 Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015;

On the basis of The Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated June 18, 2020;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;

On the basis of Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain provisions of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;

Pursuant to Decree No. 59/2024/NĐ-CP dated May 25, 2024 of the Government amending and supplementing certain provisions of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents which has been amended and supplemented certain provisions according to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government;

Pursuant to Decree No. 52/2022/NĐ-CP dated August 8, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

At the proposal of the Director of the Legal Department and the Heads of relevant units under the Ministry;The Minister of Construction issues this Circular to repeal certain legislative regulatory documents issued by the Minister of Construction or jointly issued.

Article 1. Repeal all legislative regulatory documents

 Repeal all legislative regulatory documents as follows:

1. Circular No. 05/2000/TT-BXD dated June 27, 2000 of the Minister of Construction guiding the implementation of support for people participating in revolutionary activities before the August Revolution of 1945 to improve housing pursuant to Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister.

2. Circular No. 17/2000/TT-BXD dated December 29, 2000 of the Minister of Construction guiding the classification of materials included in direct costs in construction project budgets.

3. Circular No. 04/2001/TT-BXD dated August 20, 2001 of the Minister of Construction guiding the additional support for people participating in revolutionary activities from December 31, 1994 to improve housing pursuant to Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of

the Prime Minister regarding support for people with meritorious service in the revolution for housing. 9. 10. Circular No. 19/2014/TT-BXD dated December 10, 2014 of the Minister of Construction amending and supplementing certain provisions of Circular No. 20/2010/TT-BXD dated October 27, 2010 of the Minister of Construction guiding the pilot establishment and publication of some indices evaluating the real estate market.

11. Circular No. 06/2017/TT-BXD dated April 25, 2017 of the Minister of Construction guiding specialized construction testing activities.

12. Circular No. 13/2017/TT-BXD dated December 8, 2017 of the Minister of Construction stipulating the use of non-fired building materials in construction projects.

13. Circular No. 10/2018/TT-BXD dated December 26, 2018 of the Minister of Construction amending and supplementing certain provisions of Circular No. 10/2015/TT-BXD dated December 30, 2015 stipulating the training and professional knowledge enhancement for managing and operating apartment buildings and Circular No. 28/2016/TT-BXD dated December 15, 2016 amending and supplementing certain provisions of Circular No. 10/2015/TT-BXD dated December 30, 2015 stipulating the training and professional knowledge enhancement for managing and operating apartment buildings, Circular No. 11/2015/TT-BXD dated December 30, 2015 stipulating the issuance of certificates for real estate brokerage practice; guiding the training and professional knowledge enhancement for real estate brokerage practice and property transaction floor management; the establishment and operation of property transaction floors and certain provisions of the Regulation on the Management and Use of Apartment Buildings issued together with Circular No. 02/2016/TT-BXD dated February 15, 2016 of the Minister of Construction.

14. Circular No. 13/2019/TT-BXD dated December 26, 2019 of the Minister of Construction stipulating the management of investment construction costs for construction projects under the National Target Program on Sustainable Poverty Reduction and the National Target Program on New Rural Development.

Repeal the provision on the method of determining and managing the cost of collecting and transporting household solid waste at item 1 Clause 1 Article 1, item 1 Table of General Management Cost Rate at Clause 2 Article 5 of Circular No. 14/2017/TT-BXD dated December 28, 2017 of the Minister of Construction guiding the determination and management of costs for urban public services.

Article 2. Repealing part of legal normative documents

This Circular takes effect from October 15, 2024.

Article 3. Implementation Provisions

2. The Director of the Legal Department, the Heads of units under the Ministry of Construction and related agencies, organizations, and individuals shall be responsible for implementing this Circular./.
