Regulations on the functions, tasks, powers, and organizational structure of the Government Inspectorate
Pursuant toLaw on Government Organization February 18, 2025;
At the proposal of the Government Inspectorate;
The Government promulgates this Decree stipulating the functions, tasks, powers, and organizational structure of the Government Inspectorate.
Article 1. Position and Functions
The Government Inspectorate is a ministry-level agency under the Government, performing state management functions regarding inspection work, receiving citizens, handling complaints and denunciations, and preventing and combating corruption and negative practices throughout the country; implementing inspection activities, receiving citizens, handling complaints and denunciations, and preventing and combating corruption, waste, and negative practices in accordance with the law.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
The Government Inspectorate performs tasks and exercises powers as prescribed in the Law on the Organization of the Government, the Inspection Law, the Law on Receiving Citizens, the Complaints Law, the Denunciation Law, the Law on Preventing and Combating Corruption, and the Government's regulations on the functions, tasks, powers, and organizational structures of ministries and ministerial-level agencies, as well as specific tasks and powers as follows:

a) Drafting the Inspection Program Orientation for submission
b) Inspecting the implementation of policies, laws, tasks, and powers of ministries, ministerial-level agencies, government agencies, provincial people's committees, and centrally governed municipalities (hereinafter referred to as provincial people's committees); inspecting the implementation of policies, laws, tasks, and powers of organizations, units, and individuals under the management of ministries without their own inspectorates;
c) Inspecting compliance with laws in fields under the state management of ministries without their own inspectorates;
d) Inspecting complex cases involving the responsibility of multiple ministries, ministerial-level agencies, and provincial people's committees;
đ) Inspecting the management and use of state capital and assets at enterprises;
e) Inspecting when there are signs of law violations;
g) Inspecting cases upon request by the Minister, head of a ministerial-level agency, or head of a government agency;
h) Inspecting other cases when authorized;
i) Verifying the accuracy and legality of inspection conclusions from the Ministry of Defense Inspectorate, Ministry of Public Security Inspectorate, State Bank Inspectorate, Cryptographic Inspectorate, inspectorates established under international treaties, provincial inspectorates, and decisions on post-inspection handling by heads of state management agencies at the same level when necessary;
k) Re-inspecting cases that have been concluded by the Ministry of Defense Inspectorate, Ministry of Public Security Inspectorate, State Bank Inspectorate, Cryptographic Inspectorate, inspectorates under international treaties, and provincial inspectorates when there are signs of law violations;
l) Monitoring, urging, and inspecting the implementation of inspection conclusions from the Government Inspectorate and decisions on post-inspection handling by

c) Monitoring, inspecting, and urging ministries, ministerial-level agencies, government agencies, and provincial people's committees in citizen reception, complaint handling, and enforcement of complaint resolution decisions;

b) Inspecting cases with signs of corruption, waste, and negative practices within its authority; inspecting the implementation of laws on preventing and combating corruption, waste, and negative practices at ministries, ministerial-level agencies, government agencies, provincial people's committees, enterprises, and non-state sector organizations within its authority or as directed by
c) Cooperate with agencies and organizations in detecting acts of corruption, waste, and negativity; urge the handling of individuals involved in acts of corruption, waste, and negativity in accordance with the provisions of the law;
d) Supervise assets and income of individuals holding positions and powers within agencies, organizations, and units within their jurisdiction; establish, manage, exploit, and protect the National Database on Asset and Income Control;
đ) Monitor and evaluate the situation of corruption and negativity and the work of preventing and combating corruption and negativity at ministries, sectors, localities, and non-state areas;
e) Coordinate with the State Audit Office, the Ministry of National Defense, the Ministry of Public Security, the Supreme People's Procuracy, the Supreme People's Court, the Central Steering Committee for Party Rectification and Anti-Corruption, and other internal security agencies to provide, exchange information, documents, and experiences related to the prevention and combat of corruption, waste, and negativity; compile, assess, forecast the situation of corruption and negativity, and propose policies and solutions for preventing and combating corruption and negativity;
8. Guide and implement regulations on controlling power and preventing and combating corruption and negativity in inspection activities, receiving citizens, handling complaints and denunciations, and preventing and combating corruption and negativity in accordance with the Party's guidelines and state laws;
9. Request ministries, ministerial-level agencies, government agencies, provincial People's Committees to report on the situation, results of work, and summaries of experience in receiving citizens, handling complaints and denunciations, and preventing and combating corruption and negativity, as well as inspections concerning the Ministry of National Defense, the Ministry of Public Security, the State Bank, and provincial People's Committees for consolidation and reporting to the Government;
10. Perform the function of the permanent agency implementing the United Nations Convention against Corruption, serving as the national focal point for international support in preventing and combating corruption; cooperate internationally in inspection work, receiving citizens, handling complaints and denunciations, and preventing and combating corruption and negativity;
11. Organize and direct the implementation of scientific research programs and applications in the field of inspection, receiving citizens, handling complaints and denunciations, and preventing and combating corruption and negativity;
12. Implement administrative reform according to the Government's program and plan for state administrative reform and directives;
13. Apply information technology, digital transformation, and specialized data management to serve the State Management Function of the Government Inspectorate;
14. Implement the management, appointment, reappointment, removal, and issuance of identification cards for inspector ranks in accordance with the provisions of the law;
15. Manage organizational structure, staffing, cadres, civil servants, public officials, and employees; implement salary systems and incentive, reward, and disciplinary policies for cadres, civil servants, public officials, and employees of the Government Inspectorate in accordance with the provisions of the law;
16. Provide written opinions to the Minister, heads of ministerial-level agencies, and Chairmen of provincial People's Committees regarding the appointment, reappointment, and removal of the Chief Inspectors of the Ministry of National Defense, the Ministry of Public Security, the State Bank, the Cryptographic Service, and provincial inspectors;
17. Train professional skills for the cadre, civil servants, and public officials of the Government Inspectorate; train and guide inspection, audit, receiving citizens, handling complaints and denunciations, and preventing and combating corruption and negativity for cadres and civil servants of ministries, sectors, and localities;
18. Manage finances and assets assigned and organize the implementation of allocated budgets in accordance with the provisions of the law;
19. Manage and direct the operations of subordinate public service units in accordance with the provisions of the law;
20. Perform other tasks assigned by the Government;

Article 4. Repeal and amend provisions on inspection in relevant Decrees
1. Repeal the phrase "Inspection," in Clause 30, Article 2; repeal Clause 11 of Article 3 of Decree No. 25/2025/NĐ-CP dated February 21, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs.
2. Amend the phrase "Inspection" to "Examination" in Clause 26, Article 2; repeal Clause 14 of Article 3 of Decree No. 28/2025/NĐ-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs.
3. Repeal the phrase ", inspection" in Point g, Clause 7, Points b, c, d, Clause 14, Article 2; amend the phrase "Inspection" to "Examination" in Point d, Clause 22, Article 2; repeal the phrase "Inspection," in Clause 28, Article 2; repeal Clause 11 of Article 3 of Decree No. 29/2025/NĐ-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance.

Article 5. Effective Date
1. This Decree takes effect from June 1, 2025.
2. This Decree replaces Decree No. 81/2023/NĐ-CP dated November 27, 2023 of the Government stipulating the functions, tasks, powers, and organizational structure of the Government Inspectorate.
Article 6. Responsibility for Implementation
The Minister, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees, and municipal People's Committees directly under the central government are responsible for implementing this Decree.
