CIRCULAR
Repeal certain regulatory legal documents issued by the Governor
of the State Bank of Vietnam, jointly issued
Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;
On the basis of Law issuing regulatory legal documents dated 22 June 2015;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some articles and implementing mechanisms for the Law on Issuing Regulatory Legal Documents;
Pursuant to Decree No. 16/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;
Upon the proposal of the Head of the Legal Department;
After reaching consensus with the Minister of Finance, the Minister of Industry and Trade, the Minister of Transport, the Minister of Agriculture and Rural Development, the Minister of Health, the Governor of the State Bank of Vietnam issues this Circular to abolish certain regulatory legal documents issued by the Governor of the State Bank of Vietnam, and jointly issued documents.
Article 1. Repeal of legal regulatory acts
Repeal all regulatory legal documents issued by the Governor of the State Bank of Vietnam, jointly issued as follows:
1. Decision No. 181/QD-NH dated October 10, 1991 promulgating the Rules on organization and technical procedures for inter-bank settlement operations.
2. Decision No. 394/1997/QD-NHNN1 dated November 28, 1997 on providing loans in designated tranches to state-owned commercial banks to mitigate the aftermath of Typhoon No. 5.
3. Decision No. 218/1998/QD-NHNN1 dated July 1, 1998 on assigning tasks to the Vietnam Commercial Joint Stock Bank to manage and provide loans from the Training Credit Fund.
4. Decision No. 134/2000/QD-NHNN2 dated April 18, 2000 promulgating the Technical Procedures for Electronic Funds Transfer Operations within the State Bank System.
5. Decision No. 1234/2001/QD-NHNN dated September 26, 2001 promulgating the Loan Regulations applicable to students and trainees at universities, colleges, vocational high schools, and vocational training institutions.

Article 2. Effective Date

The Head of the Legal Department, Heads of units under the State Bank of Vietnam, Chairmen of Management Boards, Chairmen of Board of Members, General Directors (Directors) of credit organizations, General Directors (Directors) of foreign bank branches, and related agencies and organizations are responsible for implementing this Circular./.
