Circular No. 32/2018/TT-BGTVT Issuing Two National Technical Regulations on Railways

CIRCULAR

ISSUING TWO NATIONAL TECHNICAL REGULATIONS ON RAILWAYS

Pursuant to the Law on Construction number 50/2014/QH13 amended and supplemented by Law number 03/2016/QH14, Law number 35/2018/QH14, Law number 40/2019/QH14 and Law number 62/2020/QH14;

WHEREAS, Law on Product Quality and Commodities No. 05/2007/QH12 dated November 21, 2007;

At the proposal of the Director of the Personnel Organization Department and the Director of the Vietnam Registration Bureau;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

WHEREAS, Decree No. 67/2009/NĐ-CP dated August 3, 2009 of the Government amending certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of some provisions of the Law on Standards and Technical Regulations, and Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of some provisions of the Law on Product Quality and Commodities;

Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;

AT THE REQUEST OF THE HEAD OF THE SCIENCE AND TECHNOLOGY DEPARTMENT AND THE DIRECTOR OF THE VIETNAM RAILWAY ADMINISTRATION;

THE MINISTER OF TRANSPORTATION ISSUES THIS CIRCULAR TO ENACT TWO NATIONAL TECHNICAL REGULATIONS ON RAILWAYS.

Article 1. Registration number: QCVN 21:2019/BKHCN.

1. NATIONAL TECHNICAL REGULATION ON RAILWAY OPERATIONS

REGULATION NUMBER: QCVN 08: 2018/BGTVT.

2. NATIONAL TECHNICAL REGULATION ON RAILWAY TRAFFIC SIGNALS

REGULATION NUMBER: QCVN 06: 2018/BGTVT.

Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM JULY 1, 2018. ABOLISH THE FOLLOWING DOCUMENTS:

1. Circular No. 66/2011/TT-BGTVT dated December 28, 2011 of the Minister of Transportation on the issuance of three national technical regulations on railways.

2. Circular No. 12/2015/TT-BGTVT dated April 20, 2015 of the Minister of Transportation on the issuance of the national technical regulation on railway operations.

Article 3. THE HEAD OF THE MINISTRY’S OFFICE, THE HEAD OF THE MINISTRY’S INSPECTION DEPARTMENT, THE DIRECTORS OF THE MINISTRY’S DEPARTMENTS, THE DIRECTOR OF THE VIETNAM RAILWAY ADMINISTRATION, THE GENERAL DIRECTOR OF THE VIETNAM RAILWAY CORPORATION, THE HEADS OF THE AFFECTED ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
