Abolishing certain regulatory legal documents issued by the Government

||| Pursuant to the Law on Organization of the Government dated June 19, 2015;

Based on the Law on Enactment of Legislative Acts dated June 22, 2015;

At the proposal of the Minister of Justice;

The Government issues this Decree to abolish certain regulatory legal documents issued by the Government.

This Circular takes effect from January 25, 2026.

1. Circular No. 05/2000/TT-BXD dated June 27, 2000 of the Minister of Construction guiding the implementation of support for people participating in revolutionary activities before the August Revolution of 1945 to improve housing pursuant to Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister.

1. Decree No. 12-CP dated December 1, 1992 of the Government promulgating the Regulations on managing delegations going abroad and foreign delegations coming to Vietnam.

2. Decree No. 183-CP dated November 18, 1994 of the Government detailing the implementation of the Ordinance on Agencies Representing the Socialist Republic of Vietnam Abroad.

3. Decree No. 81-CP dated November 23, 1995 of the Government detailing and guiding the implementation of certain provisions of the Labor Code concerning disabled workers.

4. Decree No. 06-CP dated January 21, 1997 of the Government on the settlement of salaries and allowances for 1997 for civil servants, administrative and public service officials, retirees, those who have lost their ability to work; military forces; village, ward, and commune cadres and some social policy beneficiaries.

5. Decree No. 34/1999/NĐ-CP dated May 12, 1999 of the Government on the issuance of national bonds for building the country in 1999.

6. Decree No. 09/2001/NĐ-CP dated March 2, 2001 of the Government amending Article 21 of Decree No. 05-CP dated January 20, 1995 of the Government detailing the implementation of the Ordinance on Income Tax for High-Income Individuals.

7. Decree No. 20/2001/NĐ-CP dated May 17, 2001 of the Government stipulating standards, procedures for appointing and relieving professors and associate professors.

8. Decree No. 21/2001/NĐ-CP dated May 28, 2001 of the Government detailing the implementation of the Ordinance on Entry, Exit, and Residence of Foreigners in Vietnam.

9. Decree No. 74/2001/NĐ-CP dated October 19, 2001 of the Government amending and supplementing Article 14 of Decree No. 183-CP dated November 18, 1994 of the Government detailing the implementation of the Ordinance on Agencies Representing the Socialist Republic of Vietnam Abroad.

10. Decree No. 28/2003/NĐ-CP dated March 31, 2003 of the Government on the issuance of national bonds for building the country in 2003 - Educational Bonds.

11. Decree No. 90/2003/NĐ-CP dated August 12, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the State Securities Commission.

33. Decree No. 62/2011/NĐ-CP dated July 26, 2011 of the Government on establishing cities within provinces, districts, wards, and towns.

34. Decree No. 65/2011/NĐ-CP dated July 29, 2011 of the Government piloting salary management for the Parent Company - Military Post and Telecommunications Group during the period 2011-2013.

35. Decree No. 204/2013/ND-CP dated December 5, 2013 of the Government detailing and guiding the implementation of the Resolution of the National Assembly on certain solutions for the State budget in 2013 and 2014.

36. Decree No. 74/2014/ND-CP dated July 23, 2014 of the Government amending and supplementing some articles of Decree No. 65/2011/ND-CP dated July 29, 2011 of the Government on piloting the management of salaries for the Parent Company - Military Telecommunications Group.

37. Decision No. 64B/HĐBT dated September 12, 1981 of the Council of Ministers on adjusting administrative boundaries for communes and districts with unreasonable boundaries.

38. Decision No. 134-HĐBT dated April 20, 1992 of the Council of Ministers on issuing Treasury bills for constructing the North-South 500 KV power transmission line.

39. Resolution No. 06/2004/NQ-CP dated May 19, 2004 of the Government on certain measures to develop a healthy real estate market.

40. Resolution No. 15/2005/NQ-CP dated November 4, 2005 of the Government on urgent measures to prevent and control avian influenza (H5N1) and human influenza (H5N1).

Article 2. Repealing part of legal normative documents

Repealing part of the following legislative regulatory documents:

1. Article 2 of Decree No. 79/2011/ND-CP dated September 5, 2011 of the Government amending and supplementing some articles of Decree No. 36/2008/ND-CP dated March 28, 2008 of the Government on unmanned aircraft and ultra-light flying vehicles management and Decree No. 58/2010/ND-CP dated June 1, 2010 of the Government detailing and guiding the implementation of certain provisions of the Law on Militia and Self-defense.

2. Article 10 of Decree No. 136/2018/ND-CP dated October 5, 2018 of the Government amending some articles of related decrees concerning investment conditions in the natural resources and environment sector.

Article 3. Implementation Provisions

1. This Decree takes effect from January 3, 2020.

2. The ministers, heads of ministerial-level agencies, heads of agencies under the Government, and chairpersons of provincial people's committees directly under the central government are responsible for implementing this Decree./.
