CIRCULAR

Repeals some regulatory legal documents within the purview

of the Minister of Culture, Sports and Tourism

Based on the Law on Enactment of Legislative Acts dated June 22, 2015;

Decree No. Decision No. 34/2016/NĐ-CPDecember 31, 2020 Government Decree amending and supplementing some articles of the Government Decree No.

Pursuant to Government Decree No. 79/2017/NĐ-CP dated July 17, 2017, on functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director of the Legal Department;

to repealcertain regulatory legal documents within the purview of the Minister of Culturesome regulatory legal documents within the purview of the Minister of Culture, Sports and Tourism.

Article 1. Repeal the entire content of some regulatory legal documents within the purview of the Minister of Culture, Sports and Tourism

1. Circular No. 05/2000/TT-BXD dated June 27, 2000 of the Minister of Construction guiding the implementation of support for people participating in revolutionary activities before the August Revolution of 1945 to improve housing pursuant to Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister.

1. Joint Circular No. 18-VHTT-GDĐT/TTLB dated March 15, 1994 of the Ministry of Culture, Sports and Tourism and the Ministry of Education and Training on coordinating to promote cultural, artistic, and information activities in schools.

2. Decision No. 05/2000/QĐ-BVHTT dated April 12, 2000 of the Head of the Steering Committee for the All-People Solidarity Cultural Life Movement on issuing the Implementation Plan for the All-People Solidarity Cultural Life Movement.

3. Decision No. 30/2002/QĐ-BVHTT dated December 9, 2002 of the Minister of Culture, Sports and Tourism promulgating the Regulations on funeral practices in agencies and units under the Ministry of Culture, Sports and Tourism.

4. Decision No. 04/2005/QĐ-BVHTT dated January 31, 2005 of the Minister of Culture, Sports and Tourism promulgating the "Standard for Material and Labor Costs for Visual Propaganda Work in the Culture and Information Sector".

5. Circular No. 54/2006/TT-BVHTT dated May 24, 2006 of the Minister of Culture, Sports and Tourism guiding the planning of karaoke restaurants and dance clubs.

6. Decision No. 66/2006/QĐ-BVHTT dated August 8, 2006 of the Minister of Culture, Sports and Tourism on the organizational structure of the Management Board of the Ethnic Village Culture and Tourism Site.

7. Circular No. 12/2011/TT-BVHTTDL dated October 10, 2011 of the Minister of Culture, Sports and Tourism detailing standards, procedures, formalities, and files for recognizing the titles "Cultural Family," "Cultural Village," "Cultural Commune," "Cultural Hamlet," "Cultural Village Group," and equivalents.

8. Joint Circular No. 02/2012/TTLT-BVHTTDL-BTC dated March 7, 2012 of the Ministry of Culture, Sports and Tourism and the Ministry of Finance guiding the management and use of state budget funds for creative literary and artistic works and projects at the central level and local literary and artistic associations during the period 2011-2015.

9. Circular No. 15/2015/TT-BVHTTDL dated December 22, 2015 of the Minister of Culture, Sports and Tourism on organizing festivals.

Article 2. Repeal part of the content of some regulatory legal documents within the purview of the Minister of Culture, Sports and Tourism

Repeal part of the content of the following regulatory legal documents:

1. Part II of Circular No. 05/2007/TT-UBTDTT dated July 20, 2007 of the State Sports Committee guiding the implementation of certain provisions of Decree No. 112/2007/NĐ-CP dated June 26, 2007 of the Government detailing and guiding the implementation of certain articles of the Law on Physical Education and Sports.

2. Article 8 of Circular No. 04/2011/TT-BVHTTDL dated January 21, 2011 of the Minister of Culture, Sports and Tourism on implementing civilized practices in weddings, funerals, and festivals.

3. Clause 3 and Clause 4 of Article 1 of Circular No. 08/2011/TT-BVHTTDL dated June 29, 2011 of the Ministry of Culture, Sports and Tourism amending and supplementing certain provisions of Circular No. 05/2007/TT-BVHTTDL dated July 20, 2007 of the State Sports Committee guiding the implementation of certain provisions of Decree No. 112/2007/NĐ-CP dated June 26, 2007 of the Government detailing and guiding the implementation of certain articles of the Law on Physical Education and Sports.

Article 3. Effectiveness

This Circular shall take effect from September 1, 2019.

Article 4. Responsibilities for Implementation

Heads of departments and units under the Ministry; Directors of Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports, Provincial Tourism Departments, heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
