Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the People's Committee of Nghe An Province at the report No. 519/TTr-UBND dated January 25, 2007 and document No. 6296/UBND-TH dated October 1, 2007, and the opinion of the Ministry of Planning and Investment at the letter No. 8583/BKH-TĐ&GSĐT dated November 22, 2007 on the Master Plan for Socio-Economic Development of Nghe An Province until 2020,

DECISION:

Article 1. Approves the Master Plan for Socio-Economic Development of Nghe An Province until 2020 with the main contents as follows:

I. DEVELOPMENT VIEWS

1. Continue to reform and create breakthroughs to develop the socio-economic conditions of the Province quickly and sustainably based on leveraging internal resources while maximizing external resources in a proactive manner in international integration and competition; closely cooperate with other localities throughout the country, especially those in the North Central region and the Central Key Economic Region.

2. Focus resources to create growth poles, key regions, and areas, and strongly develop certain sectors and products that are breakthroughs to drive rapid economic growth and shift the economic structure towards industry and modernity.

3. Rapidly develop service industries such as tourism, commerce, transportation, postal and telecommunications services, education, healthcare, finance, banking, insurance; industrial sectors with advantages in industrial parks, clusters, and economic zones such as construction materials production, processing of agricultural, forestry, and aquatic products, food, electronics, information technology, machinery, etc. Develop a diverse agriculture, forestry, and aquaculture sector linked with resource protection and ecological environment conservation.

4. Ensure simultaneous achievement of three goals: economy, society, and environment in development. Closely combine economic development with strengthening national defense and security, consolidating the political system, and building a strong administrative apparatus.

5. Emphasize the development of infrastructure systems and human resources to attract investment and exploit resources within and outside the Province.

II. DEVELOPMENT OBJECTIVES

1. General Objective

Strive to lift Nghe An out of poverty and underdevelopment by 2010; basically become an industrial province by 2020; resolutely make Nghe An one of the more developed provinces in the country. Build Nghe An into a center for industry, tourism, commerce, education, healthcare, culture, and science and technology in the North Central region; have a synchronized infrastructure system; continuously improve the material and cultural life of the people, have a healthy and distinct cultural identity of Nghe An; have a strong national defense and security system, and ensure social order and safety.

2. Specific objectives

a) Economic objectives

Average GDP per capita (current prices) reaches $850-$1,000 by 2010, approximately $1,560 by 2015, and over $3,100 by 2020.

The annual average GDP growth rate during the period 2006-2010 is 12-13%, 2011-2015 is 12-12.5%, and 2016-2020 is 11.5-12.0%.

Shift the economic structure towards increasing non-agricultural sectors; particularly, promote rapid growth in the service sector after 2010. In 2010, the share of industry and construction in GDP is 39%, services 37%, and agriculture, forestry, and fisheries about 24%; corresponding shares of these sectors in 2015 are 41.4%, 40.4%, and 18.2%; in 2020 are 43.0%, 43.0%, and 14.0%.

Vigorously develop foreign economic relations. Form some key export products. Strive for export turnover to exceed $350 million by 2010, approximately $850 million by 2015, and approximately $1,900 million by 2020.

Strive for the annual average increase in budget revenue according to current prices on the territory to be around 24-25% throughout the period 2006-2020; reaching approximately VND 50,000-55,000 billion by 2010, accounting for 11.5% of GDP; approximately VND 156,000 billion by 2015, accounting for 14.6% of GDP, and approximately VND 474,000 billion by 2020, accounting for 18.4% of GDP.

b) Social objectives

Reduce the annual average birth rate to 0.2 - 0.3% to stabilize the population at about 3.5 million people by 2020; the average annual population growth rate throughout the planning period is 0.97%.

Annually resolve employment for approximately 30 - 32 thousand laborers during the period from 2006 to 2010 and about 28 - 30 thousand laborers in the following ten years. Ensure that 85 - 86% of working-age laborers have jobs by 2010 and increase this ratio to 89 - 90% by 2020. The proportion of trained laborers reaches over 40% by 2010 (of which vocational training accounts for 25 - 27%) and 65 - 70% by 2020.

The poverty rate decreases to about 11 - 12% by 2010 and to about 5% by 2020. Each year, the number of children in difficult circumstances receiving care increases by 15 - 20%.

Complete universal secondary education for 95% of students in cities, towns, and urban areas and 85% of students in mountainous regions and difficult rural areas (including vocational training, professional education, general education, and supplementary education). Consolidate all schools and classrooms.

Ensure sufficient hospital beds, healthcare personnel, upgrade medical facilities at all three levels. Increase life expectancy to 72 years old by 2010 and above 75 years old by 2020.

Achieve 95% of the population watching television and 100% listening to radio by 2010, and reach 100% for both ratios by 2020.

Improve infrastructure, including transportation systems, power supply, and clean water supply. By 2010, complete construction of roads leading to the centers of villages without motor vehicle access, upgrade roads leading to the centers of villages where motor vehicles can only travel during one season. Ensure that at least 90% of households have access to clean water and 98% have electricity by 2010, and increase these ratios to 100% by 2020.

The rate of urbanization reaches 17% by 2010 and 37% by 2020.

Per capita housing area in urban areas reaches 10 m²/person by 2010, 12 m²/person by 2015, and 18 - 20 m²/person by 2020.

Ensure social order, safety, national defense, and security. Effectively achieve the goal of "three reductions, three securities" in the region. Minimize social evils, especially drug addiction and traffic accidents; ensure that 100% of drug addicts are detected, managed, rehabilitated, and reduce the relapse rate.

c) Environmental protection objectives

Basically greenify bare land and deforested hills; increase forest coverage and its quality, reaching 53% by 2010 and 60% by 2020.

Ensure a clean environment for both urban and rural areas: 100% of production and business establishments meet environmental standards; 80% of waste is collected and treated by 2010 and 95 - 100% by 2020.

III. BREAKTHROUGH STAGES BY SECTOR AND FIELD

- Form growth poles and key areas: Southeast Nghe An Economic Zone, Vinh City, Hoang Mai, Thai Hoa, Con Cuong, coastal areas, industrial zones.

- Develop high-quality human resources and scientific and technological potential to meet development requirements.

- Develop synchronized infrastructure in both urban and rural areas.

- Focus investment to form a system of core products in industries and fields with comparative advantages (especially the service sector) to create momentum for long-term development of the Province.

- Vigorously promote reforms, particularly administrative reform, institutional innovation, and policy changes to attract more domestic and foreign investment capital.

- Accelerate urbanization; develop central cities, peripheral cities, and rural residential points to create a new demographic distribution pattern.

IV. DIRECTIONS FOR DEVELOPMENT OF SECTORS AND INDUSTRIES

1. Industry - Construction

- Prioritize the development of industries with comparative advantages and stable markets; pay attention to developing high-tech industries to create breakthroughs in the Province's growth.

- The average growth rate of industry and construction during the period from 2006 to 2010 reaches 18.9 - 20.7%/year, from 2011 to 2015 reaches 14.0 - 14.5%/year, and from 2016 to 2020 reaches 12.0 - 12.5%/year.

- By 2020, industry will account for about 23 - 24% of GDP. The internal structure of the industry shifts towards increasing the share of processing industry, reaching about 88% by 2020.

- Develop the following main sectors of industry:

+ Develop the construction materials manufacturing industry into a key industry of the Province, encourage the development of new products using advanced technology to meet domestic demand and move towards export.

+ Focus on developing the processing industry for agriculture, forestry, fisheries, food products with strengths of the Province..

+ Focus on mining and refining tin; mining and processing white marble.

+ Aim to develop machinery, petrochemical, electronics, information technology, telecommunications, new material production, automation equipment, biotechnology, etc., into important industries with high added value in the Province's industrial production.

+ Develop the textile and footwear industry. Build Nghe An into a central textile industry hub in the North Central region. Gradually establish textile clusters in Vinh City and adjacent counties, mountainous areas (in Phu Quy, Anh Son industrial zones).

+ Develop economic zones, industrial parks, small and medium-sized enterprises, and craft villages: implement the Southeast Nghe An Economic Zone project to create breakthroughs in the Province's industrial development. Continue to complete infrastructure in Nam Cam, Hoang Mai, Phu Quy industrial parks, study to establish additional industrial parks in Hung Nhan, Nghia Loc, Do Luong, Anh Son, Thanh Chuong.

Focus investment to complete industrial clusters and craft villages in county areas.

2. Services

Develop services with rapid, sustainable growth, higher than the provincial economy's GDP growth rate after 2010. Further enhance the role of services in the economy, supporting and promoting the development of other industries and fields. Build Vinh City into a major service center.

The average growth rate of the service sector during the period from 2006 to 2010 was 10.9% to 11.5% per year, from 2011 to 2015 was 13.5% to 14.0% per year, and from 2016 to 2020 was 13.5% to 14.0% per year. The structure of the service sector will be adjusted towards accelerating key services; forming new sub-sectors and high-value-added service products suitable for the advantages of the Province; gradually increasing high-quality services; and increasing the share of the private sector.

Develop key sub-sectors of the service industry:

- Tourism:

Develop tourism in Nghe An to make it an important economic sector of the Province. The expected average growth rate of tourist arrivals during the period from 2006 to 2010 is 12.9% per year, and from 2011 to 2020 is approximately 13% per year. Strive to have two tourist cities (Vinh, Cu Lo) and one national tourist area (Kim Lien - Nam Dan) in Nghe An.

Diversify various types of tourism and tourism products such as: eco-tourism, resort, health care, beach bathing, cultural-historical, nature exploration, high-end entertainment, mixed tourism with focal areas like Nam Dan and surrounding areas; Vinh city, Cu Lo town, Pu Mat National Park and surrounding areas; Giang Son - Do Luong hot springs area, Quy Chau, Que Phong, Quynh Luu - Dien Chau - Nghi Loc coastal tourism area.

- Commerce:

Rapidly develop the domestic market to meet production and consumption needs, create conditions for developing commerce in rural and mountainous areas. Build Vinh - Cu Lo into a major commercial center of the North Central region. Vigorously develop border trade, aiming to form and develop key export products, increase the volume of import and export transactions, striving to reach 350 million USD in exports by 2010, 850 million USD by 2015, and about 1.9 billion USD by 2020. The total turnover of retail goods and social services is expected to increase at an average rate of 15.7% per year during the period from 2006 to 2010 and approximately 10.0% during the period from 2011 to 2020.

Improve the network of wholesale and retail goods and services towards modernity and civility.

- Finance and banking:

Create conditions and ensure the operation and business activities of credit organizations, attract large domestic and foreign banks, and securities companies to establish branches in the Province. Gradually increase the proportion of medium and long-term loans serving key programs and projects of the Province. Develop and diversify banking services, develop the securities and insurance markets. Implement preferential mechanisms to encourage the development of insurance services supporting agriculture, forestry, and fisheries development.

- Transportation and warehousing:

Diversify transportation modes, effectively utilize road, rail, sea, and air transport; achieve breakthroughs in maritime transport, develop maritime services and passenger air transport. Gradually improve transportation technology and service quality. Create conditions for all economic sectors to participate in providing transportation services.

- Develop postal and telecommunications services into one of the leading services, playing a significant supportive role in economic and social development and contributing increasingly to GDP.

- Rapidly develop consulting, science and technology, asset management, investment, and personal and community service industries.

3. Agriculture, Forestry, and Fisheries

The average growth rate of agriculture, forestry, and fisheries during the period from 2006 to 2010 was 5.3% per year, from 2011 to 2015 was 5.2% per year, and from 2016 to 2020 was 4.9% per year.

Accelerate the pace of agricultural development based on applying scientific and technological progress, adjust the structure, and form short-term and long-term industrial crop zones, concentrated fruit tree areas, and large-scale operations linked to processing facilities such as sugarcane, peanuts, sesame; tea, coffee, rubber; citrus, pineapple.

Vigorously develop cattle, buffalo, pig, and poultry farming, making animal husbandry a major production sector, accounting for over 50% of the value of agricultural production after 2010. Invest in establishing and developing grasslands for large livestock.

Efficiently exploit and utilize forest land area, develop planting of timber and pulpwood species, and raw materials for paper production. Properly manage the protection of special-use forests, primary forests, and upstream protective forests.

Develop fisheries comprehensively, including fishing and aquaculture, focusing on expanding marine aquaculture; quickly bring large water surface areas of reservoirs into aquaculture. Expand aquaculture areas while intensively investing in high-value and stable-market aquatic species.

Expand various service forms to support agricultural, forestry, and fishery production.

4. Social Fields

- Education and Training: build Nghe An into a higher education center in the North Central region. Upgrade Vinh University to international standards.

Upgrade and supplement the network of vocational schools to meet the requirements for developing high-skilled human resources for the Province and the North Central region.

Strive to bring early childhood and general education up to advanced levels compared to the country. Increase the enrollment rate of children in kindergartens to 25% by 2010 and to 50% by 2020. The enrollment rate of children in primary school should reach 75-80% by 2010 and 85-90% by 2020. Achieve the national standard for universal secondary education in Vinh city, Cu Lo town, and some plains and coastal districts by 2010, and strive to complete universal secondary education throughout the Province by 2020.

The proportion of primary, middle, and high schools meeting national standards should be around 60% by 2010 and around 90% by 2020.

Promote the socialization of education.

- Health Care and Community Health Services: establish a high-tech Central Northern Health Center in Vinh city, accelerate the construction of a 700-bed general hospital, establish a University of Medicine and Pharmacy, strive to have an international standard hospital after 2010, upgrade the Provincial Preventive Health Center. Quickly modernize specialized hospitals at the provincial level, establish a Food Safety Testing Center. Build a Labor and Environment Health Center. Consolidate and develop preventive health centers and district-level hospitals. Focus on developing traditional ethnic medicine. Upgrade the material infrastructure and increase human resources for commune and ward healthcare facilities to ensure that 100% meet national standards by 2020.

- Culture - Information: build a progressive culture with strong national characteristics, preserve and develop Nghe An culture. Create a healthy cultural environment. Basically complete the restoration and enhancement of historical and cultural relics. Construct and modernize the material infrastructure of the Culture and Information sector.

- Physical Education - Sports: build Nghe An into a strong physical education and sports center nationwide. Develop high-performance sports to always rank among the top 10 provinces and cities in the country. Have specific orientations and appropriate investment in the Province's strong sports disciplines.

- Science and Technology: prioritize the transfer and application of scientific and technological achievements in production and daily life; strengthen scientific and technological potential. Vigorously reform the management mechanism of science and technology towards socialization, operating according to market mechanisms. Strongly delegate responsibilities in managing science and technology to create autonomy in research and activities.

- Labor - Employment: create a favorable environment and conditions for various economic components to develop, creating many jobs and increasing income for workers; develop vocational training to increase job opportunities for workers. Promote the formation and development of the labor market. Encourage the restructuring of the workforce towards reducing agricultural labor and increasing non-agricultural labor. Promote the export of labor.

- National Defense - Security: closely combine economic development with ensuring national defense and security. Build a people's national defense posture combined with a people's security posture, construct some defensive works at key locations within the Province.

- Environment and Disaster Prevention and Mitigation: protect the environment, reduce the harmful effects of dust, smoke, waste, and toxic gases. Effectively carry out disaster prevention and mitigation work.

5. Infrastructure Development

a) Transportation

upgrade and complete the transportation infrastructure system to facilitate the strong development of transport services.

- Roadways:

+ Construct the Vinh - Hanoi expressway, expand the Vinh - Quan Hanh section, and build overpasses at key railway crossings.

+ Upgrade the Ho Chi Minh Highway through Nghe An province to a four-to-six lane road.

+ Expand National Route 1A through the towns of Cau Gat, Hoang Mai, Nam Cam Industrial Zone, etc.

+ Construct a coastal national highway from Nghi Son (Thanh Hoa) - Quynh Luu - Dien Chau - Nghi Loc to connect with the existing route at Cu Lo.

+ Construct Ben Thuy Bridge 2 connecting the Vinh bypass at Hung Loi Commune and an overpass across the Lam River at Cuu Hai through Ng Xin (Ha Tinh).

+ Upgrade and complete National Routes 7, 48, 46, 15A; complete the planning on both sides of the Ho Chi Minh Highway through the Province, totaling 132 km; extend National Route 48 from Quoc Phong District up to the Thong Thu Pass border gate, totaling 40 km; construct National Route 46 bypassing Vinh City from Quan Banh cutting across National Route 1A to avoid Vinh City to Nam Dan with a six-lane scale.

+ Upgrade and complete provincial roads and the transportation system serving raw materials areas, tourism, industrial zones, central village roads, economic roads combining with national defense, border patrol roads, border roads, urban and town transportation systems, including:

. Complete the construction of the Lam River waterfront road, totaling 60 km.

. Invest in constructing the main roads in the raw material areas of Anh Son, Thanh Chuong tea, the second phase of Tan Ky, Anh Son, Cong Cuong sugarcane areas; Dinh - Lat, Lat - Cay Chan, Sen - Soi, left bank of the Lam River roads.

. Construct the bridge crossing the Lam River and connecting the southern part of Nam Dan County to Duc Tho County in Ha Tinh Province.

. Construct a system of bridges over the Lam River, the Hiou River, and other rivers in Duc Luong, Thanh Chuong, Anh Son, Cong Cuong, Tuong Yang, Ky Son, Quy Chau, Quoc Phong counties, and the left bank road system totaling approximately 120 km.

. Complete the construction of roads connecting western Nghe An counties: the route connecting National Route 7 with National Route 48, totaling 123 km (through three counties: Tuong Yang, Cong Cuong, Quy Hop); Chu Ton - Tan Xuan Road (starting point at Western Nghe An Road, ending point at Ho Chi Minh Road), totaling 127 km, passing through four counties: Quoc Phong, Ky Chau, Quy Hop, Tan Ky); Xiang Thu - Yen Tinh Road (through two counties: Ky Son, Tuong Yang).

. Construct the Western Nghe An Road: the main route totaling 233 km, from Muong Xen (Ky Son) to Ban Pang (Quoc Phong), several branch routes into the centers of communes and some border posts, totaling about 47 km.

. Continue implementing the asphalt paving of Muong Xen - Khe Kien Road, totaling about 100 km.

Construct roads into the centers of communes without motorable roads. Upgrade roads only accessible during certain seasons.

Construct new roads in Vinh City, Cuu Lo Town, and other planned new towns. Construct and equip traffic control and processing systems in Vinh City, Cuu Lo Town, and other towns.

Construct new bus stations in Vinh City.

- Railways:

Construct the Vinh - Hanoi high-speed railway; restore the Quan Hanh - Cuu Lo line, upgrade the Nghia Dan - Cau Gat line, and open a new Do Luong - Quan Hanh line. Upgrade Vinh Station to Class I, separate freight from passenger operations at the current station; upgrade auxiliary stations and restore Dien Chau Station.

- Aviation:

Construct and upgrade Vinh Airport to reach Category 4C (according to ICAO) and military airport level II. Open new flight routes from Vinh to Vientiane (Laos), Vinh to Northeast Thailand, and Vinh to Hainan (China).

- Waterway:

+ Invest in upgrading Cua Lo Port: dredge channels for convenient ship entry and exit. Increase port capacity to 6-8 million tons by 2020, in conjunction with the formation and development of the Southeast Nghe An Economic Zone. Build a tourist wharf at Cua Lo.

+ Upgrade and construct ports such as Cua Ho, Ben Thuy, Lac Que, Lac Thoi, Cua Van, etc., to serve fishing activities and cargo transportation.

+ Study the construction of a specialized Dong Hoi Port in Quynh Luu to serve a future thermal power plant with a capacity of 1,800 MW.

+ Carry out improvements, upgrades, and channel dredging for the inland waterway transportation system.

b) Irrigation

- Regularly perform maintenance, repair, upgrade, and build new reservoirs and dams to ensure safety during the rainy season and provide water for production and daily life.

- Continue to upgrade the Northern and Southern irrigation systems to ensure stable irrigation for 70,000 hectares. Continue implementing programs to concreteize canals, particularly focusing on primary and secondary canals.

- Develop irrigation and drainage systems for concentrated areas of peanut cultivation, industrial crops, and fruit trees.

- Strengthen coastal and river embankments firmly to prevent coastal and river erosion.

- Construct large-scale irrigation projects such as Ban Mong (Quy Hop), Thac Muoi (Thanh Chuong), hydropower combined with irrigation Khe Bo (Tuong Duong), Nam Vie, Sao Va (Que Phong); repair and upgrade other irrigation facilities in various districts; build irrigation systems to serve salt production areas.

c) Power Supply System

- 220 KV transmission lines: construct 168 km of new double-circuit lines from Thuy Dien Ban Ve to Dooluong - Hung Dong; 75 km of single-circuit lines from Hung Dong to Nghi Son.

- 110 KV transmission lines: construct double-circuit and single-circuit lines, and improve the double-circuit system to connect medium-sized hydropower plants to the grid and supply electricity to consumers. Construct new double-circuit and single-circuit lines to villages, economic zones, and industrial clusters.

- Construct and renovate medium-voltage distribution networks (22 KV, 35 KV). Continue developing and improving the power grid and substations in cities, industrial zones, and rural areas.

- Construct 220 KV and 110 KV substations compatible with power transmission from power plants to consumption centers.

- Complete the construction of hydropower plants according to planning (Ban Ve, Khe Bo, Huu Na, Sao Va, Ban Coc, Nhan Ha, etc.). Promote investment calls to build a thermal power plant using coal (capacity of 1,800 MW) in Quynh Luu.

d) Postal, Telecommunications, and Information Technology:

Develop modern and synchronized communication networks, accelerate the application of information technology in all aspects of social life, especially in leadership and management systems. Upgrade switching centers and fully opticalize the transmission system; cover mobile signals throughout the province; develop high-speed internet, cable TV, and digital television networks to all communes. Complete the construction of information technology infrastructure to make Nghe An an electronic province.

e) Water Supply and Drainage:

Plan for water supply sources for urban and rural areas, especially key economic zones and water-scarce regions. Reassess underground and surface water resources to manage and use them effectively. Mobilize all resources to invest in water supply projects. Construct additional water treatment plants to meet the needs of the Southeast Nghe An Economic Zone, industrial zones, and urban areas; increase the capacity of existing water treatment plants to meet domestic and production water demands. Use comprehensive measures to provide clean drinking water to rural residents, such as building new plants, connecting to urban plants, digging wells, drilling boreholes, and gravity-fed systems.

Focus investments to upgrade and construct new drainage systems for urban areas, economic zones, and industrial parks. For rural areas, develop appropriate wastewater treatment solutions to minimize negative impacts on the environment and public health.

V. ORGANIZATION OF URBAN SPACE

1. Urban Development

- Conduct urban planning for the province, gradually complete the modern economic, social, and technical infrastructure of urban systems, ensuring a clean environment, rational distribution across the province, and stable, balanced, and sustainable urban development.

- Strive to achieve an urbanization rate of 17% by 2010; 26% by 2015, and approximately 37% by 2020.

- Develop Vinh City into a Class I city, serving as the central economic and cultural hub of the North Central region.

- Construct provincial-level urban centers: Hoang Mai, Thai Hoa, Con Cuong, Dien Chau, Dooluong.

- Increase investment to develop district-level central towns and rural community centers (regional-level central towns).

2. Rural Development

- Shift the agricultural and rural economy structure towards higher efficiency and technological advancement. Develop rural industry and small-scale handicrafts suitable for the province's strengths and market conditions. Revitalize and strengthen existing craft villages and establish new ones.

- Develop all social sectors comprehensively; focus on universal education, preventive healthcare; upgrade educational, healthcare, cultural information, and sports facilities in rural areas.

- Build rural areas towards civilization, greenness, cleanliness, and beauty; develop modern infrastructure linked to urbanization. Invest in poverty reduction, first and foremost in mountainous, remote, and ethnic minority areas. Implement policies to ensure reasonable provision of seeds and production materials in remote areas.

- Develop a widespread network of rural and mountainous trade.

- Perform market research and forecasting services well for farmers and businesses.

3. Economic Space Development

a) Mountainous Region (including 10 districts)

- Focus investment on developing short-term and long-term industrial crops and fruit trees such as sugarcane, tea, coffee, rubber, oranges, pineapples; develop beef cattle farming; grow various tree species on forest land for wood processing, paper pulp, and paper production.

- Develop agricultural and forestry product processing industries; construction material extraction and production industries (cement; ceramic tiles, fired bricks), raw material production for white chalk processing; basalt product extraction and production; tin ore extraction and refining; construction of hydropower plants; develop textile and garment industry.

- Develop eco-tourism linked with natural landscapes (Pu Mat National Park, Pu Huong, Pu Hoat, etc.); develop border trade economy associated with existing and planned border gates such as Nam Can (Ky Son), Thanh Thuy (Thanh Chuong), Thong Thu (Que Phong).

b) Plain and coastal areas

- Develop food crops, especially rice, to form high-quality rice production zones; short-term industrial crops and fruit trees such as peanuts, sesame seeds, pineapples; livestock and poultry farming: pigs, beef cattle, chickens; aquaculture and fishing.

- Develop construction material production industries: cement (Quynh Luu, Do Luong), bricks, roof tiles (including traditional and new products), artificial stone slabs; high-end ceramics and porcelain; chemicals (soda ash); oil refining industry (in Hoang Mai Industrial Zone); coal-fired thermal power plants (Quynh Luu); various mechanical products, electrical, electronic, information technology, software products (in Vinh City and surrounding areas, Southeast Nghe An Economic Zone); shipbuilding (in coastal districts); processing of agricultural, forestry, and aquatic products (pineapple; frozen seafood and traditional seafood products; meat from livestock and poultry; high-end paper, paper pulp, furniture, handicrafts).

- Vigorously develop tourism (beach tourism, historical and cultural sites) and services: transportation, postal and telecommunications, finance and banking, education and training, healthcare, etc.

VI. MAJOR SOLUTIONS TO IMPLEMENT THE PLAN

1. Building Strong Local Governments at All Levels

Accelerate administrative reform, enhance the capacity of cadres and civil servants, clearly define the authority between agencies at all levels, strengthen administrative discipline, combat bureaucracy, corruption, and waste while ensuring the people's right to self-management; thereby improving the efficiency of economic and social management by local governments, creating a favorable environment to attract resources for development investment.

2. Mobilizing Investment Capital

- The demand for investment capital is very large. Therefore, to implement the Plan effectively, the Province needs to create favorable conditions and have policies to use land funds efficiently, properly carry out land clearance work, provide infrastructure services, and supply labor according to investors' requirements both domestic and foreign investors investing in Nghe An.

- Strengthen promotion and introduction of the Province's potential and strengths abroad. Intensify administrative reform, reduce points of contact. Diversify forms of investment capital mobilization.

- Encourage and create conditions for various economic sectors to participate in infrastructure investment; maximize land fund capital for urban infrastructure development, industrial park infrastructure; promote socialization in education, healthcare, culture, sports fields; state budget prioritizes investment in key infrastructure projects that connect regions closely.

3. Developing Human Resources

- Continuously train and improve the professional skills of cadres and civil servants; implement attractive policies to encourage skilled workers. Attract outstanding experts and highly qualified labor from outside into priority fields where local forces are still lacking.

- Implement diverse training methods suitable for different groups including managers and specialists, business leaders, technical workers.

4. Developing Science and Technology

- Build and develop scientific and technological capabilities: accelerate technology transfer, especially those serving the production of key products of the Province. Invest in equipment and technical facilities to meet research and development needs promptly. Create conditions to attract outstanding experts to participate in provincial science and technology programs.

- Enhance the application of science and technology in production sectors.

- Have appropriate guidance to select technology for some important production sectors.

- Reform organizational structures and management mechanisms towards enhancing autonomy and responsibility of organizations and individuals engaged in science and technology activities.

5. Solutions Regarding Mechanisms and Policies

a) Reforming Investment Mechanisms and Policies

- Create an attractive investment environment through preferential mechanisms and policies encouraging land leasing and usage for project implementation, partial state support for compensation and land clearance costs; establish specific cooperation mechanisms in land planning to ensure harmony between national defense and economic development.

- Strengthen investment promotion efforts to attract external investments, ODA, and FDI. Enact preferential investment policies for certain areas.

- Enact incentive policies to encourage investment in infrastructure development systems.

b) Supporting Industry Development

Continue implementing some measures to support agricultural production, such as supporting agricultural extension work, applying scientific and technological progress in production, providing market information, and infrastructure for agricultural production. Support the development of rural industries.

Support the formation and development of new industries, particularly those capable of driving economic and social development, such as the electronics, information technology, communication, and other high-tech sectors.

c) Consolidating and Developing Product Consumption Markets

Pay attention to expanding domestic and international markets. Reduce costs, improve quality, innovate product designs, enhance competitiveness, and develop markets sustainably; give more emphasis on building and promoting brands for products with development potential. Increase farmers' ability to consume goods. Encourage and support businesses and economic sectors in seeking market development.

d) Strengthen cooperation with provinces and countries in the region.

Strengthen cooperation with Hanoi in tourism and export-oriented industries such as textiles, electronics. Promote cooperation with Thanh Hoa in oil refining after the Nghi Son oil refinery goes into operation. Study the possibility of cooperation with Ha Tinh in developing mechanical and manufacturing industries using Ha Tinh's mining and metallurgy industries. Develop supporting industries providing semi-finished products for some provinces in the Central Key Economic Region.

Vigorously promote training and human resource development for provinces in the region, at both university and vocational levels.

Vigorously promote cooperation with neighboring countries Laos and Thailand in tourism and maritime transport.

6. Propose a list of priority projects for research and investment (please refer to the attached appendix).

VII. IMPLEMENTATION OF THE PLAN

- After the Plan is approved, widely publicize, promote, and attract the attention of the entire population and domestic and foreign investors to participate in implementing the Plan.

- Develop sectoral and field development plans, detailed plans, and overall socio-economic development plans for districts, cities, and towns.

- Implement the Plan through five-year and annual socio-economic development plans. Annual plans must align with the goals set out in the approved Plan and the targets established for each period.

- Monitor and inspect the implementation of development investments according to the Plan. Enhance the responsibility of all levels, sectors, and localities in implementing the Plan. At the end of each planning period, evaluate the implementation of the Plan for each period, supplement and adjust the goals for the next period to suit actual conditions.

Article 2. Entrust the People's Committee of Nghe An Province to base on the economic and social development objectives and directions stated in the approved Plan; coordinate with relevant ministries and sectors to direct the establishment, approval, and implementation of the following contents in accordance with regulations:

1. Overall socio-economic development plan at the district level; urban system development plan and residential areas; construction planning; land use planning; industry and sector development plans, key products, etc., to ensure comprehensive and synchronized development.

2. Establish five-year and annual plans; key economic, cultural, and social development programs; specific projects to focus investment and reasonably prioritize investment.

3. Study and issue mechanisms and policies suitable for the development requirements of the province and state laws in each stage, aimed at attracting and mobilizing resources to implement the Plan.

Article 3. Entrust relevant central ministries and sectors to support the People's Committee of Nghe An Province in researching and establishing the aforementioned plans; study and propose mechanisms and policies suitable for the socio-economic development requirements of Nghe An Province in each stage to effectively mobilize and utilize resources, encourage and attract investment to ensure the achievement of the objectives, tasks, and directions of socio-economic development of the province as stated in the Plan. Accelerate the implementation of large-scale and important projects for the development of Nghe An Province that have been decided to be invested. Study and consider adjusting and supplementing industry development plans and investment plans for related projects proposed to be invested in the Plan.

Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 5. The Chairman of the People's Committee of Nghe An Province, Ministers, Heads of ministerial-level agencies, and Heads of government-affiliated agencies are responsible for enforcing this Decision./.
