CIRCULAR
Amending and supplementing certain Articles of Circular No. 13/2025/TT-NHNN on management and implementation of scientific and technological tasks at the ministry level of the State Bank of Vietnam
BASED ON THE LAW ON SCIENCE AND TECHNOLOGY AND INNOVATION NUMBER 93/2025/QH15;
Pursuant to Decree No. 267/2025/NĐ-CP detailing and guiding certain provisions of the Law on Science, Technology, and Innovation regarding science and technology programs and innovation tasks and some provisions to promote scientific research activities, technology development, and innovation;
Pursuant to Decree No. 26/2025/NĐ-CP on the functions, tasks, powers, and organizational structure of the State Bank of Vietnam amended and supplemented by Decree No. 198/2026/NĐ-CP;
At the proposal of the Director of the Cadre Organization Department;
The Governor of the State Bank of Vietnam promulgates this Circular amending and supplementing certain Articles of Circular No. 13/2025/TT-NHNN on management and implementation of scientific and technological tasks at the ministry level of the State Bank of Vietnam.
Article 1. Amending and supplementing certain Articles of Circular No. 13/2025/TT-NHNN
1. Replacing the phrase "Cadre Organization Department" with the phrase "Forecasting and Statistics Department" in Clause 7, Article 3; Clause 1, Article 9; Clauses 2 and 3, Article 10; Clause 1, Points a and b, Clause 4, Article 11; Clauses 1 and 3, Article 12; Clauses 1 and 3, Article 13; Article 15; Point a, Clause 1, Clause 4, Article 16; Clause 1, Article 17; Clauses 1, 3, and 7, Article 18; Clause 1, Point c, Clause 3, Article 19; Article 20; Clauses 1 and 2, Article 21; Clauses 1 and 2, Article 22; Article 23; Clauses 1 and 3, Article 25; Article 26; Clause 1, Article 27; Clauses 2, 3, and 4
Article 28; Article 29; Clauses 8 and 9, Article 30; Clauses 4 and 5, Article 31; Clause 3, Article 32; Article 33 of Circular No. 13/2025/TT-NHNN.
2. Replacing the phrase "Cadre Organization Department" with the phrase "Forecasting and Statistics Department" in Model No. 04, Appendix I; Models No. 01, 07, 09, and 15, Appendix III; Models No. 01, 03, 06, 09, and 11, Appendix IV; Appendix V; Appendix VI of Circular No. 13/2025/TT-NHNN.
Article 2. Implementation clause
This Circular takes effect from July 1, 2026.
This Circular takes effect from December 25, 2025/.
Heads of units under the State Bank of Vietnam are responsible for implementing this Circular.
