Pursuant to the Decree No. 68/CP dated October 11, 1993 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to the Health Insurance Regulations issued together with Decree No. 58/1998/NĐ-CP dated August 13, 1998 of the Government and Circular No. 17/1998/BYT dated December 19, 1998 of the Ministry of Health guiding medical examination and treatment, fund usage for medical examination and treatment, and health insurance payment for medical expenses;
Pursuant to the Joint Circular of the Ministries of Health, Finance, Labor and Social Affairs, and the State Price Council No. 14/TTLB dated September 30, 1995 guiding the implementation of Decree No. 95/CP dated August 27, 1994 of the Government on collecting part of hospital fees;
Based on the proposal of the Director of the Treatment Department, the Director of the Financial Accounting Department - Ministry of Health, and the General Director of Vietnam Health Insurance.

Article 1. Now temporarily promulgating the List of rehabilitation technical services and diseases, treatment groups at healthcare facilities, rehabilitation hospitals to be covered by health insurance payments (with attached appendices).
Article 2. Pending the issuance by the Joint Ministries of Health, Finance, Labor and Social Affairs, and the State Price Council of the fee schedule for technical services listed in Article 1 of this Decision; to provide a basis for health insurance payments, the Financial Accounting Department shall cooperate with the Treatment Department to develop and submit to the Minister of Health for promulgation of a temporary fee schedule to apply to healthcare facilities under the Ministry of Health and other ministries' hospitals; the Provincial Health Departments shall cooperate with the Provincial Finance and Price Departments to develop and submit to the Chairmen of the People's Committees of provinces and centrally-administered cities for promulgation of pricing lists to apply to local healthcare facilities.
Article 3. This Decision shall take effect fifteen days from the date of issuance.
Article 4.
The officials, Heads of the Office, Inspectorate, Department Directors of the Ministry of Health, Directors of provincial health departments, the General Director of Vietnam Health Insurance, and Directors of hospitals are responsible for implementing this regulation./.
