda and education to raise awareness and responsibility of each organization and individual to voluntarily comply with the law. Have effective measures, mechanisms, and policies clearly reflected in practice to protect, encourage, and reward those who bravely fight against waste and corruption and report crimes.
11. Completing and enhancing the legal nature of legal provisions; uniformly applying measures, resolutely and promptly dealing with crimes that endanger national security and disrupt public order, corruption offenses, violations of food safety laws, causing losses and waste; implementing multiple preventive measures against traffic accidents, workplace accidents, and fire prevention. Emphasizing the responsibility of organizations and individuals with authority in handling citizens' complaints and denunciations. Prioritizing propaganda and education to raise awareness and responsibility of each organization and individual to voluntarily comply with the law. Having effective measures, mechanisms, and policies that clearly demonstrate in practice the protection, encouragement, and reward for those who courageously struggle against waste and corruption, and report criminal activities.
12. Strengthen defense and security capabilities; enhance awareness and responsibility at all levels and sectors regarding the construction of the whole people's national defense and people's security, prioritizing key areas, sensitive areas, seas, and islands to proactively handle complex situations effectively, ensuring national security, social order, and public safety; firmly protect independence, sovereignty, and territorial integrity.
Expand and improve the effectiveness of external information dissemination work; fulfill well the role of Chair of ASEAN in 2010 and the 31st session of the ASEAN Inter-Parliamentary Assembly (AIPA) for the term 2009-2010.
IV. IMPLEMENTATION
The Government, the Supreme People's Court, and the Supreme People's Procuracy shall organize the implementation of the National Assembly's Resolution effectively according to their respective functions.
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, and National Assembly deputies shall supervise the implementation of this Resolution.
The Vietnam Fatherland Front Central Committee, member organizations of the Front, and other social organizations shall supervise and encourage all strata of the population to implement the National Assembly's Resolution well.
The National Assembly calls on compatriots and service members across the country and overseas compatriots to raise the spirit of patriotic emulation, unity, and effort, seize favorable opportunities, overcome difficulties and challenges, achieve success in the socio-economic development plan for 2010, strive to reach the highest possible level of goals and tasks set out in the five-year socio-economic development plan from 2006 to 2010, linked with major political events and important holidays in 2010, thereby laying a solid foundation for the formulation and implementation of the socio-economic development plan for 2011-2015. This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the twelfth session, sixth meeting, on November 6, 2009.
