Repealing certain legislative regulatory documents issued by the MinisterThe Ministry of Agriculture and Rural Development promulgates jointly promulgated

Pursuant to the Law on Legislative Documents dated June 22, 2015;

Pursuant to the Government's Decree No. 34/2016/NĐ-CP dated May 14, 2016 detailing certain provisions and measures for implementing the Law on Legislative Acts of Regulations;

Decree No. 15/2017/NĐ-CP on February 17, 2017, by the Government to stipulate functions, tasks, powers, and organizational structure of dated November 17, 2020;;

At the proposal of the Director of the Legal Department;

After reaching consensus with the Minister of Planning and Investment, the Minister of Finance, the Minister of Home Affairs, the Minister of Health, the Minister of Education and Training, and the Minister of Agriculture and Rural Development, the Circular abolishing certain regulatory legal documents issued by the Minister of Agriculture and Rural Development, jointly promulgated.

This Circular takes effect from January 25, 2026.

Repeals all of the following regulatory legal documents issued by the Minister of Agriculture and Rural Development, jointly issued:

1. Circular No. 05/1998/TT-BNN-BVTV dated May 6, 1998, by the Minister of Agriculture and Rural Development guiding Directive No. 09/1998/CT-TTg dated February 18, 1998, regarding urgent measures to eradicate rats and protect crops of The Prime Minister.

2. Circular No. 04/2000/TT-BTS dated November 3, 2000, by the Minister of Fisheries guiding the implementation of some provisions in Decision No. 103/2000/QĐ-TTg dated August 25, 2000, of the Prime Minister concerning policies to encourage the development of fish seed.

3. Circular No. 06/2000/TT-BTS dated December 27, 2000, by the Minister of Fisheries amending and supplementing Circular No. 04/2000/TT-BTS dated November 3, 2000, guiding the implementation of some provisions in Decision No. 103/2000/QĐ-TTg dated August 25, 2000, of the Prime Minister concerning policies to encourage the development of fish seed.

4. Decision No. 650/2000/QĐ-BTS dated August 4, 2000, by the Minister of Fisheries promulgating the Regulation on inspection and state certification of aquatic product quality, replacing Decision No. 08/2000/QĐ-BTS dated January 7, 2000.

5. Decision No. 15/2005/QĐ-BNN dated March 15, 2005, by the Minister of Agriculture and Rural Development promulgating the List of forestry tree species that must apply industry standards.

6. Decision No. 16/2005/QĐ-BNN dated March 15, 2005, by the Minister of Agriculture and Rural Development promulgating the List of major tree species for commercial forest planting according to nine forest ecological regions.

7. Decision No. 04/2006/QĐ-BTS dated January 16, 2006, by the Minister of Fisheries promulgating the Regulation on the operation of the Steering Committee for the Program to Protect and Develop Aquatic Resources.

8. Joint Circular No. 01/2006/TTLT-BTS-BNV dated March 20, 2006, by the Minister of Fisheries and the Minister of Home Affairs guiding the tasks, powers, organization, and staffing of local Fisheries Inspectors.

9. Decision No. 25/2007/QĐ-BNN dated April 9, 2007, by the Minister of Agriculture and Rural Development promulgating the Supplemental List of forestry tree species that must apply industry standards.

10. Joint Circular No. 58/2008/TTLT-BNN-BKHĐT-BTC dated May 2, 2008, by the Minister of Agriculture and Rural Development, the Minister of Planning and Investment, and the Minister of Finance guiding the implementation of the Prime Minister's Decision concerning the objectives, tasks, policies, and implementation of the Project to Plant Five Million Hectares of New Forests during the period 2007-2010.

11. Decision No. 111/2008/QĐ-BNN dated November 18, 2008, by the Minister of Agriculture and Rural Development promulgating the Model Charter on the organization and operation of Provincial Forest Protection and Development Funds.

12. Decision No. 128/2008/QĐ-BNN dated December 31, 2008, by the Minister of Agriculture and Rural Development promulgating the Charter on the organization and operation of the Vietnam Forest Protection and Development Fund.

13. Circular No. 51/2010/TT-BNNPTNT dated September 8, 2010, by the Minister of Agriculture and Rural Development amending and supplementing some provisions of Circular No. 25/2010/TT-BNNPTNT dated April 8, 2010, and Circular No. 06/2010/TT-BNNPTNT dated February 2, 2010.

14. Circular No. 63/2010/TT-BNNPTNT dated November 1, 2010, by the Minister of Agriculture and Rural Development guiding the issuance of Free Circulation Certificates for export and import products under the management responsibility of the Ministry of Agriculture and Rural Development.

15. Joint Circular No. 04/2013/TTLT-BNNPTNT-BTC-BKHĐT dated January 16, 2013, by the Minister of Agriculture and Rural Development, the Minister of Finance, and the Minister of Planning and Investment guiding the management and use of state budget funds for the National Target Program on Clean Water Supply and Environmental Sanitation in Rural Areas during the period 2012-2015.

16. Joint Circular No. 10/2013/TTLT-BNNPTNT-BKHĐT dated February 1, 2013, by the Minister of Agriculture and Rural Development and the Minister of Planning and Investment guiding the management and use of capital from the state budget to implement the Forest Protection and Development Plan during the period 2011-2020 pursuant to Decision No. 57/QĐ-TTg dated January 9, 2012, of The Prime Minister.

17. Joint Circular No. 27/2013/TTLT-BNNPTNT-BYT-BGDĐT dated May 31, 2013, by the Minister of Agriculture and Rural Development, the Minister of Health, and the Minister of Education and Training guiding the division of responsibilities and coordination among the three sectors of Agriculture and Rural Development, Health, and Education in implementing the National Target Program on Clean Water Supply and Environmental Sanitation in Rural Areas during the period 2012-2015. 18. Article 2. Repealing part of legal normative documents

the Prime Minister promulgating Special Policies on Resettlement for Water Resources and Hydropower Projects.

Abolish part of the regulatory legal documents issued by the Minister of Agriculture and Rural Development as follows:

1. Article 2, Article 3, Article 4, and Article 5 of Decision No. 114/2008/QĐ-BNN dated November 28, 2008, by the Minister of Agriculture and Rural Development establishing the Vietnam Forest Protection and Development Fund;

3. Article 2, Article 3, and Article 4 of Circular No. 02/2018/TT-BNNPTNT dated January 31, 2018, issued by the Minister of Agriculture and Rural Development, amending and supplementing Circulars No. 50/2015/TT-BNNPTNT, No. 25/2013/TT-BNNPTNT, No. 02/2006/TT-BTS, No. 62/2008/TT-BNN, and No. 26/2016/TT-BNNPTNT.

Article 3. Effectiveness

This Circular takes effect from February 15, 2020.

Article 4. Responsibilities for Implementation

The Head of the Legal Department, Heads of units under the Ministry, and relevant agencies shall be responsible for implementing this Circular./.
