JOINT RESOLUTION

Amending and supplementing certain articles of the Joint Resolution No. 72/2025/NQLT/UBTVQH15-CP-ĐCTUBTWMTTQVN issued by The Joint Standing Committee of the National Assembly, Government, and Central Council of the Front for Unity and Fighting Fraud in Vietnam detailing the organization of meetings with voters for members of the National Assembly and representatives of People's Councils at all levels

On the basis of The Constitution of the Socialist Republic of Vietnam has been amended and supplemented with some articles pursuant to Resolution No. 203/2025/QH15;

On the basis of Law on Organization of the National Assembly No. 57/2014/QH13 has been amended and supplemented with some articles pursuant to Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

On the basis of 61/2014/QH13;

On the basis of ||| Law on the Supervisory Activities of the National Assembly and People's Councils No. 87/2015/QH13;

On the basis of Law on Local Administration Organization No. 72/2025/QH15;

On the basis of ||| Law on the Vietnam Fatherland Front No. 75/2015/QH13 has been amended and supplemented with some articles pursuant to Law No. 97/2025/QH15;

On the basis of ||| Law on the Organization of People's Courts No. 34/2024/QH15 has been amended and supplemented with some articles pursuant to Law No. 81/2025/QH15;

On the basis of ||| Law on the Organization of People's Procuratorates No. 63/2014/QH13 has been amended and supplemented with some articles pursuant to Law No. ||| 82/2025/QH15;

||| The Standing Committee of the National Assembly, the Government, and the Chairlady of the VNFU Central Committee issue this Joint Resolution to amend and supplement some articles of Joint Resolution No. ||| 72/2025/NQLT/UBTVQH15-CP-ĐCTUBTWMTTQVN ||| detailing the organization of meetings between representatives and voters of the National Assembly and People's Councils at various levels.

1. Supplement Clause 3a following Clause 3 of Article 2 as follows:

"3a.

||| “3a. l is the activity of National Assembly representatives meeting with voters in the province or city where they were elected or transferred their activities to; the activity of People's Council representatives meeting with voters in the area where they were elected or transferred their activities to.”means the act of a member of the National Assembly meeting with voters in the province or city where the member of the National Assembly was nominated or transferred to; the act of a representative of a People's Council meeting with voters in the area where the representative of the People's Council was nominated or transferred to."||| “5. People's Council representatives have the responsibility to implement voter meetings according to the plan of the People's Council representative group at the same level.

"5. Representatives of People's Councils have the responsibility to implement meetings with voters according to the plan of the Representative Group of the same level People's Council.

||| 6. People's Council representatives have the right to request the People's Council representative group at the same level to organize voter meetings outside the program and plan of the People's Council representative group at the same level.”

||| “2. The Standing Body of the People's Council at the provincial level guides the Standing Body of the People's Council at the commune level to coordinate with the Permanent Standing Committee of the Vietnam Fatherland Front, the People's Committee at the same level, and relevant agencies, organizations, and individuals to implement the plan for National Assembly representatives' meetings with voters in the locality.

"2. The Standing Body of the People's Council at the provincial level shall guide the Standing Body of the People's Council at the commune level to coordinate with the Permanent Board of the Vietnam Fatherland Front, the same-level People's Committee, and relevant agencies, organizations, and individuals to implement the plan for meetings with voters of National Assembly deputies in the locality.

||| 3. In special economic zones without local government levels, the People's Committee of the special zone shall perform the responsibilities of the Standing Body of the People's Council at the commune level as stipulated in Clause 1 and Clause 2 of this Article.”

||| a) Coordinate with the Delegation of National Assembly representatives, the Standing Body of the People's Council, the People's Committee at the provincial level, and relevant agencies, organizations, and individuals to implement the plan for National Assembly representatives' meetings with voters;

5. Amending and supplementing Article 10 as follows:

“1. The Permanent Board of the Vietnam Fatherland Front at the provincial level has the responsibility:

a) To coordinate with the Delegation of National Assembly deputies, the Standing Body of the People's Council, the provincial People's Committee, and relevant agencies, organizations, and individuals to organize and implement the plan for meetings with voters of National Assembly deputies;

||| c) Guide the Permanent Standing Committee of the Vietnam Fatherland Front at the commune level to coordinate with the Standing Body of the People's Council, the People's Committee at the same level, and relevant agencies, organizations, and individuals to implement the plan for National Assembly representatives' meetings with voters;

c) To guide the Permanent Board of the Vietnam Fatherland Front at the commune level to coordinate with the Standing Body of the People's Council, the same-level People's Committee, and relevant agencies, organizations, and individuals to implement the plan for meetings with voters of National Assembly deputies;

||| a) Coordinate with the Standing Body of the People's Council, the People's Committee at the same level, and relevant agencies, organizations, and individuals to implement the plan for National Assembly representatives' meetings with voters at the commune level; widely and promptly announce the plan for National Assembly representatives' meetings with voters;

đ) To coordinate with the Delegation of National Assembly deputies to organize for voters to provide comments on the performance of the duties of National Assembly deputies and their action programs promised to voters.

2. The Permanent Board of the Vietnam Fatherland Front at the commune level has the responsibility:

a) To coordinate with the Standing Body of the People's Council, the same-level People's Committee, and relevant agencies, organizations, and individuals to implement the plan for meetings with voters of National Assembly deputies at the commune level; to widely and promptly announce the plan for meetings with voters of National Assembly deputies;

||| b) Organize and chair meetings between National Assembly representatives and voters at the commune level when instructed by the Permanent Standing Committee of the Vietnam Fatherland Front at the provincial level, except as provided in point c of this clause; promote and mobilize voters to participate in meetings with National Assembly representatives;

||| c) Organize and chair meetings between National Assembly representatives and voters in their place of residence.”

||| 6. Amend, supplement, and abolish some points and clauses of Article 12 as follows:

||| “c) Direct the People's Committee at the commune level to send representatives to attend meetings between National Assembly representatives and voters at the commune level and organize propaganda about the activities of National Assembly representatives' meetings with voters;”

a) Amend and supplement Point c Clause 1 as follows:

||| “3. The People's Committee at the commune level has the responsibility:

"3. The People's Committee at the commune level has the responsibility:

||| d) Direct competent agencies to ensure security, public order, and safety for the activities of National Assembly representatives' meetings with voters.”

b) To arrange convenient locations for National Assembly deputies to meet with voters; to publicize and mobilize voters in the commune to participate in meetings with voters of National Assembly deputies;

c) To send representatives to attend meetings with voters of National Assembly deputies to consider, resolve, and respond to voter suggestions within their authority;

d) To direct competent agencies to ensure security, order, and safety for the activities of meetings with voters of National Assembly deputies."

||| 7. Amend and supplement some points of Clause 1 of Article 13 as follows:

||| “a) Coordinate with the People's Council representative groups at the provincial and commune levels, the Permanent Standing Committee of the Vietnam Fatherland Front at the level of the representative meeting with voters, and relevant agencies, organizations, and individuals to implement the plan for People's Council representative groups' and People's Council representatives' meetings with voters at the level of the representative meeting with voters;”

||| “d) Direct competent agencies to ensure material conditions, security, public order, and safety for the activities of meetings with voters.”

b) Amend and supplement Point d as follows:

||| “2. Representatives of the People's Council at two levels may meet with voters together; the Standing Body of the People's Council at the provincial level exchanges with the Standing Body of the People's Council at the commune level to consider and decide.

8. Amend and supplement Clause 2 Article 22 as follows:

||| The Standing Body of the People's Council at the provincial level takes the lead and coordinates with the People's Council representative group at the same level and the Permanent Standing Committee of the Vietnam Fatherland Front at the commune level to build a plan for meetings between representatives of the People's Council at two levels.”

9. Amend and supplement Article 23 as follows:

“Article 23. Participants in the Meeting with Voters

||| 2. Voters working, studying, or residing in agencies, organizations, and units at the administrative unit level where National Assembly representatives and People's Council representatives meet with voters.

||| 3. Representatives of the Permanent Standing Committee of the Vietnam Fatherland Front at the provincial level and the Permanent Standing Committee of the Vietnam Fatherland Front at the commune level where the meeting with voters takes place for cases involving National Assembly representatives and People's Council representatives at the provincial level; representatives of the Permanent Standing Committee of the Vietnam Fatherland Front at the commune level for cases involving People's Council representatives at the commune level.

||| 4. Representatives of the Standing Body of the People's Council and the leadership of the People's Committee at the provincial level for cases involving National Assembly representatives and People's Council representatives at the provincial level; representatives of the Standing Body of the People's Council and the leadership of the People's Committee at the commune level for cases involving People's Council representatives at the commune level.

||| 5. Relevant agencies, organizations, and individuals have the responsibility to cooperate in serving meetings with voters.

||| 6. Local and central press agencies (when invited).”

10. Amend and supplement Clause 3 Article 24 as follows:

"3. In cases where National Assembly deputies and People's Council representatives meet with voters simultaneously, the implementation program shall be carried out according to the procedures stipulated in Clauses 1 and 2 of this Article. Among these, the introduction of representatives and the presentation of reports shall be conducted in the following order: matters related to meetings with voters by National Assembly deputies shall precede those related to provincial-level People's Council representatives, and matters related to meetings with voters by provincial-level People's Council representatives shall precede those related to communal-level People's Council representatives."

11. Amend and supplement Clause 2 Article 26 as follows:

"2. Prior to the opening of the session, the Standing Body of the People's Council, the Standing Committee of the Vietnam Fatherland Front Provincial Committee, and the Group of People's Council Deputies elected at the provincial level have the responsibility to organize for People's Council deputies to meet with voters to collect opinions and aspirations of voters on issues within the agenda and content of the session, and on the opinions and suggestions of voters regarding the People's Council and relevant state agencies at the local level."

Prior to the opening of the session, the Group Leader of provincial and communal-level People's Council Deputies has the responsibility to report the results of meeting with voters in writing to the Standing Body of the People's Council at the same level.

12. Amend and supplement certain clauses of Article 27 as follows:

a) Amend and supplement Clause 2 as follows:

"2. When a provincial-level People's Council deputy requests to meet with voters in their place of residence, they shall directly contact or through the Standing Body of the provincial-level People's Council to contact the Standing Committee of the Vietnam Fatherland Front Communal Committee in the commune where the deputy resides to organize meetings with voters.

Communal-level People's Council deputies shall directly contact or through the Standing Body of the communal-level People's Council to contact the People's Committee and the Standing Committee of the Vietnam Fatherland Front Communal Committee at the same level to meet with voters."

b) Abolish Clause 5.

13. Amend and supplement Clause 3 Article 32 as follows:

"3. At least three working days before the meeting with voters, the Standing Body of the People's Council at the same level shall notify the program, plan, and content of the meeting with voters to the Standing Body of the People's Council, the Standing Committee of the Vietnam Fatherland Front at the location where the deputy will meet with voters to arrange time, place, and prepare conditions for People's Council deputies to meet with voters."

14. Amend and supplement Clause 2 Article 34 as follows:

"2. Based on the content of the specialized session program or regular session program to address urgent matters of the People's Council and the actual situation, the Standing Body of the People's Council decides whether to organize meetings with voters or adopt other appropriate methods to collect voter opinions and suggestions." In case of organizing meetings with voters, the Group of provincial and communal-level People's Council Deputies shall decide on the form of meeting with voters and take the lead in coordinating with the Standing Committee of the Vietnam Fatherland Front at the same level to compile a comprehensive report on voter suggestions and public opinion."

"1. Based on actual conditions, the Delegation of National Assembly Deputies, the Group of provincial and communal-level People's Council Deputies may organize online meetings with voters or combine direct meetings with online meetings." "1. In cases of natural disasters, epidemics, or unforeseen events, based on the actual situation and conditions at the local level or upon the request of the Standing Committee of the National Assembly, the Delegation of National Assembly Deputies decides whether to organize meetings with voters for National Assembly deputies; the Standing Body of the People's Council decides whether to organize meetings with voters for People's Council deputies."

15. Amend and supplement Clause 1 Article 35 as follows:

"2. The determination of natural disasters, epidemics, and unforeseen events shall be carried out in accordance with the provisions of the law or announced by competent state agencies." "2. At least three working days after the meeting with voters prior to and after the regular session of the People's Council or after receiving opinions and suggestions from voters sent by People's Council deputies, the Group of provincial and communal-level People's Council Deputies shall take the lead in coordinating with the Standing Committee of the Vietnam Fatherland Front at the same level to aggregate and classify voter opinions and suggestions; report to the Standing Body of the People's Council those opinions and suggestions within the jurisdiction of relevant agencies, organizations, and individuals at the level where the deputies met with voters."

16. Amend and supplement Article 36 as follows:

“Article 36. Contact with voters in situations of natural disasters, epidemics, or force majeure

"3. The Standing Committee of the Vietnam Fatherland Front at the provincial level shall be responsible for aggregating the opinions and suggestions of voters from the Standing Committee of the Vietnam Fatherland Front at the communal level to reflect and suggest to the provincial People's Committee."

"4. The Office of the Delegation of National Assembly Deputies and the People's Council at the provincial level, the Office of the People's Council and the People's Committee at the communal level shall be responsible for collecting and aggregating voter opinions and suggestions sent by the Groups of People's Council Deputies to the Standing Body of the People's Council at the same level."

17. Amend and supplement Clauses 2, 3, and 4 of Article 41 as follows:

"The Standing Body of the People's Council shall be responsible for leading and coordinating with the Standing Committee of the Vietnam Fatherland Front at the same level to aggregate and compile reports; classify and transfer them to competent agencies, organizations, and individuals for resolution and response to voters."

"2. The Standing Committee of the Vietnam Fatherland Front at the provincial level shall be responsible for coordinating with the Group of provincial-level People's Council Deputies to aggregate voter opinions and suggestions through the Standing Committee of the Vietnam Fatherland Front at the communal level where provincial-level People's Council Deputies meet with voters and members of the Front; the Standing Committee of the Vietnam Fatherland Front at the communal level shall be responsible for coordinating with the Group of communal-level People's Council Deputies to aggregate voter opinions and suggestions where communal-level People's Council Deputies meet with voters and the opinions of Front members to be sent."

"At least seven working days before the opening of the session, the comprehensive report on voter opinions and suggestions and local public opinion shall be submitted to the provincial People's Committee for consideration and resolution within its authority." The Group of People's Council Deputies and the Standing Committee of the Vietnam Fatherland Front at the same level shall be responsible for aggregating and reporting to the Standing Body of the People's Council at the same level about the voters' comments on the activities of the People's Council, the Standing Body of the People's Council, the Committees of the People's Council, and People's Council Deputies."

The Standing Body of the People's Council shall be responsible for chairing and coordinating with the Standing Board of the Vietnam Fatherland Front Committee at the same level to collect, compile reports; classify and transfer them to competent authorities, organizations, or individuals for resolution and response to voters.”

18. Amend and supplement Clause 2 of Article 42 as follows:

“2. The Standing Board of the Vietnam Fatherland Front Committee at the provincial level shall be responsible for coordinating with the Delegation of the People's Council at the same level to aggregate opinions and suggestions from voters through the Standing Board of the Vietnam Fatherland Front Committee at the commune level where provincial-level People's Council delegates meet voters and members of the Front; the Standing Board of the Vietnam Fatherland Front Committee at the commune level shall be responsible for coordinating with the Delegation of the People's Council at the same level to aggregate opinions and suggestions from voters at the commune-level meeting places and the opinions of Front members to send.”

At the latest seven working days before the opening day of the session, the consolidated report on voter and local citizen opinions and suggestions shall be submitted to the People's Committee at the same level for consideration and resolution within its authority.”

19. Amend and supplement Article 43 as follows:

“Article 43. Aggregation of voter comments through voter contact activities of People's Council representatives

The Delegation of the People's Council and the Standing Board of the Vietnam Fatherland Front Committee at the same level shall be responsible for compiling and reporting to the Standing Body of the People's Council at the same level on voter comments regarding the activities of the People's Council, the Standing Body of the People's Council, the Committees of the People's Council, and People's Council delegates.”

20. Amend and supplement Clause 2 of Article 44 as follows:

"2. The Secretary-General of the National Assembly - Chairman of the National Assembly Office shall be responsible for assisting the Standing Committee of the National Assembly in examining, resolving, and responding to the petitions of voters concerning issues related to the agenda of the National Assembly session, the meeting of the Standing Committee of the National Assembly, and other issues within the functions and responsibilities of the Secretary-General of the National Assembly - Chairman of the National Assembly Office, and the National Assembly Office."

21. Amend and supplement Clause 2 and abolish Clause 3 of Article 45 as follows:

"2. The Office of the Delegation of National Assembly Members and People's Councils at the provincial level, and the Office of People's Councils and People's Committees at the commune level shall be responsible for assisting the Standing Body of the People's Council at the same level in examining, resolving, and responding to the petitions of voters concerning issues related to the agenda of the People's Council session, the content and program of supervision by the People's Council, the Standing Body of the People's Council at the same level, and other issues within the functions and responsibilities of the People's Council outside the areas under the responsibility of the Council's Committees."

22. Amend and supplement Clause 4 of Article 46 as follows:

"4. Specialized agencies and other administrative organizations under the People's Committees at the provincial and commune levels shall be responsible for resolving and responding to the petitions of voters concerning issues within their areas of responsibility."

23. Amend and supplement Clause 3 of Article 50 as follows:

"3. Immediately upon receiving the response document to voters, the People's Council Delegation shall be responsible for informing the voters of the results of the resolution and response by the competent agency, organization, or individual; publicly providing information on the response document to voters through local mass media."

24. Supplement Clause 1a after Clause 1 of Article 56 as follows:

"1a. Relevant agencies, organizations, and individuals shall be responsible for applying information technology and digital transformation in voter reception activities and managing the resolution of voter petitions. The National Assembly Office shall take the lead and coordinate with the Standing Committee of the Committee for the Safeguarding of the Rights and Interests of the People and Supervision, and relevant agencies in building, managing, and operating a unified database on voter petitions. The Government shall direct ministries, sectors, and localities to ensure timely, accurate, transparent, and public use, updating, monitoring, and exploitation of data. Agencies, organizations, and individuals with the authority to resolve and respond to voter petitions shall be responsible for fully and timely updating the database and shall bear responsibility for the content provided."

25. Replace, supplement, and abolish certain terms and phrases in clauses and articles as follows:

a) Add the phrase “(if any)” after the phrase “Chairman of the Trade Union” in Article 14, Article 24, and Article 28;

b) Replace the phrase “Secretary-General of the National Assembly” with the phrase “Secretary-General of the National Assembly - Chairman of the National Assembly Office” in Article 15;

c) Replace the phrase “Office of the People's Council and People's Committee at the district level, and the working group assisting the People's Council at the commune level” with the phrase “Office of the People's Council and People's Committee at the commune level” in Article 16 and Article 29;

d) Replace the phrase “extraordinary session” with the phrase “non-routine session” in Article 18, Article 21, Article 24, Article 34, and Article 38;

đ) Add the word “session” before the phrase “to resolve urgent matters arising during the People's Council session” in Article 18, Article 21, and Article 24;

e) Replace the phrase “Supreme People's Court, Supreme People's Procuracy, People's Courts, People's Procuracies at the provincial and district levels” with the phrase “People's Courts at all levels, People's Procuracies at all levels” in Article 47;

g) Repeal the phrase “or representative of a collective of workers” in Article 14.

Article 2. Implementation clause

This joint resolution shall take effect from the date of issuance./.
