Detailed Implementation Decree of Resolution No. 218/2025/QH15 dated June 26, 2025 of the National Assembly on universal preschool education for children aged 3 to 5 years old

Pursuant to the Government Organization Law number 63/2025/QH15;

Pursuant to the Law on Local Administration Organization No. 72/2025/QH15;

Pursuant to the Law on Legislative Acts number 64/2025/QH15;

Pursuant to the Education Law No. 43/2019/QH14;

Pursuant to the Teachers' Law No. 73/2025/QH15;

Pursuant to the State Budget Law No. 89/2025/QH15;

On the basis of the Law on Public Investment No. 58/2024/QH15 amended and supplemented by Law No. 90/2025/QH15;

Pursuant to Resolution No. 218/2025/QH15 of the National Assembly on universal preschool education for children aged 3 to 5 years old;

At the proposal of the Minister of Education and Training;

The Government promulgates this Decree to provide detailed implementation of Resolution No. 218/2025/QH15 dated June 26, 2025 of the National Assembly on universal preschool education for children aged 3 to 5 years old.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Decree provides detailed implementation of Resolution No. 218/2025/QH15 dated June 26, 2025 of the National Assembly on universal preschool education for children aged 3 to 5 years old, including provisions on mechanisms, policies, standards, conditions to ensure, implementation roadmap for universal preschool education for children aged 3 to 5 years old, responsibilities of agencies and units.

Article 2. Applicability

This Decree applies to children aged 3 to 5 years old, preschool educational institutions, and related organizations and individuals.

Chapter II

INVESTMENT AND DEVELOPMENT OF SCHOOL NETWORKS, CLASSROOMS, INFRASTRUCTURE, TEACHING EQUIPMENT, TOYS, AND PLAYING MATERIALS

Article 3. Investment Policy for Developing School Networks, Infrastructure, Teaching Equipment, Toys, and Playing Materials

1. Enhance resources from the central budget and local budgets to invest in infrastructure. Encourage attracting social resources to invest in infrastructure for preschool education development. Invest in developing a network of preschool educational institutions to ensure sufficient schools, classrooms, infrastructure, teaching equipment, toys, and playing materials to implement universal preschool education for children aged 3 to 5 years old. Upgrade preschool educational institution standards towards standardization and modernization to meet requirements for implementing universal preschool education for children aged 3 to 5 years old.

2. Prioritize allocating clean land, allowing flexible conversion of land use purposes to land for building preschool educational institutions; concentrate on clearing land and transferring clean land for preschool education projects. No land use fees, reduced land lease fees, and land tax for preschool educational institutions. No application of corporate income tax for public preschool educational institutions and private preschool educational institutions operating without profit. Prioritize allocating surplus state agency offices for preschool educational institutions; allow applying the form of leasing state-owned facilities for private preschool educational institutions.

3. Prioritize investment funds from the central and local governments through programs and projects to ensure that by 2030, all public preschool educational institutions and preschool educational institutions under armed forces in communes with special difficult socio-economic conditions, communes in difficult areas, ethnic minority and mountainous areas, border areas, islands, coastal areas, densely populated areas, industrial zones, and export processing zones have sufficient schools and classrooms, ensuring one classroom per kindergarten class, 100% solid classrooms, adequate functional rooms, preschool libraries, outdoor toys, classroom toys, teaching equipment, kitchens, bathrooms, and clean water facilities according to regulations.

3. Prioritize investment funding from central and local programs and projects to ensure that by 2030, all public preschool education facilities, preschool education facilities under the armed forces in communes with particularly difficult socio-economic conditions, communes in disadvantaged areas, ethnic minority and mountainous regions, border areas, islands, coastal areas, densely populated residential areas, industrial zones, and export processing zones have sufficient classrooms, ensuring one classroom for each kindergarten class, 100% solid classrooms, adequate functional rooms, preschool libraries, sufficient outdoor play equipment, classroom toys, teaching aids, kitchens, bathrooms, and clean water facilities as prescribed.

Article 4. Priority policies for the development of preschool education in communes with particularly difficult socio-economic conditions, communes in areas with difficulties, ethnic minority and mountainous regions, border areas, islands, coastal tidal flats, coastal areas, densely populated residential areas, and areas with industrial zones, clusters, and export processing zones.

1. Public preschool educational institutions and preschool educational institutions under the armed forces located in Commune Zone III, Commune Zone II, Commune Zone I, communes with particularly difficult ethnic minority and mountainous regions, and communes with particularly difficult coastal tidal flat and coastal areas, according to the regulations of the competent authority, where children aged from 3 to 5 years old study and have meals and midday sleep at the educational institution (hereinafter referred to as boarding children) shall enjoy the following policies:

a) They shall be supported with funds to purchase paper, comic books, crayons, pencils, toys, and other learning materials; quilts, mosquito nets, and personal items for boarding children aged from 3 to 5 years old with a budget of 1,350,000 dong per child per academic year.

b) They shall be supported with electricity and water costs for learning and living activities for boarding children aged from 3 to 5 years old with a standard of 5KW of electricity per month per child and 1 cubic meter of water per month per child according to the local price regulations, and they can enjoy this support for no more than 9 months per academic year. In places without conditions to provide electricity and water services or where there is a power outage or water shortage, the school may use the budget to purchase lighting equipment and clean water for the children.

c) They shall be supported with funds for midday care for children aged from 3 to 5 years old: Each group of 25 children aged from 3 to 4 years old, including at least 8 children aged from 3 to 4 years old who board, shall enjoy 1 standard amount; each group of 30 children aged from 4 to 5 years old, including at least 10 children aged from 4 to 5 years old who board, shall enjoy 1 standard amount of 700,000 dong per month per group of children and can enjoy this support for no more than 9 months per academic year. The surplus exceeding 50% of the number of children aged from 3 to 5 years old and the number of boarding children aged from 3 to 5 years old in each group shall be counted as 1 standard amount.

d) They shall be supported by the state budget with funds for paying meal preparation staff. The payment standard is calculated based on the number of boarding children aged from 3 to 5 years old, with a minimum of 3,900,000 dong per month for every 45 children, and additional support amounts for every surplus of 20 children or more. Each preschool educational institution can enjoy no more than 5 times the aforementioned support amount per month and no more than 9 months per academic year.

2. Independent preschool educational institutions and preschool educational institutions under the armed forces in areas with particularly difficult socio-economic conditions, ethnic minority and mountainous regions, border areas, islands, coastal tidal flats, coastal areas, densely populated residential areas, and areas with industrial zones, clusters, and export processing zones, which are privately established or run by private entities and have been authorized to establish according to the regulations, shall be supported with material facilities once, including the provision of teaching aids, toys, and educational equipment according to the list prescribed by the Ministry of Education and Training, and financial support for repairing material facilities to directly serve the care, nurturing, and education of children. The minimum level of support is 50,000,000 dong per independent preschool educational institution.

Chapter III

POLICIES FOR DEVELOPING THE WORKFORCE AND SUPPORTING CHILDREN

Article 5. Policy for developing the teaching staff

1. Ensuring sufficient staffing of kindergarten teachers up to the maximum level as prescribed by the quota.

2. Ensuring the treatment and policies for the management cadres, teachers, and staff implementing the universalization of preschool education for children aged from 3 to 5 years old in preschool educational institutions.

3. Supporting recruitment for kindergarten teachers

a) Recipients

New kindergarten teachers recruited from the 2025-2026 academic year according to the provisions of the law, who undertake the task of universalizing preschool education for children aged from 3 to 5 years old, and commit to working at public preschool educational institutions for at least five years.

b) Content of the policy

Kindergarten teachers specified in point a, Clause 3 of this Article shall enjoy a minimum support policy of one base salary year (or an equivalent amount when there is a change in salary policy).

4. Supporting individuals participating in the implementation of universal preschool education for children aged from 3 to 5 years old

a) Recipients

Principals, Deputy Principals, teachers, and staff at public preschool educational institutions participating in the implementation of the task of universalizing preschool education for children aged from 3 to 5 years old.

b) Content of the policy

The recipients specified in point a, Clause 4 of this Article shall enjoy a monthly support fund of VND 960,000 (the support fund is not used to calculate contributions or benefits under social insurance).

Article 6. Policies for children aged from 3 to 5 years old

1. Lunch support for children

a) Recipients

Children aged from 3 to 5 years old (excluding very small ethnic minority children as defined in Decree No. 57/2017/NĐ-CP dated May 9, 2017 of the Government on preferential admission policies and study support for children aged from 3 to 5 years old, students, and ethnic minority students with very few members) who are permanent residents in particularly difficult communes, villages, and are studying at public preschool educational institutions, preschool educational institutions under armed forces in areas III, II, I, communes with particularly difficult villages in ethnic minority and mountainous regions, communes in particularly difficult coastal, seaside, and island areas according to the regulations of competent authorities;

Children aged from 3 to 5 years old without a source of care as stipulated in Clause 1, Article 5 of Decree No. 20/2021/NĐ-CP dated March 15, 2021 of the Government on social assistance policies for social welfare beneficiaries;

Children aged from 3 to 5 years old from poor households and near-poor households according to multidimensional poverty and near-poverty standards as defined by the Government;

Children aged from 3 to 5 years old whose parents are martyrs, Heroes of the People's Armed Forces, war invalids, persons enjoying benefits similar to those of war invalids, war disabled veterans, or other policy beneficiaries as defined in the Resolution on Preferential Treatment for Persons Contributing to the Revolution (if applicable);

Children aged from 3 to 5 years old with disabilities attending inclusive education.

b) Content of the policy

Each child belonging to the category specified in point a, Clause 1 of this Article shall be supported with VND 360,000 per month and can enjoy such support for no more than nine months per academic year.

2. Study cost support

a) Recipients

Children aged from 3 to 5 years old as specified in point a, Clause 1 of this Article;

Children aged from 3 to 5 years old studying at privately-run or private preschool educational institutions that have been authorized to operate according to regulations, whose parents or legal caregivers are workers or employees in industrial zones, industrial clusters, export processing zones, and have signed labor contracts with enterprises according to regulations.

b) Content of the policy

Each child belonging to the category specified in point a, Clause 2 of this Article shall be supported with VND 150,000 per month for study costs and can enjoy such support for no more than nine months per academic year.

Article 7. Procedures, timeframes for review, and methods of disbursing support policies for children

1. Procedures and timeframes for review

At the beginning of each school year, preschool education facilities shall review and compile lists of children aged 3 to 5 years old who are eligible to benefit from the policy as stipulated in Clause 1 and 2, Article 6 of this Decree, and submit them to the People's Committee of communes, wards, or special administrative regions under the province or the Department of Education and Training at the provincial level for verification and approval according to the state management hierarchy on education and training; ensuring that children aged 3 to 5 years old who are eligible to benefit from the policy as stipulated in Clause 1 and 2, Article 6 of this Decree do not simultaneously benefit from similar policies under other regulatory legal documents;

Within seven working days from the date of receipt of the application dossier from the preschool education facility, the People's Committee of the commune or the Department of Education and Training shall be responsible for organizing the examination and approval of the list of beneficiaries, submitting it to the Provincial People's Committee for examination and approval and allocation of funds for implementation;

Within ten working days from the date of receipt of the application dossier from the Commune People's Committee, the Provincial People's Committee shall be responsible for organizing the examination and approval of the list of beneficiaries of the policy, notifying the results of the policy approval to the Commune People's Committee and the preschool education facility;

Immediately upon receiving the approval results from the Provincial People's Committee, the Commune People's Committee or the Department of Education and Training shall notify the preschool education facility to publicly announce the list of beneficiaries of the policy (within three working days) and proceed with disbursement;

2. Methods of disbursement

The funding for lunch support and educational cost support for children aged 3 to 5 years old as stipulated in Clause 1 and 2, Article 6 of this Decree shall be implemented twice during the school year: the first disbursement will be made for four months in December each year; the second disbursement will be made in April each year. Preschool education facilities shall provide support to beneficiaries in accordance with regulations through bank transfers or direct payments;

Article 8. Procedures, timeframes for review, and methods of disbursing development policy funding for staff

1. Procedures for review

At the beginning of each school year, public preschool education facilities shall review newly recruited teachers and individuals participating in universalization tasks who are eligible to benefit from the policy as stipulated in Clause 3 and 4, Article 5 of this Decree, and submit them to the People's Committee of communes, wards, or special administrative regions under the province or the Department of Education and Training at the provincial level for verification and approval according to the state management hierarchy on education and training;

Within seven working days from the date of receipt of the application dossier from the preschool education facility, the People's Committee of the commune or the Department of Education and Training shall be responsible for organizing the examination of the dossier and approving the list of beneficiaries, submitting it to the Provincial People's Committee for approval and allocation of funds for implementation;

Within ten working days from the date of receipt of the application dossier from the Commune People's Committee, the Provincial People's Committee shall issue a Decision approving the list of teachers benefiting from the policy, notifying the results of the policy approval to the Commune People's Committee or the Department of Education and Training and the preschool education facility;

Immediately upon receiving the decision from the competent authority approving the list of beneficiaries of the policy, preschool education facilities shall publicly announce (within three working days) and proceed with disbursement;

2. Methods of disbursement

Preschool education facilities shall directly disburse the recruitment support funding for new teachers and individuals participating in universalization tasks once they have been approved by the competent authority.

Article 9. Budget preparation, allocation, and settlement procedures for funding

1. Preparing budgets

Annually, at the time of preparing the state budget estimate, preschool education institutions base on the number of children aged from 3 to 5 years old, teacher recruitment plans, and the subjects participating in universalization tasks benefiting from policies, shall establish lists and prepare budget estimates to send to the Department of Education and Training or the People's Committee of communes, wards, or special administrative-economic zones under provincial management for review and submission to the competent authority for budget allocation.

2. Allocating budgets

The People's Committees of provinces and centrally-administered cities shall submit to the People's Councils at the same level for decision on allocating funds for implementing payment policies for beneficiaries according to this Decree within the local education and training expenditure budget estimate in accordance with prescribed regulations.

3. Managing and settling accounts for funds

a) Preschool education institutions entrusted with funding for implementing policies for beneficiaries according to this Decree shall be responsible for managing, using, and settling the budget in accordance with its intended purpose and the provisions of the State Budget Law.

b) The settlement figures for funding payments for beneficiaries according to this Decree shall be summarized in the annual budget settlement report of the unit in compliance with current regulations of the State Budget Law and guiding documents.

Article 10. Sources of funding for implementing universalization policies for preschool education for children aged from 3 to 5 years old

1. Funding sources

a) For support policies for beneficiaries according to this Decree, local budgets shall ensure funding. The central budget will provide support to localities that have not yet achieved budget self-balancing.

b) For investment and development policies for school networks, they shall be implemented in accordance with laws on public investment, national target programs on modernization and improving educational quality, integrated from the capital of national target programs assigned by the competent authority in the annual plans of ministries, sectors, and localities under current management levels.

c) Socialized education capital and other legally raised capital.

2. Budget preparation, management, utilization, and settlement shall be carried out in accordance with the State Budget Law, Public Investment Law, and current regulations.

Chapter IV

TIMELINE FOR ACHIEVING STANDARDS AND RECOGNITION CRITERIA,

Article 3. Investment Policy for Developing School Networks, Infrastructure, Teaching Equipment, Toys, and Playing Materials

AND PROCEDURES FOR UNIVERSALIZATION EDUCATION

MILESTONE RECOGNITION FOR PRESCHOOL EDUCATION FOR CHILDREN AGED FROM 3 TO 5 YEARS OLD

Article 11. Timeline for achieving standards

1. By 2028, at least 50% of provinces and centrally-administered cities shall achieve the standard for universalizing preschool education for children aged from 3 to 5 years old.

2. By 2030, 100% of provinces and centrally-administered cities shall achieve the standard for universalizing preschool education for children aged from 3 to 5 years old.

Article 12. Recognition criteria for achieving standards

1. The preschool education program for universalizing preschool education for children aged from 3 to 5 years old is the preschool education program issued by the Minister of Education and Training.

2. For individual children: Completion of the preschool education program according to age groups.

3. For communes, wards, and special administrative-economic zones (hereinafter referred to collectively as commune level)

a) The rate of children aged from 3 to 5 years old attending classes must reach at least 90%, and for communes with particularly difficult socio-economic conditions, it must reach at least 85%;

b) The rate of children aged from 3 to 5 years old completing the preschool education program from ages 3 to 5 annually must reach at least 85%, and for communes with particularly difficult socio-economic conditions, it must reach at least 80%.

4. For provinces and centrally-administered cities (hereinafter referred to collectively as provincial level): At least 85% of communes in areas with particularly difficult socio-economic conditions and at least 90% of communes in other areas must be recognized as achieving the standard for universalizing preschool education for children aged from 3 to 5 years old.

Article 13. Material infrastructure, teaching equipment, learning materials, and toys

Early childhood education institutions implementing universal access to early childhood education for children aged from 3 to 5 years old must have sufficient material infrastructure, teaching equipment, learning materials, and toys in accordance with regulations to organize educational activities under the Early Childhood Education Program.

Article 14. Participants in Implementing Universal Access

1. Early childhood teachers teaching classes for children aged from 3 to 5 years old at early childhood education institutions.

2. Principals, Deputy Principals, and staff of early childhood education institutions who meet the conditions stipulated by the Education Law and the Teachers Law.

3. Civil servants of the Department of Education and Training assigned with specialized or concurrent responsibilities to oversee and manage the implementation of universal access to early childhood education.

4. Cadres and civil servants at the commune level assigned by the Commune People's Committee to monitor, conduct surveys, compile statistics, and mobilize children within the age range to attend classes in their locality.

5. The Commune People's Committee assigns personnel to monitor the implementation of universal access to early childhood education for children aged from 3 to 5 years old in their locality.

Article 15. Authority to Inspect and Recognize Achievement of Standards

1. The Provincial People's Committee inspects and issues decisions recognizing the achievement of standards for universal access to early childhood education for children aged from 3 to 5 years old at the commune level.

2. The Ministry of Education and Training inspects and issues decisions recognizing the achievement of standards for universal access to early childhood education for children aged from 3 to 5 years old at the provincial level.

Article 16. Documentation for Requesting Recognition of Commune Achieving Standards

1. Documentation on universal access to early childhood education for children aged from 3 to 5 years old, including:

a) A list of data extracted from the national population database;

b) A record book monitoring universal access to early childhood education for children aged from 3 to 5 years old;

c) A list of children aged from 3 to 5 years old who have completed the Early Childhood Education Program according to age.

2. Documentation for requesting recognition of commune achieving standards, including:

a) A report from the Commune People's Committee;

b) A report on the process of implementation and results of universal access to early childhood education for children aged from 3 to 5 years old, accompanied by statistical tables;

c) A self-inspection record of universal access to early childhood education for children aged from 3 to 5 years old.

Article 17. Documentation for Requesting Recognition of Province Achieving Standards

1. A report from the Provincial People's Committee.

2. A report on the process of implementation and results of universal access to early childhood education for children aged from 3 to 5 years old, accompanied by statistical tables.

3. An inspection record of universal access to early childhood education for children aged from 3 to 5 years old conducted by the province for communes.

4. Decisions recognizing communes achieving standards for universal access to early childhood education for children aged from 3 to 5 years old.

5. The documentation and procedures specified in Articles 15, 16, and 17 of this Decree shall be implemented in accordance with the provisions of Government Decree No. 20/2014/NĐ-CP dated March 24, 2014 on universal access to education and eradication of illiteracy, amended by Government Decree No. 142/2025/NĐ-CP dated June 12, 2025 (Clause 1, Article 17).

Article 18. Content of Inspection and Recognition of Achievement of Standards

1. Inspection of universal access documentation and on-site verification of the results of universal access to early childhood education for children aged from 3 to 5 years old.

2. Issuance of decisions recognizing the achievement of standards for universal access to early childhood education for children aged from 3 to 5 years old for communes or provinces if they meet the criteria stipulated in this Decree.

Article 19. Procedures and Formalities for Inspection and Recognition of Achievement of Standards

1. Communes conduct self-inspections and prepare documentation requesting the province to inspect and recognize the commune achieving standards for universal access to early childhood education for children aged from 3 to 5 years old.

2. Provinces inspect and recognize communes and prepare documentation requesting the Ministry of Education and Training to inspect and recognize the province achieving standards for universal access to early childhood education for children aged from 3 to 5 years old.

3. The Ministry of Education and Training inspects and recognizes the province achieving standards for universal access to early childhood education for children aged from 3 to 5 years old.

Chapter V

IMPLEMENTATION

Article 20. Ministry of Education and Training

1. Take the lead and coordinate with ministries, sectors, localities to develop plans and direct the implementation of preschool education for children aged from 3 to 5 years old.

2. Develop and submit to competent authorities for issuance, or issue within its authority, policies and laws on the implementation of preschool education for children aged from 3 to 5 years old.

3. Direct and guide localities to build preschool school network planning, invest in infrastructure, teaching equipment, learning materials, toys; implement policies for children and staff to meet the requirements of preschool education for children aged from 3 to 5 years old.

4. Direct and urge provinces and centrally-administered cities to train and recruit sufficient numbers of kindergarten teachers to implement preschool education for children aged from 3 to 5 years old.

5. Take the lead and coordinate with the Ministry of Finance to develop and advise the competent authority to allocate budget for implementing the policy stipulated in this Decree.

6. Organize inspections, provide guidance and support, conduct training and capacity building for the implementation of preschool education for children aged from 3 to 5 years old, and inspect and recognize provinces that have met the standard for preschool education for children aged from 3 to 5 years old.

7. Build and improve the database system to serve the work of investigation, inspection, evaluation, and recognition of preschool education for children aged from 3 to 5 years old.

8. Be responsible before the Government for the implementation of Resolution No. 218/2025/QH15 dated June 26, 2025 of the National Assembly and this Decree; advise the Government to build periodic and phase reports on the implementation of the Resolution to report to the National Assembly.

Article 21. Ministry of Public Security

Coordinate with the Ministry of Education and Training, People's Committees at all levels, and preschool educational institutions to review, supplement, and provide data from the national population database to identify and mobilize children aged from 3 to 5 years old within the scope of universalization (the information to be provided includes: information on the national population database system and information to determine the target group: children residing in particularly difficult communes, villages in special regions III, II, I, communes with particularly difficult villages in ethnic minority and mountainous areas, particularly difficult communes in coastal and island areas; children under social welfare; children from poor households, near-poor households; children of policy beneficiaries according to the Law on Preferential Treatment for Persons Contributing to the Revolution; children of workers and employees working in industrial zones, clusters, export processing zones; children with disabilities, children with disabilities attending inclusive education).

Article 22. Ministry of Defense

Advise the competent authority to issue policies, plans, programs, ensure and enhance investment in conditions such as infrastructure, teaching equipment, learning materials, toys, and staff to nurture, care for, and educate children aged from 3 to 5 years old at preschool educational institutions managed by the Ministry of Defense to meet the requirements of universalization.

Coordinate with the Ministry of Education and Training, People's Committees of localities, and preschool educational institutions where there are preschool educational institutions managed by the Ministry of Defense to effectively implement preschool education for children aged from 3 to 5 years old as prescribed.

Article 23. Ministry of Home Affairs

Coordinate with the Ministry of Education and Training to advise the Government on policies regarding salaries, wages, rewards, attraction, recruitment, and utilization of management staff, teachers, and employees at preschool level as prescribed.

Article 24. Ministry of Finance

Take the lead and coordinate with the Ministry of Education and Training and relevant ministries and sectors to submit to competent authorities for the allocation and guarantee of funds to implement the policies stipulated in this Decree in accordance with laws on state budget and public investment.

Article 25. Ministries, ministerial-level agencies, Central Committee of the Vietnam Fatherland Front, and related agencies

Within their respective functions and tasks, ministries, ministerial-level agencies, government agencies, and related agencies shall be responsible for participating in implementing universal preschool education for children aged 3 to 5 years old.

Article 26. Provincial People's Committees

1. Issue documents, policies, plans, and implementation schedules to direct the implementation of universal preschool education for children aged 3 to 5 years old in the province to achieve the set goals. Incorporate the objectives and tasks of implementing universal preschool education for children aged 3 to 5 years old into Party documents, annual socio-economic development plans, and long-term plans of the locality. Promote socialization in education, creating conditions to support and encourage individuals, businesses, and organizations both domestic and foreign to invest in developing preschool education. Prioritize the development of preschool education in areas with particularly difficult economic and social conditions, ethnic minority and mountainous regions, border areas, islands, coastal areas, and industrial zones.

2. Plan and invest in ensuring sufficient schools, facilities, and teaching equipment to implement universal preschool education for children aged 3 to 5 years old. Establish, maintain, upgrade, and operate a local preschool education universalization database connected to the system of the Ministry of Education and Training.

3. Develop training, upgrading, registration, attraction, recruitment, and deployment plans to ensure the required number of preschool teachers according to the prescribed quota to implement universal preschool education for children aged 3 to 5 years old.

4. Fully implement policies for preschool educational institutions, children aged 3 to 5 years old, and management staff, teachers, and employees at the preschool level who are entitled to benefits under this Decree.

5. Ensure adequate funding for the full implementation of policies stipulated in this Decree; balance financial resources for policy implementation at the local level in accordance with the State Budget Law, Public Investment Law, and current guiding documents. For provinces and centrally-administered cities with higher budget balancing capacity than the policy levels specified in this Decree, the provincial People's Committee shall propose and submit to the same-level People's Council for consideration and decision.

6. Organize inspections and recognition of communes achieving standards for universal preschool education for children aged 3 to 5 years old. Direct and guide the implementation of policies at the local level in accordance with regulations.

Article 27. Commune People's Committees

1. Develop plans and organize the implementation of universal preschool education for children aged 3 to 5 years old within their jurisdiction.

2. Propagate and mobilize organizations and individuals to cooperate with preschool educational institutions within their jurisdiction to enroll children in classes, implementing universal preschool education for children aged 3 to 5 years old.

Article 28. Early Childhood Education Institutions and Families of Children

Early childhood education institutions shall be responsible for organizing and implementing universal early childhood education for children aged from three to five years old in accordance with their functions, tasks, and authorities as prescribed.

Families shall be responsible for creating conditions for children aged from three to five years old to attend schools and classes at early childhood education institutions for nurturing, caring, and educating so as to meet the standards of universal early childhood education from three to five years old.

Article 29. Effectiveness and Responsibility for Implementation

1. This Decree takes effect from the date of issuance.

2. The Minister of Education and Training shall organize the implementation of the tasks and policies stipulated in this Decree.

3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under central cities, and related organizations and individuals shall be responsible for implementing this Decree.
