CIRCULAR
Repealing certain regulatory legal documents issued bythe Minister of Education and Training on ensuring quality, educational quality assessment, and international cooperation in the field of education
On the basis of The Law on Issuance of Legal Normative Documents dated June 22, 2015;
On the basis of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures for implementing the Law on Issuance of Legal Normative Documents;
Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
At the proposal of the Director of the Legal Department;
The Minister of Education and Training issues this Circular to repeal certain regulatory legal documents issued by the Minister of Education and Training on ensuring quality, educational quality assessment, and international cooperation in the field of education.
Article 1. Repealing certain regulatory legal documents issued by the Minister of Education and Training on ensuring quality and educational quality assessment in the field of education
1. Repeal the following regulatory legal documents in their entirety:
a) Directive No. 46/2008/CT-BGDĐT dated August 5, 2008 of the Minister of Education and Training on strengthening the work of evaluation and educational quality assessment;
b) Circular No. 67/2011/TT-BGDĐT dated December 30, 2011 of the Minister of Education and Training promulgating the Standards for Evaluation of Primary Schools;
c) Circular No. 13/2012/TT-BGDĐT dated April 6, 2012 of the Minister of Education and Training promulgating the Standards for Evaluation of Secondary Schools, High Schools, and Multi-grade Schools.
2. Partially repeal the following regulatory legal document: Repeal the provisions concerning colleges in Circular No. 33/2014/TT-BGDĐT dated October 2, 2014 of the Minister of Education and Training promulgating the Standards for Assessment of Quality of Nursing Training Programs at the Bachelor's and College Levels.
Article 2. Repealing certain regulatory legal documents issued by the Minister of Education and Training on international cooperation in the field of education and training
Repeals the following regulatory legal documents in their entirety:
1. Circular No. 15/2003/TT-BGDĐT dated March 31, 2003 of the Ministry of Education and Training guiding the implementation of certain provisions of Decree No. 18/2001/NĐ-CP dated May 4, 2001 of the Government on the establishment and operation of foreign cultural and educational institutions in Vietnam.
2. Circular No. 34/2014/TT-BGDĐT dated October 15, 2014 of the Minister of Education and Training guiding the implementation of certain provisions of Decree No. 73/2012/NĐ-CP dated September 26, 2012 of the Government on foreign cooperation and investment in the field of education.
3. Decision No. 26/2006/QĐ-BGDĐT dated June 27, 2006 of the Minister of Education and Training promulgating the Program for Teaching Vietnamese to Overseas Vietnamese.
Article 3. Effectiveness
This Circular takes effect from November 1, 2020.
Article 4. Responsibilities for Implementation
The Director of the Office, Heads of Departments under the Legal Affairs Department of the Ministry of Education and Training; Chairpersons of People's Committees of provinces and centrally governed cities; Directors of provincial Departments of Education and Training; Rectors of universities; Principals of teacher training colleges; Principals of secondary teacher training colleges; and heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
