CIRCULAR
Amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam
on the banking code system used in banking operations and activities
Pursuant to Decree No. 26/2025/NĐ-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Governor of the State Bank of Vietnam, the Governor of the State Bank of Vietnam issues this Circular amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities.
Article 1. Amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN
Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;
Pursuant to the Law on Credit Institutions dated January 18, 2024;
1. Amending and supplementing Clause 2 of Article 4 as follows:"2. The banking code shall not be changed and shall remain stable throughout the existence of the entity that has been assigned the code, except in cases provided for in Clause 6 of this Article." ;
At the proposal of the Director of the Department of Information Technology;
2. Amending and supplementing Clause 3 of Article 4 as follows:
"3. A banking code that has been assigned shall not be reused for another entity, except in cases provided for in Clause 6 of this Article."
3. Amending and supplementing Clause 5 of Article 4 as follows:
"5. The cancellation of a banking code shall be carried out when the entity that has been assigned the banking code is dissolved, declared bankrupt, or ceases operations, except in cases provided for in Clause 6 of this Article."
4. Supplementing Clause 6 after Clause 5 of Article 4 as follows:
"6. In the event of implementing the policy to reorganize the state administrative apparatus and restructure units at all levels, the Information Technology Department shall perform the following:
a) Report to the Governor of the State Bank of Vietnam for approval of the reuse of banking codes that have been assigned to other entities, and cancel the currently active banking codes to assign new ones;
b) Adjust bank information, cancel and assign new banking codes to entities approved by the Governor under point a of this clause;
c) Notify about the adjustment of bank information, cancellation of banking codes, and assignment of new banking codes to relevant entities."
Article 2. Replacing certain phrases in Circular No. 17/2015/TT-NHNN (amended and supplemented by Circular No. 18/2023/TT-NHNN dated December 28, 2023)
1. Replacing the phrase "Central and local Treasury Departments" with "Central and local Treasury Departments" at point b Clause 1 of Article 2, Clause 5 of Article 9, Clause 6 of Article 10, and Clause 4 of Article 11.
2. Replacing the phrase "The State Bank of Vietnam branch in the province or centrally-administered city where the people's credit cooperative is located" with "The State Bank of Vietnam branch in the region where the people's credit cooperative's headquarters is located within its jurisdiction" at Clause 4 of Article 9 and Clause 5 of Article 10.
3. Replacing the phrase "Central Treasury Department" with "Treasury Department" at Clause 5 of Article 9, Clause 6 of Article 10, and Clause 4 of Article 11.
4. Replacing the phrase "Bank Inspection and Supervision Authority" with "Credit Institution Management and Supervision Department" at Clause 2 of Article 10.
6. Replacing the phrase "General Director of the Central Treasury Department" with "Director of the Central Treasury Department" at Article 15.
The Head of the Office, the Director of the Information Technology Department, the Heads of units under the State Bank of Vietnam, the Treasury Department, credit institutions, foreign bank branches, and other organizations involved in reporting and exchanging electronic data related to the State Bank of Vietnam are responsible for organizing the implementation of this Circular.
This Circular takes effect from June 26, 2025./.

This Circular takes effect from December 25, 2025/.
The Head of the Office, the Director of the Department of Information Technology, the Heads of units under the State Bank, the State Treasury, credit organizations, foreign bank branches, and other organizations involved in reporting and electronic data exchange related to the State Bank shall be responsible for organizing the implementation of this Circular.
Article 4. Implementation provisions
This Circular takes effect from June 26, 2025./.
