 DECREE

Issuing the Model Work Regulation of the Provincial People's Committee,

and the Municipal People's Committee under Central Government Direct Control

On the basis of 61/2014/QH13;

On the basis of Law on Local Administration Organization No. 72/2025/QH15;

||| Based on the proposal of the Minister of Home Affairs;

The Government issues the Decree on the Model Work Regulation of the Provincial People's Committee and the Municipal People's Committee under Central Government Direct Control.

Article 1. Attached to this Decree is the Model Work Regulation of the Provincial People's Committee and the Municipal People's Committee under Central Government Direct Control.

Article 2. Effective Date

1. This Decree takes effect from December 8, 2025.

2. Decision No. 53/2006/QĐ-TTg dated March 8, 2006, of the Prime Minister regarding the Model Work Regulation of the Provincial People's Committee and the Municipal People's Committee under Central Government Direct Control shall cease to be effective from the date this Decree takes effect.

3. Abolish the provisions related to meetings of the Provincial People's Committee and the Municipal People's Committee under Central Government Direct Control at Decision No. 45/2018/QĐ-TTg dated November 9, 2018, of the Prime Minister stipulating the meeting system in the management and operation activities of state administrative agencies.

Article 3. Responsibility for Implementation

1. The Provincial People's Committee and the Municipal People's Committee under Central Government Direct Control shall issue work regulations in accordance with the Model Work Regulation of the Provincial People's Committee and the Municipal People's Committee under Central Government Direct Control attached to this Decree.

For the Provincial People's Committee and the Municipal People's Committee under Central Government Direct Control that have already issued work regulations ensuring compliance with the provisions of the Law on Organization of Local Administration No. 72/2025/QH15, they shall continue to implement them. In case of necessity, based on the characteristics and practical situation of the locality, the provisions of the law, and to ensure better operation and activity of the local government machinery, the Provincial People's Committee and the Municipal People's Committee under Central Government Direct Control shall adjust and supplement according to the provisions of this Decree.

2. The Chairman of the Provincial People's Committee and the Municipal People's Committee under Central Government Direct Control and relevant agencies, organizations, and individuals shall be responsible for implementing this Decree.

REGULATIONS

MODEL WORK REGULATION OF THE PROVINCIAL PEOPLE'S COMMITTEE AND THE MUNICIPAL PEOPLE'S COMMITTEE UNDER CENTRAL GOVERNMENT DIRECT CONTROL
(Attached to the Government Decree No. 314/2025/NĐ-CP dated December 8, 2025)

PART I
GENERAL PROVISIONS

Article 1. Scope and Objects Regulated

1. This regulation stipulates the principles of work; responsibility systems; working relationships; scope, methods, and procedures for handling tasks; work programs, activities, and information and reporting systems of the Provincial People's Committee and the Municipal People's Committee under Central Government Direct Control (hereinafter referred to collectively as the Provincial People's Committee).

2. The Chairman of the Provincial People's Committee, Vice Chairmen of the Provincial People's Committee, Members of the Provincial People's Committee, heads of specialized agencies, other administrative organizations under the Provincial People's Committee, and organizations and individuals involved in working relations with the Provincial People's Committee are subject to this regulation.

Article 2. Principles of Work of the Provincial People's Committee

1. All activities of the Provincial People's Committee must comply with the Constitution and laws; handle tasks in accordance with the provisions of the law, the directives, and management of the Government and the Prime Minister; ensure the leadership of the Party, the supervision of the same-level People's Council, and the people in the performance of assigned tasks and powers.

2. The Provincial People's Committee operates under a collective system, deciding by majority; implements the principle of centralized democracy, while emphasizing the authority and responsibility of the Chairman of the Provincial People's Committee, and promoting the leadership role of the Chairman of the Provincial People's Committee.

3. The organization and operation of the Provincial People's Committee must ensure efficiency, effectiveness, streamlined structure, and modern professional local governance requirements; promote administrative reform, information technology application, and digital transformation, innovation; manage, process tasks, exploit digital data, and provide public services on electronic platforms to enhance governance efficiency towards the goal of building a digital government, digital economy, and digital society. Data created during the operation of the Provincial People's Committee must be complete, accurate, timely, consistent, managed, exploited, and used in common, ensuring security and confidentiality according to regulations, serving effectively the directive and management work and administrative procedure resolution; ensuring accountability linked to power control mechanisms; ensuring a transparent, unified, smooth, continuous administrative system; preventing corruption, waste, and inefficiency.

4. In the division of labor to handle tasks, each task can only be assigned to one agency, unit, one person in charge, and responsible. The agency, unit, or individual assigned as the main handler must be in accordance with their functions, duties, and authorities as prescribed by law and be responsible for the progress, results, and resolution of the task.

5. Adhere to the procedures, formalities, authorities, and deadlines for handling tasks, implement assigned tasks and powers; simultaneously promote decentralization and delegation according to the law, clearly define individual responsibilities, strengthen inspection, audit, and supervision; establish a mechanism for monitoring, evaluating, inspecting, and promptly adjusting the content of decentralization and delegation when the delegated tasks and powers are not effective.

6. Ensure human rights and citizens' rights; build local governments close to the people, serve the people, promote the people's right to self-governance, and accept people's inspections and supervision; coordinate and create conditions for the Vietnam Fatherland Front Committee at the local level to effectively implement the social feedback mechanism.

7. Ensure the full utilization of the capabilities and strengths of cadres and civil servants; emphasize cooperation in work and information exchange in handling tasks.

Chapter II
RESPONSIBILITIES, SCOPE, METHODS FOR HANDLING TASKS, AND WORKING RELATIONSHIPS

Article 3. Responsibilities, scope, and methods for handling tasks of the Provincial People's Committee

1. The Provincial People's Committee organizes the implementation of the Constitution, laws, and Resolutions of the same-level People's Council at the local level, and is responsible to the Government, the Prime Minister, the same-level People's Council, and the local people regarding the performance of functions, tasks, and powers prescribed in the Law on the Organization of Local Administration and other relevant regulations.

2. Methods for handling tasks of the Provincial People's Committee:

a) Discussing and deciding issues stipulated in Clause 2, Article 40 of the Law on the Organization of Local Administration, other issues according to the law, and the Rules of Procedure of the People's Committee.

b) Voting may be conducted at meetings of the Provincial People's Committee, through ballots soliciting opinions from members of the Provincial People's Committee. In cases where urgent requirements or the necessity not to organize discussions and voting at meetings exist, the Chairman of the Provincial People's Committee decides that members of the Provincial People's Committee vote by submitting opinion ballots, electronic voting ballots through the Management Document Information System, or other appropriate forms according to the Rules of Procedure of the People's Committee, ensuring suitability with the characteristics and practical circumstances of the locality. The establishment, sending, storage, and processing of opinion ballots and electronic voting ballots must ensure information security, data confidentiality, and comply with legal provisions on electronic transactions, archiving, and record keeping.

3. Decisions of the Provincial People's Committee must be approved by more than half of the total number of members of the Provincial People's Committee. In case of equal votes, the decision will follow the opinion of the Chairman of the Provincial People's Committee who has voted.

4. When necessary, the Provincial People's Committee directly directs and manages the resolution of issues within the tasks and powers of specialized agencies, administrative organizations under its own People's Committee, the People's Committee of communes, and the Chairmen of the People's Committees of communes, to prevent delays, congestion, and inefficiency in handling matters and administrative procedures for citizens and businesses.

Article 4. Responsibilities, scope, and methods for handling tasks of the Chairman of the Provincial People's Committee

1. The Chairman of the Provincial People's Committee leads and manages the work of the Provincial People's Committee; bears individual responsibility and shares collective responsibility with other members of the Provincial People's Committee for the activities of the Provincial People's Committee according to the Law on the Organization of Local Administration and other relevant legal regulations.

2. The Chairman of the Provincial People's Committee represents his own People's Committee to decide on issues within the authority of his own People's Committee, except for the tasks and powers stipulated in Clause 2, Article 40 of the Law on the Organization of Local Administration; reports to his own People's Committee at the nearest meeting.

3. Methods for handling tasks of the Chairman of the Provincial People's Committee:

a) Summoning, chairing, and deciding issues to be discussed at meetings of the Provincial People's Committee;

b) Directing and handling work in an electronic environment suitable with the practical situation at the locality. The Office of the Provincial People's Committee is responsible for assisting the Chairman of the Provincial People's Committee in handling tasks as stipulated herein;

c) Directly directing, resolving, or assigning Deputy Chairmen of the Provincial People's Committee to implement specific tasks and powers within the scope and authority of the Provincial People's Committee or those assigned or delegated by the Government, the Prime Minister, Ministers, or Heads of equivalent ministries;

When assigning Deputy Chairmen of the Provincial People's Committee to implement specific tasks and powers assigned or delegated by the Government, the Prime Minister, Ministers, or Heads of equivalent ministries, the Chairman of the Provincial People's Committee is responsible to the authorizing agency, organization, or individual about the assignment of Deputy Chairmen of the Provincial People's Committee to implement the assigned or delegated tasks and powers;

d) Delegating specialized agencies, administrative organizations under his own People's Committee, the People's Committee of communes, and the Chairmen of the People's Committees of communes, public service units under their management to continuously and regularly perform one or several tasks and powers they have been assigned according to the law, except when the law stipulates that delegation is not allowed;

đ) Delegating the heads of specialized agencies, administrative organizations under his own People's Committee, or the Chairmen of the People's Committees of communes to perform one or several tasks and powers they have been assigned according to the law within a specified period, except when the law stipulates that delegation is not allowed;

e) Signing documents within the authority of the Provincial People's Committee or delegating Deputy Chairmen of the Provincial People's Committee to sign documents of the Provincial People's Committee and the Chairman of the Provincial People's Committee within the scope of tasks and work delegated to Deputy Chairmen of the Provincial People's Committee; issuing directives and instructions to implement tasks and powers as prescribed;

g) Meeting and working with Deputy Chairmen of the Provincial People's Committee, leaders of specialized agencies, administrative organizations under his own People's Committee, and related agencies to resolve tasks;

h) Assigning one Deputy Chairman of the same-level People's Committee to manage the work of the Provincial People's Committee when the Chairman of the Provincial People's Committee is absent from the office;

i) Establishing advisory groups to assist in directing important tasks or issues related to multiple sectors and fields when necessary;

k) In cases where necessary, the Chairman of the Provincial People's Committee shall directly direct and manage the resolution of issues within the tasks and powers of specialized agencies, administrative organizations under their own People's Committee, the People's Committee at the commune level, and the Chairman of the Commune People's Committee, to ensure that the handling of public affairs and administrative procedures for citizens and businesses is not delayed, congested, or inefficient.

l) In addition to the above methods, the Chairman of the Provincial People's Committee resolves public affairs through the following forms: conducting official business trips; inspecting and urging the implementation of mechanisms, policies, and laws at the grassroots level; explaining and answering questions from People's Council representatives; responding to citizen petitions; holding press conferences and directing the handling of media information; receiving citizens; receiving domestic and foreign guests; other methods as prescribed by law.

Article 5. Responsibilities, scope, and methods of resolving public affairs for Deputy Chairmen of the Provincial People's Committee

1. Deputy Chairmen of the Provincial People's Committee perform tasks and exercise powers according to the division of labor by the Chairman of the Provincial People's Committee; they are individually responsible before the Chairman of the Provincial People's Committee and before the law regarding decisions within the fields, areas, scopes, and powers assigned to them; at the same time, together with other members of the Provincial People's Committee, they bear collective responsibility for the activities of the Provincial People's Committee as stipulated in Clause 2, Article 40 of the Law on the Organization of Local State Administration.

Deputy Chairmen of the Provincial People's Committee may exercise the powers of the Chairman of the Provincial People's Committee and act on behalf of the Chairman when resolving matters within the assigned field and are responsible before the Chairman of the Provincial People's Committee.

2. Methods of resolving public affairs for Deputy Chairmen of the Provincial People's Committee:

a) Direct and handle work on an electronic platform suitable to the practical conditions at the local level. The Office of the Provincial People's Committee is responsible for serving as the central point to assist Deputy Chairmen of the Provincial People's Committee in handling matters as specified in this clause;

b) Direct and urge specialized agencies and administrative organizations under their own People's Committee to develop and implement strategies, plans, mechanisms, policies, and development programs in the assigned sectors, fields, and regions in accordance with policies, laws, and higher-level directives, ensuring feasibility and high effectiveness;

c) Direct and inspect specialized agencies and administrative organizations under their own People's Committee and the Commune People's Committee, and the Chairman of the Commune People's Committee to implement policies, laws, and assigned tasks without causing delays, congestion, or inefficiency in the handling of public affairs and administrative procedures for citizens and businesses;

d) Hold meetings and work with leaders of specialized agencies and administrative organizations under their own People's Committee and related agencies to resolve public affairs;

e) Act on behalf of the Chairman of the Provincial People's Committee to direct and handle daily issues within the assigned sectors, fields, and regions; study, identify, and propose policy issues requiring amendment and supplementation within the assigned sectors, fields, and regions, and report to the Chairman of the Provincial People's Committee for consideration and decision;

f) Sign on behalf of the Chairman of the Provincial People's Committee documents within the Chairman's authority or documents within the People's Committee's authority in the assigned sectors, fields, and regions, and guide and inspect the enforcement of these documents;

g) Within the scope of their authority, Deputy Chairmen of the Provincial People's Committee proactively handle public affairs. If the issue involves the sector, field, or region overseen by another Deputy Chairman of the Provincial People's Committee, they should proactively coordinate to resolve it. In case of differing opinions, the Deputy Chairman currently handling the matter should report to the Chairman of the Provincial People's Committee for a decision;

h) Regularly, Deputy Chairmen of the Provincial People's Committee compile reports on the public affairs they oversee and submit them in writing or during coordination meetings to the Chairman of the Provincial People's Committee. In directing and managing, if there are issues related to or within the sectors directly overseen by the Chairman of the Provincial People's Committee, unexpected issues, or issues not yet regulated, Deputy Chairmen of the Provincial People's Committee should proactively propose and report to the Chairman of the Provincial People's Committee for a decision. If the issue falls within the authority of the Provincial People's Committee, it should be reported to the Chairman of the Provincial People's Committee to be discussed and decided upon at a meeting of the Provincial People's Committee;

i) In addition to the above methods, Deputy Chairmen of the Provincial People's Committee resolve public affairs through the following forms: conducting official business trips; inspecting and urging the implementation of mechanisms, policies, and laws at the local level; explaining and answering questions from People's Council representatives; responding to citizen petitions; holding press conferences and directing the handling of media information; receiving citizens; receiving domestic and foreign guests; other methods as prescribed by law and assigned by the Chairman of the Provincial People's Committee.

Article 6. Responsibilities, scope, and methods for handling tasks of members of the Provincial People's Council Committee

1. Members of the Provincial People's Council Committee shall perform their duties and powers as prescribed by law and according to the division of labor by the Chairman of the Provincial People's Council Committee; they are responsible for actively participating in resolving common tasks of the Provincial People's Council Committee; they are accountable under the law, to the Provincial People's Council Committee, and to the Chairman of the Provincial People's Council Committee regarding tasks within their assigned fields and delegated authority; at the same time, together with other members of the Provincial People's Council Committee, they are collectively responsible for performing the duties and powers of the Provincial People's Council Committee as stipulated in Clause 2, Article 40 of the Law on the Organization of Local Administration.

2. Members of the Provincial People's Council Committee are responsible for examining and submitting to the Provincial People's Council Committee and the Chairman of the Provincial People's Council Committee for resolution proposals from units and individuals within their areas of responsibility; members of the Provincial People's Council Committee must allocate time to participate and coordinate in resolving collective tasks of the Provincial People's Council Committee, deciding issues within the jurisdiction of the Provincial People's Council Committee; implementing tasks delegated by the Chairman of the Provincial People's Council Committee.

3. Members of the Provincial People's Council Committee are responsible for fully attending regular sessions, specialized meetings, or meetings convened to resolve urgent matters of the Provincial People's Council Committee; discussing and voting on issues presented at the session, through ballots, electronic voting, or other appropriate forms as prescribed in the Working Regulations of the Provincial People's Council Committee.

4. Members of the Provincial People's Council Committee are provided with timely and comprehensive information about the activities of the Provincial People's Council Committee, the Chairman of the Provincial People's Council Committee, and Deputy Chairmen of the Provincial People's Council Committee by the Office of the Provincial People's Council Committee.

5. Methods for handling tasks of members of the Provincial People's Council Committee:

a) Actively and promptly reporting and advising the Provincial People's Council Committee, the Chairman of the Provincial People's Council Committee, and Deputy Chairmen of the Provincial People's Council Committee on practical difficulties, policies, mechanisms, and laws that need to be proposed for amendment, supplementation, issuance, and pilot implementation for new issues not yet regulated;

b) Proactively reviewing and promptly reporting and working with the Chairman of the Provincial People's Council Committee, Deputy Chairmen of the Provincial People's Council Committee, and other members of the Provincial People's Council Committee on tasks within the jurisdiction of the Provincial People's Council Committee, the Chairman of the Provincial People's Council Committee, and related tasks, or when necessary;

c) Directing, supervising, guiding, and inspecting the implementation of policies and laws, the execution of strategies, plans, programs, and decisions and directives of the Provincial People's Council Committee, the Chairman of the Provincial People's Council Committee concerning the sectors and fields assigned, decentralized, and delegated;

d) Proactively convening meetings with relevant agencies, units, organizations, and individuals to resolve assigned tasks within their jurisdiction or to discuss and reach consensus on issues with differing opinions among agencies, units, and organizations before submitting them to the Provincial People's Council Committee, the Chairman of the Provincial People's Council Committee, and Deputy Chairmen of the Provincial People's Council Committee;

đ) Traveling on official business; inspecting and urging the implementation of tasks at units and localities; explaining and answering questions from People's Council representatives; responding to citizens' petitions; holding press conferences; receiving citizens; and other methods as prescribed by law and assigned by the Chairman of the Provincial People's Council Committee.

Article 7. Responsibilities, scope, and methods for handling tasks of heads of specialized agencies and other administrative organizations under the People's Committee at the provincial level

1. The head of a specialized agency or other administrative organization under the People's Committee at the provincial level shall perform duties and powers as prescribed by law and tasks assigned or delegated by the People's Committee at the provincial level, its Chairman, or Deputy Chairmen; prioritize resources, be responsible for institutional development work, mechanisms, policies, strategies, planning, directives, and bear responsibility for law enforcement, administrative reform, organizational structure, information technology application development, and digital transformation within their organization and activities; and be responsible for law enforcement, administrative reform, organizational structure, information technology application development, and digital transformation within their organization and activities.

2. Strictly, fully, and promptly implement administrative discipline, including decisions and directives of the People's Committee at the provincial level, its Chairman, and Deputy Chairmen; and be accountable to the People's Committee at the provincial level, its Chairman, and the law regarding the performance of assigned functions, duties, and powers.

3. Methods for handling tasks of the head of a specialized agency or other administrative organization under the People's Committee at the provincial level

a) Directly handle tasks assigned or delegated by the People's Committee at the provincial level, its Chairman, and tasks within the functions, duties, and powers of the agency or organization as prescribed by law; delegate specific tasks and powers to deputy officials as assigned or delegated by the People's Committee at the provincial level, its Chairman, or Deputy Chairmen; when absent from the office, delegate management and task resolution to a deputy official.

When delegating specific tasks and powers as assigned or delegated by the People's Committee at the provincial level, its Chairman, or Deputy Chairmen to deputy officials, the head of a specialized agency or other administrative organization under the People's Committee at the provincial level shall be responsible to the delegating agency or individual regarding the delegation of specific tasks and powers to deputy officials.

b) Resolve petitions from organizations and individuals within the scope, functions, and authority; report to the Chairman of the People's Committee at the provincial level matters exceeding authority or matters resolved through coordination with related agencies but without consensus.

c) Participate in proposing opinions on common tasks of the People's Committee at the provincial level and perform specific tasks as assigned or delegated by the People's Committee at the provincial level, its Chairman, or competent authorities; have the right to request adjustments to the content, scope, and duration of delegation, while not being able to further delegate tasks and powers already delegated to them.

d) Participate in providing opinions with other specialized agencies and administrative organizations at the same level and the People's Committee at the commune level to resolve issues within their scope, functions, and authority.

e) Direct and handle tasks on electronic platforms, except for classified documents, ensuring shortened processing time, transparency, and accountability; be responsible to the People's Committee at the provincial level and its Chairman for effectively applying information technology and digital transformation in administrative management, handling administrative procedures, and public service provision within their jurisdiction.

f) The head of a specialized agency or other administrative organization under the People's Committee at the provincial level shall be provided and use accounts, digital signatures, and official email boxes on electronic information systems; equip information technology means to exchange opinions, handle tasks, or access information and data for directing and managing operations according to their authority.

g) Develop and submit to the People's Committee at the provincial level for decision on the functions, duties, powers, and organizational structure of their agency.

h) Implement administrative reform within their agency and participate in administrative reform at the local level.

i) Travel on official business; inspect and urge the implementation of tasks at units and localities; explain and answer questions from People's Council representatives as prescribed by law; respond to citizen petitions; hold press conferences; meet citizens; and other methods as prescribed by law and assigned by the Chairman of the People's Committee at the provincial level.

4. If the head of a specialized agency under the People's Committee at the provincial level is also a member of the People's Committee at the provincial level, they shall, in addition to performing responsibilities, scope, and methods for handling tasks as prescribed in this Article, also perform responsibilities, scope, and methods for handling tasks of a member of the People's Committee at the provincial level as prescribed in Article 6 of this Regulation.

Article 8. Responsibilities and Scope of Work for the Head of the People's Committee Office at the Provincial Level

1. Lead and direct the People's Committee Office at the provincial level to fully perform its functions, tasks, and authorities in providing advice, assisting, and serving the People's Committee at the provincial level, the Chairman of the People's Committee at the provincial level, and Deputy Chairmen of the People's Committee at the provincial level as prescribed by law.

2. Assist the Chairman of the People's Committee at the provincial level and Deputy Chairmen of the People's Committee at the provincial level in compiling and monitoring the operation of specialized agencies and other administrative organizations under the People's Committee at the provincial level, and People's Committees at the commune level in the locality; compile the operation situation of the People's Committee at the provincial level and its members, and report at the weekly coordination meeting of the Chairman of the People's Committee at the provincial level and Deputy Chairmen of the People's Committee at the provincial level; propose to the Chairman of the People's Committee at the provincial level and Deputy Chairmen of the People's Committee at the provincial level to assign specialized agencies and other administrative organizations under the People's Committee at the provincial level to study, provide advice, and propose issues related to policies, management mechanisms, and specific decisions on handling matters within their state management functions and tasks.

3. Organize the provision of information to serve the direction and administration of the People's Committee at the provincial level, the Chairman of the People's Committee at the provincial level, and Deputy Chairmen of the People's Committee at the provincial level; organize the processing of administrative procedures through a single window mechanism. Unify the management and use of electronic information systems of the People's Committee at the provincial level, promote the application of information technology and digital transformation to enhance the effectiveness of administrative management and information exchange among administrative agencies at the local level.

4. Monitor, urge, and inspect the implementation of decisions, directives, and guiding documents of the People's Committee at the provincial level, the Chairman of the People's Committee at the provincial level, and Deputy Chairmen of the People's Committee at the provincial level; make recommendations to the Chairman of the People's Committee at the provincial level on measures to improve the effectiveness of implementation.

5. Draft and submit to the People's Committee at the provincial level for approval the Working Regulations of the People's Committee at the provincial level and other relevant regulations; assist the People's Committee at the provincial level and the Chairman of the People's Committee at the provincial level in monitoring and reviewing the implementation of the Working Regulations.

6. Perform responsibilities, scope, and methods of handling work as stipulated in Article 6 of this Regulation for members of the People's Committee at the provincial level.

Article 9. Coordination Relationships in Work of the People's Committee at the Provincial Level

1. The People's Committee at the provincial level must maintain regular contact and be subject to the leadership and direction of the Government and the Prime Minister; regularly coordinate with ministries, ministerial-level agencies, and central agencies related to the task; ensure a unified and smooth administrative system from the central to the grassroots level.

2. The People's Committee at the provincial level is subject to the leadership and direction of the Provincial Party Committee (City Party Committee) in performing political tasks in the locality; maintain regular contact with agencies of the Provincial Party Committee (City Party Committee) in their work.

3. The People's Committee at the provincial level closely coordinates and regularly exchanges information with the Standing Body of the People's Council at the same level in preparing the agenda and content of the People's Council session, reports, projects, draft Resolutions submitted to the People's Council; resolve issues arising during the implementation of resolutions of the People's Council regarding economic and social tasks of the locality; study and resolve according to their authority the proposals of the People's Council and its committees; respond to questions from representatives of the People's Council.

4. The People's Committee at the provincial level coordinates and exchanges information with the Delegation of National Assembly representatives at the same level; direct and urge the resolution of complaints, petitions, and proposals from citizens that have been transferred by National Assembly representatives and the Delegation of National Assembly representatives; when requested, the Chairman of the People's Committee at the provincial level and Deputy Chairmen of the People's Committee at the provincial level direct heads of specialized agencies and other administrative organizations to participate in meetings with voters and surveys of actual conditions in the locality conducted by National Assembly representatives to absorb and address related issues.

5. The People's Committee at the provincial level closely coordinates and exchanges information with the Vietnam Fatherland Front Committee at the same level to care for and protect the legitimate interests of the people, mobilize the people to participate in building and consolidating a strong government, and voluntarily implement policies, guidelines, and laws.

The People's Committee at the provincial level and its members are responsible for resolving and responding to proposals from the Vietnam Fatherland Front Committee at the same level.

6. The People's Committee at the provincial level coordinates and exchanges information with the People's Procuracy and People's Court at the provincial level in combating crime, violations of the Constitution and laws, maintaining discipline and order in administration, and promoting legal education.

7. The People's Committee at the provincial level coordinates and creates favorable conditions for businesses, organizations, business establishments, and individuals in the locality to operate in a safe, fair, and conducive environment, thereby promoting economic and social development.

Chapter III
RESPONSIBILITIES, PROCEDURES FOR HANDLING FILES AND WORK

Article 10. Types of files and tasks to be submitted to the Provincial People's Committee, Chairman of the Provincial People's Committee, Deputy Chairmen of the Provincial People's Committee

1. Draft normative legal documents.

2. Projects, programs, plans, programs, and planning schemes of the locality.

3. Administrative procedure files under the one-stop-shop mechanism.

4. Draft decisions, directives, and other documents within the promulgation authority of the Provincial People's Committee, Chairman of the Provincial People's Committee, and Deputy Chairmen of the Provincial People's Committee.

5. Tasks directly instructed by the Chairman of the Provincial People's Committee, Deputy Chairmen of the Provincial People's Committee, or proposed by the Office of the Provincial People's Committee.

Article 11. Requirements for files and tasks to be submitted to the Provincial People's Committee, Chairman of the Provincial People's Committee, Deputy Chairmen of the Provincial People's Committee

1. Specialized agencies, administrative organizations under the Provincial People's Committee, Commune People's Committees, and Chairmen of Commune People's Committees shall prepare files and tasks to be submitted to the Provincial People's Committee, Chairman of the Provincial People's Committee, and Deputy Chairmen of the Provincial People's Committee in accordance with the provisions of the law and this Regulation, implementing on an electronic environment, promoting the application of information technology and digital transformation.

In cases where the law stipulates that files and tasks to be submitted to the Provincial People's Committee, Chairman of the Provincial People's Committee, and Deputy Chairmen of the Provincial People's Committee must be accompanied by supporting documents, such requirements shall be implemented in accordance with the relevant laws.

2. Files and tasks to be submitted to the Provincial People's Committee, Chairman of the Provincial People's Committee, and Deputy Chairmen of the Provincial People's Committee include:

a) Application form for file and task processing;

b) Presentation letter or report from the leading agency submitting the file or task;

c) Draft document to be signed and issued by the Provincial People's Committee, Chairman of the Provincial People's Committee, and Deputy Chairmen of the Provincial People's Committee;

d) Evaluation report (if applicable);

đ) Opinions of related agencies regarding the issue being presented (if applicable);

e) Summary of opinions and explanations on the content of the draft document (if applicable);

g) Draft guiding documents for implementation (if applicable);

h) Time control sheet for administrative procedures according to the one-stop-shop mechanism regulations;

i) Other relevant documents as prescribed by law.

3. Files and tasks to be submitted to the Provincial People's Committee, Chairman of the Provincial People's Committee, and Deputy Chairmen of the Provincial People's Committee must fall within the jurisdiction of the Provincial People's Committee, Chairman of the Provincial People's Committee, and Deputy Chairmen of the Provincial People's Committee, and must be signed and stamped by the authorized person in accordance with the regulations.

4. Files and tasks to be submitted to the Provincial People's Committee, Chairman of the Provincial People's Committee, and Deputy Chairmen of the Provincial People's Committee from agencies, organizations, and individuals must be sent either in paper form or as an electronic document with authorized digital signature, and transmitted and received through an online environment or the provincial (city) Electronic Document Management System, except in cases requiring otherwise. If there is no digital signature, both paper and electronic versions should be sent simultaneously. For confidential documents, the regulations on state secrets protection shall apply.

5. In cases where agencies, organizations, and individuals have files and tasks to be submitted to the Provincial People's Committee, Chairman of the Provincial People's Committee, and Deputy Chairmen of the Provincial People's Committee but have not been connected to the provincial (city) Electronic Document Management System, and for files submitted by agencies, organizations, and individuals outside the state administrative system, the regulations on archival work shall apply.

Article 12. Responsibilities of the Office of the People's Committee at the provincial level in handling and resolving files and tasks submitted to the People's Committee at the provincial level, the Chairman of the People's Committee at the provincial level, and the Deputy Chairmen of the People's Committee at the provincial level.

Clause 1. The Office of the People's Committee at the provincial level shall handle files and tasks submitted to the People's Committee at the provincial level, the Chairman of the People's Committee at the provincial level, and the Deputy Chairmen of the People's Committee at the provincial level upon receipt of such files and tasks from agencies, units, organizations, and individuals. The Office of the People's Committee at the provincial level shall accept, process, establish a tracking list for the entire process of handling files and tasks submitted to the People's Committee at the provincial level, the Chairman of the People's Committee at the provincial level, and the Deputy Chairmen of the People's Committee at the provincial level, and implement storage according to regulations.

Clause 2. Files and tasks sent and submitted to the People's Committee at the provincial level, the Chairman of the People's Committee at the provincial level, and the Deputy Chairmen of the People's Committee at the provincial level by agencies, organizations, units, and individuals must be processed and transferred by the Director of the Office of the People's Committee at the provincial level or authorized persons. The transfer of files and tasks must ensure accuracy and confidentiality of content. All files and tasks must be tracked and updated on their status of sending, receiving, processing, and implementation through electronic means, except for files containing state secrets which must be handled according to regulations on protecting state secrets.

Clause 3. The Office of the People's Committee at the provincial level shall submit to the People's Committee at the provincial level, the Chairman of the People's Committee at the provincial level, and the Deputy Chairmen of the People's Committee at the provincial level those files and tasks within the mandate and authority to handle and resolve as stipulated in Article 10 of this Regulation and with complete files as required under Clause 2 of Article 11 of this Regulation.

Clause 4. The handling and establishment of a tracking list for files and tasks stored systematically in both paper and electronic formats, moving towards solely electronic storage, except for classified documents which are handled and stored according to regulations on protecting state secrets.

Article 13. Responsibilities of heads of specialized agencies, other administrative organizations under the People's Committee at the provincial level, the Chairman of the People's Committee at the district level, and related individuals in advising, reporting, and proposing solutions for files and tasks of the People's Committee at the provincial level, the Chairman of the People's Committee at the provincial level, and the Deputy Chairmen of the People's Committee at the provincial level.

Clause 1. Heads of specialized agencies, other administrative organizations under the People's Committee at the provincial level, the Chairman of the People's Committee at the district level, and related individuals are responsible for the legality of files and tasks submitted to the People's Committee at the provincial level, the Chairman of the People's Committee at the provincial level, and the Deputy Chairmen of the People's Committee at the provincial level.

Clause 2. Heads of specialized agencies, other administrative organizations under the People's Committee at the provincial level, the Chairman of the People's Committee at the district level, and related individuals have the responsibility to participate in coordination and resolution of tasks during the advisory process and file handling submitted to the People's Committee at the provincial level, the Chairman of the People's Committee at the provincial level, and the Deputy Chairmen of the People's Committee at the provincial level according to laws, regulations of this Regulation, and the requirements of the Chairman of the People's Committee at the provincial level and the Deputy Chairmen of the People's Committee at the provincial level; coordinate and assign agencies, organizations, units, and individuals with the appropriate authority and expertise to participate in the drafting process of files and tasks submitted to the People's Committee at the provincial level, the Chairman of the People's Committee at the provincial level, and the Deputy Chairmen of the People's Committee at the provincial level when requested by the leading agency, ensuring quality and compliance with prescribed deadlines, and being responsible for the accuracy and legality of the contents they participate in coordinating.

Article 14. Procedure for handling files and tasks submitted to the Provincial People's Committee, Chairman of the Provincial People's Committee

1. For files and tasks that are complete, comply with procedures, and fall within the jurisdiction as prescribed by law and this Regulation, the Office of the Provincial People's Committee shall be responsible for submitting them to the Chairman of the Provincial People's Committee, Vice Chairman of the Provincial People's Committee, or the person authorized to resolve the files and tasks.

2. For files and tasks requiring clarification of contents or soliciting opinions from relevant agencies, organizations, units, or individuals, the Office of the Provincial People's Committee shall advise the Chairman of the Provincial People's Committee, Vice Chairman of the Provincial People's Committee, or the person authorized to assign agencies, organizations, units, or individuals to take the lead and cooperate in clarifying, providing opinions for consolidation and reporting before submitting the files and tasks to the Chairman of the Provincial People's Committee, Vice Chairman of the Provincial People's Committee, or the person authorized to resolve the files and tasks.

3. For files and tasks that are incomplete, do not comply with procedures as prescribed by law and this Regulation, or do not fall within the jurisdiction of the Provincial People's Committee, Chairman of the Provincial People's Committee, or Vice Chairman of the Provincial People's Committee, within three working days from the date of receipt, the Office of the Provincial People's Committee shall return the files and tasks with a clear explanation or transfer them to the agency, organization, unit, or individual with the authority to resolve them or accept them according to the provisions of the law.

4. The Chairman of the Provincial People's Committee, Vice Chairman of the Provincial People's Committee, or the person authorized to handle the files and tasks shall have appropriate directives and solutions suitable to the content and nature of the files and tasks, the actual situation of the locality, and promote the application of information technology and digital transformation.

5. Examination and approval of files and tasks of the Provincial People's Committee:

a) In cases where the files and tasks are discussed and voted on at a meeting of the Provincial People's Committee, immediately after the conclusion of the meeting, based on the decision of the Provincial People's Committee, the main drafting agency shall coordinate with the Office of the Provincial People's Committee and other relevant agencies, organizations, units, and individuals to incorporate and clarify the opinions of members of the Provincial People's Committee, perfect the files and tasks, and submit them to the Chairman of the Provincial People's Committee for examination and decision.

b) In cases where opinion forms and electronic voting ballots are sent to members of the Provincial People's Committee:

The Office of the Provincial People's Committee shall take the lead and coordinate with the main drafting agency to determine the contents requiring opinions; send the forms along with the entire file to the members of the Provincial People's Committee for processing in an electronic environment for voting, except for files containing state secrets which shall be handled in accordance with regulations on protecting state secrets and certain other cases as directed by the leadership of the Provincial People's Committee.

If the majority of members of the Provincial People's Committee approve and there are no differing opinions, the Office of the Provincial People's Committee shall coordinate with the main drafting agency to perfect the files and tasks and submit them to the Chairman of the Provincial People's Committee for examination and decision.

If the majority of members of the Provincial People's Committee approve but there are still differing opinions among some members, the Office of the Provincial People's Committee shall forward the opinions of the members of the Provincial People's Committee to the main drafting agency for incorporation, clarification, perfection, and reporting to the Chairman of the Provincial People's Committee. If the main drafting agency retains its opinion, the Office of the Provincial People's Committee shall consolidate and report to the Chairman of the Provincial People's Committee for examination and decision or organize a meeting with the members of the Provincial People's Committee who have differing opinions.

If the files and tasks are not approved by the majority of members of the Provincial People's Committee, the Office of the Provincial People's Committee shall forward the opinions of the members of the Provincial People's Committee to the main drafting agency for continued processing and reporting to the Chairman of the Provincial People's Committee for examination and decision.

Article 15. Procedures for handling draft regulatory legal documents

The procedures for handling draft regulatory legal documents include draft Resolutions of the People's Council at provincial level, draft Decisions of the People's Committee at provincial level, and draft Decisions of the Chairman of the People's Committee at provincial level, which shall be carried out in accordance with the laws on promulgating regulatory legal documents and the following provisions:

1. Registration to develop Resolution of the People's Council at provincial level, Decision of the People's Committee at provincial level, and Decision of the Chairman of the People's Committee at provincial level:

a) For registration to develop Resolution of the People's Council at provincial level: The Office of the People's Committee at provincial level advises the People's Committee at provincial level to issue a registration document for developing the Resolution to be sent to the Standing Body of the People's Council at provincial level;

b) For registration to develop Decision of the People's Committee at provincial level and Decision of the Chairman of the People's Committee at provincial level: The Office of the People's Committee at provincial level advises the Chairman of the People's Committee at provincial level to issue an approval document and assign the agency, organization, or unit responsible for drafting the document in cases where it agrees. In cases where it does not agree with the registration to develop the Decision, it issues a document to the agency, organization, or unit that made the request and clearly states the reasons for disagreement.

2. Handling files of draft Resolution of the People's Council at provincial level, draft Decision of the People's Committee at provincial level, and Decision of the Chairman of the People's Committee at provincial level:

a) For draft documents that have complete files, procedures, conditions for submission, and no differing opinions: The Office of the People's Committee at provincial level reviews the process, procedures, authority for handling, and advises on the content (hereinafter referred to as review comments), and submits them to the People's Committee at provincial level, Chairman of the People's Committee at provincial level for consideration and decision according to their authority;

b) For draft documents that do not have complete files, correct procedures, and processes: The Office of the People's Committee at provincial level sends a document requesting the agency, organization, or unit responsible for drafting to supplement and perfect the document in accordance with regulations;

c) For draft documents that have complete files, procedures, conditions for submission but still have differing opinions on major issues within the content of the draft:

If the agency, organization, or unit responsible for drafting has already taken the lead and coordinated with other agencies, organizations, units, and individuals who still have differing opinions and cannot reach an agreement, then the Vice Chairman of the People's Committee at provincial level assigned to take charge or delegate the leadership of the Office of the People's Committee at provincial level to chair a meeting with representatives from the leadership of the agency, organization, or unit responsible for drafting, the Department of Justice, and related agencies, organizations, units, and individuals to discuss, clarify, and reach an agreement before submitting to the People's Committee at provincial level, Chairman of the People's Committee at provincial level according to their authority.

In case of failure to reach an agreement, the Office of the People's Committee at provincial level compiles all remaining differing opinions comprehensively, and submits them to the Vice Chairman of the People's Committee at provincial level assigned to consider and decide. In necessary cases or exceeding authority, submit to the Chairman of the People's Committee at provincial level for consideration and decision.

d) The Chairman of the People's Committee at provincial level and the Vice Chairman of the People's Committee at provincial level assigned to take charge provide comments on the Work Processing Form.

3. The People's Committee at provincial level considers and approves draft Resolution of the People's Council at provincial level, draft Decision of the People's Committee at provincial level, in accordance with Clause 5, Article 14 of this Regulation.

Article 16. Issuance and Publication of Documents of Provincial People's Committees, Chairpersons, and Deputy Chairpersons of Provincial People's Committees

1. The Office of the Provincial People's Committee shall be responsible for issuing documents of the Provincial People's Committee, Chairperson of the Provincial People's Committee, and Deputy Chairpersons of the Provincial People's Committee within no more than two working days from the date of signing, ensuring correct addresses and procedures, and handling classified documents in accordance with regulations on state secrets protection.

2. Documents of the Provincial People's Committee, Chairperson of the Provincial People's Committee, and Deputy Chairpersons of the Provincial People's Committee that directly relate to resolving citizens' rights and obligations must be notified to the citizens.

3. Regulatory legal documents of the Provincial People's Committee, Chairperson of the Provincial People's Committee, and guiding documents of specialized agencies and other administrative organizations under the Provincial People's Committee must be published on the electronic portal of the Provincial People's Committee and the websites of specialized agencies and other administrative organizations under the Provincial People's Committee; they must be promptly updated into the electronic information system of the Provincial People's Committee and the Government in accordance with the law, except for documents containing content listed in the national secret directory.

4. The Head of the Office of the Provincial People's Committee shall organize the transmission of documents through the Government's electronic information system and update them into the electronic information system of the Provincial People's Committee.

Chapter IV
PROGRAM OF WORK OF PROVINCIAL PEOPLE'S COMMITTEES

Article 17. Types of Work Programs

1. Work programs include annual, quarterly, monthly, and weekly work programs.

2. Content of work programs

a) The annual work program consists of two parts: the first part outlines general directions, tasks, and major solutions of the Provincial People's Committee across all areas of work; the second part includes the content of regular meetings of the Provincial People's Committee and the list of reports, proposals, draft regulatory legal documents, and issues to be submitted to the Provincial People's Committee and the Chairperson of the Provincial People's Committee for the year;

b) The quarterly work program includes: the content of regular meetings of the Provincial People's Committee and the list of reports, proposals, draft regulatory legal documents, and issues to be submitted to the Provincial People's Committee and the Chairperson of the Provincial People's Committee for the quarter;

c) The monthly work program includes: the content of regular meetings of the Provincial People's Committee and the list of reports, proposals, draft regulatory legal documents, and issues to be submitted to the Provincial People's Committee and the Chairperson of the Provincial People's Committee for the month;

d) The weekly work program of the Chairperson and Deputy Chairpersons of the Provincial People's Committee includes: activities of the Chairperson and Deputy Chairpersons of the Provincial People's Committee on a daily basis throughout the week.

Article 18. Responsibilities of Members of the Provincial People's Committee in Building, Implementing, and Evaluating the Results of Implementation of the Work Program of the Provincial People's Committee and the Chairperson of the Provincial People's Committee

1. The Chairperson of the Provincial People's Committee or the person authorized shall direct the construction and implementation, inspection, and urging of the execution of work programs within the scope and field assigned to their responsibility.

2. Heads of specialized agencies and other administrative organizations under the Provincial People's Committee shall directly direct the construction and organization of implementation of work programs for files and tasks mainly carried out by their agencies, organizations, units, or individuals; they shall be responsible before the Provincial People's Committee and the Chairperson of the Provincial People's Committee for the implementation of work programs assigned by the Provincial People's Committee and the Chairperson of the Provincial People's Committee, ensuring quality, timely progress, and compliance with the requirements of guidance and management of the Provincial People's Committee and the Chairperson of the Provincial People's Committee; actively applying information technology and digital transformation; regularly reporting to the Provincial People's Committee on the implementation of work programs, and providing clear explanations if not completed or delayed compared to requirements.

Heads of specialized agencies and other administrative organizations under the Provincial People's Committee related to the task shall have the responsibility to coordinate in performing the assigned duties and powers in accordance with regulations or upon request, in compliance with the Working Regulations of the Provincial People's Committee; monitoring and urging implementation.

3. The Office of the Provincial People's Committee is the supervisory and coordinating body for the work program of the Provincial People's Committee and the Chairperson of the Provincial People's Committee; it has the responsibility to advise the Provincial People's Committee and the Chairperson of the Provincial People's Committee on building, promulgating, adjusting, urging, and organizing the implementation of work programs, ensuring feasibility and compliance with the requirements of guidance and management of the Provincial People's Committee and the Chairperson of the Provincial People's Committee; enhancing the application of information technology and digital transformation; evaluating the implementation of work programs and regularly reporting results at the meeting of the Provincial People's Committee. When there is an adjustment to the work program, the Office of the Provincial People's Committee must promptly inform members of the Provincial People's Committee and heads of relevant agencies, organizations, and units.

Article 19. Basis for developing the annual, quarterly, and monthly work programs of the Provincial People's Committee, the Chairman of the Provincial People's Committee

1. The annual, quarterly, and monthly work programs of the Provincial People's Committee shall be developed based on the working programs, directives, conclusions of the Government, the Permanent Office of the Government, the Prime Minister, the Executive Committee, the Standing Executive Committee, and the leadership of the provincial Party Committee; or they may be developed based on proposals from agencies, organizations, units, and individuals approved by the Chairman of the Provincial People's Committee or those with authority.

2. The weekly work program shall be developed based on the monthly work program and the practical requirements for directing and managing activities of the Provincial People's Committee, the Chairman of the Provincial People's Committee, Deputy Chairmen of the Provincial People's Committee, or those with authority.

Article 20. Procedure for developing the work program of the Provincial People's Committee

1. Annual program of work:

a) By the latest on November 25 each year, heads of specialized agencies and other administrative organizations under the Provincial People's Committee shall submit to the Provincial People's Committee Office a list of projects and draft documents to be submitted to the Provincial People's Committee and the Chairman of the Provincial People's Committee in the following year. The list must clearly indicate: project name, draft document, competent authority to decide, main drafting agency, collaborating agencies, submission deadline;

b) The Provincial People's Committee Office shall compile and draft the annual work program of the Provincial People's Committee; within five working days, it shall send the draft back to relevant agencies and organizations for comments;

c) Within five working days from receiving the draft work program of the Provincial People's Committee, agencies and organizations must provide formal written feedback to the Provincial People's Committee Office to complete the draft and submit it to the Chairman of the Provincial People's Committee for review and decision to approve at the regular meeting at the end of the year;

d) Within three working days from the Provincial People's Committee's approval of the annual work program, the Provincial People's Committee Office shall submit to the Chairman of the Provincial People's Committee for a decision to issue and send it to members of the Provincial People's Committee, heads of specialized agencies and other administrative organizations under the Provincial People's Committee, and related agencies, organizations, units, and individuals for knowledge and implementation.

2. Quarterly program of work:

a) At the end of each quarter, agencies and organizations must evaluate the implementation of the quarterly work program, review issues to be submitted to the Provincial People's Committee and the Chairman of the Provincial People's Committee in the next quarter as recorded in the annual program, and supplement new issues arising to develop the next quarter's work program.

By the latest on the twentieth day of the last month of each quarter, agencies and organizations shall submit their proposed quarterly work program to the Provincial People's Committee Office;

b) The Provincial People's Committee Office shall compile and draft the quarterly work program of the Provincial People's Committee, submit it to the Chairman of the Provincial People's Committee for decision. By the latest on the twenty-fifth day of the last month of each quarter, the Provincial People's Committee Office must send the next quarter's work program to members of the Provincial People's Committee, heads of specialized agencies and other administrative organizations under the Provincial People's Committee, and related agencies, organizations, units, and individuals for knowledge and implementation.

3. Monthly program of work:

a) Monthly, agencies and organizations base on the progress of preparing projects and draft documents recorded in the quarterly program, outstanding issues, and newly emerging issues to develop the next month's work program. The proposal must be sent to the Provincial People's Committee Office by the latest on the twentieth day of the previous month;

b) The Provincial People's Committee Office shall compile and draft the monthly work program of the Provincial People's Committee, divided according to the areas under the authority of the Chairman of the Provincial People's Committee and each Deputy Chairman of the Provincial People's Committee to handle, submit it to the Chairman of the Provincial People's Committee for decision. By the latest on the twenty-fifth day of each month, the Provincial People's Committee Office must send the next month's work program to members of the Provincial People's Committee, heads of specialized agencies and other administrative organizations under the Provincial People's Committee, and related agencies, organizations, units, and individuals for knowledge and implementation.

4. Weekly Work Program:

a) Based on the monthly work program and directives from the Chairman of the Provincial People's Committee, Deputy Chairmen of the Provincial People's Committee, and the Provincial People's Committee Office, draft the weekly work program of the Chairman of the Provincial People's Committee and Deputy Chairmen of the Provincial People's Committee, submit it to the Chairman of the Provincial People's Committee for decision and notify members of the Provincial People's Committee and related agencies, organizations, and units by the latest on Friday of the preceding week;

b) When agencies, organizations, and units request meetings with the Chairman of the Provincial People's Committee or Deputy Chairmen of the Provincial People's Committee to resolve matters during the week, they must register in writing with the Provincial People's Committee Office.

5. The Provincial People's Committee Office shall regularly coordinate with the Provincial Party Committee Office, the Office of the Provincial People's Council Delegation, and the Provincial People's Council Office to develop the work programs of the Provincial People's Committee, the Chairman of the Provincial People's Committee, and Deputy Chairmen of the Provincial People's Committee to ensure consistency and unity.

6. Adjustments to the work program of the Provincial People's Committee shall be decided by the Chairman of the Provincial People's Committee based on proposals from agencies, units, and organizations and the directive and management requirements of the Provincial People's Committee.

Article 21. Monitoring and evaluating the results of implementing the work program

1. Monthly, quarterly, and annually, specialized agencies and other administrative organizations under the Provincial People's Committee shall review and assess the results of implementing tasks recorded in the work program; report to the Provincial People's Committee Office on the progress and results of processing files and tasks under their main responsibility, remaining pending files and tasks, and subsequent handling measures; adjust and supplement files and tasks in the upcoming work program accordingly.

2. The Provincial People's Committee Office assists the Provincial People's Committee and the Chairman of the Provincial People's Committee in continuously monitoring, inspecting, and urging the preparation of files by specialized agencies and other administrative organizations under the Provincial People's Committee, the Commune People's Committee, and the Chairman of the Commune People's Committee; regularly reports monthly, quarterly, and annually to the Provincial People's Committee and the Chairman of the Provincial People's Committee on the results of implementing the work program of the Provincial People's Committee.

Chapter V
SESSIONS OF THE PROVINCIAL PEOPLE'S COMMITTEE AND MEETINGS OF THE PROVINCIAL PEOPLE'S COMMITTEE, CHAIRMAN OF THE PROVINCIAL PEOPLE'S COMMITTEE

Article 22. Sessions of the Provincial People's Committee

1. The Provincial People's Committee convenes regular meetings once a month. The Provincial People's Committee may convene special meetings or meetings to address urgent matters based on the decision of the Chairman of the Provincial People's Committee, at the request of the Prime Minister, or at the request of at least one-third of the total number of members of the Provincial People's Committee. The organization and procedures for such meetings to address urgent matters are conducted similarly to regular meetings. In other cases, the Chairman of the Provincial People's Committee decides.

2. In exceptional circumstances where a meeting is not convened, soliciting opinions from members of the Provincial People's Committee through electronic means may be implemented in the following situations:

a) Urgent matters that need immediate resolution;

b) Matters that do not require collective discussion;

c) Files and documents have been fully sent to all members of the Provincial People's Committee and there are no differing opinions on the contents;

d) Technical systems meet the conditions for ensuring information security and data storage according to legal regulations.

3. The Provincial People's Committee may convene meetings directly, online, or combine direct and online methods, or use other appropriate forms as stipulated by law, ensuring the quality and effectiveness of work resolution, practicality, time-saving, and promoting the application of information technology and digital transformation in organizing meetings.

4. Organizing online meetings or combining direct and online formats shall be carried out according to the following procedures:

a) The Chairman of the Provincial People's Committee decides on the format, composition, content, time, location (if applicable), and technical system to be used for organizing the online meeting;

b) The Provincial People's Committee Office is responsible for preparing documents, sending electronic invitations and meeting materials to members and attendees; ensuring network connections, equipment, sound and image systems, and data security throughout the meeting;

c) Members of the Provincial People's Committee, representatives, and guests log in, check connectivity, participate fully, express opinions; members of the Provincial People's Committee vote according to their authority; those absent must report and obtain approval from the Chairman of the Provincial People's Committee;

d) During the meeting, the chairperson has the right to manage, conclude, and solicit online voting opinions; the Provincial People's Committee Office is responsible for recording the electronic minutes, confirming the voting results, and storing them together with the meeting data on the system;

e) Storing minutes, audio and video data, and other documents generated during the online meeting shall be carried out according to legal regulations on archives and records management, ensuring information security and the evidentiary value of electronic documents.

5. The Chairman of the Provincial People's Committee convenes and chairs the session of the Provincial People's Committee. If necessary, the Chairman of the Provincial People's Committee may delegate one Vice-Chairman of the Provincial People's Committee to represent the Chairman in chairing and managing certain aspects of the meeting.

6. The Chairman and Vice-Chairmen of the Provincial People's Committee lead discussions on each item within their assigned fields when presenting at the Provincial People's Committee session.

Article 23. Preparation for the meeting of the Provincial People's Committee

1. The Chairman of the Provincial People's Committee decides on the agenda, format, time, schedule, and guest list for the meeting.

2. The Office of the Provincial People's Committee shall be responsible for:

a) Checking and compiling project files, proposals, draft documents, and materials to be presented at the meeting;

b) Preparing the meeting schedule, proposing the composition of attendees to the Chairman of the Provincial People's Committee for decision, and preparing conditions to serve the meeting;

At least three working days before the start of the meeting, the Office of the Provincial People's Committee shall submit to the Chairman of the Provincial People's Committee for formal decision on the agenda, schedule, time, and participants of the meeting, and notify members of the Provincial People's Committee about the Chairman's decisions regarding these matters;

c) Urging heads of agencies and units presenting proposals during the meeting to submit proposal files and related documents;

d) The Office of the Provincial People's Committee shall be responsible for sending invitations and meeting materials to members of the Provincial People's Committee and invited delegates at least two working days before the meeting, except in cases of emergency meetings;

đ) In case of changes to the date or time of the meeting, the Office of the Provincial People's Committee shall immediately notify members of the Provincial People's Committee and invited delegates;

3. Agencies and units primarily responsible for project files, proposals, draft documents, and materials shall be responsible for:

a) Proposing topics to be included in regular and periodic monthly meetings of the Provincial People's Committee and submitting them to the Office of the Provincial People's Committee for compilation and reporting to the Chairman of the Provincial People's Committee;

b) At least five working days before the start of the meeting, the agency or unit primarily responsible for project files, proposals, and draft documents must submit reviewed materials to the Office of the Provincial People's Committee for presentation at the meeting. The number of documents to be reviewed by the Provincial People's Committee during the meeting is determined by the Director of the Office of the Provincial People's Committee.

Article 24. Composition of Participants in the Meeting of the Provincial People's Committee

1. Members of the Provincial People's Committee are responsible for attending all meetings of the Provincial People's Committee. If absent, they must report and obtain approval from the Chairman of the Provincial People's Committee.

Members of the Provincial People's Committee who are also heads of military agencies, public security agencies, or specialized agencies under the Provincial People's Committee due to force majeure may delegate their deputy or authorized representative to attend the meeting if approved by the Chairman of the Provincial People's Committee. They remain responsible for the opinions expressed by their delegates during the meeting. Delegates can express opinions but do not have voting rights.

2. The meeting of the Provincial People's Committee can only proceed when at least two-thirds of the total number of members of the Provincial People's Committee are present.

3. The composition of invited representatives participating in the meeting of the Provincial People's Committee is as follows:

a) Representatives of the Standing Committee of the same-level Party Committee, the Standing Body of the same-level People's Council, and leaders of the provincial-level National Assembly delegation are invited to attend all meetings;

b) The Chairman of the Vietnam Fatherland Front, representatives of the Committees of the same-level People's Council, the Chief Justice of the People's Court, and the Procurator of the People's Procuracy are invited when discussing relevant issues;

c) The Chairman of the People's Council, the People's Committee of the commune level, and other delegates are invited to attend when discussing relevant issues;

d) Invitations for other invited delegates to attend the meeting are carried out according to the decision of the Chairman of the Provincial People's Committee.

4. Delegates who are not members of the Provincial People's Committee may express opinions but do not have voting rights.

Article 25. Procedure for Provincial People's Council Meetings

1. The leader of the Provincial People's Council Office reports on the content, agenda, and participants of the meeting.

2. The Chairman of the Provincial People's Council presides over and directs the meeting.

3. The Provincial People's Council discusses each issue in the following sequence:

a) The head of the agency, organization, or unit responsible for the project, proposal, or draft document presents a summary of the project, proposal, or draft document, and clearly states the issues requiring opinions from the Provincial People's Council. If these issues have been sufficiently explained in the submission report, they need not be presented again;

b) Members of the Provincial People's Council express their opinions, clearly indicating agreement or disagreement with each content. Invited representatives also provide evaluations, comments, and opinions on the project, proposal, or draft document;

c) The head of the agency, organization, or unit responsible for the project, proposal, or draft document provides further opinions and clarifies points of disagreement, answering questions posed by members of the Provincial People's Council and other attendees;

d) The Chairman or Vice-Chairman of the Provincial People's Council leads the discussion to conclude and take a vote. If the discussion is unclear, the chairperson may decide not to approve the project, proposal, or draft document at this meeting and request additional preparation;

4. Voting at the Provincial People's Council Meeting

a) The Provincial People's Council decides on matters at the meeting through voting. Members of the Provincial People's Council have the right to vote in favor or against;

b) The Provincial People's Council decides to apply one of the following voting methods: public voting or secret ballot during the meeting; providing opinions on the opinion recording form; electronic voting or other appropriate methods consistent with local circumstances and the Rules of Operation of the Provincial People's Council;

5. In cases stipulated in Clause 2, Article 22 of these Rules, the Chairman of the Provincial People's Council decides that members of the Provincial People's Council will vote by submitting opinion recording forms or electronic ballots. The Provincial People's Council Office must promptly announce the voting results at the most recent Provincial People's Council meeting;

6. The chairperson of the meeting concludes the Provincial People's Council meeting;

7. For draft regulatory documents included in the agenda of the Provincial People's Council meeting, in addition to implementing the provisions of this Article, the meeting procedures shall comply with the Law on Enacting Regulatory Documents;

Article 26. Minutes of the Provincial People's Council Meeting

1. The Provincial People's Council Office organizes the recording of minutes of the Provincial People's Council meetings. The minutes must include all opinions expressed, the course of the meeting, the chairperson's conclusions, and the voting results;

2. After each meeting, the Director of the Provincial People's Council Office is responsible for promptly informing members of the Provincial People's Council, relevant departments, levels, and organizations within the province about decisions and conclusions made by the chairperson of the meeting; simultaneously reporting to the Standing Committee of the Party Committee and the Standing Committee of the Provincial People's Council at the same level.

Article 27. Meetings of the Provincial People's Council and the Chairman of the Provincial People's Council

1. Annually, every six months, quarterly, or when necessary, the Provincial People's Council shall organize meetings with relevant agencies, organizations, units, and localities to implement plans for socio-economic development, state budget estimates, and other urgent and necessary contents and tasks.

2. Special topic meetings shall be organized to implement or review and conclude on the implementation of resolutions, conclusions of the Central Committee, Politburo, Secretariat, National Assembly, Standing Committee of the National Assembly, Government, Prime Minister, Provincial Party Committee Standing Committee, Provincial People's Council, major documents, mechanisms, policies, or important tasks under the guidance and management of the Provincial People's Council and its Chairman.

3. The Office of the Provincial People's Council or other specialized agencies and administrative organizations under the Provincial People's Council assigned to prepare and submit to the Chairman of the Provincial People's Council for decision the content, form, composition, time, and location of the meeting.

4. Relevant agencies, organizations, units, and individuals shall prepare the content and reports at the meeting according to Clause 3, Article 23 of this Regulation and the assignment of the Chairman of the Provincial People's Council.

Article 28. Meetings and Work Sessions of the Chairman and Deputy Chairmen of the Provincial People's Council to Resolve Matters within Their Authority

1. The Chairman and Deputy Chairmen of the Provincial People's Council shall convene meetings and work sessions to handle regular matters and complex, urgent matters involving multiple sectors and fields. In cases where deemed necessary, the Chairman and Deputy Chairmen of the Provincial People's Council responsible for the sector shall chair meetings and work sessions with heads of specialized agencies and administrative organizations under the Provincial People's Council and the Chairmen of Commune People's Councils related to the matter to examine and direct the resolution of matters within the authority of the Provincial People's Council and its Chairman.

2. Responsibilities of the Office of the Provincial People's Council:

a) To establish schedules for meetings and work sessions according to the directives of the Chairman and Deputy Chairmen of the Provincial People's Council;

b) To urge the main organizing agencies, organizations, and units to fully prepare meeting materials and send invitations and meeting materials to invited participants at least three working days before the meeting, except in cases of emergency;

c) To prepare comprehensive reports, recommendations, and proposals for resolving related contents and report them to the Chairman and Deputy Chairmen of the Provincial People's Council chairing the meeting at least one working day before the meeting, except in cases of emergency;

d) To coordinate with relevant agencies, organizations, and units to prepare venues, facilities, and necessary conditions to serve the meeting, ensuring security for the meeting;

đ) To record minutes, and if necessary, to audio record according to the directive of the meeting chair;

e) Within the latest three days from the date of the meeting, the Office of the Provincial People's Council shall issue a notification of conclusions, unless there are different directives from the Chairman or Deputy Chairman of the Provincial People's Council.

3. Responsibilities of agencies, organizations, and units mainly responsible for projects, programs, draft documents, and meeting contents:

a) To fully prepare meeting materials according to the notice of the Office of the Provincial People's Council and cooperate in sending materials to representatives;

b) To prepare explanations on issues related to the meeting contents;

c) After the meeting, to complete project, program, and draft document files and contents submitted for approval according to the conclusions of the Chairman or Deputy Chairman of the Provincial People's Council.

4. Responsibilities of related agencies, organizations, and units:

a) To attend meetings and work sessions according to the composition, and if leaders cannot attend, they must appoint authorized persons to attend and report, obtaining the consent of the meeting chair;

b) To express opinions on related issues.

5. The Chairman and Deputy Chairmen of the Provincial People's Council shall manage meetings and work sessions, discuss, resolve, and conclude each matter thoroughly.

Article 29. The Weekly Meeting of the Chairman of the Provincial People's Committee and Deputy Chairmen of the Provincial People's Committee

1. The Chairman of the Provincial People's Committee and Deputy Chairmen of the Provincial People's Committee shall convene weekly meetings to handle specialized tasks as decided by the Chairman of the Provincial People's Committee. In cases deemed necessary, upon the direction of the Chairman of the Provincial People's Committee or Deputy Chairmen of the Provincial People's Committee, the Office of the Provincial People's Committee may invite relevant agencies, organizations, units responsible for projects, programs, draft documents, or those with related content to attend the weekly meeting.

The Chairman of the Provincial People's Committee shall chair the weekly meeting. In the absence of the Chairman of the Provincial People's Committee, one Deputy Chairman of the Provincial People's Committee designated by the Chairman of the Provincial People's Committee shall chair the weekly meeting.

2. The Chairman of the Provincial People's Committee decides on the date and agenda of the weekly meeting.

3. Reports at the weekly meeting must be fully prepared, having received comments from relevant agencies, organizations, and units, achieving high consensus, and being reviewed and directed by the leader of the Provincial People's Committee responsible for the meeting.

4. The Director of the Office of the Provincial People's Committee or authorized person shall attend the meeting, report on the results of assigned tasks, issues requiring guidance, and when the agency, organization, or unit responsible for project files, programs, draft documents, or related content attends, they shall directly report.

5. The Office of the Provincial People's Committee shall be responsible for implementing tasks as stipulated in Clause 2, Article 28 of this Regulation.

6. Agencies, organizations, and units responsible for projects, programs, draft documents, or related content shall be responsible for implementing tasks as stipulated in Clause 3, Article 28 of this Regulation.

7. Relevant agencies, organizations, and units shall be responsible for implementing tasks as stipulated in Clause 4, Article 28 of this Regulation.

8. The Chairman of the Provincial People's Committee and Deputy Chairmen of the Provincial People's Committee shall manage the discussion, handling, and final resolution of each issue at the weekly meeting.

Article 30. Meetings and Work Sessions between the Chairman of the Provincial People's Committee, Deputy Chairmen of the Provincial People's Committee, and Heads of Specialized Agencies and Administrative Organizations under the Provincial People's Committee, People's Committees of Communes, and Chairmen of Commune People's Committees

1. At least once a year, the Chairman of the Provincial People's Committee or a Deputy Chairman of the Provincial People's Committee shall convene meetings and work sessions with heads of specialized agencies and administrative organizations under the Provincial People's Committee, People's Committees of communes, and Chairmen of Commune People's Committees regarding the implementation of policies, plans for economic and social development and budget on their territory, compliance with directives and management by the Provincial People's Committee and its Chairman, and the implementation of the Working Regulations of the People's Committee.

2. At least once every quarter, the Chairman of the Provincial People's Committee and Deputy Chairmen of the Provincial People's Committee shall convene meetings and work sessions with heads of specialized agencies and administrative organizations under the Provincial People's Committee within their areas of responsibility to inspect, understand the situation, urge the implementation of work programs, and direct emergent issues.

3. When necessary or upon the request of heads of specialized agencies and administrative organizations under the Provincial People's Committee or Chairmen of Commune People's Committees, the Chairman of the Provincial People's Committee and Deputy Chairmen of the Provincial People's Committee shall convene meetings and work sessions to discuss and resolve issues related to these agencies and localities.

4. The forms of meetings and work sessions prescribed in Clauses 1, 2, and 3 of this Article may be conducted in person, online, or a combination of both, or other appropriate forms based on the practical circumstances of the locality and the Working Regulations of the People's Committee.

5. The Office of the Provincial People's Committee shall be responsible for implementing tasks as stipulated in Clause 2, Article 28 of this Regulation.

6. Heads of specialized agencies and administrative organizations under the Provincial People's Committee and Chairmen of Commune People's Committees shall be responsible for implementing tasks as stipulated in Clause 3, Article 28 of this Regulation.

7. Invited agencies, organizations, and units attending the meeting shall be responsible for implementing tasks as stipulated in Clause 4, Article 28 of this Regulation.

8. The Chairman of the Provincial People's Committee and Deputy Chairmen of the Provincial People's Committee shall manage the discussion, handling, and final resolution of each issue at the meeting.

Article 31. The specialized agencies and other administrative organizations under the provincial People's Committee, the commune People's Committee shall invite the Chairman and Vice Chairman of the provincial People's Committee to attend meetings and work sessions.

When there is a need to invite the Chairman and Vice Chairman of the provincial People's Committee to attend meetings or work sessions, the specialized agencies and other administrative organizations under the provincial People's Committee, the commune People's Committee must register in writing with the Office of the provincial People's Committee for coordination in preparing the content, scheduling the work session, and assigning staff to monitor and serve. In urgent cases, the Director of the Office of the provincial People's Committee shall directly report to the Chairman and Vice Chairman of the provincial People's Committee to proactively arrange time for working with agencies, organizations, units, and localities to promptly address emerging issues.

Article 32. Meetings chaired by members of the provincial People's Committee authorized by the Chairman of the provincial People's Committee to handle the work of the provincial People's Committee, the Chairman of the provincial People's Committee.

1. When necessary, the Chairman of the provincial People's Committee may authorize a member of the provincial People's Committee to chair meetings to handle tasks, projects, proposals, draft documents, and matters submitted to the provincial People's Committee, the Chairman of the provincial People's Committee.

2. In cases where meetings are held at the office of the provincial People's Committee, they shall be conducted in accordance with the provisions of Clause 2, 3, and 4 of Article 28 of this Regulation. In cases where meetings are held at the offices of agencies, organizations, or units, such agencies, organizations, or units shall be responsible for preparing the conditions to serve the meeting.

Article 33. Ensuring discipline and order in sessions, conferences, meetings, and work sessions.

1. Members of the provincial People's Committee, heads of specialized agencies and other administrative organizations under the provincial People's Committee, and individuals with authority have the responsibility to attend sessions, conferences, meetings, and work sessions according to the specified components, times, and locations; in case of absence, they must delegate authority to another individual to attend, report, and obtain the consent of the chairperson. The delegated individual has the responsibility to attend at the specified time and location, absorb the content, and report back to the delegator about the session, conference, meeting, or work session.

2. Delegates and invited guests attending have the responsibility to use materials strictly for the purpose of serving the session, conference, meeting, or work session.

3. Sessions, conferences, meetings, and work sessions containing state secrets must ensure requirements regarding content, components, locations, necessary conditions, protection plans, and related regulations on protecting state secrets. Delegates and invited guests attending have the responsibility to protect state secrets in accordance with the law on protecting state secrets and the requirements of the chairperson.

4. Agencies, organizations, units, and individuals involved in attending sessions, conferences, meetings, and work sessions shall not disseminate information or communicate about the contents discussed in the session, conference, meeting, or work session, except when implementing directives from the Chairman of the provincial People's Committee or the chairperson.

5. The organization of sessions, conferences, meetings, and work sessions must ensure effectiveness, efficiency, and meet the requirements of professional and modern local governance, promoting the application of information technology and digital transformation.

Chapter VI
MONITORING, URGING, AND INSPECTING THE IMPLEMENTATION OF LEGAL DOCUMENTS AND COMPLETION OF ASSIGNED TASKS

Article 34. Principles for monitoring, urging, and inspecting

1. Monitoring, urging, and inspecting must be conducted regularly and according to plans, with coordination to avoid overlap and duplication.

2. Monitoring, urging, and inspecting shall be carried out within the scope of authority, following procedures and formalities prescribed by law, ensuring democracy, transparency, objectivity, accuracy, compliance with the law, without causing inconvenience and not hindering the normal operations of inspected agencies, organizations, and units.

3. Ensuring effectiveness, enhancing administrative discipline and order, creating positive impacts on the guidance and management of provincial People's Committees, Chairpersons of provincial People's Committees, Vice Chairpersons of provincial People's Committees, specialized agencies, other administrative organizations under provincial People's Committees, and village-level People's Committees, and their Chairpersons.

4. Linking with the application of information technology and digital transformation in managing, monitoring, urging, and inspecting legal documents, case files, and guidance and management activities of provincial People's Committees, Chairpersons of provincial People's Committees, Vice Chairpersons of provincial People's Committees, specialized agencies, other administrative organizations under provincial People's Committees, and village-level People's Committees, and their Chairpersons; implementing interconnectivity from the Office of the provincial People's Committee to specialized agencies, other administrative organizations under provincial People's Committees, village-level People's Committees, and related agencies, organizations, units, and individuals.

Article 35. Scope, subjects, and forms of monitoring, urging, and inspecting

1. Scope and subjects of monitoring, urging, and inspecting

a) The implementation of documents issued by the Party, National Assembly, Standing Committee of the National Assembly, President, Government, Prime Minister, central ministries and sectors; by local Party committees and provincial People's Councils in the administrative guidance and management activities of the local state administrative system.

b) The performance of tasks assigned by provincial People's Committees, Chairpersons of provincial People's Committees, and Vice Chairpersons of provincial People's Committees in legal normative documents, directive and management documents, and work resolution and handling.

2. Forms of monitoring, urging, and inspecting:

a) Through the electronic information system and tracking of provincial tasks (city).

b) Through regular or ad hoc reports.

c) Through direct meetings according to approved plans or ad hoc meetings based on national administrative management requirements.

d) Through the establishment of inspection teams and follow-up urging groups.

e) Through other appropriate forms consistent with local practical conditions, utilizing information technology and digital transformation.

3. Provincial People's Committees, Chairpersons of provincial People's Committees, Vice Chairpersons of provincial People's Committees, heads of specialized agencies, other administrative organizations under provincial People's Committees, Chairpersons of village-level People's Committees, and related agencies, organizations, units, and individuals have the responsibility to monitor, urge, and inspect the implementation of legal normative documents, administrative management documents, and the performance of tasks assigned by provincial People's Committees and Chairpersons of provincial People's Committees as stipulated.

Article 36. Supervision, Urging, and Inspection Authority

1. The People's Committee of the province, the Chairman of the People's Committee of the province shall conduct comprehensive inspections on the implementation of Party documents, legal normative documents of central agencies, documents of the same-level Party organization, resolutions of the same-level People's Council, decisions of the People's Committee of the province, and decisions of the Chairman of the People's Committee of the province, as well as other tasks assigned by the People's Committee of the province and the Chairman of the People's Committee of the province.

2. Deputy Chairmen of the People's Committee of the province shall inspect the implementation of Party documents, legal normative documents, administrative management documents, and work within the scope, field, agency, and area assigned by the Chairman of the People's Committee of the province; members of the People's Committee of the province shall inspect the performance of tasks assigned by the People's Committee of the province and the Chairman of the People's Committee of the province according to the assignment of the Chairman of the People's Committee of the province.

3. The Office of the People's Committee of the province shall be responsible for supervising, urging, and inspecting the implementation of tasks assigned by the People's Committee of the province and the Chairman of the People's Committee of the province, and reporting the results of task implementation at regular coordination meetings of the People's Committee of the province.

4. The provincial Inspectorate, within its scope and responsibility, shall organize inspections on the implementation of tasks assigned by the People's Committee of the province and the Chairman of the People's Committee of the province according to the directives of the Chairman of the People's Committee of the province and Deputy Chairmen of the People's Committee of the province, and report to the People's Committee of the province, the Chairman of the People's Committee of the province, and Deputy Chairmen of the People's Committee of the province in charge.

5. The Department of Justice, in collaboration with other specialized agencies and administrative organizations under the People's Committee of the province, shall assist the Chairman of the People's Committee of the province and Deputy Chairmen of the People's Committee of the province in supervising, urging, and inspecting the implementation of legal normative documents within their management scope in specialized agencies, administrative organizations under the People's Committee of the province, People's Committees of communes, and related agencies, organizations, units, and individuals, and report to the People's Committee of the province, the Chairman of the People's Committee of the province, and Deputy Chairmen of the People's Committee of the province in charge.

6. Heads of specialized agencies and administrative organizations under the People's Committee of the province shall be responsible for supervising, urging, and self-inspecting the implementation of legal normative documents, administrative management documents, and the performance of tasks assigned by the People's Committee of the province and the Chairman of the People's Committee of the province for their own agencies, organizations, and localities to implement. They shall regularly report to the Chairman of the People's Committee of the province and Deputy Chairmen of the People's Committee of the province in charge on the results of task implementation within their management scope and provide explanations and accountability for tasks not completed on schedule or with quality issues. They shall annually report to the People's Committee of the province, the Chairman of the People's Committee of the province, and Deputy Chairmen of the People's Committee of the province in charge on the situation of supervising the implementation of legal normative documents within their management scope.

Article 37. Reporting on Inspection Results

1. Upon completion of the inspection, the agency, organization, or person with authority to conduct the inspection must report the results to the competent agency or person in accordance with regulations; if violations are discovered, they shall be handled according to the authority or recommended for handling by the competent authority in accordance with the provisions of the law.

2. Quarterly, specialized agencies and other administrative organizations under the provincial People's Committee shall report to the Chairman and Vice Chairman of the provincial People's Committee responsible for overseeing inspections of the implementation of documents within their respective fields and areas of management.

3. The Office of the provincial People's Committee shall compile and report to the provincial People's Committee on the situation of inspections of the implementation of documents at the regular meetings of the provincial People's Committee at the end of each quarter.

Chapter VII
RECEIVING GUESTS, BUSINESS TRAVEL

Article 38. The Chairman and Vice Chairman of the provincial People's Committee receiving domestic guests

1. The Chairman and Vice Chairman of the provincial People's Committee shall receive social guests and meet delegations, guests visiting and working in the locality in the following cases:

a) When invited directly by the Chairman or Vice Chairman of the provincial People's Committee or upon the directive of a competent authority;

b) Receiving guests at the request of the head of specialized agencies, other administrative organizations under the provincial People's Committee, the Chairman of the Provincial People's Council, the Chairman of the district People's Committee, the heads of provincial-level agencies, organizations, units, and enterprises within the province;

c) Receiving guests at the request of the guests themselves.

2. Agencies, organizations, units, and individuals who need to request the Chairman and Vice Chairman of the provincial People's Committee to receive guests must submit a written request to the Chairman and Vice Chairman of the provincial People's Committee at least three working days before the planned reception date; the document must clearly state the content, format of the reception, number of guests, time, and location of the reception, and attach necessary files and documents regarding the content, time, composition, activities of the guests in the locality, and proposals and recommendations. The main inviting agency, organization, unit, or individual must coordinate with the Office of the provincial People's Committee to prepare the content of the reception and organize it effectively.

3. The Office of the provincial People's Committee has the responsibility:

a) To report to the Chairman and Vice Chairman of the provincial People's Committee on requests from agencies, organizations, units, and individuals to receive guests; promptly inform the relevant agencies, organizations, units, and individuals of the opinions of the Chairman or Vice Chairman of the provincial People's Committee, and include them in the weekly work program of the Chairman and Vice Chairman of the provincial People's Committee after obtaining their agreement;

b) To coordinate with relevant agencies, organizations, units, and individuals to prepare the content of the reception. In necessary cases, upon the directive of the Chairman or Vice Chairman of the provincial People's Committee, request relevant agencies, organizations, units, and individuals to prepare specific contents of the reception;

c) In necessary cases, invite television and press agencies to attend and report on the reception;

d) To coordinate with relevant agencies, organizations, units, and individuals to provide services and ensure safety during the reception; organize the implementation of necessary follow-up tasks after the reception.

Article 39. The Chairman and Vice Chairmen of the Provincial People's Committee receiving foreign guests

1. The Chairman and Vice Chairmen of the Provincial People's Committee shall receive foreign guests through the following forms: social visits, working meetings introduced by central agencies, requests from agencies, organizations, units, and individuals at the provincial level, and direct requests from guests to the Chairman and Vice Chairmen of the Provincial People's Committee.

2. Agencies, organizations, units, and individuals who need to request the Chairman and Vice Chairmen of the Provincial People's Committee to meet with their foreign counterparts must submit a written request specifying the content and form of the meeting, the composition and brief information about members of the delegation, the program of activities of the guests in the locality, and other related issues. In case of proposals or recommendations, they must be sent to the Chairman or Vice Chairman of the Provincial People's Committee at least three working days before the planned meeting date.

3. The Office of the Provincial People's Committee shall be responsible for implementing the tasks stipulated in Clause 3 of Article 38 of this Regulation.

4. The heads of specialized agencies and other administrative organizations under the Provincial People's Committee who have plans to receive foreign guests must report in writing on the composition of guests, the content and time of the planned reception, to the Chairman of the Provincial People's Committee, and simultaneously send it to the Department of Foreign Affairs (if applicable) and the Office of the Provincial People's Committee for consolidation and monitoring.

5. The Department of Foreign Affairs shall be responsible for guiding agencies, organizations, units, and individuals at the provincial level to comply with regulations on unified management of external activities and the Party and State's foreign policies, ensuring requirements for diplomatic etiquette; arranging transportation, accommodation, and gifts according to current regulations. For administrative units at the provincial level without a Department of Foreign Affairs, the Office of the Provincial People's Committee shall undertake this task.

Article 40. Work Travel System

1. The Chairman and Vice Chairmen of the Provincial People's Committee, and members of the Provincial People's Committee assigned by the Chairman of the Provincial People's Committee, must allocate time for grassroots work visits to inspect and understand the implementation of policies, laws, decisions, directives, and guidance documents issued by the Provincial People's Committee and the Chairman of the Provincial People's Committee; meet with and listen to the opinions and aspirations of the people; grasp the situation at the grassroots level to promptly provide guidance and propose solutions to help localities and grassroots units overcome difficulties and obstacles.

Depending on the content of the work visit, appropriate forms should be organized to ensure practicality and economy.

2. The Vice Chairmen of the Provincial People's Committee and the heads of specialized agencies and other administrative organizations under the Provincial People's Committee must plan ahead when going to grassroots levels for work visits. In cases of work visits or meetings with other localities and central ministries and sectors, they must report and obtain approval from the Chairman of the Provincial People's Committee.

3. The Chairman and Vice Chairmen of the Provincial People's Committee, members of the Provincial People's Committee, and the heads of specialized agencies and other administrative organizations under the Provincial People's Committee must comply with regulations on unified management of external activities and the Party and State's foreign policies when traveling abroad, ensuring requirements for diplomatic etiquette.

4. The Vice Chairmen of the Provincial People's Committee, the heads of specialized agencies and other administrative organizations under the Provincial People's Committee, and the Chairmen of Commune People's Committees when traveling abroad must submit written reports and only travel with the approval of the Chairman of the Provincial People's Committee.

5. The Vice Chairmen of the Provincial People's Committee, the heads of specialized agencies and other administrative organizations under the Provincial People's Committee, and the Chairmen of Commune People's Committees when traveling abroad based on instructions or delegations from the Chairman of the Provincial People's Committee must promptly report the results of their work to the Chairman of the Provincial People's Committee or the Vice Chairman of the Provincial People's Committee responsible for the area or sector upon return.

6. During the sessions of the Provincial People's Council and the Provincial People's Committee, members of the Provincial People's Committee and the heads of specialized agencies and other administrative organizations under the Provincial People's Committee shall not be scheduled for work trips unless approved by the Chairman of the Provincial People's Committee.

7. The Office of the Provincial People's Committee shall be responsible for:

a) Developing programs and plans for the Chairman and Vice Chairmen of the Provincial People's Committee to visit and work at agencies, organizations, units, and grassroots levels within the locality; informing relevant agencies, organizations, units, and grassroots levels about the programs and plans for formal visits and work of the Chairman or Vice Chairman of the Provincial People's Committee;

b) Assisting the Chairman of the Provincial People's Committee in consolidating and balancing the work trip programs of the Chairman and Vice Chairmen of the Provincial People's Committee and members of the Provincial People's Committee authorized by the Chairman of the Provincial People's Committee to ensure effectiveness and avoid overlap;

c) Monitoring the work trip situations of members of the Provincial People's Committee, regularly reporting to the Provincial People's Committee at its meetings.

8. The Department of Foreign Affairs shall be responsible for advising and assisting the Chairman and Vice Chairmen of the Provincial People's Committee on programs and plans for overseas work trips, ensuring compliance with regulations on unified management of external activities and the Party and State's foreign policies, ensuring requirements for diplomatic etiquette; arranging transportation, accommodation, and gifts according to current regulations. For administrative units at the provincial level without a Department of Foreign Affairs, the Office of the Provincial People's Committee shall undertake this task.

Chapter VIII
INSPECTION, RECEIVING CITIZENS, AND RESOLVING COMPLAINTS AND ACCUSATIONS

Article 41. Responsibilities of the Chairman of the People's Committee at the provincial level

1. Direct the Provincial Inspector General, the Director of the People's Committee Office at the provincial level, the heads of specialized agencies, administrative organizations under the People's Committee at the provincial level, and the Chairmen of the People's Committees at the commune level to strictly implement inspection work, receiving citizens, and handling complaints and denunciations of citizens; publicly disclose progress and results of resolution for the people to know and supervise. Periodically, the Chairman of the People's Committee at the provincial level convenes meetings with Deputy Chairmen of the People's Committee at the provincial level and the heads of specialized agencies, administrative organizations under the People's Committee at the provincial level related to resolving pending complaints and denunciations.

2. The Chairman of the People's Committee at the provincial level shall be responsible before the Government and the Prime Minister when corruption, waste, prolonged and complex pending complaints and denunciations involving many people and exceeding jurisdiction occur within their local management scope.

3. The Chairman of the People's Committee at the provincial level must have a schedule for receiving citizens; closely coordinate with the Delegation of National Assembly representatives, the Standing Committee of the People's Council at the same level, and relevant agencies and organizations to organize citizen reception. The Chairman of the People's Committee at the provincial level may delegate authority to Deputy Chairmen of the People's Committee at the same level to receive citizens, but the Chairman of the People's Committee at the provincial level must arrange time to directly receive citizens for at least one day each month and handle emergency citizen receptions as prescribed in the Law on Citizen Reception.

Article 42. Responsibilities of members of the People's Committee at the provincial level

1. Within the scope of their functions, tasks, and authorities, members of the People's Committee at the provincial level are responsible for organizing the inspection work on the implementation of policies, laws, tasks, programs, and plans of sectors, units, and localities; concluding and making decisions to thoroughly resolve cases, complaints, and denunciations.

2. Timely and properly resolve complaints and denunciations within their jurisdiction according to the law; respect and listen to citizens' opinions to improve and enhance the effectiveness of work; be responsible before the People's Committee at the provincial level and the Chairman of the People's Committee at the provincial level regarding the results of complaint and denunciation resolution within their scope of functions, tasks, and authorities.

3. Organize citizen reception in accordance with the provisions of the Law on Citizen Reception, the Law on Complaints, the Law on Denunciations, and current legal regulations.

Article 43. Responsibilities of the Provincial Inspector General

1. Assist the Chairman of the People's Committee at the provincial level in organizing and directing inspection activities, citizen reception, complaint and denunciation resolution, anti-corruption, and anti-negligence within the Chairman's jurisdiction as prescribed by law; promptly and properly resolve assigned tasks and be responsible before the People's Committee at the provincial level and the Chairman of the People's Committee at the provincial level for the results of task execution.

2. When discovering that decisions on complaint resolution or conclusions on denunciation content made by the heads of specialized agencies, administrative organizations under the People's Committee at the provincial level, or the Chairmen of the People's Committees at the commune level violate the law or contain new circumstances, request these heads to re-resolve or report to the Chairman of the People's Committee at the provincial level for review and decision.

3. Report quarterly at the meeting of the People's Committee at the provincial level on the situation of inspections, citizen reception, and complaint and denunciation resolution of citizens in the locality; strengths and weaknesses in inspection work, organization of citizen reception, and complaint and denunciation resolution, measures to address them, and recommendations for handling methods.

Article 44. Responsibilities of the Head of the People's Committee Office at the provincial level

1. Arrange and schedule the reception of citizens by the Chairman and Vice Chairmen of the People's Committee at the provincial level.

2. Coordinate with relevant agencies, organizations, and units to provide advice for the Chairman of the People's Committee at the provincial level to direct and resolve complaints and denunciations within their jurisdiction.

3. Monitor and urge specialized agencies, other administrative organizations under the People's Committee at the provincial level, People's Committees at the district level, and Chairmen of the People's Committees at the district level to implement decisions, directives, and guidance opinions of the Chairman of the People's Committee at the provincial level in the field of inspection, citizen reception, and complaint resolution.

4. Respond to parties with complaints and denunciation letters when authorized by the Chairman of the People's Committee at the provincial level. The authorization to respond does not include the authority to issue decisions on resolving complaints and denunciations on behalf of the Chairman of the People's Committee at the provincial level.

Article 45. Organization of Citizen Reception by the People's Committee at the provincial level

1. The People's Committee at the provincial level arranges locations for citizen reception; assigns civil servants and public officials with appropriate qualifications, capabilities, and knowledge of the law to perform citizen reception duties as stipulated by the Law on Citizen Reception.

2. The Head of the Inspectorate at the provincial level leads and coordinates with the People's Committee Office at the provincial level and relevant agencies and organizations to develop regulations and procedures for citizen reception that comply with the law and suit local conditions; organize and implement citizen reception effectively.

Chapter IX
INFORMATION AND REPORTING WORK

Article 46. Responsibilities for Information and Reporting

1. Responsibilities of the Chairman of the People's Committee at the provincial level:

a) Regularly report on the economic and social situation, security, and defense of the locality and special reports as required by the Government, Prime Minister, central ministries and sectors, the Standing Committee of the Party Committee, the Standing Committee of the People's Council at the same level; simultaneously send these reports to members of the People's Committee at the provincial level, Delegation of National Assembly representatives, heads of specialized agencies and other administrative organizations under the People's Committee at the provincial level, and Chairmen of the People's Committees at the district level.

b) Delegate authority to the Head of the People's Committee Office at the provincial level to report monthly on the direction and management of the People's Committee at the provincial level, and prominent situations in the month to the Government Office, the Standing Committee of the Party Committee, the Standing Committee of the People's Council, members of the People's Committee at the provincial level, heads of specialized agencies and other administrative organizations under the People's Committee at the provincial level, and Chairmen of the People's Committees at the district level.

2. Responsibilities of the Head of the People's Committee Office at the provincial level:

a) Organize daily and weekly information provision to support the leadership and management work and regular tasks of the Chairman and Vice Chairmen of the People's Committee at the provincial level, including important issues presented by specialized agencies and other administrative organizations under the People's Committee at the provincial level and People's Committees at the district level to the Chairman or Vice Chairman of the People's Committee at the provincial level, and prominent weekly information on economic and social affairs, security, and defense in the locality.

b) Coordinate information exchange with the Office of the Delegation of National Assembly Representatives and the People's Council at the provincial level, and related agencies; participate in weekly coordination meetings.

c) Guide, monitor, and urge specialized agencies and other administrative organizations under the People's Committee at the provincial level and People's Committees at the district level to implement information and reporting systems and utilize other information to support the leadership and management of the People's Committee at the provincial level and the Chairman of the People's Committee at the provincial level.

d) Assist the People's Committee at the provincial level and the Chairman of the People's Committee at the provincial level in compiling and drafting monthly, quarterly, six-monthly, annual, term-end summary reports, special reports, and urgent reports as specified in point a, Clause 1 of this Article.

đ) Organize the updating of the electronic information system of the People's Committee at the provincial level with reports and information on economic and social conditions, directive and management information, work programs, and daily activities of the People's Committee at the provincial level according to the requirements of the Chairman of the People's Committee at the provincial level.

e) Organize daily press reviews sent to the Chairman and Vice Chairmen of the People's Committee at the provincial level; notify the guidance opinions of the Chairman and Vice Chairmen of the People's Committee at the provincial level for relevant agencies, organizations, and localities to handle issues raised by the media; monitor, inspect, and report to the Chairman and Vice Chairmen of the People's Committee at the provincial level on the results of handling by relevant agencies, organizations, and localities.

3. Responsibilities of heads of specialized agencies and other administrative organizations under the People's Committee at the provincial level and Chairmen of the People's Committees at the district level:

a) Strengthen internal information systems to help leaders of agencies, organizations, and localities understand the main developments occurring daily within their respective fields and areas of responsibility.

b) Send the Chairman of the People's Committee at the provincial level monthly, quarterly, six-monthly, and annual regular reports, special reports, and urgent reports.

The deadlines for submitting regular reports are determined by the Chairman of the People's Committee at the provincial level in accordance with legal provisions on information and reporting systems.

c) Prepare reports of the People's Committee at the provincial level for submission to higher-level agencies as assigned by the Chairman of the People's Committee at the provincial level.

d) Regularly exchange information with other specialized agencies and organizations under the People's Committee at the provincial level and People's Committees at the district level regarding related matters. Provide information in accordance with regulations and when requested for cooperation by other agencies, organizations, units, and individuals.

4. The Department of Finance, in addition to the responsibilities specified in Clause 3 of this Article, is responsible for developing and presenting at the regular meeting of the People's Committee at the provincial level reports on the implementation of monthly, quarterly, six-monthly, and annual plans.

Article 47. Information on the activities of state administrative agencies at local levels for the people

1. Responsibilities of the Chairman of the People's Committee of the province, Deputy Chairmen of the People's Committee of the province:

a) Implementing the information system for the people through reports of the People's Committee of the province to the People's Council at the same level and the Delegation of National Assembly representatives; answering questions, suggestions from voters, National Assembly deputies, People's Council deputies; responding to interviews by mass media organizations;

b) Organizing press conferences and regularly providing information to mass media organizations and the people about the situation of the activities of the People's Committee of the province, the Chairman of the People's Committee of the province, Deputy Chairmen of the People's Committee of the province, and about new policies and regulations issued, and documents on the implementation of policies and laws of the State.

2. Responsibilities of the Head of the People's Committee Office at the provincial level:

a) Preparing the content and necessary materials for regular press conferences organized by the Chairman of the People's Committee of the province or by Deputy Chairmen of the People's Committee of the province;

b) Providing information to mass media organizations about the activities of the People's Committee of the province, the Chairman of the People's Committee of the province, Deputy Chairmen of the People's Committee of the province; about the economic and social situation, security, defense of localities as prescribed by law;

c) Organizing the wide publication and distribution of documents, regulations, and policies issued by the People's Committee of the province, the Chairman of the People's Committee of the province related to the rights and obligations of citizens in the locality;

d) Taking the lead and coordinating with heads of specialized agencies, other administrative organizations under the People's Committee of the province, Chairmen of the People's Committees of communes to promote the application of information technology and digital transformation; updating information on the website of the agency, organization, locality on the Internet to disseminate news and publicize the overall situation of the agency, organization, locality.

3. Responsibilities of heads of specialized agencies, other administrative organizations under the People's Committee of the province:

a) Creating favorable conditions for mass media organizations to access accurate information sources in a timely manner about events occurring in their respective fields of management in the locality;

b) Responding to interviews by mass media organizations or upon request of the Chairman of the People's Committee of the province; providing news for mass media organizations to publish articles, broadcast news to publicize the work of the agency, organization; requesting corrections for false contents published or broadcasted;

c) Strengthening the management of specialized information and journalism; not allowing the leakage of information containing state secrets within their respective fields of responsibility;

d) Announcing publicly the situation of collection and use of funds that have been raised through contributions from the people.

Article 48. Transmission of information on the electronic information system

1. The following documents must be posted on the electronic information system of the People's Committee of the province:

a) Legal normative documents of the People's Council of the province, the People's Committee of the province, and the Chairman of the People's Committee of the province that have been issued;

b) Documents of the Party and the State regarding new policies and draft legal normative documents prepared by the People's Committee of the province, specialized agencies, and other administrative organizations under the People's Committee of the province for soliciting opinions and improving the content of the documents;

c) Administrative documents, reports, forms, and other documents designated by the Director of the Office of the People's Committee of the province.

2. The Office of the People's Committee of the province shall be responsible for exploiting and disseminating information on the electronic information system of the People's Committee of the province, legal normative documents, reports, and other related information to effectively serve the guidance and management functions of the People's Committee of the province, the Chairman of the People's Committee of the province, and Deputy Chairmen of the People's Committee of the province.

3. Agencies and units shall implement the information exchange system through the electronic information system of the People's Committee of the province as prescribed; regularly monitoring information on the electronic information system to promptly receive directives and management documents, and other information sent by the People's Committee of the province for dissemination and implementation.

4. Agencies and units shall actively and proactively in implementing the application of information technology and digital transformation.
