of Circulars stipulating economic-technical norms
in the field of surveying, mapping, and geographic information

Pursuant to the Law on Surveying and Mapping dated June 14, 2018;

Pursuant to Decree No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing some provisions of the Law on Surveying and Mapping; Decree No. 136/2021/NĐ-CP dated December 31, 2021 of the Government amending and supplementing some articles of Decree No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing some provisions of the Law on Surveying and Mapping;

Pursuant to Decree No. 22/2023/NĐ-CP dated May 12, 2023 of the Government amending and supplementing certain provisions of related decrees concerning business activities in the natural resources and environment sector;

Pursuant to Decree No. 68/2022/NĐ-CP dated September 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the proposal of the Director of the Vietnam National Survey, Mapping and Geographic Information Center,

The Minister of Natural Resources and Environment promulgates this Circular amending and supplementing certain contents of Circulars stipulating economic-technical norms in the field of surveying, mapping, and geographic information.

Article 1. Amending and supplementing certain contents of Part 1. General Provisions of Economic-Technical Norms for Building Geospatial Database issued together with Circular No. 40/2011/TT-BTNMT dated November 22, 2011 of the Minister of Natural Resources and Environment

1. Amending and supplementing Clause 3.1 Section 3 Part 1 as follows:

"3.1. Labor norm: is the necessary time consumption of direct labor required to produce a product (or perform a specific work step or a specific task) and the time off paid at full salary according to current laws. The labor norm specified in Part 2 of these economic-technical norms does not include the time off paid at full salary for direct labor and weather adjustment factor.

Components of the labor norm include:

a) Work content: listing and describing the work content, basic operations, and key operations to perform the work;

b) Determining standard conditions (difficulty classification): determining basic factors such as terrain, objects, transportation, geology, and other conditions related to performing the work; determining levels of difficulty different from standard conditions;

c) Staffing: describing the job positions of each worker in each work step until the product is created. Based on that, determine the number and specific rank of workers to carry out each part of the work process until the product is completed;

d) Norm: the necessary direct labor time to complete a product and the time off paid at full salary according to current laws; unit of measurement is individual workday or group workday/one unit of product

- Individual workday: is the labor determined for a direct worker to perform a work step creating a product.

- Group workday: is the labor determined for a group of direct workers to perform a product or a work step creating a product.

- Non-core activity levels are expressed as fractions, where:

+ Numerator is technical labor level (measured in group workdays, individual workdays). Technical labor is labor trained in specialized fields related to natural resources and environment and other relevant professions according to the law.

+ Denominator is service labor level (general labor), measured in individual workdays. Service labor (general labor) is simple labor for transporting equipment, materials, samples, guiding, and other activities during production to create products.

- A working day directly on land (shift) is calculated as 8 hours of work; a working day directly at sea (shift) is calculated as 6 hours of work.

- Time off paid at full salary for direct labor

+ Time off paid at full salary for direct labor includes: leave, additional leave based on seniority (if any), holidays, meetings, training, which is counted as 34 days out of a total of 312 working days in one year.

+ The time off paid at full salary applies to all work steps."

2. Repealing Point d, e Clause 3.2 Section 3 Part 1.

3. Amending and supplementing Item 2, Section 4 Part 1 as follows:

"- Weather adjustment factor: The technical non-core labor level when work must be stopped due to weather conditions is calculated at 25% compared to the technical non-core labor level specified in the content of this norm."

Article 2. Amend and supplement some contents of Part I. General Provisions of Economic and Technical Standards for Building the National and Foreign Geographic Information System to Serve Map Compilation issued together with Circular No. 06/2012/TT-BTNMT dated June 1, 2012 of the Minister of Natural Resources and Environment.

1. Amend and supplement Clause 3.1 Section 3 Part I as follows:

"3.1. Labor quota: is the necessary time consumption of direct labor required to produce a product (or perform a specific work step or a specific task) and the time off with full pay according to current laws. The labor quota specified in Part II of these economic and technical standards does not include the time off with full pay for direct labor and weather adjustment factor.

Components of the labor norm include:

a) Work content: listing and describing the work content, basic operations, and key operations to perform the work;

b) Determining standard conditions (difficulty classification): determining basic factors such as terrain, objects, transportation, geology, and other conditions related to performing the work; determining levels of difficulty different from standard conditions;

c) Staffing: describing the job positions of each worker in each work step until the product is created. Based on that, determine the number and specific rank of workers to carry out each part of the work process until the product is completed;

d) Norm: the necessary direct labor time to complete a product and the time off paid at full salary according to current laws; unit of measurement is individual workday or group workday/one unit of product

+ Denominator is service labor level (general labor), measured in individual workdays. Service labor (general labor) is simple labor for transporting equipment, materials, samples, guiding, and other activities during production to create products.

- A day's work on land (shift) is calculated at 8 hours of work;

a day's work at sea (shift) is calculated at 6 hours of work.

- Time off paid at full salary for direct labor

+ Time off paid at full salary for direct labor includes: leave, additional leave based on seniority (if any), holidays, meetings, training, which is counted as 34 days out of a total of 312 working days in one year.

+ The time off paid at full salary applies to all work steps."

2. Repeal Point d, đ Clause 3.2 Section 3 Part I.

3. Amend and supplement Point e Clause 3.2 Section 3 Part I as follows:

"e) Weather adjustment factor: The level of technical labor when work must be stopped due to weather conditions for non-core technical labor for field verification of geographic names (at commune and district levels) is calculated at 25% compared to the corresponding level of non-core technical labor stipulated in this standard content."

Article 3. Amend and supplement some contents of Part I. General Provisions of Economic and Technical Standards for Surveying and Mapping issued together with Circular No. 20/2012/TT-BTNMT dated December 19, 2012 of the Minister of Natural Resources and Environment.

1. Amend and supplement Clause 4.1 Section 4 Part I as follows:

"4.1. Labor quota: is the necessary time consumption of direct labor required to produce a product (or perform a specific work step or a specific task) and the time off with full pay according to current laws. The labor quota specified in Part II of these economic and technical standards does not include the time off with full pay for direct labor and weather adjustment factor.

Components of the labor norm include:

- Weather adjustment factor: The level of technical labor when work must be stopped due to weather conditions for non-core technical labor is calculated according to the coefficient in Table A - page 3.

- The level of technical labor affected by old film is calculated according to the coefficient in Table B - page 3."

2. Repeal Point c, d Clause 4.2 Section 4 Part I.

3. Amend and supplement the name of Table A Part I as follows:

"Table A: Weather Adjustment Coefficient"

4. Repeal Clause 3 Section 5 Chapter 2 Part II.

Article 4. Amend and supplement some contents of Part I. General Provisions of Economic and Technical Standards for Detailed Gravity Survey issued together with Circular No. 24/2013/TT-BTNMT dated September 3, 2013 of the Minister of Natural Resources and Environment.

1. Amend and supplement Clause 3.1 Section 3 Part I as follows:

"3.1. Labor quota: is the necessary time consumption of direct labor required to produce a product (or perform a specific work step or a specific task) and the time off with full pay according to current laws. The labor quota specified in Part II of these economic and technical standards does not include the time off with full pay for direct labor and weather adjustment factor.

Components of the labor norm include:

2. Repeal Point c Clause 3.2, Point b Clause 3.4 Section 3 Part I.

Article 5. Amend and supplement some contents of Part I. General Provisions of Economic and Technical Standards for Determining Administrative Boundary Lines, Setting Boundary Markers, and Establishing Administrative Boundary Records at Various Levels issued together with Circular No. 49/2014/TT-BTNMT dated August 22, 2014 of the Minister of Natural Resources and Environment.

1. Amend and supplement Clause 3.1 Section 3 Part I as follows:

"3.1. Labor quota: is the necessary time consumption of direct labor required to produce a product (or perform a specific work step or a specific task) and the time off with full pay according to current laws. The labor quota specified in Part II of these economic and technical standards does not include the time off with full pay for direct labor and weather adjustment factor.

Components of the labor norm include:

3.1.1. Content of work: list and describe the content of the work, basic operations, and main operations to perform the work;

3.1.2. Determine standard conditions (difficulty classification): determine basic factors such as terrain, topography, transportation, geology, and other conditions related to performing the work; determine levels of difficulty different from standard conditions;

3.1.3. Staffing: describe the job positions of each worker in each step of the work until the product is created. Based on this, determine the specific number and level of workers needed to carry out each content of each stage of the work in the labor cycle until the product is completed;

3.1.4. Standard: the necessary direct labor time to complete one product and the time off paid at full salary according to current laws; unit of measurement is individual workday or group workday/one unit of product;

- Individual workday: is the labor determined for a direct worker to perform a work step creating a product.

- Group workday: is the labor determined for a group of direct workers to perform a product or a work step creating a product.

- Non-core activity levels are expressed as fractions, where:

+ Numerator is technical labor level (measured in group workdays, individual workdays). Technical labor is labor trained in specialized fields related to natural resources and environment and other relevant professions according to the law.

+ Denominator is service labor level (general labor), measured in individual workdays. Service labor (general labor) is simple labor for transporting equipment, materials, samples, guiding, and other activities during production to create products.

- A working day directly on land (shift) is calculated as 8 hours of work; a working day directly at sea (shift) is calculated as 6 hours of work.

- Time off paid at full salary for direct labor

+ Time off paid at full salary for direct labor includes: leave, additional leave based on seniority (if any), holidays, meetings, training, which is counted as 34 days out of a total of 312 working days in one year.

+ Time off with full pay applies to all work steps.

- Weather adjustment factor: The technical labor level when work must be stopped due to weather conditions for non-specialized technical labor is calculated at 25% compared to the technical labor level specified in the content of this standard, including the following tasks:

+ Determine administrative boundary lines, positions of administrative boundary markers, and distinctive points.

+ Prepare descriptions of administrative boundary lines at commune level.

+ Set administrative boundary markers: cast markers, bury markers, and draw schematic marker locations; contact points; aim and measure."

2. Repeal item 3 and item 4 of Clause 3.2 Section 3 Part I.

Article 6. Amend and supplement some contents of Chapter I. General Provisions of Economic and Technical Standards for Surveying Seabed Topographic Maps at Scale 1:100,000 issued together with Circular No. 72/2015/TT-BTNMT dated December 28, 2015 of the Minister of Natural Resources and Environment.

1. Amend and supplement Clause 5.1 Section 5 Chapter I as follows:

"5.1. Labor standard: is the necessary time consumption of direct labor required to produce one product (or to perform one step of work or a specific task) and the time off paid at full salary according to current laws. The labor standard stipulated in Chapter II of this economic and technical standard does not include the time off paid at full salary for direct labor and the weather adjustment factor.

Components of the labor norm include:

5.1.1. Content of work: list and describe the content of the work, basic operations, and main operations to perform the work.

5.1.2. Determine standard conditions (difficulty classification): determine basic factors such as terrain, topography, transportation, geology, and other conditions related to performing the work; determine levels of difficulty different from standard conditions.

5.1.3. Staffing: describe the job positions of each worker in each step of the work until the product is created. Based on this, determine the specific number and level of workers needed to carry out each content of each stage of the work in the labor cycle until the product is completed.

5.1.4. Standard: the necessary direct labor time to complete one product and the time off paid at full salary according to current laws; unit of measurement is individual workday or group workday/one unit of product.

5.1.4.1. Individual workday: is the labor determined for one direct worker performing one step of work to create a product.

5.1.4.2. Group workday: is the labor determined for a group of direct workers performing one product or a step of work to create a product.

5.1.4.3. Non-specialized levels are expressed in fractions, where:

a) Numerator is the technical labor level (measured in group workdays, individual workdays). Technical labor is labor trained in specialized vocational skills according to natural resources and environment majors and other related professions as prescribed by law;

b) Denominator is the service labor level (general labor), measured in individual workdays. Service labor (general labor) is simple labor for transporting equipment, materials, specimens, guiding, and other activities during the production process to create products.

5.1.4.4. Direct working days on land (shift) are calculated as 8 hours of work; direct working days at sea (shift) are calculated as 6 hours of work.

5.1.4.5. Time off paid at full salary for direct labor

a) Time off paid at full salary for direct labor includes: leave, additional leave based on seniority (if any), holidays, meetings, training, and education, totaling 34 days out of 312 working days in one year;

b) The time off paid at full salary applies to all steps of work.

5.1.4.6. Weather adjustment factor: The technical labor level when work must be stopped due to weather conditions for non-specialized technical labor is calculated according to the coefficient in Table A.

2. Repeal Point 5.2.3, Point 5.2.4 Clause 5.2 Section 5 Chapter I.

Article 7. Amend and supplement certain contents of Part I. General Provisions of Economic and Technical Norms for Updating Geographic Database at Scale 1:2,000, 1:5,000, and 1:10,000 issued together with Circular No. 02/2016/TT-BTNMT dated February 29, 2016, by the Minister of Natural Resources and Environment.

1. Amend and supplement Clause 3.1 Section 3 Part I as follows:

"3.1. Labor quota: is the necessary time consumption of direct labor required to produce a product (or perform a specific work step or a specific task) and the time off with full pay according to current laws. The labor quota specified in Part II of these economic and technical standards does not include the time off with full pay for direct labor and weather adjustment factor.

Components of the labor norm include:

3.1.1. Content of work: list and describe the content of work, basic operations, and main operations to perform the work.

3.1.2. Determine standard conditions (difficulty classification): determine basic factors such as terrain, topography, transportation, geology, and other conditions related to performing the work; determine levels of difficulty different from standard conditions.

3.1.3. Staffing: describe the job position of each worker in each step of the work until the product is created. Based on this, determine the quantity and rank of workers specifically to carry out each content of each stage of the work within the labor cycle until completion of the product.

3.1.4. Norms: the necessary direct labor time to complete one product and the paid leave time according to current laws; unit of measurement is individual workday or group workday/one unit of product.

- Individual workday: is the labor determined for a direct worker to perform a work step creating a product.

- Group workday: is the labor determined for a group of direct workers to perform a product or a work step creating a product.

- Non-core activity levels are expressed as fractions, where:

+ Numerator is technical labor level (measured in group workdays, individual workdays). Technical labor is labor trained in specialized fields related to natural resources and environment and other relevant professions according to the law.

+ Denominator is service labor level (general labor), measured in individual workdays. Service labor (general labor) is simple labor for transporting equipment, materials, samples, guiding, and other activities during production to create products.

- A working day directly on land (shift) is calculated as 8 hours of work; a working day directly at sea (shift) is calculated as 6 hours of work.

- Weather adjustment factor: The level of technical labor when work must be stopped due to weather conditions for non-core technical labor is calculated at 25% compared to the level of non-core technical labor specified in the content of these norms.

2. Repeal item 3 and item 4 of Clause 3.2 Section 3 Part I.

Article 8. Amend and supplement certain contents of Part I. General Provisions of Economic and Technical Norms for Building Administrative Boundary Databases issued together with Circular No. 55/2017/TT-BTNMT dated December 8, 2017, by the Minister of Natural Resources and Environment.

1. Amend and supplement Clause 5.1 Section 5 Part I as follows:

"5.1. Labor norm: is the necessary labor time consumption of direct workers producing one product (or completing one step of work or a specific task) and paid leave time according to current laws. The labor norm stipulated in Part II of these economic and technical norms does not include the paid leave time for direct workers.

Components of the labor norm include:

5.1.1. Content of work: list and describe the content of the work, basic operations, and main operations to perform the work.

5.1.2. Determine standard conditions (difficulty classification): determine basic factors such as terrain, topography, transportation, geology, and other conditions related to performing the work; determine levels of difficulty different from standard conditions.

5.1.3. Staffing: describe the job positions of each worker in each step of the work until the product is created. Based on this, determine the specific number and level of workers needed to carry out each content of each stage of the work in the labor cycle until the product is completed.

5.1.4. Standard: the necessary direct labor time to complete one product and the time off paid at full salary according to current laws; unit of measurement is individual workday or group workday/one unit of product.

a) Individual workday: is the workday determined for one direct worker completing one step of work creating a product;

b) Group workday: is the workday determined for a group of direct workers completing a product or a step of work creating a product;

c) Technical labor: is labor trained in specialized vocational skills according to the natural resources and environment profession and other related professions as prescribed by law;

d) Direct working day on land (shift): calculated as 8 hours of work;

đ) Paid leave time for direct labor

- Paid leave time for direct labor includes: leave, additional leave based on seniority (if any), holidays, meetings, training, calculated as 34 days out of a total of 312 working days in one year.

- The paid leave time is applied to all steps of work.

2. Repeal Point 5.2.3, 5.2.4 Clause 5.2 Section 5 Part I.

Article 9. Amend and supplement some contents of Part I. General Provisions of Economic and Technical Standards for Establishing Administrative Maps at Various Levels issued together with Circular No. 56/2017/TT-BTNMT dated December 8, 2017 of the Minister of Natural Resources and Environment.

1. Amend and supplement Clause 5.1 Section 5 Part I as follows:

"5.1. Labor norm: is the necessary labor time consumption of direct workers producing one product (or completing one step of work or a specific task) and paid leave time according to current laws. The labor norm stipulated in Part II of these economic and technical norms does not include the paid leave time for direct workers.

Components of the labor norm include:

5.1.1. Content of work: list and describe the content of the work, basic operations, and main operations to perform the work.

5.1.2. Determine standard conditions (difficulty classification): determine basic factors such as terrain, topography, transportation, geology, and other conditions related to performing the work; determine levels of difficulty different from standard conditions.

- Technical labor: is labor trained in specialized vocational skills according to the natural resources and environment specialty and other related trades as prescribed by law.

- Direct working days on land (shift): calculated as 8 hours of work.

- Time off paid at full salary for direct labor

+ Time off paid at full salary for direct labor includes: leave, additional leave based on seniority (if any), holidays, meetings, training, which is counted as 34 days out of a total of 312 working days in one year.

+ The time off paid at full salary applies to all work steps."

2. Repeal item 3 and item 4 Clause 5.2 Section 5 Part I.

Article 10. Amend and supplement some contents of Chapter I. General Provisions of Economic and Technical Standards for Surveying Seabed Topographic Maps at Scale 1:5,000 issued together with Circular No. 22/2018/TT-BTNMT dated November 15, 2018 of the Minister of Natural Resources and Environment.

1. Amend and supplement Section 5 of Chapter I as follows:

"5. Weather adjustment factor: The level of technical labor when work must be stopped due to weather conditions is calculated according to the coefficient in Table A of Circular No. 20/2012/TT-BTNMT."

2. Amend and supplement Section 6 of Chapter I as follows:

"6. Other provisions

a) Labor standard: the necessary labor time consumption of workers directly producing one product (or performing one step of work or a specific task) and the time off paid in full according to current laws. The labor standards stipulated in Chapter II of this economic and technical standard do not include the time off paid in full for direct labor and the weather adjustment factor.

Components of the labor norm include:

- Work content: list and describe the work content, basic operations, and key operations to perform the work.

- Determine standard conditions (difficulty classification): determine basic factors such as terrain, objects, transportation, geology, and other relevant conditions for performing the work; determine different levels of difficulty compared to standard conditions.

- Staffing: describe the job position of each worker in each step of work until the product is created. Based on that, determine the number and rank of specific workers to carry out each content of each stage of work in the labor process until completion of the product.

- Standard: the necessary direct labor time to complete a product and the time off paid in full according to current laws; the unit of measurement is individual workday or group workday/one unit of product.

+ Individual workday: is the labor work determined for a direct worker performing one step of work to create a product.

+ Group workday: is the labor work determined for a group of direct workers performing a product or a step of work to create a product.

+ Non-specialized labor levels are expressed in fractions. In which:

The numerator is the level of technical labor (in terms of group workdays). Technical labor is labor trained in specialized vocational skills according to the natural resources and environment specialty and other related trades as prescribed by law.

The denominator is the level of service labor (general labor), measured in individual workdays. Service labor (general labor) is simple labor for transporting equipment, materials, specimens, guiding, and other activities during the production process to create products.

+ Direct working days on land (shift): calculated as 8 hours of work; direct working days on sea (shift): calculated as 6 hours of work.

+ Time off paid in full for direct labor

The time off paid in full for direct labor includes: leave, additional leave based on seniority (if any), holidays, meeting attendance, training, and study leave, totaling 34 days out of 312 working days in one year.

The time off paid in full applies to all steps of work.

b) Tool standard (tool standard): the consumption of tools used to produce one unit of product under standard conditions;

c) Machine and equipment usage standard (equipment standard): calculated based on the number of machine shifts directly used to produce one unit of product or a step of work creating a product;

d) Material consumption standard (material standard): the consumption level of each type of material to produce one unit of product or a step of work creating a product;

đ) The area of cadastral map sheets at scale 1:5000 divided according to the VN-2000 system averages 11.25 km2 on the ground (equivalent to 45 dm2 on the map)."

Article 11. Amend and supplement some contents of Part I. General Provisions of Economic and Technical Standards for Inspection, Review, and Acceptance of Surveying and Mapping Products issued together with Circular No. 25/2018/TT-BTNMT dated December 14, 2018 of the Minister of Natural Resources and Environment.

1. Amend and supplement Clause 5.1 Section 5 Part I as follows:

"5.1. Labor norms: are the necessary labor time consumption to inspect, review, and accept the quality of one surveying and mapping product (or to perform a specific work step or a specific task) and the time off paid according to current laws. The labor norms stipulated in Part II of these economic and technical standards do not include the time off paid for direct labor.

Components of the labor norm include:

5.1.1. Content of work: list and describe the content of the work, basic operations, and main operations to perform the work.

5.1.1.1. Quality inspection of products:

- Inspect the completeness, legality, consistency, and validity of the quality inspection dossier submitted by the construction unit;

- Analyze and evaluate the technical summary report, quality inspection report of the product, and all inspection records, inspection opinion forms, and inspection data submitted by the construction unit;

- Evaluate the product specifications against standards, regulations, technical provisions, and other provisions in the project proposal, project plan, and approved technical design - budget estimate;

- Determine the volume of work items and products that meet quality requirements and those that do not meet quality requirements (if any);

- Assess and propose to re-determine the level of difficulty of completed work items and products in accordance with current regulations and actual production conditions.

5.1.1.2. Supervision, review, and acceptance

a) Construction supervision:

- Supervise the manpower and equipment used by the construction unit during implementation;

- Inspect the measuring instruments used during construction;

- Supervise compliance with technical standards, standards, and technical regulations during construction in accordance with the provisions in the project proposal, project plan, and approved technical design - budget estimate;

- Supervise the progress of construction in accordance with the planned schedule;

- Supervise the increase or decrease in quantities during construction;

- Supervise the quality inspection process conducted by the construction unit;

- Prepare the quality inspection dossier and the acceptance dossier.

b) Review and acceptance:

- Review compliance with the provisions in the project proposal, project plan, and approved technical design - budget estimate and related technical documents;

- Review compliance with the construction supervision and quality inspection regulations for surveying and mapping products;

- Review the handling of issues and difficulties arising during construction according to the requirements of the inspection unit, the project owner, and the investment decision-making agency;

- Review the determination of the quantity and level of difficulty of completed work items and products. If necessary, request a re-inspection of quality, quantity, and level of difficulty based on a number of samples;

- Acceptance of the quantity and completed work items and products that meet quality requirements compared to the project proposal, project plan, and approved technical design - budget estimate;

- Acceptance of the quantity of additional or reduced work items and products compared to the project proposal, project plan, and approved technical design - budget estimate (if any);

- Confirm the level of difficulty for completed work items and products.

5.1.2. Standard conditions (difficulty classification): There is no difficulty classification for the inspection, review, and acceptance of surveying and mapping product quality.

5.1.3. Staffing: describe the job positions of each worker in each step of the work until the product is created. Based on this, determine the specific number and level of workers needed to carry out each content of each stage of the work in the labor cycle until the product is completed.

5.1.4. Norms: the necessary direct labor time to complete one product and the time off paid according to current laws; the unit of measurement is group hours/one unit of product.

- Group workday: is the labor determined for a group of direct workers to perform a product or a work step creating a product.

- Technical labor: is labor trained in specialized vocational skills according to the natural resources and environment specialty and other related trades as prescribed by law.

- A working day directly on land (shift) is calculated as 8 hours of work; a working day directly at sea (shift) is calculated as 6 hours of work.

- Time off paid at full salary for direct labor

+ Time off paid at full salary for direct labor includes: leave, additional leave based on seniority (if any), holidays, meetings, training, which is counted as 34 days out of a total of 312 working days in one year.

+ The time off paid at full salary applies to all work steps."

2. Repeal Point b Clause 5.2 Item 5 Part I.

3. Amend and supplement Clause 5.4 Item 5 Part I as follows:

"5.4. Material consumption norms (material norms): are the consumption levels for each type of material to inspect, review, and accept the quality of one surveying and mapping product."

Article 12. Amend and supplement some contents of Part I. General Provisions of Economic and Technical Standards for Direct Surveying to Serve the Establishment of Topographic Maps at Scale 1:500, 1:1,000 and National Topographic Maps at Scale 1:2,000, 1:5,000 issued together with Circular No. 14/2019/TT-BTNMT dated August 16, 2019 of the Minister of Natural Resources and Environment.

1. Amend and supplement Section 5 of Part I as follows:

"5. Weather adjustment factor: The level of technical labor when work must be suspended due to weather conditions for non-specialized technical labor shall be calculated at 25% compared to the level of non-specialized technical labor specified in the content of this standard."

2. Amend and supplement Clause 7.1 of Section 7 of Part I as follows:

"7.1. Labor standard: is the time consumption necessary for direct workers to produce a product (or perform a specific task or a specific job) and time off with full pay according to current laws. The labor standard stipulated in Part II of this economic and technical standard does not include the time off with full pay for direct labor and weather adjustment factor.

Components of the labor norm include:

7.1.1. Job content: list and describe the job content, basic operations, and key operations to perform the job.

7.1.2. Determine standard conditions (difficulty classification): determine basic factors such as terrain, land features, transportation, geology, and other conditions related to performing the job; determine different levels of difficulty compared to standard conditions.

7.1.3. Staffing: describe the position of each worker in each step of the job until the product is created. Based on that, determine the number and rank of specific workers to carry out each content of each stage of the job in the labor process until the product is completed.

7.1.4. Standard: the direct labor time required to complete a product and time off with full pay according to current laws; unit of measurement is individual workday or group workday/one unit of product.

a) Individual workday: is the workday determined for one direct worker completing one step of work creating a product;

b) Group workday: is the workday determined for a group of direct workers completing a product or a step of work creating a product;

c) Non-specialized labor rates are expressed in fractions, where:

- The numerator is the technical labor rate (in terms of group workdays, individual workdays). Technical labor is labor trained in specialized fields related to natural resources and environment and other relevant professions according to the law.

- The denominator is the service labor rate (general labor), measured in individual workdays. Service labor (general labor) is simple labor for transporting equipment, materials, specimens, guiding, and other activities during the production process to create products.

d) A day of direct work on land (shift) is calculated as 8 hours of work; a day of direct work at sea (shift) is calculated as 6 hours of work;

đ) Paid leave time for direct labor

- Paid leave time for direct labor includes: leave, additional leave based on seniority (if any), holidays, meetings, training, calculated as 34 days out of a total of 312 working days in one year.

- The paid leave time is applied to all steps of work.

3. Repeal Point 7.2.4 of Clause 7.2 and Point 7.4.2 of Clause 7.4 of Section 7 of Part I.

Article 13. Amend and supplement some contents of Part I. General Provisions of Economic and Technical Standards for National Gravity Network issued together with Circular No. 19/2021/TT-BTNMT dated October 29, 2021 of the Minister of Natural Resources and Environment.

1. Amend and supplement Clause 5.1 Section 5 Part I as follows:

"5.1. The national gravity network economic and technical standards include the following component standards:

5.1.1. Labor standard: is the time consumption necessary for direct workers to produce a product (or perform a specific task or a specific job) and time off with full pay according to current laws. The labor standard stipulated in Part II of this economic and technical standard does not include the time off with full pay for direct labor and weather adjustment factor.

Components of the labor norm include:

a) Work content: listing and describing the work content, basic operations, and key operations to perform the work;

b) Determining standard conditions (difficulty classification): determining basic factors such as terrain, objects, transportation, geology, and other conditions related to performing the work; determining levels of difficulty different from standard conditions;

c) Staffing: describing the job positions of each worker in each work step until the product is created. Based on that, determine the number and specific rank of workers to carry out each part of the work process until the product is completed;

d) Norm: the necessary direct labor time to complete a product and the time off paid at full salary according to current laws; unit of measurement is individual workday or group workday/one unit of product

5.1.3. Machinery and equipment usage standard: is calculated based on the number of machine shifts directly used to produce one unit of product or a step of work creating the product.

5.1.4. Material consumption standard: is the amount of material consumed for each type of material to produce one unit of product or a step of work creating the product.

5.1.5. Energy consumption standard: determined based on the power of machinery, equipment, tools, and devices using energy and the time taken to produce one unit of product or a step of work creating the product. For electricity, additional line loss costs not exceeding 5% are included.

5.1.6. Fuel consumption standard: determined based on the power of machinery, equipment, tools, and devices using fuel and the time taken to produce one unit of product or a step of work creating the product."

Article 14. Amend and supplement certain contents of Part I. General Provisions of the Economic and Technical Standards for Collecting and Processing Digital Image Data from Unmanned Aerial Vehicles to Serve the Construction and Updating of National Geographic Database at Scale 1:2000, 1:5000 and the Establishment of Topographic Maps at Scale 1:500, 1:1000 issued together with Circular No. 16/2022/TT-BTNMT dated November 13, 2022 of the Minister of Natural Resources and Environment.

1. Amend and supplement Clause 5.1 Section 5 Part I as follows:

"5.1. Labor quota: is the necessary labor time consumption of direct workers producing a product (or performing a specific work step or a specific task) and the time off paid in full according to current laws. The labor quota specified in Part II of these economic and technical standards does not include the time off paid in full for direct workers and weather adjustment factor.

Components of the labor norm include:

a) Work content: listing and describing the work content, basic operations, and key operations to perform the work;

b) Determining standard conditions (difficulty classification): determining basic factors such as terrain, objects, transportation, geology, and other conditions related to performing the work; determining levels of difficulty different from standard conditions;

c) Job description: describes the position of each worker in each work step until the product is created. Based on this, determine the number and level of specific workers to perform each work step in the labor cycle until the product is completed;

d) Norm: the necessary direct labor time to complete a product and the time off paid at full salary according to current laws; unit of measurement is individual workday or group workday/one unit of product

- Individual workday: is the labor determined for a direct worker to perform a work step creating a product.

- Group workday: is the labor determined for a group of direct workers to perform a product or a work step creating a product.

- Non-core activity levels are expressed as fractions, where:

+ Numerator is technical labor level (measured in group workdays, individual workdays). Technical labor is labor trained in specialized fields related to natural resources and environment and other relevant professions according to the law.

"5.2. Time off paid in full for direct workers

The time off paid in full for direct labor includes: leave, additional leave based on seniority (if any), holidays, meeting attendance, training, and study leave, totaling 34 days out of 312 working days in one year.

The time off paid in full applies to all work steps."

3. Supplement Clauses 5.4, 5.5, 5.6, 5.7, 5.8, Section 5, Part I as follows:

"5.4. Tool consumption quota: is the tool consumption for producing one unit of product under standard conditions.

5.5. Machine and equipment usage quota: is calculated based on the number of machine shifts directly used to produce one unit of product or a work step that produces the product.

5.6. Material consumption quota: is the material consumption rate for each type of material to produce one unit of product or a work step that produces the product.

5.7. Energy consumption quota: determined based on the power of machines, equipment, tools, and devices using energy and the time taken to produce one unit of product or a work step that produces the product. For electricity, additional line loss up to 5% is added.

5.8. Fuel consumption quota: determined based on the power of machines, equipment, tools, and devices using fuel and the time taken to produce one unit of product or a work step that produces the product."

Article 15. Transitional Provisions

Projects, designs, technical estimates, and tasks approved before the effective date of this Circular shall be implemented according to the current regulations at the time of approval.

Article 16. Responsibilities for Implementation and Effectiveness of Enforcement

1. This Circular takes effect from November 6, 2024.

2. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, municipal People's Committees under the central government, heads of units under the Ministry of Natural Resources and Environment, provincial Departments of Natural Resources and Environment, municipal Departments of Natural Resources and Environment under the central government, and related organizations and individuals are responsible for implementing this Circular./.
