Pursuant to the Law on the Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 1120/QĐ-TTg dated August 24, 2007 of the Prime Minister regarding the division of work among the Prime Minister and Deputy Prime Ministers,
DECISION:
Article 1. The division of responsibilities for heads of inter-ministerial coordination organizations established by the Prime Minister is adjusted as follows:
1. Prime Minister Nguyen Tan Dung shall head the following organizations:
a) Chairman of the National Education Council established by Decision No. 06/1998/QĐ-TTg dated January 14, 1998 of the Prime Minister;
b) Chairman of the Central Steering Committee for Commendation and Reward established by Decree No. 61/HĐBT dated June 16, 1983 of the Council of Ministers (now the Government);
c) Head of the Government's Steering Committee for Administrative Reform established by Decision No. 200/QĐ-TTg dated October 14, 1998 of the Prime Minister and reorganized by Decision No. 757/QĐ-TTg dated June 19, 2007 of the Prime Minister;
d) Head of the Central Steering Committee for Anti-Corruption established by Resolution No. 1039/2006/NQ-UBTVQH11 dated August 28, 2006 of the Standing Committee of the National Assembly;
đ) Head of the Steering Committee for Implementing Resolution No. 27/NQ-TW dated June 16, 2003 of the Political Bureau of the Ninth Party Congress on the Construction and Development of National Defense Industry until 2010 established by Decision No. 61/2004/QĐ-TTg dated April 13, 2004 of the Prime Minister.
2. Deputy Prime Minister Nguyen Sinh Hung shall head the following organizations:
a) Chairman of the National Committee on Elderly Affairs established by Decision No. 141/2004/QĐ-TTg dated August 5, 2004 of the Prime Minister;
b) Chairman of the National Advisory Council on Financial and Monetary Policy established by Decision No. 200/1999/QĐ-TTg dated October 6, 1999 of the Prime Minister;
c) Head of the Steering Committee for Enterprise Renewal and Development established by Decision No. 98/2000/QĐ-TTg dated August 17, 2000 of the Prime Minister;
d) Head of the Steering Committee for the Comprehensive Growth and Poverty Reduction Strategy and Credit Support Program for Poverty Reduction established by Decision No. 774/QĐ-TTg dated June 22, 2007 of the Prime Minister;
đ) Head of the Government's Steering Committee for Implementing the National Target Program on Poverty Reduction from 2006 to 2010 and the Socio-Economic Development Program for Particularly Difficult Communes in Ethnic Minority and Mountainous Areas from 2006 to 2010 established by Decision No. 754/QĐ-TTg dated June 18, 2007 of the Prime Minister;
e) Head of the Steering Committee for Research and Implementation of State Public Salary Policy Reform established by Decision No. 858/QĐ-TTg dated July 9, 2007 of the Prime Minister;
g) Chairman of the Economic and Cultural Cooperation Commission with Laos and Cambodia established by Resolution No. 252-NQ-HĐNN7 dated November 30, 1982 of the State Council;
h) Head of the Steering Committee for the Southwest Region established by Decision No. 56-QĐ/TW dated December 9, 2002 of the Politburo (Ninth Term).
3. Deputy Prime Minister Pham Gia Khiem shall head the following organizations:
a) Chairman of the National Committee on International Economic Cooperation established by Decision No. 70/2002/QĐ-TTg dated June 6, 2002 of the Prime Minister;
b) Head of the State Steering Committee for the South China Sea and Islands established by Decision No. 398/TTg dated August 5, 1993 of the Prime Minister and reorganized by Decision No. 402/QĐ-TTg dated April 6, 2007 of the Prime Minister;
c) Head of the Steering Committee for Human Rights established by Decision No. 63/2004/QĐ-TTg dated April 16, 2004 of the Prime Minister;
d) Head of the Government's Steering Committee for Border Delimitation and Marker Establishment between Vietnam and China established by Decision No. 109/2002/QĐ-TTg dated August 16, 2002 of the Prime Minister;
đ) Head of the Steering Committee for the Project to Reinforce and Renovate the Border Markers between Vietnam and Laos established by Decision No. 20/2005/QĐ-TTg dated January 24, 2005 of the Prime Minister;
e) Head of the Government's Steering Committee for Border Delimitation and Marker Establishment between Vietnam and Cambodia established by Decision No. 388/QĐ-TTg dated March 9, 2006 of the Prime Minister;
g) Head of the Steering Committee for Socio-Economic Development along the Vietnam-China Border until 2010 established by Decision No. 233/QĐ-TTg dated February 14, 2007;
h) Chairman of the National Steering Committee for Organizing the United Nations Vesak (Buddha's Birthday) Festival in Vietnam in 2008 established by Decision No. 1274/QĐ-TTg dated September 24, 2007.
4. Deputy Prime Minister Truong Vinh Trong shall head the following organizations:
a) Chairman of the National Committee on HIV/AIDS Prevention and Combating Drug Addiction and Prostitution established by Decision No. 50/2007/QĐ-TTg dated April 12, 2007 of the Prime Minister;
b) Head of the Steering Committee for Northwest Region established by Decision No. 117-QĐ/TW dated August 24, 2004 of the Politburo (Ninth Term).
5. Deputy Prime Minister Hoang Trung Hai shall head the following organizations:
a) Chairman of the National Council on Water Resources established by Decision No. 67/2000/QĐ-TTg dated June 15, 2000 of the Prime Minister;
b) Head of the Steering Committee for Master Planning and Investment Construction of the Hanoi Capital Area established by Decision No. 118/2003/QĐ-TTg dated June 11, 2003 of the Prime Minister;
c) Head of the State Steering Committee for Major Oil Projects established by Decision No. 1071/QĐ-TTg dated September 26, 2003 of the Prime Minister;
d) Head of the State Steering Committee for the Son La Hydropower Project established by Decision No. 09/2004/QĐ-TTg dated January 15, 2004 of the Prime Minister;
đ) Head of the Steering Committee for Organizing Coordination in Developing Key Economic Zones established by Decision No. 1022/QĐ-TTg dated September 28, 2004 of the Prime Minister;
g) Head of the Steering Committee for Building the National Assembly House established by Decision No. 864/QĐ-TTg dated July 10, 2007 of the Prime Minister;
h) Head of the State Steering Committee for Basic Investigation of Marine Resources and Environment established by Decision No. 889/QĐ-TTg dated June 22, 2006 of the Prime Minister;
i) The Chairman of the Central Steering Committee on Housing Policy established by Decree No. 90/2006/NĐ-CP dated September 6, 2006 of the Government;
k) The Chairman of the National Steering Committee for the Sixth Power Development Plan established by Decision No. 1436/QĐ-TTg dated October 24, 2007 of the Prime Minister;
6. Deputy Prime Minister Nguyen Thien Nhan heads the following organizations:
a) The Chairman of the National Committee for the Decade of Education for Sustainable Development in Vietnam (2005-2014) established by Decision No. 295/2005/QĐ-TTg dated November 11, 2005 of the Prime Minister;
b) The Chairman of the Central Military Region Defense and Security Council established by Decision No. 1404/QĐ-TTg dated October 16, 2007 of the Prime Minister;
c) The Chairman of the National Tourism Steering Committee established by Decision No. 23/1999/QĐ-TTg dated February 13, 1999 of the Prime Minister;
d) The Chairman of the National Steering Committee for the Implementation Program of Directive No. 58-CT/TW of the Politburo on Accelerating the Application and Development of Information Technology in the Industrialization and Modernization Process from 2001 to 2005 established by Decision No. 176/2002/QĐ-TTg dated December 3, 2002 of the Prime Minister;

Article 2This Decision takes effect from the date of signature.
Repeal Article 1 of Decision No. 1046/QĐ-TTg dated August 9, 2006 on Adjusting the Assignment of Heads of Some Advisory and Inter-Ministerial Coordination Organizations Established by the Prime Minister, and Decision No. 1288/QĐ-TTg dated September 29, 2006 on Adjusting the Assignment of Heads of Advisory and Inter-Ministerial Coordination Organizations Established by the Prime Minister.
The head of the agency assigned to perform the permanent coordination function of inter-ministerial coordination organizations shall submit to the Prime Minister proposals for adjusting the membership of such organizations as stipulated in this Decision.
Article 3Members of the Government, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of provincial People's Committees directly under the central government are responsible for implementing this Decision./.
