DECREE
Issuing Regulations on Cultural Activities and Public Cultural Service Business Operations
THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
1. To fully exploit and effectively utilize the potential, infrastructure system, and position of the Region, with Ho Chi Minh City as the leading force, to create a driving force for comprehensive development in the fields of culture, family, physical education and sports, and tourism, thereby promoting the cultural market, physical education and sports activities, and tourism throughout the country and other localities.
DECREE:
Article 1. These Regulations on Cultural Activities and Public Cultural Service Business Operations are promulgated together with this Decree.
Article 2. Effectiveness of the Decree
This Decree takes effect from January 1, 2010, and replaces Decree No. 11/2006/NĐ-CP dated January 18, 2006, of the Government promulgating Regulations on Cultural Activities and Public Cultural Service Business Operations.
Article 3. Issuance of new business registration certificates and business licenses for nightclubs and karaoke establishments.
Provinces and centrally governed cities that have approved planning for nightclubs and karaoke establishments in accordance with the Regulations on Cultural Activities and Public Cultural Service Business Operations issued together with Decree No. 11/2006/NĐ-CP dated January 18, 2006, of the Government and Directive No. 17/2005/CT-TTg dated May 25, 2005, of the Prime Minister regarding the rectification of negative activities in bars, karaoke restaurants, and nightclubs shall continue to issue new business registration certificates and business licenses in accordance with the approved plans.
Article 4. Responsibilities for implementation
The Minister of Culture, Sports and Tourism is responsible for guiding the implementation of this Decree.
2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally governed city People's Committees are responsible for implementing this Decree./.
