CIRCULAR
Issuing National Technical Regulations on Classification and Construction of Steel-Hulled Seagoing Ships

Pursuant to the Vietnam Maritime Code on November 25, 2015;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;
At the proposal of the Director of the Department of Science, Technology, and Environment and the Director of the Vietnam Ship Registry Bureau;
The Minister of Transport issues this Circular to promulgate the National Technical Regulations on Classification and Construction of Steel-Hulled Seagoing Ships.
Article 1. Attached to this Circular are the National Technical Regulations on Classification and Construction of Steel-Hulled Seagoing Ships.
Registration number: QCVN 21:2025/BGTVT.
Article 2. Effective Date
2. During the implementation process, if there are any difficulties, agencies, organizations, and individuals are requested to promptly reflect them to the Ministry of Science and Technology (Telecommunications Agency) for guidance or consideration and resolution./.
2. Repeal the following contents:
(a) Clause 1, Article 1 of Circular No. 11/2016/TT-BGTVT dated June 2, 2016 issued by the Minister of Transport on the National Technical Regulations on Classification and Construction of Steel-Hulled Seagoing Ships, National Technical Regulations on Classification and Construction of High-Speed Ferries, National Technical Regulations on Safety Equipment for Seagoing Ships, and National Technical Regulations on Inspection and Construction of Wooden-Hulled Seagoing Ships;
(b) Clause 2, Article 1 of Circular No. 08/2017/TT-BGTVT dated March 14, 2017 issued by the Minister of Transport on the National Technical Regulations on Alarm and Indication Systems on Seagoing Ships, National Technical Regulations on Classification and Construction of Steel-Hulled Seagoing Ships (Amended Version 1), National Technical Regulations on Marine Pollution Prevention Systems, National Technical Regulations on Lifting Equipment on Seagoing Ships, and National Technical Regulations on Monitoring and Construction of Small Seagoing Ships;
(c) Clause 2, Article 1 of Circular No. 15/2018/TT-BGTVT dated April 4, 2018 issued by the Minister of Transport on the National Technical Regulations on Control and Management of Ballast Water and Sediment, registration number: QCVN 99: 2017/BGTVT; National Technical Regulations on Classification and Construction of Steel-Hulled Seagoing Ships (Amended Version 2: 2017), registration number: Amended Version 2: 2017 QCVN 21: 2015/BGTVT; National Technical Regulations on Safety Equipment for Seagoing Ships (Amended Version 1: 2017), registration number: Amended Version 1: 2017 QCVN 42: 2015/BGTVT; National Technical Regulations on Classification and Construction of Yachts (Amended Version 1: 2017), registration number: Amended Version 1: 2017 QCVN 81: 2014/BGTVT; National Technical Regulations on Classification and Technical Surveillance of Offshore Fixed Platforms (Amended Version 1: 2017), registration number: Amended Version 1: 2017 QCVN 49: 2017/BGTVT;
