1. Within fifteen days from the date of the decision approving the recruitment results, the head of the agency or unit with authority to recruit civil servants must send a written notification of recognition of the successful candidate's results through the postal service to the address registered by the applicant and publicly announce at the workplace and on the electronic information page of the agency or unit with authority to recruit civil servants.
2. The successful civil servant candidate must come to sign the employment contract and commence work according to Clause 1 and Clause 2, Article 19 of Decree number 29/2012/NĐ-CP. The head of the public institution has the responsibility to verify and check the diplomas and certificates of the successful candidate to ensure accuracy in accordance with the law before signing the employment contract with the successful civil servant candidate.
3. In case the public institution discovers that the successful civil servant candidate uses illegal diplomas and certificates, the head of the public institution will not execute the signing of the employment contract and send a written notice to the head of the agency or unit with authority to recruit civil servants to revoke the successful candidate's results.
4. In case the successful candidate's results are revoked or the signed contract is terminated according to Clause 3, Article 19 of Decree number 29/2012/NĐ-CP and Clause 3 of this Article, the head of the agency or unit with authority to recruit civil servants shall decide to recruit the person with the next lowest recruitment result at that position, if that person meets all conditions stipulated in Clause 1, Article 10 of Decree number 29/2012/NĐ-CP (in the case of organizing a civil servant recruitment examination) or stipulated in Point a, Clause 1, Article 13 of Decree number 29/2012/NĐ-CP (in the case of organizing a civil servant recruitment review).
In case there are two or more persons with the next lowest recruitment results being equal, the head of the agency or unit with authority to recruit civil servants shall decide the successful candidate according to Clause 2, Article 10 of Decree number 29/2012/NĐ-CP (in the case of organizing a civil servant recruitment examination) or according to Clause 2 and Clause 3, Article 13 of Decree number 29/2012/NĐ-CP (in the case of organizing a civil servant recruitment review).
This Circular takes effect from October 15, 2015.
