CIRCULAR
REGULATIONS ON SPECIALIZED SPORT TRAINING FOR SPORTS INSTRUCTORS
Pursuant to the Law Amending and Supplementing Certain Provisions of the Law on Physical Education and Sports dated June 25, 2018;
Pursuant to Decree No. 36/2019/NĐ-CP dated April 29, 2019 of the Government detailing certain provisions of the Law Amending and Supplementing Certain Provisions of the Law on Physical Education and Sports;
On the basis of Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism issues this Circular regulating specialized sports training for sports instructors.
Article 1. Scope of Regulation
This Circular regulates the content and program of specialized sports training; the agencies and organizations conducting such training; and certification of specialized sports training for sports instructors as prescribed in Point c Clause 1 Article 13 of Decree No. 36/2019/NĐ-CP dated April 29, 2019 of the Government detailing certain provisions of the Law Amending and Supplementing Certain Provisions of the Law on Physical Education and Sports.
Article 2. Applicability
1. Sports instructors; businesses operating sports activities.
2. Organizations and individuals related to specialized sports training activities.
Article 3. Content and Program of Specialized Sports Training
1. The content of specialized sports training includes:
a) The viewpoints, policies, and guidelines of the Party and state laws on physical education and sports; basic knowledge of relevant laws concerning the sport being trained;
b) Principles of sports coaching;
c) Basic techniques of the sport;
d) Competition rules, coaching methods, and competition organization of the sport;
đ) Basic knowledge about safety, hygiene, medical care, and nutrition for participants in the sport;
e) Rescue methods (for water sports and adventure sports);
g) Contents for testing and evaluating training results.
2. Training Programs:
a) The General Department of Physical Education and Sports shall develop specialized training programs for each sport and specify the qualifications required for instructors to be submitted to the Minister of Culture, Sports and Tourism for approval.
b) Based on the approved specialized training programs, the organizing agencies and units shall prepare training materials. These materials must be regularly updated to ensure compliance with regulations and meet practical requirements.
Article 4. Agencies Organizing Specialized Sports Training
1. Agencies organizing specialized sports training include:
b) National Federations and Associations of the sport;
a) The General Department of Sports;
c) Departments of Physical Education and Sports under provincial People's Committees.
2. Responsibilities of agencies organizing specialized sports training:
a) Develop training plans for sports instructors;
b) Organize the preparation of training materials consistent with the specialized training programs issued by competent authorities;
c) Ensure material and equipment for specialized training;
d) Ensure that instructors meet the specified professional qualifications;
đ) Conduct training, assess, and evaluate the professional qualifications of trainees;
e) Summarize training outcomes and certify the training results of trainees.
e) Compile the training results and recognize the training outcomes of the trainees.
Article 5. Certification of Professional Sports Training
1. The head of the agency organizing professional sports training shall decide to recognize the results and list of individuals certified for professional sports training for those who guide sports practice. The model of the Certificate of Professional Sports Training shall be implemented according to the Appendix attached to this Circular.
2. In case the Certificate of Professional Sports Training is lost or damaged, the head of the agency or unit organizing the training shall be responsible for checking and certifying in accordance with Clause 1 of this Article.
Article 6. Effectiveness
This Circular takes effect from December 1, 2021. The following provisions shall cease to be effective from the date this Circular takes effect:
1. Article 6 of Circular No. 11/2016/TT-BVHTTDL dated November 8, 2016 issued by the Minister of Culture, Sports and Tourism on the professional conditions for organizing yoga practice and competition.
2. Article 5 of Circular No. 12/2016/TT-BVHTTDL dated December 5, 2016 issued by the Minister of Culture, Sports and Tourism on the professional conditions for organizing golf practice and competition.
3. Article 6 of Circular No. 09/2017/TT-BVHTTDL dated December 29, 2017 issued by the Minister of Culture, Sports and Tourism on the material infrastructure, equipment, and professional training of staff for badminton.
4. Article 6 of Circular No. 10/2017/TT-BVHTTDL dated December 29, 2017 issued by the Minister of Culture, Sports and Tourism on the material infrastructure, equipment, and professional training of staff for taekwondo.
5. Article 6 of Circular No. 02/2018/TT-BVHTTDL dated January 19, 2018 issued by the Minister of Culture, Sports and Tourism on the material infrastructure, equipment, and professional training of staff for karate.
6. Article 6 of Circular No. 03/2018/TT-BVHTTDL dated January 19, 2018 issued by the Minister of Culture, Sports and Tourism on the material infrastructure, equipment, and professional training of staff for swimming and diving.

Article 7. Transitional Provisions
1. The provisions on the Professional Training Program for Physical Education Instructors that were promulgated before the effective date of this Circular shall continue to be implemented until the Professional Training Program for Physical Education Instructors for each sport is promulgated in accordance with Article 3 of this Circular.
2. The General Department of Sports shall be responsible for drafting the Professional Training Program for Physical Education Instructors for each sport and submitting it to the Minister of Culture, Sports and Tourism for issuance before June 30, 2022.
Article 8. Responsibility for Implementation
1. The General Department of Sports shall be responsible for guiding, inspecting, and urging the implementation of this Circular.
2. The specialized sports administrative agencies under the provincial People's Committees shall be responsible for directing subordinate units and sports enterprises in their localities to implement this Circular.
3. The Cultural, Sports and Tourism Inspection Agency shall conduct inspections and handle violations according to its authority against organizations and individuals who violate the provisions of this Circular.
4. Physical Education Instructors, related organizations, and individuals shall be responsible for implementing this Circular.
Any difficulties or obstacles encountered during the implementation should be reported to the Ministry of Culture, Sports and Tourism (through the General Department of Sports) for research and resolution.
