CIRCULAR

Regulations on Statistical Reporting System for the Construction Industry

BASED ON THE STATISTICAL LAW dated November 23, 2015;

BASED ON DECREE NO. 94/2016/ND-CP dated July 1, 2016 of the Government detailing and guiding the implementation of some articles of the Statistical Law;

Pursuant to Decree No. 97/2016/NĐ-CP dated July 1, 2016 of the Government stipulating the contents and indicators of the National Statistical Indicator System;

WHEREAS, Decree No. 81/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

Pursuant to Decree No. 85/2017/NĐ-CP dated July 19, 2017 of the Government stipulating the organizational structure, tasks, and powers of the centralized statistical system and sectoral and ministerial-level statistical systems;

Pursuant to Circular No. 06/2018/TT-BXD dated August 8, 2018 of the Minister of Construction promulgating the Statistical Indicator System for the Construction Industry;

At the proposal of the Director of the Planning Department -Article 3. Method of submitting reports by credit rating service enterprises

The Minister of Construction issues this Circular regulating the statistical reporting system for the Construction Industry.

Article 1. Scope of Regulation and Applicability

Article 1. This Circular regulates the statistical reporting system for the Construction Industry.

Article 2. This Circular applies to Construction Departments, Urban Planning and Architecture Departments of provinces and centrally governed cities, and organizations and individuals related to the work of collecting, compiling, and reporting statistics for the Construction Industry.

Article 2. Contents of the Reporting System

The statistical reporting system for the Construction Industry includes:

1. Statistical reporting forms (Annex I).

2. Explanations of the statistical reporting forms (Annex II).

3. Construction Departments and Urban Planning and Architecture Departments of provinces and centrally governed cities are the units submitting reports.

4. The Ministry of Construction is the agency receiving reports.

5. Symbols of forms:

a) Form No. 01/BCĐP: Total number of new construction projects initiated within the jurisdiction.

b) Form No. 02/BCĐP: Total number of construction permits issued and the number of construction projects violating regulations on construction order within the jurisdiction.

c) Form No. 03/BCĐP: Total number of incidents involving construction projects.

d) Form No. 04/BCĐP: Total number of projects approved for acceptance and put into use.

đ) Form No. 05/BCĐP: Work accidents and technical incidents causing labor safety hazards during construction.

e) Form No. 06/BCĐP: Quantity and population of urban areas.

g) Form No. 07/BCĐP: Urban planning, urban planning, urban architectural management regulations, and individual urban design.

h) Form No. 08/BCĐP: Area of urban land.

i) Form No. 09/BCĐP: Urban development investment projects.

k) Form No. 10/BCĐP: Status of urban technical infrastructure.

l) Form No. 11/BCĐP: Number and area of existing and utilized residential houses.

m) Form No. 12/BCĐP: Administrative office buildings.

n) Form No. 13/BCĐP: Major building materials products.

6. The period for statistical reporting is specified in the statistical reporting forms, with the reporting period calculated according to the Gregorian calendar, including:

a) Six-month statistical report starting from January 1st until the last day of June of the reporting period.

b) Annual statistical report starting from January 1st until the last day of December of the reporting period.

7. The deadline for reporting is recorded in the upper left corner of the statistical form.

8. Submission of statistical reports shall be made in written form with the signature and seal of the head of the unit, and through the electronic reporting system.

Article 3. Implementation Organization

Article 3. The Ministry of Construction shall guide and inspect the implementation of the statistical reporting system for the Construction Industry by Construction Departments and Urban Planning and Architecture Departments of provinces and centrally governed cities.

Article 4. Provincial People's Committees of provinces and centrally governed cities shall be responsible for directing the organization to collect, compile, and implement the statistical reporting system for the Construction Industry.

Article 5. The Construction Department is the central agency at the local level responsible for collecting, compiling the statistical reporting system for the Construction Industry and regularly reporting to the Ministry of Construction. The Urban Planning and Architecture Department of Hanoi City and Ho Chi Minh City shall provide information and data to the Construction Department for compilation and directly report to the Ministry of Construction.

Article 4. Effective date

This Circular takes effect from September 25, 2018, and replaces Circular No. 06/2012/TT-BXD dated October 10, 2012 of the Minister of Construction stipulating the statistical reporting system for the Construction Industry.
