CIRCULAR

Abolishing certain regulatory legal documents
within the purview of the Minister of Public Security

Pursuant to Law on Legislative Regulatory Documents No. 64/2025/QH15 amended and supplemented by Law No. 87/2025/QH15;

Pursuant to Decree No. 78/2025/NĐ-CP detailing certain provisions and measures for organizing and guiding the implementation of the Law on Legislative Regulatory Documents amended and supplemented by Decree No. 187/2025/NĐ-CP;

Pursuant to Decree No. 79/2025/NĐ-CP on inspection, review, systematization, and handling of regulatory legal documents amended and supplemented by Decree No. 187/2025/NĐ-CP;

Pursuant to Decree No. 02/2025/NĐ-CP stipulating functions, tasks, powers, and organizational structure of the Ministry of Public Security amended and supplemented by Decree No. 11/2025/NĐ-CP;

At the proposal of the Director of the Department of Legal Affairs and Administrative Reform and Judicial Affairs;

The Minister of Public Security issues this Circular abolishing certain regulatory legal documents within the purview of the Minister of Public Security.

Article 1. Abolish all regulatory legal documents issued jointly by the Minister of Public Security

Abolish all the following regulatory legal documents issued jointly by the Minister of Public Security:

1. Joint Circular No. 11/TTLB-NV-NG dated December 22, 1988 of the Ministry of Home Affairs and the Ministry of Foreign Affairs guiding procedures for reviewing personnel and issuing visas for foreigners entering Vietnam.

2. Joint Circular No. 870/TTLB-NV-TT dated December 7, 1989 of the Ministry of Home Affairs and the Ministry of Information on strengthening coordination in propaganda and mobilizing the masses for fire prevention and firefighting.

3. Joint Circular No. 09/TTLB-NV-NG dated April 7, 1990 of the Ministry of Home Affairs and the Ministry of Foreign Affairs regarding issuance of documents for Vietnamese citizens traveling to Cambodia under the Agreement on the Border Regime between Vietnam and Cambodia.

4. Joint Circular No. 203/TTLB-NV-YT dated July 16, 1992 of the Ministry of Home Affairs and the Ministry of Health regulating the relationship of guidance and organization of health care work in the People's Public Security sector.

5. Joint Circular No. 05/TTLB-NV-TM dated October 1, 1993 of the Ministry of Home Affairs and the Ministry of Trade guiding the implementation of Government Decree No. 10/CP dated February 17, 1993 on regulations and protection of oil storage facilities.

6. Joint Circular No. 11/TTLB dated December 20, 1993 of the Ministry of Home Affairs, the Ministry of National Defense, the Ministry of Finance, the Ministry of Education and Training, and the Ministry of Labor, War Invalids and Social Affairs guiding education on laws, civic education, cultural education, vocational training, and recreational activities for prisoners.

7. Joint Circular No. 10/TTLB dated October 13, 1993 of the Ministry of Home Affairs and the General Department of Sports and Physical Training on sports work in the People's Public Security force in the coming years.

8. Joint Circular No. 19/TTLB-LĐTBXH-NV dated August 2, 1995 of the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs guiding the implementation of management allowance systems in detention centers.

9. Joint Circular No. 02/TTLB-YT-NV dated January 28, 1995 of the Ministry of Health and the Ministry of Home Affairs guiding medical examination and treatment for officers, non-commissioned officers, soldiers, and civil servants of the People's Public Security at civilian medical facilities.

10. Joint Circular No. 03/2005/TTLT-BCA-BTC-BLĐTBXH-BQP dated June 6, 2005 of the Ministry of Public Security, the Ministry of Finance, the Ministry of Labor, War Invalids and Social Affairs, and the Ministry of National Defense guiding the implementation of certain points of Government Decree No. 103/2002/NĐ-CP dated December 17, 2002 on compensation and assistance for individuals, families, agencies, and organizations participating in drug prevention and control suffering losses to life, health, and property.

11. Joint Circular No. 01/2006/TTLT-BCA-BBCVT dated May 5, 2006 of the Ministry of Public Security and the Ministry of Posts and Telecommunications guiding the opening and inspection of mail, parcels, packages, consignments, and goods sent through public postal networks and delivery services to detect drug-related crimes.

12. Joint Circular No. 02/2007/TTLT-BCA-BLĐTBXH-BTC dated March 1, 2007 of the Ministry of Public Security, the Ministry of Labor, War Invalids and Social Affairs, and the Ministry of Finance guiding the implementation of Government Decree No. 38/2006/NĐ-CP dated April 17, 2006 on Neighborhood Watch.

13. Joint Circular No. 01/2010/TTLT-BCA-BGTVT dated March 3, 2010 of the Ministry of Public Security and the Ministry of Transport prescribing cooperation in providing registration and inspection data for motor vehicles, traffic accident data, and issuance, replacement, revocation, and suspension of driving licenses and certificates of traffic law knowledge.

14. Joint Circular No. 14/2013/TTLT-BCA-BTC dated December 30, 2013 of the Ministry of Public Security and the Ministry of Finance guiding the implementation of Government Decree No. 87/2013/NĐ-CP dated July 30, 2013 on policies for families and relatives of non-commissioned officers and soldiers serving on fixed-term contracts in the People's Public Security.

Article 2. Abolish all regulatory legal documents within the purview of the Minister of Public Security

Abolish all the following regulatory legal documents within the purview of the Minister of Public Security:

1. Circular No. 11/2006/TT-BLĐTBXH dated September 12, 2006 of the Minister of Labor, War Invalids and Social Affairs guiding the classification of facilities managing drug addicts, prostitutes, and former drug addicts.

2. Circular No. 05/2011/TT-BLĐTBXH dated March 23, 2011 of the Minister of Labor, War Invalids and Social Affairs promulgating statistical forms on drug rehabilitation and post-rehabilitation management according to Decision No. 127/2009/QĐ-TTg dated October 26, 2009 of the Prime Minister on reporting and statistical systems for drug prevention and control.

3. Circular No. 25/2018/TT-BLĐTBXH dated December 10, 2018 of the Minister of Labor, War Invalids and Social Affairs guiding the functions, tasks, organizational structure, job positions, and staffing levels of state-run drug rehabilitation facilities.

4. Circular No. 13/2024/TT-BTP dated November 25, 2024 of the Minister of Justice stipulating code numbers and standards for judicial record career titles.

5. Circular No. 14/2024/TT-BTP dated November 25, 2024 of the Minister of Justice stipulating criteria and conditions for promotion of judicial record career titles.

Article 3. Implementation

1. This Circular takes effect from January 12, 2026.

2. The Director of the Department of Legal Affairs and Administrative Reform and Judicial Affairs, heads of units under the Ministry, Provincial Police Chiefs, and related agencies, organizations, and individuals are responsible for implementing this Circular./.
