Regulations on economic and technical norms for professional training services for sports volunteers

Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering or tendering for the provision of products and public services using state budget funds from regular expenditure;
Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering goods or services, or tendering for the provision of public products and services using state budget funds from regular expenditure;
Pursuant to Decree No. 01/2023/NĐ-CP dated January 16, 2023 of the Government providing for the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director of the Sports Administration;
The Minister of Culture, Sports and Tourism issues this Circular stipulating economic and technical norms for professional training services for sports volunteers.
Article 1. Scope of Regulation and Applicability
2. Applicability:
a) This Circular stipulates economic and technical norms for professional training services for sports volunteers using state budget funds (hereinafter referred to as public service activities);
b) This Circular does not apply to professional training activities for sports instructors as stipulated in Circular No. 07/2021/TT-BVHTTDL dated September 8, 2021 of the Minister of Culture, Sports and Tourism regarding professional training for sports instructors.

a) Job titles in the labor cost component of the standard table shall be applied in accordance with Circular No. 07/2022/TT-BVHTTDL dated October 25, 2022 of the Minister of Culture, Sports and Tourism stipulating job code, job standards, and salary grading for sports professionals (hereinafter referred to as Circular No. 07/2022/TT-BVHTTDL).
b) Sports volunteers at the grassroots level;
c) Agencies, organizations, and individuals related to the implementation of public service activities using state budget funds;
d) Encourages non-state agencies and organizations providing public service activities without using state budget funds to apply the economic and technical norms prescribed in this Circular.
Article 2. General Provisions on Economic and Technical Standards
1. The economic and technical norms prescribed in this Circular are the maximum levels, ensuring accurate and sufficient funding to complete the provision of public service activities according to criteria, standards, and quality.
2. The economic and technical norms stipulated in this Circular serve as the basis for:
a) Determine the job titles of labor costs within the cost component; establish the content and amount of expenses for implementing public service activities using state budget funds, submit to the competent authority for approval and annual budget allocation;
b) Determine unit prices and service fees for public service activities using state budget funds ordered in accordance with Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering or tendering for the provision of products and public services using state budget funds from regular expenditure.
3. Determination of job titles:
a) Job titles of labor costs within the cost component of the normative table applied according to Circular No. 07/2022/TT-BVHTTDL dated October 25, 2022 of the Minister of Culture, Sports and Tourism stipulating job code, standards, and salary scales for sports professionals (hereinafter referred to as Circular No. 07/2022/TT-BVHTTDL);
b) In cases where job titles of labor costs within the cost component are not included in Circular No. 07/2022/TT-BVHTTDL, they shall be applied according to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary systems for civil servants, public officials, and members of the armed forces; Decree No. 117/2016/NĐ-CP dated July 21, 2016 of the Government amending and supplementing certain articles of Decree No. 204/2004/NĐ-CP; Decree No. 111/2022/NĐ-CP dated December 30, 2022 of the Government on contracts for certain types of work in administrative agencies and public institutions; Circular No. 40/2020/TT-BGDĐT dated October 26, 2020 of the Minister of Education and Training stipulating job codes, standards, appointment, and salary scales for teaching staff in public universities and colleges; Circular No. 04/2022/TT-BGDĐT amending and supplementing certain articles of Circulars No. 35/2020/TT-BGDĐT and No. 40/2020/TT-BGDĐT, or equivalent conversion based on positions approved by the competent authority;
c) Individuals who are civil servants or public officials receiving salaries from the state budget when participating in the implementation of various components of public service activities do not apply the labor cost norms stipulated in this Circular.
Article 3. Content of economic and technical norms
1. The content of economic and technical norms includes:
a) Labor costs: the direct and indirect labor time required by average labor grades to complete the provision of a service. Direct labor costs are the time spent on each stage of the public service activity, measured in workdays (8 hours), as stipulated in Article 105 of the Labor Code; indirect labor costs are calculated as 15% of the total direct labor costs;
b) Machine and equipment usage costs: the time required to use each type of machine or equipment to complete the provision of a public service activity. Machine and equipment costs in the norms are calculated in terms of usage shifts, each shift corresponding to one working day (8 hours) as stipulated in Article 105 of the Labor Code;
c) Material usage costs: the specific quantities of materials needed directly for the provision of public service activities.
2. The structure of economic and technical norms includes the following contents:
a) Name of the norm.
b) Description of work components: the main stages involved in providing public service activities.
c) The economic and technical norm table includes:
- Labor costs: job title and labor grade, unit of measurement for labor costs, normative value of labor costs;
- Machine and equipment usage costs: name of machine or equipment, unit of measurement for usage costs, normative value of usage costs;
- Material usage costs: name and specifications of material, unit of measurement for usage costs, normative value of usage costs;
- Normative value of costs: the numerical value of labor costs, machine and equipment usage costs, and material usage costs;
- Notes: guidance on calculating norms under different technical conditions (if applicable) or to perform a unit volume of work different from the unit of measurement in the normative table.
3. Economic and technical norms for public service activities are specified in the Appendix to this Circular.
Article 4. Organization of Implementation
1. Pursuant to the economic and technical standards for public service activities attached to this Circular, ministries, sectors, central agencies, People's Committees of provinces and centrally governed cities shall consider and decide on applying specific standards that are suitable to the conditions of public service units under their management.
2. Agencies and organizations using state budget funds to implement the provision of public services shall base their proposals on actual conditions and submit them to the competent authority for consideration and decision on applying specific standards.
Article 5. Effective Date
1. This Circular takes effect from February 1, 2025.
3. In cases where normative legal documents cited in this Circular are amended, supplemented, or replaced, implementation shall be carried out according to the newly issued document.
4. During the implementation process, if any difficulties arise, agencies, organizations, and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism (through the Sports Administration) for consideration and resolution./.
