Guidelines for implementing Decision No. 167/2008/QĐ-TTg dated December 12, 2008 of the Prime Minister on policies to support poor households with housing

Pursuant to the Law on State Budget dated December 16, 2002;

Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003, promulgated by the Government detailing and guiding the implementation of the Law on State Budget;

Based on Decision No. 170/2005/QĐ-TTg dated July 8, 2005 of the Prime Minister on establishing poverty standards applicable for the period 2006-2010;

Based on Decision No. 167/2008/QĐ-TTg dated December 12, 2008 of the Prime Minister on policies to support poor households with housing (referred to as Decision No. 167/2008/QĐ-TTg);

Jointly, the Ministries and sectors: Construction, Finance, Planning and Investment, Agriculture and Rural Development, State Bank of Vietnam guide the implementation of policies to support poor households with housing as follows.

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

b) In cases where funds from organizations and individuals within and outside Vietnam are used for victim support work and victim support benefits, such activities shall be carried out in accordance with the regulations of the Ministry of Finance and the donor; in cases where there is no agreement between the donor or their authorized representative and the Ministry of Finance regarding the expenditure level, the expenditure level prescribed in this Circular shall apply.

The policy to support poor households with housing shall be applied in rural areas not included in urban zones (such as wards and towns in special-class, class I, class II, class III, class IV, and class V cities as defined in Decree No. 72/2001/NĐ-CP dated October 5, 2001 of the Government).

2. Objectives of support:

To help poor households have stable, safe housing, gradually improve their living standards, and contribute effectively to the implementation of the National Target Program to reduce poverty as stipulated in Decision No. 20/2007/QĐ-TTg dated February 5, 2007 of the Prime Minister.

Strive to complete the provision of housing support for poor households in poor districts according to Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government on the Program to rapidly and sustainably reduce poverty in poor districts (referred to as Resolution No. 30a/2008/NQ-CP) and poor households that are ethnic minorities and Khmer people in the Southwest region by the end of the first quarter of 2010. Complete the implementation of the housing support policy for poor households as prescribed in Decision No. 167/2008/QĐ-TTg by the end of 2012.

3. Principles of support:

3.1. Direct support to households to build housing in accordance with the specified target groups, ensuring the area and quality of housing as stipulated in Decision No. 167/2008/QĐ-TTg;

3.2. Transparency, avoiding waste, and ensuring fair and reasonable allocation of support resources;

3.3. Combining and integrating other central and local investment and support programs to enhance the effectiveness of the policy;

3.4. Implementing the principle: State support, community assistance, and household participation in contributing to building housing;

3.5. Only provide housing support to households that already have land for housing. For households that do not have land for housing or have land but it is located in areas frequently affected by natural disasters, landslides, and are unsafe, the People's Committees at all levels shall allocate land for housing (in accordance with planning) before implementing housing support.

II. IMPLEMENTATION PROCEDURES

1. Identifying beneficiaries of housing support

1.1. Households eligible for housing support under Decision No. 167/2008/QĐ-TTg must meet the following conditions:

a) They are poor households (according to the poverty standard established in Decision No. 170/2005/QĐ-TTg dated July 8, 2005 of the Prime Minister for the period 2006-2010), residing in the locality, and listed in the poor household registry managed by the People's Committee of the commune at the time when Decision No. 167/2008/QĐ-TTg comes into effect;

b) Households without housing or with housing that is extremely temporary, dilapidated, leaking, at risk of collapse, and unable to improve their housing conditions themselves;

c) Households not eligible for housing support under the following policies:

- Decision No. 134/2004/QĐ-TTg dated July 20, 2004 of the Prime Minister on certain policies to support production land, residential land, housing, and drinking water for poor ethnic minority households with difficult living conditions (hereinafter referred to as Decision No. 134/2004/QĐ-TTg). These subjects will benefit from housing support policies as stipulated in Point 1.4, Clause 1, Section II of this Circular;

- Decision No. 118/TTg dated February 27, 1996 of the Prime Minister on supporting those who have made contributions to the revolution to improve their housing;

- Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister on supporting those who were active in the revolutionary movement before the August Revolution of 1945 to improve their housing;

- Decision No. 117/2007/QĐ-TTg dated July 25, 2007 of the Prime Minister on amending and supplementing some provisions of Decision No. 118/TTg dated February 27, 1996 of the Prime Minister on supporting those who have made contributions to the revolution to improve their housing and Article 3 of Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister on supporting those who were active in the revolutionary movement before the August Revolution of 1945 to improve their housing;

- Decision No. 78/2008/QĐ-TTg dated June 10, 2008 of the Prime Minister on certain policies to implement the Program to relocate residents as stipulated in Decision No. 193/2006/QĐ-TTg dated August 24, 2006 of the Prime Minister;

- Decision No. 105/2002/QĐ-TTg dated August 2, 2002 of the Prime Minister on policies for households in flood-prone areas to purchase homes and land plots in residential clusters in the Mekong Delta;

- Decision No. 204/2005/QĐ-TTg dated August 15, 2005 of the Prime Minister on adjusting and supplementing the target group and loan mechanism for housing construction under the Program to build residential clusters and houses in flood-prone areas in the Mekong Delta;

- Decision No. 1151/QĐ-TTg dated August 26, 2008 of the Prime Minister approving additional investment projects (Phase 2) under the Program to build residential clusters and houses in flood-prone areas in the Mekong Delta;

- Other housing support policies applicable to specific regions and target groups such as housing support policies for Pa Co and Van Kieu ethnic minority households in Quang Tri province, housing support policies for ethnic minority groups with very small populations, etc...

1.2. Poor households that have been supported to build housing under the above policies but whose housing has collapsed due to natural disasters and are unable to repair or rebuild, confirmed by the People's Committee of the commune, shall be included in the target group eligible for housing support under Decision No. 167/2008/QĐ-TTg.

1.3. For households living in poverty who have difficulty with housing and have borrowed money from the Social Policy Bank or other credit organizations to build their own houses before Decision No. 167/2008/QĐ-TTg took effect, and who have not yet fully repaid their debts, if they submit an application for housing support (in accordance with Form 1 attached to this Circular) confirmed by the village and the People's Committee at the commune level, they will be supported from the state budget to repay their debts. The maximum amount of support is VND 8,400,000 per household for areas designated as difficult regions under Decision No. 30/2007/QĐ-TTg dated March 5, 2007 of the Prime Minister on the list of administrative units belonging to difficult regions (hereinafter referred to as Decision No. 30/2007/QĐ-TTg) and VND 7,200,000 per household for other regions.

1.4. For households of ethnic minority people living in poverty that were included in the list of those to be supported with housing under Decision No. 134/2004/QĐ-TTg but had not received housing support by the time Decision No. 167/2008/QĐ-TTg took effect, they shall enjoy the policy of housing support for poor households as stipulated in Decision No. 167/2008/QĐ-TTg. The source of funds for supporting these groups shall be used from the capital allocated for implementing the housing support policy under Decision No. 134/2004/QĐ-TTg.

1.5. Priority ranking

a) Households with meritorious service to the revolution (households currently enjoying preferential treatment according to the Ordinance on Preferential Treatment for Persons with Meritorious Service to the Revolution);

b) Ethnic minority households (households where either the husband or wife is an ethnic minority are also considered ethnic minority households); poor households with housing difficulties in poor districts as defined in Resolution No. 30a/2008/NQ-CP;

c) Households in areas frequently affected by natural disasters (areas prone to riverbank erosion, coastal erosion, landslides; areas prone to flash floods in mountainous regions...) who already have land for housing or have been allocated land for housing by local authorities in accordance with planning regulations for building houses;

d) Households in difficult circumstances (elderly, single, disabled);

đ) Households in difficult regions (as defined in Decision No. 30/2007/QĐ-TTg);

e) Other households.

1.6. For households with the same level of priority, the support will be provided in the following order:

a) Households without housing (households without separate housing, currently living with parents or staying in others' houses, renting houses - except cases where the rented house belongs to state ownership);

b) Households with many members and dilapidated housing (constructed with cheap materials of low quality...) at risk of collapse and unsafe for use;

c) Households with dilapidated housing (constructed with cheap materials of low quality...) at risk of collapse and unsafe for use.

2. Reviewing and approving the list of poor households to be supported with housing

2.1. Villages, hamlets, ấp, bản, buôn, phum, sóc... (collectively referred to as villages) organize reviews of lists of poor households requesting housing support. The village head organizes meetings to inform the policy of housing support for poor households to residents; review the list of poor households requesting housing support based on the list of poor households (according to Decision No. 170/2005/QĐ-TTg) managed by the Commune People's Committee. The meeting must include representatives of at least 60% of households in the village and participation of representatives from the commune-level government, the commune-level Poverty Reduction Board, the representative of the Vietnam Fatherland Front at the commune level, and the village head (with minutes of the meeting). The list of poor households requesting housing support from the village is arranged in descending order of priority; it is made public in the village. Villages guide households in the reviewed list to fill out applications for housing support (in accordance with Form 1 attached to this Circular).

2.2. The People's Committee at the commune level is responsible for reviewing and compiling the needs of villages (lists, number of households, construction costs) and sending them to the People's Committee at the district level for consolidation and approval of the list of poor households with housing difficulties to report to the Provincial People's Committee as the basis for developing and approving the provincial plan for housing support for poor households and preparing the budget estimate according to the sources of funding for implementation.

3. Methods of constructing housing

3.1. Model and quality of housing:

a) The People's Committee at the provincial level directs relevant agencies to research and design a minimum of three typical housing models ensuring suitability with the customs and traditions of each locality to disseminate and introduce to households for reference and application, accompanied by cost estimates and projections of main materials with a minimum quality guarantee of three hard components: solid foundation, solid frame, and solid roof, and ensuring a minimum usable area of 24 square meters and a lifespan of at least 10 years. Housing for households must ensure environmental hygiene, stability, adequate coverage, protection from adverse weather conditions.

b) Households may use typical design models or refer to traditional and common housing models in the locality to select appropriate scale and form of housing suitable for specific circumstances of each household.

3.2. Organization of housing construction:

a) Poor households listed for housing support must submit an application for housing support (in accordance with Form 1 attached to this Circular), proposing the selection of a housing model and construction method (self-construction or seeking assistance from organizations and associations to construct);

b) The People's Committee at the commune level, the commune-level Poverty Reduction Board, the village head, and representatives of organizations and associations such as the Vietnam Fatherland Front, Women's Union, Farmers' Association, Veterans' Association, and Ho Chi Minh Communist Youth Union at the commune level mobilize the community in the locality to assist poor households in building housing; maximize the mobilization of resources from the community and households regarding labor and local materials such as sand, gravel, stones, wood... to reduce construction costs. Form teams to support housing construction in villages (under the direction of the People's Committee at the commune level) to construct housing for households in difficult circumstances (elderly, single, disabled) who are unable to build housing themselves;

c) After receiving the advance payment of support funds and loans for housing construction as prescribed, households must construct their housing themselves or cooperate with the village housing construction support team to complete the housing within the shortest period of three months.

d) Households must take measures to manage during the construction of housing; report to local authorities when major parts of the construction process such as foundation, main structure, and roof are completed for ease of supervision, inspection, disbursement, and timely payment.

đ) Upon completion of housing construction in stages (foundation, main structure, roof, and finishing) and upon completion of the entire construction of housing, households must have a Record confirming the completion of housing construction in stages and a Record confirming the completion of housing construction for use (according to Model 2 and Model 3 attached to this Circular).

e) The People's Committee of the commune shall direct and supervise to ensure that households use the support funds and loan funds for housing purposes only, ensuring that houses are fully constructed for use.

4. Management of supported housing

Households receiving housing support under Decision No. 167/2008/QĐ-TTg shall be issued certificates of ownership rights to housing (if requested) and may transfer the housing only after fully repaying the debt (principal and interest) to the Social Policy Bank.

5. Allocation and Payment of Support Funds for Housing Construction

5.1. Preparation of Budget Estimates and Allocation of Funding

a) Based on the Decision approving the Project to Support Poor Households with Housing of the Provincial People's Committee, the Department of Finance shall lead and coordinate with the Department of Planning and Investment, the District People's Committee, and relevant agencies to prepare the budget estimate to implement Decision No. 167/2008/QĐ-TTg at the local level; clearly identifying the sources of support from the central government budget, the local counterpart funding (including the local government budget guarantee and the additional central government budget support for the counterpart funding of those localities receiving additional balance transfers from the central government budget), and other mobilized funds. The budget estimate will be phased according to the local implementation plan, ensuring feasibility and practicality, and reported to the Provincial People's Committee.

The Provincial People's Committee shall examine and approve the capital plan and funding sources for implementing Decision No. 167/2008/QĐ-TTg at the local level and submit the capital plan and budget estimate to the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Construction, and the Social Policy Bank. The Ministry of Planning and Investment shall lead and coordinate with the Ministry of Finance and related ministries to compile a report to the Prime Minister for submission to the National Assembly for approval of the plan and allocation of targeted support funds for localities in the annual budget plan.

For the funds raised by the Central Committee of the Vietnam Fatherland Front, the Vietnam Chamber of Commerce and Industry, and other funds contributed by organizations, enterprises, and benefactors for the Program, which are centralized at the Central Committee of the Vietnam Fatherland Front or the Vietnam Chamber of Commerce and Industry, the Program Coordination Board shall cooperate with the Central Committee of the Vietnam Fatherland Front to aggregate, balance, and allocate these funds to localities in a reasonable and equitable manner.

b) Based on the targeted supplementary budget estimates assigned by the Prime Minister, the local government budget, and other mobilized funds to implement housing support for poor households at the local level, the Provincial Steering Committee for Supporting Poor Households with Housing shall coordinate with the Department of Finance and relevant agencies to develop detailed budget allocation plans for each district, town, city (collectively referred to as districts) and report to the Provincial People's Committee for submission to the Provincial People's Council for approval in the annual local budget estimate. (For 2009, based on the approved housing support projects for poor households of centrally-administered cities and provinces, the central government budget will provide advance funding for localities to implement).

Based on the resolution of the Provincial People's Council, the Provincial People's Committee shall allocate the budget to the districts. Based on the allocated budget amount by the Provincial People's Committee, the District People's Committee shall decide on the allocation of housing support funds for poor households and notify each commune (in detail for each household).

Based on the decision of the District People's Committee, the Commune People's Committee shall publicly announce the support levels to each village and each household.

5.2. Management of Funds

a) The management of funds to implement the policy of supporting poor households with housing as stipulated in Decision No. 167/2008/QĐ-TTg for localities and individual households must be strict, ensuring the correct objectives and target groups; the Commune People's Committee must establish a list for each household to sign and acknowledge receipt of funds.

b) Based on the decision of the District People's Committee, the District Financial and Planning Office shall issue payment orders through the State Treasury to the Commune People's Committee to distribute funds to households. The Commune People's Committee shall open a separate account to manage and settle this fund separately from the commune budget and settle accounts with the district budget, not settling it into the commune budget.

5.3. Distribution and Disbursement

a) The District Financial and Planning Office and the Commune People's Committee shall be responsible for coordinating with the State Treasury to implement the distribution, settlement, and control of expenditures from the budget for housing support for poor households as prescribed.

b) The maximum payment to households shall not exceed the approved national support level for each household:

- The state budget shall provide a minimum of 7.2 million VND per household, including a central government contribution of 6 million VND per household and a local government contribution of a minimum of 1.2 million VND per household (including the additional central government contribution for those localities receiving additional balance transfers from the central government budget). For households residing in administrative units within difficult areas as defined in Decision No. 30/2007/QĐ-TTg, the state budget shall provide a minimum of 8.4 million VND per household, including a central government contribution of 7 million VND per household and a local government contribution of a minimum of 1.4 million VND per household (including the additional central government contribution for those localities receiving additional balance transfers from the central government budget).

+ For localities required to receive additional balance transfers from the central government budget exceeding 70% of the local government budget expenditure balance for 2008, they shall receive full central government funding (20%) for the local counterpart funding minimum.

+ For localities that must receive additional balance transfers from the central budget ranging from 50% to 70% of the 2008 local budget expenditure plan, they will be provided with an additional 15% of the minimum matching fund by the central budget, while the locality itself will balance the remaining 5% of the matching fund.

+ For localities that must receive additional balance transfers from the central budget less than 50% of the 2008 local budget expenditure plan, they will be provided with an additional 10% of the minimum matching fund by the central budget, while the locality itself will balance the remaining 10% of the matching fund.

+ For localities that do not need to receive additional balance transfers from the central budget, they will balance the local matching fund according to the regulations.

- For other sources of support funds, based on the allocated budget from the Program Coordination Board for Supporting Poor Households with Housing, the Provincial People's Committee will balance and allocate funds to the District People's Committees for disbursement to the Commune People's Committees.

c) The Commune People's Committee directly disburses funds in cash to households.

In cases where households request an advance payment to purchase materials for building houses, they may receive an initial advance payment up to a maximum of 60% of the state budget support amount; if the household has completed the construction of the foundation and main structure of the house, then the maximum advance payment can be up to 90% of the state budget support amount.

When there is a Certificate confirming the completion of housing construction and its use (according to Model 3 attached to this Circular), the Commune People's Committee will settle accounts and make final payments to households.

5.4. Reporting and Settlement

The central budget funds supporting localities in implementing the policy to support poor households with housing, as stipulated in Decision No. 167/2008/QĐ-TTg, shall be accounted for and settled in accordance with the State Budget Law and related guiding documents at the district level.

Monthly, the District People's Committee reports to the Department of Finance on the implementation results of the Program and the progress of fund disbursements for consolidation and reporting to the Provincial People's Committee.

6. Borrowing for Housing Construction.

6.1. Households eligible for benefits may receive support funds from the state, community, and if necessary, borrow funds from the Social Policy Bank to build houses. The loan amount is based on the borrower's request but cannot exceed VND 8 million per household, with an annual interest rate of 3%. The loan term is 10 years, including a grace period of 5 years. The repayment period is 5 years, with a minimum annual repayment of 20% of the total borrowed amount.

6.2. Procedures for disbursement and settlement of loans (including principal and interest) shall be carried out in accordance with the guidelines of the Social Policy Bank.

7. Utilizing Timber for Housing Construction for Poor Households

7.1. Forest Areas Eligible for Harvesting

a) Natural forests permitted for harvesting include production forests, protective forests, which have been transferred by the state without charging forest use fees to economic organizations, forest management boards, households, individuals, and forests without current owners managed by commune-level people's committees.

b) Planted forests funded by state budgets or non-reimbursable aid from international organizations, which have been transferred by the state without charging forest use fees to organizations, enterprises, and forest management boards.

7.2. Regulations on Quantity and Purpose of Use

Timber harvested according to the guidelines of this Circular can only be used for constructing houses in place for poor households eligible for timber support for housing, as listed and announced by the district people's committee. It cannot be traded or sold in any form. The maximum volume of timber allowed for each household to construct a house is 10 cubic meters of roundwood. The provincial people's committee will specify the allowable volume of timber for harvesting in each district, in line with the actual conditions of the locality.

7.3. Forms of Organized Harvesting

a) For provinces with annual plans for harvesting natural forest timber

The provincial people's committee directs forest owners with harvesting plans or provincial harvesting units to harvest timber according to the Timber Harvesting Regulation and Other Forest Products issued together with Decision No. 40/2005/QĐ-BNN dated July 7, 2005, of the Minister of Agriculture and Rural Development, to supply directly to households building houses. If the volume of timber harvested is insufficient or supply is inconvenient, the self-harvesting method specified in Clause b, Point 7.3, Article 7, Section II of this Circular will be applied.

b) For provinces with forest areas as specified in Clause a and b, Point 7.1 above, but without annual plans for harvesting natural forest timber, the provincial people's committee assigns households eligible for timber support for housing to self-harvest according to the following regulations:

- Eligible Harvesters

Those eligible to harvest are households within or representatives of villages/buongs belonging to the target group eligible for timber support for housing as stipulated in Decision No. 167/2008/QĐ-TTg.

- Pre-Harvest Procedures

+ The provincial people's committee announces the number of households and the volume of timber allowed to be harvested in each district.

+ The district people's committee announces the number of households and the volume of timber allowed to be harvested in each village within the district.

+ The commune people's committee, in conjunction with the forest owner, forestry inspectors, and households or their direct representatives, visit the forest areas to identify trees to be cut down and then prepare handover records for the households to harvest.

- During harvesting, new transport routes should be limited, especially those using trucks; in cases where large timber or complex terrain makes it impossible to transport roundwood, preliminary processing can be done in the forest, but forestry inspectors must confirm this.

- After harvesting, report to forestry inspectors or commune-level officials for confirmation.

III. IMPLEMENTATION

1. Responsibilities of Ministries and sectors

1.1. The Ministry of Construction is the permanent coordinating body, responsible for coordinating with relevant ministries and sectors such as the Ministry of Planning and Investment, Ministry of Finance, Ministry of Agriculture and Rural Development, Ministry of Labor, Invalids and Social Affairs, State Bank of Vietnam, and the Government Office to assist the Prime Minister in consolidating, monitoring, urging, inspecting, and reporting on the implementation situation as prescribed, resolving issues within their authority, or submitting them to the Prime Minister for consideration and resolution.

1.2. The Ministries and sectors: Planning and Investment, Finance, Agriculture and Rural Development, State Bank of Vietnam shall base on the contents of Decision No. 167/2008/QD-TTg and this Circular to coordinate with the Ministry of Construction to implement the contents within their functions as assigned by the Government.

1.3. The Social Policy Bank shall ensure funding for households eligible for loans according to the provisions of Decision No. 167/2008/QD-TTg. The source of loan capital will be provided by the central budget at 50% of the total loan capital for the Social Policy Bank, the remaining 50% will be raised by the Social Policy Bank.

1.4. The Program Coordination Board for Supporting Poor Households with Housing shall perform tasks as prescribed in Decision No. 119/QĐ-BXD dated February 13, 2009 of the Minister of Construction; the team of experts assisting the Program Coordination Board shall perform tasks as prescribed in Decision No. 120/QĐ-BĐP dated February 13, 2009 of the Head of the Program Coordination Board.

2. Responsibilities of local authorities

2.1. Provincial People's Committees:

- Assign the Provincial Steering Committee for Implementing Poverty Reduction Targets to organize and direct the implementation of housing support for poor households; assign the Department of Construction as the permanent body to direct the implementation of housing support policies for poor households in the locality;

- Organize the establishment and approval of the Project on Supporting Poor Households with Housing according to Decision No. 167/2008/QD-TTg of the Prime Minister, and submit it to the Ministry of Construction, the Ministry of Planning and Investment, the Ministry of Finance, and the Social Policy Bank for consolidation and reporting to the Prime Minister;

- Report quarterly on the progress of implementation; at the end of the year, report separately on the final accounts of the state budget and other sources of financial mobilization according to the regulations stipulated in Decision No. 167/2008/QD-TTg to the Ministry of Construction, the Ministry of Finance, and the Ministry of Planning and Investment for consolidation and reporting to the Government and the National Assembly;

- The Provincial Steering Committee for Implementing Poverty Reduction Targets and local authorities at all levels shall organize the dissemination of information about the housing support policy for poor households to the people through local mass media such as newspapers, radio stations, posters, leaflets. Publicly announce the criteria and beneficiaries of the policy;

- Based on this Circular, the Provincial People's Committee shall concretize and guide in accordance with the characteristics and conditions of the locality to effectively implement the housing support policy for poor households.

2.2. District People's Committees:

- Aggregate and approve the list of poor households supported with housing in the locality;

- Strengthen the District Poverty Reduction Board to implement housing support for poor households;

- Aggregate and report the results of supporting poor households in communes under the district, including the number of households supported, the number of houses built, the amount of support funds granted to households, the amount of loans, and difficulties encountered during implementation to the Provincial Steering Committee for Implementing Poverty Reduction Targets by the end of June and December each year.

2.3. Commune People's Committees:

- Review and establish a list of poor households to be supported with housing in priority order in the locality;

- Strengthen the Commune Poverty Reduction Board to implement housing support for poor households;

- Organize the preparation of Progress Certificates for house construction completion by stages (Annex No. 02) and Completion Certificates for house construction put into use (Annex No. 03);

- Prepare completion files for each household receiving housing support, including:

+ Extract the list of poor households receiving housing support;

+ Application forms for housing support from households;

+ Progress Certificates for house construction completion by stages (foundation and main structure, roof and finishing), one copy per stage;

+ Certificate of Completion of Housing Construction for Use (one copy);

+ Disbursement vouchers for support funds;

+ Loan vouchers for building houses.

- Aggregate and report the results of supporting poor households in the commune, including the number of households supported, the number of houses built, the amount of support funds granted to households, the amount of loans, and difficulties encountered during implementation in the commune to the District Steering Committee for Implementing Poverty Reduction Targets every six months.

IV. EFFECTIVE DATE OF IMPLEMENTATION

This Circular takes effect 45 days from the date of signature./.​​
