CIRCULAR
REGULATIONS ON REPORTING SYSTEM IN TOURISM ACTIVITIES

Pursuant to the Law on Statistics dated November 23, 2015;
Pursuant to Decree No. 60/2018/NĐ-CP dated April 20, 2018, issued by the Government on detailed contents of the national-level statistical reporting system;
Pursuant to the Decree No. 85/2017/NĐ-CP dated July 19, 2017 of the Government stipulating the structure, tasks, and powers of centralized statistical organizations and statistical organizations under ministries and ministerial-level agencies;
Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017, of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the request of the Director of the Department of Planning and Finance and the General Director of the Vietnam National Administration of Tourism;
The Minister of Culture, Sports and Tourism issues this Circular to regulate the reporting system in tourism activities.
Article 1. Scope of Regulation
This Circular regulates the reporting system in tourism activities including the content of the reporting system; preparation and submission of statistical reports; responsibilities of agencies, organizations, and individuals in implementing the reporting system.
Article 2. Applicability
1. Organizations, individuals, and businesses engaged in tourism activities, including:
a) Travel service enterprises;
b) Organizations and individuals operating tourist accommodation services;
c) Organizations and individuals managing tourist areas and sites;
d) Organizations and individuals operating other tourism services meeting standards for serving tourists.
2. Departments of Culture, Sports and Tourism; Departments of Tourism.
3. Other relevant agencies, organizations, and individuals.
Article 3. Content of the Reporting System
1. The reporting system in tourism activities includes report forms and explanations thereof aimed at collecting and summarizing statistical information on the tourism sector within the National Statistical Indicator System and the Cultural, Sports, and Tourism Statistical Indicator System. In particular:
- The list and report forms are specified in Appendix 1 attached hereto.
- Guidelines and explanations on how to fill out report forms are specified in Appendix II attached hereto.
2. Report form code
The report form code consists of a number part and a letter part. The number part comprises two digits numbered sequentially as 01, 02, 03 for counting the number of report forms. The letter part is written in uppercase as an abbreviation for the reporting period (H: mixed including monthly and annual reporting periods), the field of statistics (DL), and the entity responsible for reporting (CSLT: organizations and individuals operating tourist accommodation services; DNLH: travel service enterprises; KDDL: organizations and individuals managing tourist areas and sites; organizations and individuals operating other tourism services meeting standards for serving tourists).
3. Reporting Period
The reporting period for statistics is a fixed time frame stipulated for the reporting entities to present their operational results through statistical data according to the criteria set forth in the statistical report forms. The reporting period is noted on each statistical form (below the name of the report) and calculated according to the Gregorian calendar, including:
a) Monthly statistical report: The monthly statistical report starts from the first day of the month until the last day of the month.
b) Annual statistical report: The annual statistical report starts from January 1st until December 31st.
c) Ad hoc report: The statistical report is carried out to meet management requirements of the sector.
4. Reporting organizations, individuals, and businesses and receiving agencies
a) Reporting organizations, individuals, and businesses
The name of the reporting organization, individual, or business is specifically recorded in the top right corner of each report form, wherein:
- Organizations and individuals operating tourist accommodation services shall submit statistical reports according to Form No. 01.H/DL-CSLT.
- Travel service enterprises shall submit statistical reports according to Form No. 02.H/DL-DNLH.
- Organizations and individuals managing tourist areas and sites; organizations and individuals operating other tourism services meeting standards for serving tourists shall submit statistical reports according to Form No. 03.H/DL-KDDL.
b) Receiving agency: Departments of Culture, Sports and Tourism; Departments of Tourism.
5. Deadline for submitting reports
The date of receipt of the report is specifically noted in the upper left corner of each statistical form.
6. Methods of submitting reports
a) Submitting and receiving reports directly via the Tourism Statistics Reporting Software System managed by the Vietnam National Administration of Tourism and authenticated by registered accounts on the software at the address http://thongke.tourism.vn.
b) In cases where reports cannot be submitted according to the method prescribed in point a of this clause, organizations, individuals, and businesses shall submit reports using the following methods:
- Data files sent through the email system or other electronic means of the receiving agency.
- Paper documents with signatures and stamps of the reporting organizations, individuals, and businesses.
Article 4. Responsibilities for Implementation
1. Responsibilities of organizations, individuals, and businesses operating in tourism
a) Proactively collect and compile data on the indicators specified in the reporting form.
b) Prepare comprehensive and accurate statistical reports on the contents and submit them within the prescribed time limits according to the reporting periods set forth in this Circular.
2. Responsibilities of the Department of Culture, Sports and Tourism; the Department of Tourism
a) Aggregate information from the statistical reports of organizations, individuals, and businesses operating in tourism; prepare statistical reports to send to the Tourism General Department. In cases where the Department of Culture, Sports and Tourism, or the Department of Tourism has implemented and carried out tourism statistical reporting using separate software, they shall link and integrate with the system of software for receiving and sending tourism statistical reports managed by the Tourism General Department.
b) Guide, urge, inspect, and report on the results of implementing the reporting system.
Article 5. Effective Date
1. This Circular takes effect from February 15, 2022.
2. Circular No. 26/2014/TT-BVHTTDL dated December 31, 2014, issued by the Minister of Culture, Sports and Tourism, which stipulates the basic reporting system applicable to tourism establishments and businesses managed and licensed by the tourism sector, ceases to be effective from the date this Circular takes effect.
3. During implementation, if any issues arise, please promptly reflect them to the Ministry of Culture, Sports and Tourism (through the Planning and Finance Department or the Tourism General Department) for research and appropriate amendments and supplements.

GUIDANCE ON FILLING OUT THE STATISTICAL REPORT FORM

Table No. 01.T/DL-CSLT: Business Results of Tourist Accommodation Services
1. Concept and Calculation Method
A tourist accommodation facility is a place providing accommodation services to meet the lodging needs of tourists. Tourist accommodation facilities include various types such as hotels, vacation villas, vacation apartments, cruise ships, tourist lodges, houses with rooms for rent, camping sites, and other tourist accommodation facilities.
Indicator 1: Room statistics
- Total number of rooms (code 01): Is the total number of rooms in the facility that are ready for sale, including sleeping rooms, living rooms, bathrooms, etc.
- Total available room nights (code 02): Is the total number of nights that the rooms are available for sale. The number of nights for a room is calculated based on the average number of guests it can serve in one night (or beds).
- Total sold room nights (code 03): Is the total number of nights that the rooms were used by guests during the reporting period.
Indicator 2: Number of overnight guests
- Number of overnight guests (code 04): Is the total number of guests who stayed overnight at the facility from check-in until check-out. Among these, the guests are categorized as follows:
- International guests (code 05): Is the number of guests who are foreigners or Vietnamese residing abroad.
- Domestic guests (code 06): Is the number of guests who are Vietnamese citizens or foreigners residing in Vietnam.
- Number of overnight guests (code 04) = International guests (code 05) + Domestic guests (code 06).
* The following cases shall not be counted as guest visits:
+ Guests who pay for hourly room rental services shall not be counted as guests.
+ Guests who only rent supporting services such as meeting rooms, dining... without renting a room shall not be counted as guests.
* The following cases shall be counted as one guest visit:
+ If a guest rents multiple rooms or uses multiple services simultaneously, it shall only be counted as one guest visit.
+ If a guest rents service rooms multiple times at different time points, each visit shall be counted as one guest visit.
+ If a guest registers to rent a room overnight (has paid for the room) but does not stay overnight due to some reason, this guest shall still be counted as having stayed overnight.
* In the case where a guest's stay spans across reporting periods: Only one guest visit shall be counted at the time the guest checks in to use the service.
Example: If a guest stays from the 28th of the previous month to the 3rd of the next month, then regarding guest visits, only the previous month when the guest checked in shall be counted, the next month shall not count the guest.
* In the case of guest referrals or transfers: The establishment where the guest stays shall report the guest visit served.
Indicator 3: Total number of nights stayed by guests
- Total number of nights stayed by guests (code 07): Is the total number of nights guests stay at the establishment calculated from the time guests check in to use services until they check out. The number of nights stayed by guests is counted based on the number of guest visits, not based on the number of rooms.
Example: If the establishment sells a double room to one guest staying two nights, the total number of nights for the guest is two. If selling a double room to two guests staying two nights, the total number of nights for the guests is two nights multiplied by two guests equals four nights.
Among which, categorized by guest groups:
- International guests (code 08): Is the number of nights stayed by foreign guests and Vietnamese citizens residing abroad at the establishment.
- Domestic guests (code 09): Is the number of nights stayed by Vietnamese citizens and foreigners residing in Vietnam at the establishment.
- Total number of nights stayed by guests (code 07) = Number of nights stayed by international guests (code 08) + Number of nights stayed by domestic guests (code 09).
* In the case of guests staying through the period of the reporting period: The number of nights stayed by guests shall be divided according to the reporting period, nights stayed during which period shall be counted for that period.
Example: If a guest stays from the 28th of the previous month to the 3rd of the next month, the number of nights stayed by the guest in the previous month shall be counted from the check-in date (the 28th) to the end of the month, the number of nights stayed by the guest in the next month shall be counted from the 1st to the check-out date (the 3rd).
Indicator 4: Total Revenue
- Total revenue (code 10): Is the total value of economic benefits obtained by the enterprise in the reporting period arising from business activities, accepted by customers for payment. Among which:
+ Revenue from accommodation services (code 11): Is the total amount of money that the accommodation service provider receives from providing accommodation services to guests (room rental fees).
+ Revenue from food and beverage services (code 12): Is the total amount of money that the accommodation service provider receives from providing food and beverage services.
+ Other service revenue (code 13): Is the total amount of money that the accommodation service provider receives from providing additional services to guests using accommodation services such as entertainment, sports, health care, beauty care...
- Total revenue (code 10) = Revenue from accommodation services (code 11) + Revenue from food and beverage services (code 12) + Revenue from other services (code 13).
Indicator 5: Total number of employees
- Total number of employees (code 14): Is the total number of employees directly managed and employed by the establishment with labor contracts and monthly salaries (excluding temporary workers, part-time workers...). Among which, categorized by field of activity:
+ Management Staff (code 15): Is the total number of employees engaged in management work (department, office, leadership team) of the establishment.
+ Administrative Department (code 16): Is the total number of employees engaged in administrative work of the establishment.
+ Accommodation Department (code 17): Is the total number of employees engaged in specialized vocational work in accommodation services, including rooms, reception...
+ Food and Beverage Department (code 18): Is the total number of employees engaged in food and beverage service work, including tables, bars, kitchens...
+ Other Service Employees (code 17): Is the total number of employees engaged in other service areas of the establishment.
Total number of employees (code 14) = Management Staff (code 15) + Administrative Employees (code 16) + Accommodation Employees (code 17) + Food and Beverage Employees (code 18) + Other Service Employees (code 19).
* In the case of an employee working in two or more activities: Only count the employee in one activity (corresponding to one code under the employee number indicator group of the establishment) that occupies the most working hours.
2. Method of recording the form
a) General information
- Establishment name: Clearly and fully write in capital letters the name of the tourism accommodation establishment.
- Tax code: Write the tax code issued.
- Address: Write the main address of the enterprise according to the Business Registration Certificate.
- Type: Clearly write the type of tourism accommodation establishment (Example: Hotel, Tourist Villa, Tourist Apartment, Tourist Guesthouse, House with Rooms for Tourists to Rent...).
- Controlling authority: Write the direct managing agency or unit of the enterprise (Example: Company/Group/Ministry...).
- Phone, Email: Write the mobile phone number and email contact of the enterprise or its representative.
* For enterprises with multiple establishments in the same area:
+ Same ranking case: If consolidated accounting and tax declaration, declare together on one form, if separate accounting and tax declaration, declare on different forms.
+ Different ranking cases shall declare on different forms.
b) Reporting form template
- Columns:
Column A: Indicator;
Column B: Unit of measurement;
Column C: Code.
Column 1: Actual performance of the reporting period (month, year);
Column 2: Compared to the same period last year (percentage change of the reporting period compared to the same period last year).

Form No. 02.H/DL-DNLH: Tourism Service Operation Results
1. Concept and Calculation Method
Operating travel agency services involves constructing, selling, and organizing the implementation of part or all of a tourism program for tourists. A tourism program is a document that outlines the itinerary, services, and pre-determined prices for a tourist's journey from the starting point to the end destination.
Domestic travel agency service operations serve domestic tourists.
International travel agency service operations serve international tourists coming to Vietnam and Vietnamese tourists traveling abroad.
Indicator 1: Total number of customers served
The total number of customers served (code 01): Is the sum of customers served by the enterprise, counted from when they are received until the end of their service usage. Cases where customers do not use the tour provided by the enterprise, such as canceled tours, transferring customers to other enterprises, agency contracts, etc., are not included in the number of customers served.
Among which, categorized by customer groups:
- International tourists arriving (code 02): Is the total number of foreign nationals and Vietnamese citizens residing abroad who enter Vietnam for tourism and are served by the enterprise;
- Domestic tourists (code 03): Is the total number of Vietnamese citizens and foreign residents in Vietnam who travel domestically within Vietnam and are served by the enterprise;
- Tourists traveling abroad (code 04): Is the total number of Vietnamese citizens and foreign residents in Vietnam who travel abroad for tourism and are served by the enterprise.
The total number of customers served (code 01) = International tourists arriving (code 02) + Domestic tourists (code 03) + Tourists traveling abroad (code 04).
Indicator 2: Number of international tourists by region
The number of international tourists by region (05) is calculated based on the country of residence of the indicator "International tourists arriving" (02), including: Asia (code 06), Europe (code 07), America (code 08), Oceania (code 09), Africa (code 10).
Indicator 3: Number of tourists traveling abroad by region
The number of tourists traveling abroad by region is calculated based on the country of residence of the indicator "Tourists traveling abroad" (04), including: Asia (code 12), Europe (code 13), America (code 14), Oceania (code 15), Africa (code 16).
Indicator 4: Total Revenue
Total revenue (code 17): Is the total value of economic benefits obtained by the enterprise during the reporting period from its business activities, accepted for payment by customers (including expenses paid on behalf of customers). Among which, categorized by customer groups:
- Revenue from international tourists (code 18): Is the total revenue from foreign nationals and Vietnamese citizens residing abroad who enter Vietnam for tourism and are served by the enterprise;
- Revenue from domestic tourists (code 19): Is the total revenue from Vietnamese citizens and foreign residents in Vietnam who travel domestically within Vietnam and are served by the enterprise;
- Revenue from tourists traveling abroad (code 20): Is the total revenue from Vietnamese citizens and foreign residents in Vietnam who travel abroad for tourism and are served by the enterprise.
Total revenue (code 17) = Revenue from international tourists (code 18) + Revenue from domestic tourists (code 19) + Revenue from tourists traveling abroad (code 20).
Indicator 5: Total number of employees
Total number of employees (code 21): Is the total number of employees directly managed and employed by the enterprise with labor contracts and monthly salaries (excluding temporary workers, part-time workers, etc.). Among which, categorized by field of activity:
- Leadership and management (code 22): Is the total number of employees engaged in management work (departments, offices, leadership boards) of the enterprise;
- Administrative department (code 23): Is the total number of administrative staff of the unit;
- Travel department (code 24): Is the total number of employees engaged in specialized travel service work;
- Tour guides (code 25): Is the total number of employees engaged in specialized tour guide work;
- Passenger transportation department (code 26): Is the total number of employees engaged in passenger transportation services;
- Other employees (code 27): Is the total number of employees engaged in other fields of the enterprise.
* In cases where an employee works in two or more activities: Only count the employee in the activity (corresponding to one code under the employee number indicator group of the establishment) that occupies the most working time.
2. Method of recording the form
a) General information
- Enterprise Name: Clearly and fully write in capital letters the name of the enterprise according to the business registration certificate.
- Tax Code: Write the tax code/business license number/company number issued upon registration and recorded on the Business Registration Certificate.
- Address: Write the main office address of the enterprise according to the Business Registration Certificate.
- Scope of Business: Clearly state the scope of international and domestic travel agency operations.
- Phone, Email: Write the mobile phone number and email contact of the enterprise or its representative.
- Business License Number for Travel Services: Write the number of the Travel Service Business License and the year it was issued.

Form 03.H/DL-KĐDL: Results of tourism business operations at tourist areas and other tourism service businesses meeting standards for serving tourists.
1. Concept and Calculation Method
- Tourist area is a region with advantages in tourism resources, planned and developed to meet diverse tourist needs. Tourist areas include provincial-level tourist areas and national-level tourist areas that have been planned or recognized by various levels.
- Tourist site is a place with tourism resources that have been invested in and exploited to serve tourists. Tourist sites include planned or recognized tourist sites.
- Other tourism service businesses meeting standards for serving tourists are businesses operating various types of tourism services specified in Article 54 of the Tourism Law, including food and beverage services, shopping services, sports services, entertainment services, health care services, and other related services serving tourists.
Indicator 1: Number of tourists served
The number of tourists served (code 01): Is the total number of tourists served by tourist areas, tourist sites, and other tourism service businesses meeting standards for serving tourists, counted from when the tourists start using the service until the end of their service usage.
Indicator 2: Total revenue
Total revenue (code 02): Is the total value of economic benefits that the tourist area, tourist site, or other tourism service business meeting the standards for serving tourists obtain during the reporting period (month, year) arising from tourism service activities and fees, accepted by customers for payment (including expenses paid on behalf of customers).
Revenue from ticket sales (code 03): Is the total amount of money received from selling tickets.
Service revenue (code 04): Is the total revenue from other income generated from activities serving tourists (entertainment services, health care, tour guiding, food and beverage, accommodation...).
Revenue from merchandise sales (code 05): Is the total amount of money received from selling goods to serve tourists.
Indicator 3: Total number of workers
Total number of workers (code 06): Is the total number of workers directly managed and utilized by the tourist area, tourist site, or other tourism service business meeting the standards for serving tourists, who have labor contracts and receive monthly salaries (including temporary contract workers, part-time workers...). Among which, it is categorized according to fields of activity:
- Management and administration (code 07): Is the total number of workers engaged in management work (departments, offices, leadership boards) of the tourist area, tourist site, or other tourism service business meeting the standards for serving tourists;
- Administrative department (code 08): Is the total number of workers engaged in administrative work of the unit;
- Tour guides (code 09): Is the total number of workers engaged in professional tour guiding work;
- Service department (code 10): Is the total number of workers engaged in providing various services (entertainment, shopping, health care, food and beverage, accommodation...);
- Other workers (code 11): Is the total number of workers engaged in other areas of activity of the unit.
* In cases where an employee works in two or more activities: Only count the employee in the activity (corresponding to one code under the employee number indicator group of the establishment) that occupies the most working time.
2. Method of recording the form
a) General information
- Name of Tourist Area/Site/Business: Clearly write in uppercase letters the name of the Tourist Area/Site/Business;
- Tax code: Write the tax code/business license number/company code issued upon registration as a business and recorded on the Business Registration Certificate if it is a business entity;
- Address: Write the specific address of the Tourist Area/Site/Business;
- Supervising authority: Write the direct supervising agency or sector;
- Establishment Decision Number or Business License Number: Write the decision number and date issued by the competent authority;
- Phone, Email: Write the mobile phone number and email contact of the Tourist Area/Site/Business or its representative;
- Recognition Decision Number: Write the recognition decision number issued by relevant levels (if applicable).
b) Reporting form template
- Columns:
Column A: Indicator;
Column B: Unit of measurement;
Column C: Code.
Column 1: Actual performance of the reporting period (month, year);
Column 2: Compared to the same period last year (percentage change of the reporting period compared to the same period last year).
- Rows: Record actual performance corresponding to indicators in column A (only statistics data for rows with codes).
