Pursuant to the Law on Occupational Safety and Health No. 84/2015/QH13 amended and supplemented by Law No. 41/2024/QH15;

Pursuant to the Law on People's Police No. 37/2018/QH14 amended and supplemented by Law No. 21/2023/QH15, Law No. 30/2023/QH15, Law No. 38/2024/QH15, and Law No. 52/2024/QH15, Law No. 86/2025/QH15 and Law No. 116/2025/QH15;

Pursuant to the Labor Code No. 45/2019/QH14 amended and supplemented by Law No. 71/2025/QH15;

Pursuant to the Law on Medical Examination and Treatment No. 15/2023/QH15 amended and supplemented by the Law No. 112/2025/QH15;

Pursuant to Decree No. 02/2025/NĐ-CP dated February 18, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security amended and supplemented by Decree No. 11/2025/NĐ-CP dated July 1 2025;

Pursuant to Decree No. 70/2019/NĐ-CP dated August 23, 2019 of the Government on the implementation of the obligation to participate in the People's Police amended, supplemented by Decree No. 184/2025/NĐ-CP dated July 1, 2025;

Pursuant to Decree No. 184/2025/NĐ-CP dated July 1, 2025 of the Government on the division of authority when organizing local administrative bodies at two levels and amending and supplementing certain provisions of Government Decrees in the field of security and public order;

Pursuant to Decree No. 01/2021/NĐ-CP dated October 21, 2021 of the Government on material standards for logistics in the People's Police;

Upon the proposal of the Director of the Health Bureau;

The Minister of Public Security promulgates this Circular amending and supplementing certain Articles of Circular No. 62/2023/TT-BCA dated November 14, 2023 stipulating health standards specific requirements and health examinations for people's police forces.

Article 1. Amending and supplementing certain Clauses of Article 3

1. Amending and supplementing Clauses 6, 7, and 8 as follows:

“6. Re-examination of the health of citizens performing the duty to join the People's Police is the process of conducting health examinations, classification, and re-evaluation of the health status of citizens with a Decision to perform the duty to join the People's Police, carried out by the Re-examination Health Examination Board of the local Public Security agency.

7. Regional health examination board is a specialized board operating in accordance with Clause 3 of Article 3 of Circular No. 105/2023/TT-BQP dated December 6, 2023 issued by the Minister of National Defense on health standards and health examinations for subjects within the scope of the National Defense Department, amended and supplemented by Circular No. 106/2025/TT-BQP.

8. Preliminary health examination board for recruitment is a specialized board operating under a part-time system established by the Director of the Provincial Public Security Agency or the Commander of Mobile Police Force.

2. Amending and supplementing Clause 11 and adding Clause 11a after Clause 11 as follows:

“11. Health examination board for selecting citizens into the People's Police is a specialized board operating under a part-time system established by the Chairman of the Recruitment Council.

11a. Health examination board for transferring to a professional service system is a specialized board operating under a part-time system established by the Director of the Provincial Public Security Agency or the Commander of Mobile Police Force.

3. Amending and supplementing Clause 12 as follows:

“12. Re-examination health examination board for citizens performing the duty to join the People's Police is a specialized board operating under a part-time system established by the Director of the Provincial Public Security Agency.

Article 2. Amend and supplement some points of Article 4

1. Amend and supplement Point a Clause 1 as follows:

“a) Having health Category 1 (one) or Category 2 (two);”

2. Amend and supplement Point c Clause 1 as follows:

“c) Unaided visual acuity of each eye must be 09-10/10, total visual acuity of both eyes must be 18/10 or higher. If there is refractive error: Myopia or hyperopia, each eye must not exceed 03 (three) diopters; if astigmatism, physiological astigmatism or each eye under 01 (one) diopter; visual acuity check through glasses for one eye must reach at least 09/10, total visual acuity through glasses for both eyes must reach 19/10 or higher, except for cases provided for in Point b Clause 3 of this Article;”

3. Amend and supplement Point b Clause 2 as follows:

“b) Citizens applying to police schools who are ethnic minorities: Height from 1m62 to 1m95 for males, from 1m56 to 1m80 for females. Citizens belonging to the priority group 01 Group UT1 listed in Appendix II of Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, issued by the Minister of Education and Training to regulate university admission and kindergarten teacher training college admission, amended and supplemented by Circular No. 06/2025/TT-BGDĐT: Height from 1m60 to 1m95 for males, from 1m55 to 1m80 for females.

Citizens applying to police schools who belong to the group specified in Clause 1 of Article 2 of Decree No. 57/2017/NĐ-CP dated May 9, 2017, issued by the Government to stipulate preferential policies for admission and support for study for preschool children, students, and university students of ethnic minorities with very small populations: Height from 1m58 to 1m95 for males, from 1m52 to 1m80 for females;”

Article 3. Amend and supplement Clause 1 of Article 5

“1. Health standards, health classification in health examination, preliminary health screening, and selective health examination for citizens fulfilling their duty to participate in the People's Police shall be implemented according to the provisions of Circular No. 105/2023/TT-BQP, amended and supplemented by Circular No. 106/2025/TT-BQP and Circular No. 148/2018/TT-BQP dated October 4, 2018, issued by the Minister of National Defense to regulate the selection and call-up of citizens for military service, amended and supplemented by Circular No. 68/2025/TT-BQP.”

Article 4. Amend and supplement Point a Clause 1 of Article 6

“a) Not detected positive (by rapid test or blood test) for drugs and drug precursors as prescribed in Decree No. 57/2022/NĐ-CP dated August 25, 2022, issued by the Government to stipulate lists of drugs and drug precursors, amended and supplemented by Decree No. 90/2024/NĐ-CP;”

Article 5. Amend and supplement Article 7

“Article 7. Methods for health classification

Methods for health classification in health examination for new admissions, selection of citizens into the People's Police, and transfer to professional service status for conscript non-commissioned officers completing their term of service in the People's Police

1. Health classification is based on the provisions of Clauses 2 and 3 of this Article and Appendix I attached to this Circular.

2. Scoring method

For each criterion, after medical examination, even points from 1-6 are entered into the "Score" column, specifically:

a) Score 1: Only excellent health condition;

b) Score 2: Only good health condition;

c) Score 3: Only fairly good health condition;

d) Score 4: Only average health condition;

đ) Score 5: Only poor health condition;

e) Score 6: Only very poor health condition.

3. Health classification method

a) Category 1: All criteria score 1;

b) Category 2: At least one criterion scores 2;

c) Category 3: At least one criterion scores 3;

d) Category 4: At least one criterion scores 4;

đ) Category 5: At least one criterion scores 5;

e) Category 6: At least one criterion scores 6;

g) In the case of citizens participating in education and cultural admissions to the People's Police (except for cases provided for in Point h of this Clause) and conscript non-commissioned officers completing their term of service in the People's Police being considered for transfer to professional service status, when classifying health according to the provisions of Points a, b, c, d, đ, and e of this Clause, height and vision criteria as stipulated in Article 4 and health criteria as stipulated in Appendix X attached to this Circular will not be scored for health classification;

h) In the case of citizens applying for secondary general education, when classifying health according to the provisions of Points a, b, c, d, đ, and e of this Clause, height and vision criteria as stipulated in Article 4, health criteria as stipulated in Appendix X attached to this Circular, body mass index (BMI), and chest circumference criteria will not be scored for health classification.

Article 6. Amend and supplement Point b Clause 1 of Article 8

“b) Clinical examination

Blood tests: Blood formula; blood type, glucose, AST, ALT, urea, creatinine, HIV, HBsAg, anti-HCV; urine tests including complete urine analysis, drugs and precursors; chest X-ray; abdominal ultrasound; electrocardiogram.

For HBsAg determination, use automatic immunological testing methods; for HIV and anti-HCV determination, use rapid test methods.

In necessary cases, other clinical examinations may be prescribed to serve health conclusions as required by the Board or the Health Examination Committee.”

Article 7. Amend and supplement Clause 5 and add Clause 6 after Clause 5 of Article 9

“5. The following cases shall not be assigned to serve on the Health Examination Committee, the Re-examination Health Examination Committee, or the Re-examination Health Examination Board:

a) Persons who have a relationship as father, mother, brother, sister, or biological child of the citizen participating in health examination or of the spouse's side of the citizen participating in health examination;

b) Spouses of citizens participating in health examination;

c) Persons currently under disciplinary review by an agency or currently serving a disciplinary decision or who have violated discipline within sixty months from the effective date of the Disciplinary Decision in the work of health examination for citizens participating in recruitment to police schools.”

“6. In cases where personnel cannot be arranged to serve as Head or Deputy Head of the Preliminary Health Examination Committee for Recruitment or the Re-examination Health Examination Committee for Recruitment as stipulated in Clauses 1 and 2 of this Article, the Chairman of the Preliminary Recruitment Board or the Chairman of the Recruitment Board shall coordinate with police medical facilities or state hospitals in the area to arrange suitable personnel according to the composition and specialty.”

Article 8. Amend and supplement some Points and Clauses of Article 10

1. Amend and supplement Point c Clause 1 as follows:

“c) Hospital 19-8, Hospital 30-4, Hospital 199 organize health examinations for citizens selected to join the People's Police and non-commissioned officers completing their service term in the People's Police and being considered for transfer to a professional service system in units under the Ministry, except in cases provided for in Point a of this Clause.”

2. Amend and supplement Clause 2 as follows:

“2. The Health Examination Committee for selecting citizens into the People's Police and the Health Examination Committee for considering non-commissioned officers completing their service term in the People's Police to be transferred to a professional service system belong to provincial-level police and the Health Examination Committee for considering non-commissioned officers completing their service term in the People's Police to be transferred to a professional service system belong to the Command of the Mobile Police Force a) The Chairman of the Board for Selecting Citizens into the People's Police of the provincial-level police issues a decision to establish the Health Examination Committee for selecting citizens into the People's Police and the Director of the provincial-level police issues a decision to establish the Health Examination Committee for considering non-commissioned officers completing their service term in the People's Police to be transferred to a professional service system, stipulating working principles, tasks, powers, and assigning responsibilities to members of the Health Examination Committee. The composition of the Health Examination Committee is carried out according to the provisions of Clause 1 of Article 9 of this Circular;

b) The Commander of the Mobile Police Force issues a decision to establish the Health Examination Committee for considering non-commissioned officers completing their service term in the People's Police to be transferred to a professional service system as stipulated in Point b of Clause 1 of this Article, stipulating working principles, tasks, powers, and assigning responsibilities to members of the Health Examination Committee. The composition of the Health Examination Committee is carried out according to the provisions of Clause 1 of Article 9 of this Circular.”

3. Amend and supplement Clause 4 and add Clause 5 after Clause 4 as follows:

“4. The following cases shall not be assigned to serve on the Health Examination Board or the Health Examination Committee:

a) Persons who have a relationship as father, mother, brother, sister, or biological child of the citizen, non-commissioned officer completing their service term or of the spouse's side of the citizen, non-commissioned officer completing their service term participating in health examination;

b) Spouses of citizens, non-commissioned officers completing their service term participating in health examination;

c) Persons currently under disciplinary review by an agency or currently serving a disciplinary decision or who have violated discipline within sixty months from the effective date of the Disciplinary Decision in the work of health examination for citizens selected into the People's Police and non-commissioned officers completing their service term in the People's Police and being considered for transfer to a professional service system.”

“5. In cases where personnel cannot be arranged to serve as Head or Deputy Head of the Health Examination Committee for selecting citizens into the People's Police as stipulated in Clause 2 of this Article, the Chairman of the Board for Selecting Citizens into the People's Police shall coordinate with police medical facilities or state hospitals in the area to arrange suitable personnel according to the composition and specialty.

In cases where personnel cannot be arranged to serve as Head or Deputy Head of the Health Examination Committee for considering non-commissioned officers completing their service term in the People's Police to be transferred to a professional service system as stipulated in Clause 2 of this Article, the Director of the provincial-level police or the Commander of the Mobile Police Force shall coordinate with police medical facilities or state hospitals in the area to arrange suitable personnel according to the composition and specialty.”

In cases where personnel cannot be assigned to serve as the Head or Deputy Head of the Health Examination Board for transferring to a professional service regime as prescribed in Clause 2 of this Article, the Director of the Provincial Public Security Force or the Commander of the Mobile Police shall coordinate with public security health facilities or state hospitals in the locality to assign suitable personnel according to their components and specialties.

Article 9. Amend and supplement Point d Clause 4 of Article 12

“d) Not exceeding twelve months from the date of the health examination conclusion, except in cases of special health developments.”

Article 10. Amend and supplement Article 13

“Article 13. Health check, preliminary health screening, health examination, health appraisal, requirements for citizens during preliminary health screening in the selection of citizens to fulfill their duty to participate in the People's Public Security

The health check, preliminary health screening, health examination, health appraisal, and requirements for citizens during preliminary health screening in the selection of citizens to fulfill their duty to participate in the People's Public Security shall be carried out in accordance with the provisions of Circular No. 105/2023/TT-BQP amended and supplemented by Circular No. 106/2025/TT-BQP and Circular No. 148/2018/TT-BQP amended and supplemented by Circular No. 68/2025/TT-BQP.

The health examination form for citizens fulfilling their duty to participate in the People's Public Security shall be printed on white A4 paper (21 x 29.7 cm) according to the model prescribed in Model 1a Appendix IV issued together with this Circular.”

Article 11. Amend and supplement some Points and Clauses of Article 14

2. Amending and supplementing Clause 5 as follows:

“1. The object of re-examination health check for citizens fulfilling their duty to participate in the People's Public Security is citizens who have been concluded by the Regional Health Examination Board as having sufficient health to fulfill their duty to participate in the People's Public Security and have a decision to fulfill their duty to participate in the People's Public Security from the competent authority.”

2. Amend and supplement Point a Clause 2 as follows:

“a) The Director of the Provincial Public Security decides to establish the Re-examination Health Check Board based on the proposal of the organizational personnel department after reaching consensus with the health department. Each locality organizes 01 Re-examination Health Check Board, operating under a part-time system;”

3. Amend and supplement Point c and add Point d after Point c Clause 2 as follows:

“c) Not to arrange participation in the Re-examination Health Check Board for the following cases:

Persons who have a relationship as father, mother, brother, sister, or half-sibling of the citizen participating in the re-examination health check or of the spouse's side of the citizen participating in the re-examination health check;

Persons who have a relationship as spouse of the citizen participating in the re-examination health check;

Persons who are currently within the period when the agency is examining disciplinary action or are implementing a disciplinary decision or have previously violated discipline in the work of re-examination health check for selected citizens to fulfill their duty to participate in the People's Public Security within sixty (sixty) months from the effective date of the Disciplinary Decision;

d) In case it is not possible to arrange personnel to serve as Chairman or Deputy Chairman of the Re-examination Health Check Board for citizens fulfilling their duty to participate in the People's Public Security as stipulated in Point b of this Clause, the Provincial Public Security Director will coordinate with public security medical facilities or state hospitals in the locality to arrange suitable personnel according to the composition and specialty.”

4. Amend and supplement Clause 3 as follows:

“3. Content of re-examination health check

The content of re-examination health check shall be carried out in accordance with the provisions of Circular No. 105/2023/TT-BQP amended and supplemented by Circular No. 106/2025/TT-BQP and Circular No. 148/2018/TT-BQP amended and supplemented by Circular No. 68/2025/TT-BQP. Utilize clinical test results already conducted at the Regional Health Examination Board, only conduct re-examination on clinical tests not included in the health examination file or those requiring clarification.

The re-examination health check form for citizens fulfilling their duty to participate in the People's Public Security shall be printed on white A4 paper (21 x 29.7 cm) according to the model prescribed in Model 1b Appendix IV issued together with this Circular.”

5. Amend and supplement Point a Clause 5 as follows:

“a) The Provincial Public Security shall take the lead in organizing re-examination health checks for all citizens fulfilling their duty to participate in the People's Public Security after the Chairman of the People's Committee of the commune issues a decision calling up citizens for military service and making up for changes in the military before the day of handover and receipt of troops (if applicable), ensuring the quota and standards as prescribed;”

Article 12. Supplement Clause 3 following Clause 2 of Article 15.

"3. Within fifteen days (excluding the time for medical examination request), from the date of receiving complete valid files, the Ministry of Public Security Medical Examination Council must conclude on health status as prescribed and compile the results to report according to Model 3 of Appendix III issued together with this Circular."

Article 13. Amend and supplement Clause 4 and Clause 5 of Article 20.

"4. Diseases requiring long-term treatment are those diseases specified in Circular No. 25/2025/TT-BYT dated June 30, 2025, of the Minister of Health detailing the implementation of the Social Insurance Law, the Labor Safety and Health Law in the field of healthcare and some provisions of the Medical Examination and Treatment Law."

"5. Occupational diseases are those diseases specified in Circular No. 15/2016/TT-BYT dated May 15, 2016, of the Minister of Health on occupational diseases entitled to social insurance benefits, amended and supplemented by Circular No. 02/2023/TT-BYT."

Article 14. Amend and supplement Article 21.

“Article 21. Health check when necessary for officers and soldiers.

1. In cases deemed necessary, People's Public Security medical facilities shall conduct health checks for the following subjects:

a) Officers and soldiers after a period of treatment at upper-level hospitals to understand their current health status; determine subsequent preventive treatment measures and issue specialized instructions;

b) Officers and soldiers working or coming into contact with epidemic factors related to infectious diseases or coming into contact with harmful factors that may lead to occupational diseases or performing heavy, toxic, dangerous, or particularly heavy, toxic, dangerous jobs.

Heavy, toxic, dangerous jobs and particularly heavy, toxic, dangerous jobs are those jobs defined in Circular No. 33/2025/TT-BLDTBXH dated February 18, 2025, of the Minister of Labor, Invalids, and Social Affairs promulgating the List of Heavy, Toxic, Dangerous Jobs and Particularly Heavy, Toxic, Dangerous Jobs in the People's Public Security Force;

c) Officers and soldiers classified as health categories IV, V or C, D;

d) Officers and soldiers participating in training sessions, sports competitions, and according to work requirements and combat needs;

đ) Officers and soldiers before retiring to enjoy pension benefits.

2. The health examination form to be applied in the cases stipulated in Clause 1 of this Article:

a) When conducting health examinations for the cases specified in points a, d, đ of Clause 1 of this Article, the health examination form shall be implemented according to the provisions of Appendices VI, VII, VIII issued together with this Circular;

b) When conducting health examinations for the case specified in point b of Clause 1 of this Article, the health examination form shall be implemented according to the provisions of Article 8 of Circular No. 28/2016/TT-BYT dated June 30, 2016, of the Ministry of Health guiding the management of occupational diseases;

c) When conducting health examinations for the case specified in point c of Clause 1 of this Article, the health examination content shall be carried out according to specialized instructions."

Article 15. Amend and supplement Clause 4 of Article 24.

"4. The Department of Planning and Finance shall be responsible for guiding public security units and localities in preparing budgets, managing, using, and settling accounts for health examination expenses, re-examination health expenses for new admissions, selection into the People's Public Security Force, and transferring to professional service systems for conscripted non-commissioned officers who have completed their service terms in the People's Public Security Force, in accordance with the State Budget Law and detailed regulations and guidance documents implementing the Law in the fields of security and social order and safety, and other relevant laws."

Article 16. Amending and supplementing Article 25

“Article 25. Authority and responsibility of public security units and localities in conducting health examinations for citizens selected to fulfill their duty to join the People's Public Security Force

1. Health Department

a) Directing the health sector of public security units and localities to receive and thoroughly understand the health records of citizens called up to fulfill their duty to join the People's Public Security Force, and guiding the re-examination of new recruits' health according to regulations;

b) Directing and organizing inspections on the implementation of health re-examinations for citizens fulfilling their duty to join the People's Public Security Force;

c) Compiling and reporting the results of health examinations for citizens fulfilling their duty to join the People's Public Security Force according to regulations.

2. Units receiving personnel under the Ministry shall participate in the re-examination health examination board at the provincial level public security force, and reach a consensus with the provincial-level public security force on the results of re-examinations for citizens selected by the provincial-level public security force to fulfill their duty to join the People's Public Security Force for units receiving personnel under the Ministry through written documentation.

3. The Planning and Finance Department shall be responsible for guiding public security units and localities in preparing budgets, managing, using, and settling accounts for health examination and re-examination expenses for citizens selected to fulfill their duty to join the People's Public Security Force according to the State Budget Law and detailed regulations and guidance documents issued in the field of national security and social order and safety, as well as other relevant laws.

4. Provincial-level public security forces

a) Cooperating with military agencies and health agencies at the same level to direct, organize, and supervise the implementation of health examinations for citizens fulfilling their duty to join the People's Public Security Force according to the plan of the provincial-level military service council;

b) Preparing budgets and organizing re-examinations according to regulations;

c) Organizing agreements with each receiving unit regarding health standards, quantity, time, location, and methods of transferring and receiving personnel;

d) Cooperating with provincial-level health agencies to examine and resolve issues and complaints related to health examinations for citizens fulfilling their duty to join the People's Public Security Force;

đ) Summarizing and reporting the results of health examinations and re-examinations for citizens fulfilling their duty to join the People's Public Security Force according to regulations, using the report form specified in Appendix IV attached to this Circular;

e) Directing the provincial-level public security health agency to advise on implementing re-examination tasks and reporting the results of re-examinations for citizens fulfilling their duty to join the People's Public Security Force to the Health Department according to regulations of the Ministry of Public Security.

5. Commune-level public security forces:

a) Taking the lead and cooperating with health agencies at the same level to organize preliminary health screenings; compiling lists of citizens who meet the health criteria to fulfill their duty to join the People's Public Security Force;

b) Summoning and urging citizens eligible to fulfill their duty to join the People's Public Security Force to undergo health examinations or health checks according to the plan of the regional military service council;

c) Cooperating with functional agencies to organize health examinations for citizens registering to fulfill their duty to join the People's Public Security Force according to the plan; monitoring the number and results of health examinations for citizens; managing health examination certificates of citizens registering to fulfill their duty to join the People's Public Security Force;

d) Taking the lead and cooperating with health agencies to hand over health records of citizens called up to fulfill their duty to join the People's Public Security Force to receiving units according to regulations;

đ) Cooperating with health agencies and related units and functional agencies at the same level to resolve complaints related to health examinations for citizens fulfilling their duty to join the People's Public Security Force;

e) Summarizing and reporting to the provincial-level public security force the results of health examinations, the situation of transferring new recruits after each selection and call-up of citizens to fulfill their duty to join the People's Public Security Force according to Form 2 and Form 3 in Appendix IV attached to this Circular;

g) Notifying citizens of the results of health examinations according to the conclusion of the regional health examination board."

Article 17. Amend and supplement some points and clauses of Article 26

2. Amending and supplementing Clause 5 as follows:

"1. Hierarchical management of health

a) For leaders at the Bureau level and above: The High-Ranking Cadres Health Care Board of the Ministry of Public Security shall cooperate with hospitals under the Ministry of Health, the Ministry of National Defense, and the Ministry of Public Security to organize regular health check-ups and manage the health of such cadres;

b) For officers and soldiers of units under the Ministry's agencies (without infirmaries or general clinics, medical offices):

Hospitals 19-8, 30-4, and 199 shall organize regular health check-ups and manage the health of officers and soldiers of units under the Ministry's agencies according to the assignment of the Ministry's leadership.

The Traditional Medicine Hospital shall organize regular health check-ups and manage the health of officers and soldiers working at the hospital.

Provincial Public Security hospitals and infirmaries shall organize regular health check-ups for officers and soldiers of units under the Ministry's agencies stationed in their areas upon request from the unit managing those officers and soldiers.

c) For officers and soldiers of units under the Ministry's agencies (with infirmaries, general clinics, medical offices):

The infirmaries, general clinics, and medical offices within those units shall organize regular health check-ups and manage the health of officers and soldiers, except in cases provided for in point b of this Clause;

d) For officers and soldiers of units under provincial public security agencies:

Provincial Public Security hospitals and infirmaries shall organize regular health check-ups and manage the health of officers and soldiers;

e) For officers and soldiers of public security units and localities who are sent to study:

In cases where they are sent to study at public security training institutions: Such institutions shall organize regular health check-ups and manage the health of these officers and soldiers during their study period;

In cases where they are sent to study at training institutions outside the public security sector within the country: The unit sending the officers and soldiers to study shall organize regular health check-ups and manage their health according to the provisions of points a, b, c, and d of this Clause.

In cases where they are sent to study at training institutions abroad: They shall follow the care and health management system of the training institution."

2. Amend and supplement point a of Clause 3 as follows:

"a) Reporting responsibility of local public security agencies:

The police station at the commune level and units directly under the provincial public security agency shall aggregate the number of officers and soldiers on sick leave and the number of sick leave days of officers and soldiers in their units, report to the unit's leadership, and report to the provincial public security agency (through the provincial public security hospital or infirmary).

The provincial public security hospital or infirmary shall aggregate the number of officers on sick leave and the number of sick leave days of officers and soldiers under the provincial public security agency and report to the provincial public security agency's leadership.

The provincial public security agency shall aggregate and send the information to the Health Department;"

Article 18. Supplement Clause 4 after Clause 3 of Article 29

"4. The Planning and Finance Department shall be responsible for guiding public security units and localities in preparing budgets, managing, using, and settling accounts for funds allocated for the management and care of the health of public security officers and soldiers in accordance with the State Budget Law and detailed regulations and implementation guidelines in the field of national security and social order and safety, as well as other relevant laws."

Article 19. Supplement Clause 10 after Clause 9 of Article 30

"10. Appendix X. List of certain health indicators accepted for admission and selection of citizens into the Public Security Force and for transferring to a professional service system for non-commissioned officers completing their mandatory service term in the Public Security Force."

Article 20. Replacing some Appendices issued together with Circular No. 62/2023/TT-BCA

1. Replace Appendix I issued together with Circular No. 62/2023/TT-BCA with Appendix I issued together with this Circular.

2. Replace Appendix II issued together with Circular No. 62/2023/TT-BCA with Appendix II issued together with this Circular.

3. Replace Appendix III issued together with Circular No. 62/2023/TT-BCA with Appendix III issued together with this Circular.

4. Replace Appendix IV issued together with Circular No. 62/2023/TT-BCA with Appendix IV issued together with this Circular.

Article 21. Effectiveness and Transitional Provisions

1. This Circular shall take effect from December 25, 2025.

2. In cases where local police units have already organized or are organizing health examinations to transfer non-commissioned officers on compulsory service to a professional service system for the year 2026, they shall base their health conclusions on the provisions of this Circular.

Article 22. Implementation organization

1. The Health Department is responsible for monitoring, urging, guiding, and inspecting the implementation of this Circular.

2. Heads of units under the Ministry, Directors of provincial and municipal police departments, and heads of public security medical facilities are responsible for implementing this Circular.

During the implementation process, if any difficulties arise, local police units shall report to the Ministry of Public Security (through the Health Department) for timely guidance.
